Kilmore and Elphin & Ardagh 3 Minutes of 2014 Diocesan Synod

MINUTES of the 146th annual meeting of the Synod of Kilmore held jointly with the third ordinary session of the 31st Synod of Elphin and Ardagh in The Bush Hotel, Carrick-on-Shannon on Saturday, October 18, 2014 at 10.15 am. Ferran, Bishop of Kilmore and Elphin & Ardagh, presiding.

The Synod opened with a celebration of The Holy Communion in St George’s Church.

The President took the chair.

Mr Tim Rolston was appointed by the President as his Assessor.

The President welcomed the members, supplemental members and visitors which included representatives from other Churches and Mission Agencies, The Revd Ken Lindsay of the Methodist Church, Bishop Kevin Doran, Fr Michael Coote, The Roman Catholic Church, Fr Chuck and Mrs Becky Owens, The Diocese of South Carolina, Ms Trudi Shields, The Mothers’ Union, Mr Michael Hall, Sligo Grammar School, Mr Scott Hayes, Ecclesiastical Insurance, Miss Lydia Monds, The Bishops’ Appeal, Mrs Sylvia Simpson, The Church of Ireland Priorities Fund, representatives of the GFS and Captain Richard Beadle, Church Army,

Bishop Glenfield appointed Archdeacon Craig McCauley as Honorary Secretary (Kilmore) and Archdeacon Ian Linton as Honorary Secretary (Elphin & Ardagh).

Scrutineers of clerical and lay votes were appointed.

Results of elections without contest were announced and members were reminded that any voting papers were to be returned before the end of Synod.

The minutes of the nineteenth joint ordinary annual meeting of the Synods on November 9, 2013 as printed in the annual reports were taken as read, confirmed and signed.

4 Kilmore and Elphin & Ardagh Apologies for absence and the attendance of supplemental parochial representatives were noted.

In welcoming members to Synod the President said that as this was a Triennial Synod he wanted to acknowledge those who have served in various capacities in the past three years and offered those elected and appointed for the incoming three years his thanks and prayers.

The President also welcomed guests from other churches, commissions and fellowships and said that it was good to have many of our friends from different church agencies and those who provide a valued role in our Synod at their stands.

The President continued ‘Last year, as I started my Episcopal Ministry among you, I determined to do three things: to look, listen and learn. In so doing I invited var- ious stakeholders in the Diocese to a series of Conversation Days: clergy and laity from each parish, lay and parish readers from across the Diocese and young people from YKEA. What emerged from these conversations was a vision of what God was doing among us and where that was leading us under God. I have written about this in The Scribe, shared it at Council meetings and among Clergy and Lay ministers.’

Bishop Glenfield then went on to share his Vision which he said began with God.

He asked the question: ‘What is God’s vision for His church?’ and said that to answer this we needed to go back to the beginning of the church in the New Testa- ment where in the Book of Acts, the early church, in spite of its excesses and fail- ures, laid a template of what it is to be a living church and in Acts 2: 42-47 we see the marks of a living church.

The President continued: ‘A living church is a learning church. Its pastors teach and preach from the Scriptures. Its parents teach their children the Scriptures at home. Its members read and reflect on the Scriptures daily in order to grow in the faith.

‘A living church is a caring church. Those early Christians loved and cared for each other. Their lives were marked by generosity.

‘A living church is a worshipping church. Their worship was formal and informal, reverent and joyful. The quality of their worship acted like a magnet and drew others in.

‘A living church is an evangelizing church. The early church reached beyond them- selves into an uncertain world. In fact in only thirty years the early church changed the world for all time with the message and love of Jesus.’

Kilmore and Elphin & Ardagh 5 Bishop Glenfield continued ‘God’s vision of His church has to do with relation- ships. A living church is an Apostolic church, which relates to the teaching of the Apostles. Secondly, a living church relates to each other, it is a caring and sharing church. Thirdly, a living church relates to God, in worship and service . Lastly, a living church relates to the world beyond in witness and action.

‘This is God’s vision for the church, our church and the churches in Kilmore, Elphin and Ardagh.

‘Vision is about seeing clearly, seeing things as they are and seeing ahead. Opticians talk about 20/20 vision, meaning a clarity of vision which the average person sees at 20 feet or 6 metres. Having looked at God’s vision for the church in the New Testament and having listened to what came out of the Conversations, which were reported in The Scribe and Councils, I want to offer you a 20/20 Vision for the church in Kilmore, Elphin and Ardagh. The 20/20 Vision looks something like this:

‘Each local church should be a community which nourishes growth through wor- ship, the Scriptures and prayer.

‘Each local church should be welcoming, caring and generous in raising and resourcing ministry and mission.

‘Each local church should be a place where ministry and mission is for all: clerical and lay, young and old. People should be trusted and trained for service within and outside the church.

‘Each local church should be world looking, visible and active in the community and beyond.

‘Each local church should be connected in prayer and partnership with each other and the worldwide church.

‘Each local church should prioritize children, from pre-school to third level, passing on the faith to successive generations.

‘Diocesan administration and structures should be relevant, accountable, represen- tative and supportive of the local church. Diocesan resources should be released to this end.

‘This 20/20 Vision is a journey of what we want to be and look like by the year 2020.’

