Ethnic and Religious Conflict in Southern Philippines: A Discourse on Self-Determination, Political Autonomy, and Conflict Resolution Jamail A. Kamlian Professor of History at Mindanao State University- ILigan Institute of Technology (MSU-IIT), ILigan City, Philippines ABSTRACT Filipina kini menghadapi masalah serius terkait populasi mioniritas agama dan etnis. Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development.

Philippines Coronavirus Disease 2019 (COVID-19) Situation Report #81 19 July 2021 Data reported by the Department of Health on 19 July 2021 Situation summary (Highlights of the current report) Please see the Philippines Department of Health (DOH) daily Situation Update for further information. 1,513,396 1,439,049 26,786 10,464,767 Cases Recoveries Deaths Vaccinated • Out of a total 1,513,3961 confirmed cases reported in the Philippines as of 19 July 2021, 51.2% are male, with the most affected age group 25-34 years (26.9%). • 35.6% of the total number of cases are from the National Capital Region (NCR), followed by CALABARZON (16.9%), Central Luzon (8.9%), Central Visayas (5.5%), Western Visayas (5.4%). • Out of the total 26,786 confirmed deaths, 57.6% are male, with the most affected age group 65-74 (28%) followed by the age group 60-64 years (13.4%) and the age group 80+ (13.4%). • 30.6% of the total number of deaths reported are from NCR, followed by CALABARZON (12.5%), Central Luzon (12.5%), Central Visayas (8.5%), Western Visayas (6.4%). • Of the total 71,650 confirmed cases in the past two weeks, about 88% of the cases are from the regions, while about 12% of the cases are from NCR. In the two weeks prior to that, about 90% of the total 77,507 confirmed cases were from the regions, while about 10% of the cases were from NCR. • The number of laboratories performing tests for COVID-19 using RT-PCR or GenXpert increased to 260.

GOVPH (/) LGUs get P864-M from national wealth June 15, 2016 (http://www.gov.ph/2016/06/15/lgus-shares-national-wealth/) The Department of Budget and Management (DBM) has released the 40 percent share of local government units (LGUs) in the proceeds from the development and utilization of national wealth, specically from the collection derived by the national government from energy resources production for 2015. The DBM said in a statement that it has released the amount of P863,722,833.48 as 40 percent share of LGU in the proceeds from petroleum, coal, geothermal, hydrothermal, and wind resources. The total actual collection amounted to P2,158,194,583.76. The Local Government Code provides that in addition to the internal revenue allotment (IRA), LGUs shall have an equitable share in the proceeds derived from the utilization and development of the national wealth within their respective areas, including sharing the same with the inhabitants by way of direct benets. The amount of share is 40 percent of the gross collection derived by the national government from the preceding scal year from mining taxes, royalties, forestry and shery charges, and such other taxes, fees, or charges, including related surcharges, interests, or nes, and from its share in any co- production, joint venture or production sharing agreement in the utilization and development of the national wealth within their territorial jurisdiction. Although studies of the Chinese in Southeast Asia have devoted some attention to the position of native-born Chinese as opposed to immigrant Chinese, the native-born Chinese of mixed Chinese- native ancestry is rarely singled out for specific treatment. Perhaps this is because in most parts of Southeast Asia the Chinese mestizos (to use the Philippine term for persons of mixed Chinese-native ancestry) have not been formally and legally recognized as a separate group — one whose membership is strictly defined by genealogical considerations rather then by place of birth, and one which, by its possession of a unique combination of cultural characteristics, could be easily distinguished from both the Chinese and the native com munities.

Civil Society Dialogue Network Geographic Meeting Capacities for inclusive peace in the Bangsamoro: Gathering civil society perspectives 20 – 21 June 2018 Dusit Thani Manila Ayala Center, 1223 Makati City, Manila REPORT Background Recent events in Marawi have once again highlighted that Bangamoro communities face continued threats to human security, adding to the uncertainty surrounding a future Bangsamoro entity. Whatever the progress and outcome of the current legislative process for the Bangsamoro Basic Law (BBL) and a later plebiscite, there will be opportunity as well as risk, as there will be moments when fixed positions, mindsets, practices and relationships can potentially be transformed. Therefore, the perspectives of civil society stakeholders living in and/or working on Mindanao are vital to understanding the priorities of those that will be most affected by any transition period towards a new Bangsamoro political entity. This workshop aimed to take a snapshot of civil society perspectives, identify new opportunities for change and reflect on how local, national and international actors, including the European Union (EU), can better support the peace process in Mindanao. It focused on local governance and dialogue and brought together local, regional, and national civil society analysts and representatives. In the workshop, participants shared their vision for a future Bangsamoro entity, their views on the current challenges to the peace process and the role of civil society in a transition. Participants provided input on what shifts in local governance and approaches to dialogue they thought were necessary and how civil society could best support - and be supported - to promote peaceful outcomes.
