BOEM updates  Working on outlining an expanded approach to cumulative impacts analysis for use in VW SEIS  Will apply methods to other wind energy EIS documents  Leasing – nothing new since June  NY Bight wind energy area announcement still pending  There are additional call areas in South Atlantic as well  Various SAPs and COPs in review phase (project updates)  Gulf of Maine wind energy  GOM development would be with floating turbines  BOEM finalizing list of invitees to GOM taskforce  Does the Council want to engage with the taskforce in some capacity?  MA RFP in progress – applicants State Goal include Bay State Wind, , Vineyard MA 3,200 Wind; selections due Nov 8 RI 1,000  CT RFP in progress – looking for CT 2,300 (previously 300) at least 400 MW; bids due NY 9,000 September 30, announcement November NJ 3,500 MD 1,568 (previously  NY awards to Equinor (816 MW) 368) and Ørsted (880 MW) in late July VA Sept 2019 EO 2,500  NJ award to Ørsted in late June MW project by 2026 (1,100 MW) TOTALS 20,568 + 2,500  VA announcement Sept 19

September 26, 2019 4 Coordinated transmission

 General approach now is to combine generation and transmission, which is baked into some state’s RFPs, but can take a transmission ‘backbone’ approach as well  BOEM published an RFCI on NY/NJ transmission in June in response to unsolicited ROW request from Anbaric  Council submitted comments  Anbaric Development Partners, who submitted the ROW request for NY/NJ, is working on a similar submission for Southern New England  Anbaric met with Habitat Committee on August 29

September 26, 2019 5 2. Project updates – WEA  I - Vineyard Wind/Copenhagen Infrastructure Partners, selling power to MA. BOEM has delayed EIS in order to conduct an expanded cumulative impacts analysis – SEIS expected late this year/early 2020 – will include comment period, public meetings.  Vineyard Wind II – remainder of lease area 501; bidding for MA RFP, already have SAP for that lease, additional surveys being conducted; COP forthcoming  Bay State – Ørsted project, also bidding for MA RFP. COP submitted. NOI likely early next year.  Mayflower Wind – Shell and EDP Renewables, also bidding for MA RFP. BOEM is processing the SAP; COP expected next year.  Equinor project (MA) – Lease area 520, SAP early next year  Liberty Wind (MA) – Vineyard Wind project, lease area 522, SAP late winter/early spring, COP 2020  South Fork (MA/RI) – Ørsted project, selling power to NY. DEIS late this year or early next year.  Revolution Wind (MA/RI) – Ørsted project, selling power to RI/CT. BOEM expected to receive COP by the end of the year.  Sunrise Wind (MA/RI) – Ørsted, Eversource, Con Edison project selling power to NY. COP anticipated summer of 2020.

September 26, 2019 Updates – NY, NJ, DE, MD, VA WEAs

(NY) – Equinor project, 816 MW, OREC agreement with NY; BOEM expected to receive COP by end of 2019  (NJ) - Ørsted project, BOEM received COP in August and is reviewing for completeness. NOI end of this year or early next year.  Skipjack (DE) – Ørsted project, BOEM received COP in April  US Wind (MD) –BOEM expects to receive COP by the end of the year  Dominion Energy (VA) – possible 220 turbine project in early stages; related test turbine project in partnership with Ørsted. COP possibly 2022.

September 26, 2019 10 Southern New England monitoring RFP

 RFP for Fisheries monitoring in relation to SNE: https://www.masscec.com/request-proposals-pilot-studies- regional-fisheries-monitoring  Up to $1 million from BOEM, MassCEC and RI DEM  Within/directly relevant to the region from Nantucket Shoals and the Great South Channel extending southwestward to Long Island.  Proposals are invited for studies within three topic areas:  Fishery resource studies;  Seafloor habitat studies; or  Technical studies on how to maximize compatibility of offshore wind and fishing.  Due October 17, 2019. September 26, 2019 11 BOEM research projects  Recently awarded socioeconomic study on surfclam/ocean quahog fishery potential responses to wind farms (Rutgers, U. Southern Mississippi, ODU, VIMS)  Recently awarded “Using autonomous vehicles to map distribution and habitat use of soniferous fish, with a focus on Atlantic cod spawning aggregations, on Cox’s ledge" https://www.boem.gov/AT-19-08/ to NEFSC  Will be awarding hydrodynamic modeling contract soon  How does installation of wind farms in SNE change ocean currents and particle movement? BOEM is interested in feedback regarding focus species for particle tracking  Annual solicitation of study ideas for Environmental Studies Program later this fall

 RODA is growing – new members from west coast; interest in sharing lessons learned and expertise  Joint Industry Task Force with wind developers – July 2019 TORs  NYSERDA grants awarded in August  Continued engagement on transit issues in SNE and NY Bight  Participated in Cape May hearing of House Sub-Committee on Energy and Mineral Resources

Coast Guard guidance and studies  Navigation and Vessel Inspection Circular No. 01-19: Guidance on the Coast Guard’s Roles and Responsibilities for Offshore Renewable Energy Installations  Identifies information used by USCG to evaluate impacts of OREIs on CG missions, including safety, traditional uses of waterways, etc. Includes guidance for:  USCG roles and responsibilities  Navigational Safety Risk Assessments  Marine Spatial Planning  MARIPARS and ACPARS studies in progress