Bishop Glenfield continued as he asked ‘How will it be realized?’ He explained that he had already asked a number of small working groups to think through the areas

6 Kilmore and Elphin & Ardagh of administration and both clerical and lay ministries. Other groups would follow. Each working group will report back to the Diocesan Councils, who will then take the necessary decisions to forward the 2020 Vision proposals.

He continued ‘As your Bishop, I intend to visit each group of parishes in 2015, to share the vision and encourage a response on the ground. All this will not happen overnight; the issues will be considered, discussed and prayed through together.

‘It is the direction in which we are going, over the next five years to 2020. This is the Vision, the 20/20 Vision.’

The President then went on to express thanks to the clerical team for their selfless service for the Lord and appealed for support and encouragement in their demanding work.

Referring to the changes in personnel that had taken place during the year he paid tribute to Dean Raymond Ferguson, whose godly ministry touched so many and to the energetic Canon Derek Swan who, in retirement, has taken on a fresh challenge in Tuam Diocese.

Bishop Glenfield welcomed The Rev.Linda Frost, ordained to serve in the South Leitrim Group of Parishes and the Rev. Ian Horner, ordained to serve in the Bail- ieborough Group of Parishes. He said that Olivia Downey, an ordinand from our Diocese, had been ordained in Tuam to serve an Intern year in the Westport group of parishes.

The President also paid tribute to the expanded group of Diocesan Lay Readers whose ministry is vital in the Diocese. He said that they were complimented by a growing number of Parish Readers whose ministry is greatly valued. He remarked that the recent Resources Day had been attended by around one hundred people from across the Diocese who were eager to develop skills, to receive training and information in order to resource their local church.

Bishop Glenfield expressed thanks to the Diocesan administration team, to the two Archdeacons, Craig and Ian, to Brigid, Maud and Ann as secretaries and to the trea- surers: Des Lowry, William Forster, Canon Billy Stafford and John Davies. He said that their tireless work on behalf of the Dioceses was considerable and appreciated. He also thanked the many who contributed and coloured the life of the Diocese, on Councils, Committees, School Boards, and ministries and thanked them for their devoted service.

Bishop Glenfield also mentioned with gratitude The Late Mrs Dorothy Burns from Longford, who had served the Diocese faithfully for so many years and also paid tribute to Mr Robert Thompson from Killesher Parish who has stepped down from the Kilmore Diocesan Council after many years of sterling service.

Kilmore and Elphin & Ardagh 7 As Bishop Glenfield finished his address he said that he had been focusing much of this address on Vision and wanted to leave members with words from Proverbs 29:18 in the Old Testament - words for our time taken from the Message translation of the Scriptures: ‘If people can’t see what God is doing, they stumble all over themselves; but if they attend to what he reveals, they are most blessed.’

Standing Orders were suspended to allow visitors to address the Synod.

Members from the Commission on Episcopal Ministry and Structures presented information on the work they were undertaking and explained that the group had been tasked to look at the present structure of the Dioceses and the appointment and role of Bishops. The presented members with questionnaires to allow them to report their views on the important aspects of the role of Bishops in the Church of Ireland; the challenges to be faced in providing Episcopal leadership in the Diocese and throughout Ireland; the changes that members would suggest in the appointment process for Bishops; the changes members would suggest in diocesan structures and boundaries and any other views members would have.

Father Chuck Owens (The Church of the Cross Episcopal Church, Diocese of South Carolina) thanked Bishop Glenfield for his invitation to address the Synod and in his speech encouraged members to raise leaders to stand for Christ – finishing with the words ‘Be strong, be courageous.’

Mr Michael Hall, Headmaster of Sligo Grammar School also addressed the Synod, explaining that the school was in the private sector with a Church of Ireland ethos. The school provided education for 437 students, including 110 boarders. Standing Orders were resumed and the meeting continued after lunch.

REPORTS OF THE DIOCESAN COUNCILS

The motions that the Reports of the Diocesan Councils be taken into consideration and that the Reports of the Councils be adopted, subject to the resolutions of the Synod relating thereto were proposed by Canon Sandra Lindsay and seconded by Mr John E Corrie (for Kilmore) and Mr Brian O’Hara, seconded by Canon Janet Catteral (for Elphin & Ardagh). The reports were duly considered and adopted.

REPORT OF THE DIOCESAN YOUTH COUNCIL

The report of the Diocesan Youth Council was proposed by Mr Alan Williamson, seconded by Ms Olwen Heaslip, explained and accepted. Thanks was expressed to everyone who, week-by-week work with young people to build them up in faith. Thanks was also expressed to the Diocesan Mothers’ Union who award grants to enable young people to attend Summer Madness.

8 Kilmore and Elphin & Ardagh Mrs Deborah Davitt also spoke of the trip to Zambia which had happened during the Summer. Deborah said that it had been a very encouraging trip, not only to see faith developing in the people who undertook the trip but also in realising the value of the volunteer which, both in Zambia and in our own dioceses, should never be underestimated.

THE SCRIBE REPORT

Mr David Jones presented The Scribe Report. He welcomed the new Editor, Ms Ruth Garvey-Williams and said that The Scribe continues to reach a higher standard with more readers. The Committee had also helped towards the cost of the new Diocesan Website which enabled communication to reach more members. The report was seconded by Canon Patrick Bamber and accepted.

Standing Orders were suspended for the Mothers’ Union Report to be presented.

