The City of Richmond has received an application for the Richmond Country Club Residential Project (proposed project), located along Giant Highway at the existing Richmond Country Club, accessible via Markovich Lane. The proposed project is mapped on the Richmond, California United States Geological Survey (USGS) Topographical Quadrangle, Land Grant: San Pablo Mount Diablo Base and Meridian (approximate Latitude 37° North 59’ 17.80”; Longitude 122° West 21’ 8.31”), a copy of which has been attached for your review (attachment). The proposed project is subject to the California Environmental Quality Act (CEQA), with the City of Richmond acting as Lead Agency. In accordance with Assembly Bill 52 (AB 52), as discussed below, the City of Richmond would like to invite Native American tribes and individuals to participate in the local planning process.

The proposed project consists of the development of 102 single-family homes on 27.05 acres. Proposed project development would require the re-configuration of a portion of the golf course and removal of mature eucalyptus trees. A records search of the California Historical Resources Information System (CHRIS) indicated that six historic-era resources have been previously identified within 0.5-mile of the proposed project site. No prehistoric sites have been recorded within the search radius.

The City of Richmond would like to provide you with an opportunity to communicate concerns you might have regarding historical resources or Tribal Cultural Resources (TCRs) important to your community that could be impacted by the proposed project. The City of Richmond requests your participation in the identification and protection of historical resources and TCRs that could be impacted by the proposed project, with the understanding that you or other members of your community might possess specialized knowledge of the area.

Please consider this letter and preliminary project information as formal notification of a proposed project as required under CEQA, specifically Public Resources Code Section 21080.3.1 and Chapter 532 Statutes of 2014 (i.e., AB 52).
