As a fixed income resident, tax payer, retired farmer, retired factory worker, when will we receive any good news on tax relief! Subject: regarding case number 2016-00059 - To whom it may concern: I urge the PSC to oppose any increase in rates for the Telephone Universal Service Fund. While I am not opposed to the original idea of subsidies being given to those who need a landline for emergency purposes, I am opposed to subsidies that are given to people to get free cell phones. Cell phones can be given to a person in need, but then end up in the hands of anyone. I do not have a problem with landlines since they go in the home of the person needing assistance. I do have a problem with tax payer funding of cell phone minutes! Additionally, if the purpose of the program is to ensure that the elderly or others most in need, need a phone to make emergency 911 calls, then older cell phones, without minutes, can be used for that purpose, aka Domestic abuse victims. There are many programs that collect old phones just for that purpose. I have seen too many tents throughout towns in this area where companies are advertising free phones with 500 minutes for those on food stamps, welfare, etc. I object to my tax dollars being used for that purpose!! I guarantee that if you restrict free phones to only landlines, your money problems with this program will disappear, and the real people who need them will still be helped. DO NOT take the easy way out and increase taxes. If there is no interest in policing this program to prevent abuse, please discontinue. Even if there were no abuse you cannot continue soaking the taxpayers for ever increasing social programs. The takers are defrauding the tax payers of Kentucky, enough already! Pull the plug.