Mrs Trudi Shields presented The Mothers’ Union Report and gave an update on its work both locally and worldwide.

Standing Orders were resumed.

THE CHURCH OF IRELAND BISHOPS’ APPEAL REPORT

Canon David Catterall presented report of The Bishops’ Appeal Committee as printed in the Book of Reports.

COMMUNICATION FROM THE GENERAL SYNOD

It was announced that the 2015 General Synod would be held in Armagh from May 7-9, 2015.

In closing the Synod meeting, Bishop Glenfield thanked the members for their attendance and participation, his Assessor, Mr Tim Rolston, the Guests, the Secretariat, the Clerical Assistant, the Speakers, the Mission Agencies and the staff of The Bush Hotel for their work.

Dean Arfon Williams thanked Bishop Glenfield for his leadership throughout the year.

The meeting ended with The Grace.

Report of the Diocesan Council for the year ended September 30, 2015

The Diocesan Council and its Finance Committee each met four times during the past year.

Personnel

This year has been quite a stable year with regard to personnel with ‘new’ people settling into new roles around the Diocese, no doubt facing the challenges of getting to know their Parishioners, the geography of their parishes and the diocese and defining a vision for their ministry.

On September 4, 2015 we were delighted to welcome Nigel Crossey as Incumbent of the Kilmore Group of Parishes and Dean of Kilmore. We look forward to getting to know Dean Crossey and his family in the coming months as they settle into parish life in Kil- more and the wider Diocese.

Since last year’s Synod we have said farewell to The Revd Stephanie Woods who had served as Curate to the Bishop in the Drung Group of Parishes and we wish Stephanie every blessing as Incumbent of Lisbellaw Parish with Coolbuck. As we go to press we have just heard of the appointment of The Revd Nick Jones to The Drung Group. We look forward to having Nick and his family in the Diocese when he starts his ministry here in January 2016.

Many people travelled to Sligo Cathedral on September 6, 2015 for the ordination of The Revd Raymond Kettyle as Deacon. Raymond is from the Virginia Group of Parishes and is to serve the coming year as Intern Deacon in the Boyle and Riverstown Group. At the same service The Revd Alastair Donaldson was ordained as Priest. On behalf of Kilmore Diocese we welcome Alastair as he starts his ministry as Curate to The Bishop in the Ro- scommon Group of Parishes. The Revd Olivia Downey (Killesher Parish) was ordained as Priest on September 13, 2015 in St McCartin’s Cathedral, Enniskillen and she will serve as Curate in both Enniskillen and Clogher Cathedrals. We wish Raymond, Alastair and Olivia God’s Richest Blessing as they start this new phase of their ministry. We were saddened to learn that The Revd Liz McElhinney had to retire early from the Rosscom- mon Group of Parishes through ill-health. Liz is well known throughout the Diocese and especially in the Kildrumferton Group of Parishes where she was Priest in Charge for a period of time. We wish Liz and Cyril God’s richest blessing in the days to come.

We welcome Mrs Jenny Horner as the new Communications Officer for the Dioceses. Jenny has already been busy producing an excellent powerpoint presentation at the Dioc- esan Service in May and taking photographs at Diocesan events. We wish Jenny ‘all the best’ in her role and look forward to further information being distributed. Please keep Jenny informed of any special events in your Parishes so that that can receive publicity.

Diocesan Service

About eight hundred people from around the Dioceses gathered in The Slieve Russell Ho- tel on Pentecost Sunday, May 24, 2015. The worship was led by The Revd Liz McElhin- ney, the music by The Mark Ferguson Band and various people were interviewed to allow them to explain various ministries they were carrying out from around the Dioceses. Bishop Glenfield inspired the congregation in his address and then officially launched the 2020 Vision. Each Parish received a banner to display in their Churches and bookmarks with a diocesan prayer and pens were also distributed.

Youth Work

As seen later in this Book of Reports youth work has continued to develop throughout the Dioceses under the leadership of a very capable band of young volunteers. We are very proud of the leadership of these young people as they devote their time and skills to encourage other young people to grow in their faith. Indeed the group to attend Summer Madness each year are well known throughout the camp for their excellent example of leadership, pastoral care and hospitality.

The See House, Kilmore

It has been reported that most of the initial ‘teething problems’ in the house have been sorted and the house has been ‘signed off’ by the RCB which means that it is in the care of the See House Committee who will work with the RCB to ensure maintenance and repairs. During the Summer, drainage of the grounds took place which should show considerable improvement to their condition.

Bishop Glenfield continues to extend hospitality in The See House to many individuals and groups throughout the Dioceses. There is no doubt that the See House is a very comfortable venue for meetings and we thank Bishop and Mrs Glenfield for opening up their home in this way.

Church Property

The Revd Andrew Quill has taken over as Glebes Secretary from Mr George Taylor. We extend our thanks to Mr Taylor for his commitment and work in this important area.

The Revd Quill is well-qualified to give guidance and advice with regard to buildings and we hope that over the next year a schedule of visits to all properties will be arranged. However, those responsible for building in their Parishes are asked to ensure that regular

Kilmore 25 inspections of properties take place so that minor repair can be carried out to prevent what can often be very large bills when small troublesome items are ignored. All Select Vestries are reminded of the necessity of seeking Diocesan Council and RCB permission where works are planned – and do this before the work begins! Special permission must also be sought where buildings are listed as Protected Structures and this will also mean that the permission and advice of the local authorities must also be obtained.

The Local Property Tax (in The ) is now fully implemented and all Select Vestries are reminded that they are responsible for ensuring that all buildings in their ownership are listed with the relevant authorities. Where buildings are vested in the RCB the tax will, in the first instance, be paid by them but the invoice will be sent to the Diocese who will reclaim the relevant amounts (in proportion to the population of Parishes) through the Parochial Assessments. It should be noted, however, that where Rectories are rented out the Parish receiving the rent will be liable, as beneficial owners, for the full amount of the tax. It should also be noted that Water Rates (in The Republic of Ireland) are the responsibility of the occupier of the property unless other arrangements have been made.

It is emphasized that it is the responsibility of the Select Vestry to ensure adequate in- surance cover is in place for all Parish activities and on all buildings for which they are responsible and it is very important that a full discussion takes place to ensure that the policies meets the needs of the Parish. Select Vestries should also check the insurance policies of any ‘outside’ bodies using Church property to ensure that they are appropriate. Where the buildings are used for the provision of activities for those under eighteen or ‘vulnerable adults’ it is also the responsibility of the Parish to check that leaders have been trained in child protection and that proper procedures, eg ratios of leaders and chil- dren, are in place.

The Representative Church Body has a strict code regarding repair, letting or sale of property vested in them and early consultation often avoids many problems later on. Ample time must also be allowed for the processing of all requests. Where property is not vested in the RCB similar procedures should be followed.

Over the past year forms have been sent from the Diocesan Office asking for a list of the properties in Parishes in The Republic of Ireland and indicating the ownership and vest- ing of each. This procedure is in preparation for the Charities Legislation that is being implemented where the Trustees of all properties will be responsible as owners. This could also be a very good time for the Trustees of property that is vested in other than the RCB to consider transferring it to the RCB where records are likely to be more permanent and not affected by movement or death of Trustees.

Returns to the Diocesan Office

Thank you to all who make returns promptly to the Diocesan Office. It is vital that all requested information is given by the deadlines set. Such information is often necessary

26 Kilmore to ensure good communication and to ensure that calculations are made as accurately as possible. Return of annual accounts is particularly important as it is on these that part of the Parochial Assessments are calculated for the following years. Failure to return these promptly after the Easter General Vestry meeting may well mean over-estimation of the following year’s assessment. Some of the information from the Easter General Vestry returns is also needed for the RCB and this has a very tight deadline for submission.

Parochial Assessments

The assessment calculation for 2015 has remained at €17.50/£12 per parishioner in ad- dition to 6 per cent of revenue. Several factors obviously affect the amount needed from Parishes. Clergy Stipends had remain ‘frozen’ for several years with only the amount paid for Locomotory allowances in N Ireland slightly increased last year. However, it has been agreed by the RCB that stipends for 2016 will increase in the Republic of Ire- land by 1.75 per cent and in N Ireland by 2 per cent. The Episcopal Levy for Cures will also increase. Whilst the decision to increase stipends in the present economic climate is never easy, it always has to be borne in mind that if stipends are allowed to fall behind for a number of years there will be great difficulty in the future when they have to be raised.

The part of the Assessment allocated to the General Fund covers, amongst other things, grant aid to smaller parishes, Diocesan Office and Secretariat, Episcopacy Assessment and the requirement of the Priorities Fund as listed in the General Fund account. The system introduced over the past years where assessment payments are due at the begin- ning of each quarter is working well in most cases and it is important that this is adhered to – after all payments (eg Clergy Stipend) have to be met when due – not several months later! Parishes are reminded that where assessment payments fall behind considerably the Diocesan Council has the power to charge interest on the sums owing. This is neces- sary because if not enough money is available in the Revenue Account held in the RCB to meet the necessary Diocesan payments the Diocese will, in turn, be charged interest. Where parishes are experiencing difficulty in meeting their obligations it is strongly rec- ommended that they communicate with Diocesan Personnel promptly so that advice can be given. Parishes are continually reminded that one quite painless way they can increase revenue is to register and claim tax relief on payments made to parishes by those paying income tax. The Gift Aid system in N Ireland is well established and easy to operate. The Tax Relief system in The Republic of Ireland has been revised and simplified and is now very user friendly and should not cause anyone embarrassment by having to make known the level of tax they are paying!

New Charity Legislation

The new Charities Legislation is now being rolled out. We hope that in the coming months the Support Officer employed by the RCB will visit our Diocese to hold work- shops where those involved with this legislation in the Republic of Ireland can learn how to register the Parish. Representatives of Parishes in N Ireland will be able to join with

Kilmore 27 Clogher Diocese to learn how to register their Parishes. However, before this can be done it is essential that all accounts are in order and a clear record of Parish property is established.

New Administration and Ministry Scheme

As part of the 2020 Vision it is envisaged that the Diocese of Kilmore and the Diocese of Elphin & Ardagh will work more closely together in order to provide more co-ordinated administration and ministry. Over the past number of years increased standardization of procedures has been taking place in all areas of the work of the Dioceses and it is now felt that this needs to be formalized.

During the past eighteen months, teams have been looking at new models and have regu- larly updated Diocesan Councils on progress. One of the major changes that is necessary is to agree a new Financial Scheme suitable for a combined Diocese. Much of this has been modelled on the Scheme in operation in Clogher Diocese which has much in com- mon with our Dioceses and faces many of the same challenges. The draft scheme has been accepted by both Diocesan Councils and is being brought to the Diocesan Synods for approval. After this we hope that it will be approved by the RCB to be laid on the table of General Synod.

Those charged with proposals for both Administration and Ministry have carried out work in both areas and will seek approval from Diocesan Councils and hold information and guidance sessions for Parishes in the coming months. If this timetable can be adhered to we hope that we will operate as a fully united Diocese from January 2017.

Appreciation

One thing that is certain – the life of a Diocesan Secretary is never dull! Sometimes I wonder what I did all week and then I remember that many hours were spent helping a Parish trace the long-lost deeds of a property that they did not know they owned or maybe travelling to Dublin for meetings – time-consuming obviously but very rewarding when the job is done. The work is varied and often challenging but it is so enjoyable.

On a personal note, I wish to thank everyone who supports me throughout the year and must mention especially Bishop Ferran and Jean, The Clergy and Lay with which I come into contact, Mrs Brigid Barrett, Diocesan Secretary, Elphin & Ardagh and Ms Ann Smith, Kilmore’s able and willing Administrative Assistant for their friendship, co-op- eration and hard work – it is the privilege of working with you that makes this post of Diocesan Secretary such a special job.

Report to the Diocesan Synod 2015

Over the past year several Rectories have been inspected by the committee (some during vacancies) and we will be in touch during the next few weeks to establish a plan for visiting the remaining glebes. We greatly appreciate the work that vestries do in maintaining and modernising the properties under their care. As a Committee we hope to send an ‘Information Sheet’ (on different matters relating to the care and maintenance of glebes) on a quarterly basis to glebewardens to help them in their important role. A copy of these will also be sent to Incumbents.

The RCB guidelines for Diocesan Glebes Secretaries seeks to clarify certain issues of policy and practice for the benefit of those entrusted with the stewardship of glebes. Each glebe- warden and rector will be given a copy of these guidelines to further aid in the smooth running of all things relating to the glebes.

Here are a few extracts from these guidelines that we would like to draw your attention to.

Insurance ‘In accordance with Section 24.4 of Chapter III of the Constitution, the Select Vestry must keep the churches and other parochial buildings insured against fire and the amount for which a church or a glebehouse is insured shall not be less than such amount as the Diocesan Council shall fix. The Diocesan Council may delegate this duty to a sub-committee of its members. It is therefore important that the Diocesan Glebes Committee and the Diocesan Council is aware of the amount insured for each glebe and church and these should be reviewed on a regular basis. Apart from the statutory requirements to effect fire insurance Select Vestries are strongly advised to cover the full range of hazards and risks normally available through Insurance companies including Public Liability and Third Party cover.

It is also important to note that where a graveyard still exists surrounding a disused church which is still vested in the Representative Body, the appropriate Public Liability cover should be in place. It is suggested that details of all such graveyards should be listed.

The interest of the Representative Body must be noted on each insurance policy.’ (Page 3, Guidelines)

Commissions of Repair ‘A Commission of Repair for each glebe, whether occupied by the Incumbent or otherwise, must be held quinquennially and also on the occurrence of a vacancy and may be held at other times by order of the Diocesan Glebes Committee…’ (Page 6, Guidelines)

Annual Inspection ‘An Inspection of each glebe by the Rural Dean or a substitute together with the glebewardens and a nominee of the Diocesan Glebes Committee should be held every year. They must inspect the interior and exterior of the glebe, except in the year that a Commission of Repair is held and report on the overall condition of the premises generally.’ (Page 7, Guidelines)

48 Kilmore and Elphin & Ardagh Glebewardens ‘Glebewardens are required to be appointed under the provisions of Chapter III of the Con- stitution.

The duties of the glebewardens are:

1. To assist the Incumbent and the Diocesan Glebes Committee in the care and management of the glebehouse and lands. 2. To ensure that the glebehouse is painted externally (where appropriate) at least quinquenni- ally. 3. To be present at repair and vacancy commissions and any other authorized inspections of the glebehouse and lands. 4. During the vacancy in the incumbency to see that the caretaker appointed by the Diocesan Glebes Committee fulfils his/her duties (including maintenance of adequate insurance).

It should be noted that if a glebewarden is unable to attend a commission he/she shall nomi- nate a member of the Select Vestry as deputy.’ (Page 8, Guidelines)

Internal Decoration We would recommend that as well as painting externally as least quinquennially (where ap- propriate to the existing exterior finish), that one room within glebehouses be repainted every year (in consultation with the Incumbent) or alternatively three rooms every three years.

Carbon Monoxide Monitors Carbon monoxide poisoning kills an estimated 30-50 people each year in the UK, and many more are injured or become seriously ill from unknowingly inhaling this colourless and odour- less gas. It’s not just gas-burning products that can pose a carbon monoxide risk. Any product that burns oil or solid fuel (paraffin, coal, wood and charcoal) can produce carbon monoxide - so heaters, fires and oil-fired boilers can also be affected.

Therefore, all rooms with either gas appliances, oil-fired boilers or wood burning stoves, etc. should be fitted with a carbon monoxide detector. Always read and follow the manufacturer’s instructions on siting, testing, servicing and replacing the alarm. Pay particular attention to the unit’s battery life and when it will need replacing. N.B. Glebewardens should ensure that boilers, gas appliances and fuel-burning stoves are checked/serviced annually and that chimneys and flues are cleaned. Also ensure that adequate ventilation is present (e.g. permanent vents to windows, etc. are kept open).

60 Kilmore FINANCIAL SCHEME DIOCESE OF KILMORE AS FROM OCTOBER 23, 2005 The Diocesan Financial Scheme shall comprise the following distinct Funds-

I-AN EPISCOPAL ENDOWMENT FUND II-DIOCESAN STIPEND FUND

1. The Capital shall consist of:

(a) The capital as at January 1, 1974 of the existing Diocesan Stipend Fund;

(b) Bequests, contributions and donations specifically given to the capital of the Fund or to the Fund without further specification;

(c) Any surplus on the Revenue Account which the Diocesan Council may add to the capital.

2. The Revenue shall consist of:

(a) Interest on the capital of the Fund;

(b) Contributions payable by parishes for stipends (including allowances for travel expenses and cost of living accommodation);

(c) Any sums credited to the Fund in connection with the payment of stipends;

(d) Bequests, contributions and donations specifically given for the revenue of the Fund;

(e) Any sums credited to the Fund in connection with the payment of glebe charges.

3. The income of the Fund shall be liable for the following charges, in the order given, so far as the income of the Fund will permit:

(a) Payments to each clergyman to provide the stipend, locomotory allowance and office al- lowance set out in the Table of Approved Stipends and Expenses Allowances published by the Diocesan Council, subject to the powers of the Diocesan Council under chapter IV of the Con- stitution and to any revision by the Representative Body of the rates of Expenses Allowances for the years to which the said Table refers.

(b) The salary, expenses and allowances of any Diocesan Curate or Curates at such rates as the Diocesan Council may from time to time determine;

(c) Stipends and Expense Allowances for the Dean of Kilmore, the Archdeacon, the Rural Deans, the Canons of Kilmore Cathedral, the Representative Canon of the United Diocese in the Chapter of St Patrick’s Cathedral, Dublin and the Diocesan Registrar as determined from time to time by the Diocesan Council, in the last two cases in consultation with the council of Elphin and Ardagh.

(d) €1,000 per year, increasing in proportion to the Minimum Stipend, shall be reserved for Kilmore 61 any scheme of grants to clergy in respect of length of service in the Diocese or special service recognized by the Bishop which may be devised by the Diocesan Council to take effect from the year 2003 and after.

(e) Payments to the Diocesan Superannuation Fund of sums to meet employer’s pension con- tributions and social/national insurance contributions in respect of clergy remuneration which is not part of a parish stipend (less any augmentation by specified endowment income) or of payment for duty performed in vacant parishes.

(f) Payment for vacancy, sick, holiday and special duty at such rates as the Diocesan Council may determine from time to time;

(g) Payments of such portions of the charges due by any parish in respect of its glebe as the Diocesan Council may from time to time determine;

(h) Allocations of the whole or part of any vacancy surplus held in the Fund to the credit of any parish for such payments to or for the benefit of the licensed clergyman in charge of such parish or for the maintenance or improvement of his living accommodation or for investment under the Bishop Elliott Scheme for Augmentation of Stipends as may be approved by the Diocesan Council.

4. General Provisions:

(a) Each parish shall be informed by the Diocesan Secretary at the end of the year of the ap- proximate amount of cash contribution for stipend and travel allowance to be required of it in the following year.

In the event of any parish falling short in the required contribution, the scheduled stipend, including locomotory allowance, shall be paid in full to the incumbent or curate, unless the Diocesan Council shall direct otherwise, but the amount of arrears against it shall be brought forward each year and interest at the current RCB rate may be charged on same. The Re- port under Chapter 4, section 13(1) of the Constitution shall not issue until all arrears of the required cash contributions for stipend have been paid, unless in special circumstances the Diocesan Council shall decide otherwise.

In every case where a parish or group of parishes has been in receipt of a grant from funds at the disposal of the Diocesan Council for the stipend of the parish, including the provision of a free house, in each of the previous five years, no Report shall be issued under the terms of Chapter 4, Section 13(1) of the Constitution and the Bishop shall make provision for the spirit- ualities pending such parochial re-organization as the Diocesan Council may deem necessary. Diocesan contributions towards the provision of stipends in sums paid annually before 1974 under contract according to the original scheme of stipend assessments shall not be reckoned as grants for the purpose of this paragraph.

(b) The Diocesan Council is authorized at its discretion to advance from the Stipend Fund up to a maximum amount permitted by the Representative Church Body to any licensed cler- gyman of the Diocese towards the purchase of a motor car, repayment being a charge upon the stipend of the clergyman concerned and the conditions imposed to be such as safeguard adequately the Diocesan funds and to be approved by the RCB. 62 Kilmore and Elphin & Ardagh (c) The credit balance in the Stipend Fund account, after all present charges and such future charges as the Diocesan Council has authority to make have been met, shall be carried forward from year to year and the Diocesan Council shall have authority to transfer such sums to such purposes as it shall from time to time consider expedient.

(d) In cases not provided for by these rules or in which their application may appear doubtful, the Diocesan Council shall decide but reserving the right of the Diocesan Synod to alter or reverse such decision at its next meeting.

(e) The Diocesan Council shall lay an account annually before the Diocesan Synod with a statistical report of all requisite topics.

(f) Rules of the Seniority List of Diocesan Clergy: • Length of service in the United Dioceses of Kilmore, Elphin and Ardagh counts in full. • Service as a temporary chaplain to the Forces in time of war counts in full. • Missionary service overseas by a clergyman leaving the Diocese for such service and returning directly to the Diocese counts in full. • Other service in the Church of Ireland or as a missionary counts half. • In cases of equal lengths of service, the length of service in the Diocese of Kilmore shall determine seniority. • Clergy entering the diocese are not eligible for any service grant to which they are entitled by seniority until a vacancy occurs in the list of those receiving service grants.

III-DIOCESAN GENERAL FUND

1. The Capital of the Diocesan General Fund shall consist of:

(a) The Capital as at 1st January 1972 of the existing Diocesan Stipend Reserve Fund.

(b) The Capital as at 1st January 1972 of the existing Diocesan Stipend Reserve Fund No.2.

(c) The Capital as at 1st January 1972 of the existing General Diocesan Fund.

(d) Any bequests, contributions or donations specifically given to the capital of this Fund or of any of the Funds hereby amalgamated with this Fund.

(e) Any bequests, donations or contributions of €32 or upwards given for the benefit of the Diocese of Kilmore without specification of a particular Diocesan fund.

(f) Any surpluses on the Revenue Account which the Diocesan Council may from time to time add to capital.

2. The Revenue of the Fund shall consist of:

(a) Interest on the capital of the Fund;

(b) Parochial assessments for the Fund or for general purposes.

Kilmore and Elphin & Ardagh 63 (c) Any bequests, donations or contributions specifically given for the revenue of the Fund.

(d) Any bequests, donations or contributions of less than €32, not specifically given as capital, which are given without specifying any particular Diocesan fund.

(e) The balance to credit of the Diocesan Central Fund on 1st January 1972.

3. The Income of the Fund shall be liable for the following charges, in the order given, so far as the income of the Fund shall admit:

(a) Contributions due by the Diocese by way of assessment towards the maintenance of the episcopacy of the Church of Ireland.

(b) Contributions due by the Diocese by way of assessment for the Severence Fund for Clergy.

(c) The necessary annual contribution of the Diocese of Kilmore for the purpose of the Bishop Elliott Augmentation of Income Scheme.

(d) Diocesan Expenses including Diocesan insurances and allowances towards the expenses of Diocesan officers and readers.

(e) An annual transfer to the Diocesan Stipend Fund for grants to parishes for stipend or pay- ment of glebe charges of such sums as shall be required by the Diocesan Council from time to time, subject to the availability of funds and to the annual requirements for the purposes described in subsections (e) through (k) following.

(f) Annual contribution to the National Cathedral of St. Patrick, Dublin, as determined by the Diocesan Council.

(g) Annual contribution to the Insurance Fund of the Cathedral of St. Fethlimidh, Kilmore, as determined by the Diocesan Council.

(h) Annual grant to the Glebes’ Committe expenses account as determined by the Diocesan Council.

(i) Grants to the Diocesan Board of Education for its projects in Religious Education as deter- mined by the Diocesan Council.

(j) Annual grant to the Kilmore, Elphin and Ardagh Youth Advisory Council’s expenses ac- count (including provision for a subvention to the Church of Ireland Youth Council on behalf of Kilmore not exceeding €190) as determined by the Diocesan Council.

(k) Annual grant to the Diocesan Committe for Social Responsibility as determined by the Diocesan Council.

(l) For such other purposes in connection with the Church of Ireland as the Diocesan Council shall consider to be in the interests of the Diocese.

64 Kilmore and Elphin & Ardagh (m) The balance, if any, to the credit of the account at the end of each year after all charges have been met shall be carried forward or added to Capital at the discretion of the Diocesan Council.

PARISH ASSESSMENTS FOR THE GENERAL FUND

Resolution of the Diocesan Synod made 5th June 1975:

For the year 1975 and annually thereafter assessments on parishes for the Diocesan General Fund (for the purposes named in the resolution of 5th July, 1972) shall be at the rate of 10p per parishioner for the number of parishioners indicated or included in the figures of column A in Schedule 1, Table I, of the current Diocesan Report; provided that a minimum General Fund assessment of £3 shall be paid by each Select Vestry and that the Diocesan Council shall have authority to alter the rate of assessment per parishioner from year to year and the minimum sum payable.

Resolution of the Diocesan Synod made November 22 1990:

For the year 1990 and annually thereafter, in addition to the General Fund Assessment on par- ishes calculated per parishioner in accordance with the foregoing resolution of June 5 1975, a further assessment for the General Fund shall be made at two per cent of the income of each Select Vestry for its financial year ending at any date up to April 30 of the year of assessment or such other percentage as may be determined by the Diocesan Council from time to time, the income of each Select Vestry being subject to determination by the Council each year.

(The purposes named in the resolution of 5th July, 1972, on General Fund Assessments are payment of the expenses of the Diocesan Synod, Diocesan Council and Glebes Committee; Diocesan and Parochial Insurance; and the award of grants in the Bishop Elliott Augmentation of Income Scheme).

The purposes for which Diocesan Fund Assessments may be applied were extended by reso- lutions of the Diocesan Synod as follows:

Payment of the expenses of the Diocesan Committee for Religious Education (2nd June 1976); study and robing grants for commissioned readers, the provision of grants to parishes for stipend or the payment of glebe charges, and grants for youth work in and on behalf of the Diocese (7th June 1978); the maintenance of the episcopacy of the Church of Ireland (30th November 1983); payment of expenses of the Diocesan Committee for Social Responsibility (October 22 1986); payment in whole or in part of the target sum set from time to time for the Diocesan contribution to the Church of Ireland Priorities Fund (30 November 1996) with effect from 1st January1997); the Annual Diocesan contribution to the Severance Fund for Clergy (October 18, 2003).

Resolutions of the Diocesan Synod made 5th July 1972:

If the payment due by the Select Vestry of a parish to the Diocesan General Fund or for general purposes is not discharged by the end of the year for which it is due, from 1st January of the following year until such payment be made, the Diocesan Synodsmen appointed by that parish Kilmore and Elphin & Ardagh 65 shall not be permitted to vote on any matter or in any election in or for the Diocesan Synod or Diocesan Council.

No contribution towards payment of the expenses of the Diocesan Synod shall be chargeable to any individual member of the Synod in his or her personal capacity.

IV-DIOCESAN SUPERANNUATION FUND

1. The Capital of the Fund shall consist of:

(a) The Capital as at 1st January 1973 of the existing Diocesan Superannuation Fund.

(b) Any bequests, donations and contributions given specifically for the capital of the Fund.

(c) Any surplus on the Revenue Account which the Diocesan Council may at its discretion add to Capital.

(d) Endowments specifically given and accepted for any of the purposes named in Section 3(d).

2. The Revenue of the Fund shall consist of: (a) Interest on capital. (b) Any bequests, donations and contributions given specifically for the revenue of the Fund. (c) Contributions of such sums by assessment of each parish or group of parishes constituting a cure as the Diocesan Council shall certify would be required (1) to discharge an employer’s obligation for social or national insurance contributions in respect of the continuous employment from January 1 1980, of one or more clergymen as required in such cure and (2) to discharge all obligations created at any time by Statutes of the General Synod of the Church of Ireland for Diocesan contributions, less any portions thereof recoverable from clergymen, to the Church of Ireland Clergy Pensions Fund in respect of the clergy required for the service of such cure, it being assumed that such service is continuous throughout the year and not less than standard rates of contribution are payable for such clergy.

(d) Such sums as may be transferred from other Diocesan Funds from time to time for the purpose of the Fund.

(e) Rents and other income, apart from interest, arising from endowments described in Section 1(d).

3. The Revenue of the Fund shall be liable for the following charges in the order given so far as the income of the Fund shall permit:

(a) (i) Payments to the Representative Church Body of sums required to discharge contribu- tions in respect of clergy of the Diocese due to the Clergy Pensions Fund of the Church of

66 Kilmore and Elphin & Ardagh Ireland and to the appropriate Government agencies for Social Insurance. (ii) Payments to the appropriate Government agencies of sums required to discharge con- tributions for National Insurance (UK) in respect of clergy of the Diocese. (iii) Payments as ordered by the Diocesan Council to or on behalf of any licenced clergy- man of the Diocese, not being a subscribing member of, or in receipt of superannuation payments from the Church of Ireland Clergy Pensions Fund, to discharge in whole or in part premiums for the participation by such clergymen in any life assurance and/or pension scheme.

(b) Grants to parishes, as approved by the Diocesan Council, in abatement of the parochial contributions required under 2(c).

(c) Grants to retired clergymen of the Diocese at the discretion of the Diocesan Council.

(d) The provision of living accommodation in the Diocese (including improvement, mainte- nance and insurance thereof and payment of rates and other charges thereon) for superannu- ated clergy of the Anglican communion and widows of Anglican clergy upon such terms and conditions as shall be determined by the Diocesan Council from time to time and in any case.

(e) Refunds to clergy in whole or part of sums contributed by them in discharge of their liabil- ity for contributions to the Clergy Pensions Fund or for Social or National Insurance while in service in the Diocese, as approved by the Diocesan Council.

(f) Grants at the discretion of the Diocesan Council for the payment of appropriate fees and expenses for the performance of sick duty on behalf of any stipendiary clergy of the Diocese.

RULES FOR COLLECTION OF PARISH ASSESSMENTS

(passed by the Diocesan Synod, 6th September 1977, and approved by the Representative Church Body, 21st September 1977): • the sums payable by parishes as cash contributions towards clergy’s stipends and locomo- tory allowances, as assessments for the General Fund and as assessments for the Superan- nuation Fund in respect of any calendar year shall be estimated and the estimated aggregate assessment for each parish charged to its account in quarterly instalments on the fifteenth of February, May, August and November in 1978 and the fifteenth of January, April, July and October in succeeding years. • 1% interest per month shall be charged on arrears of assessments due by parishes and • .75% per month allowed on assessment credits held for parishes with effect from January 1, 1979 (as revised June 13, 1979).

It is lovely to report that the Scribe Magazine continues to go from strength to strength. I would like to welcome the new committee members.

I thank Dean Raymond Ferguson for his time for the inspiring and challenging reflections. Kilmore and Elphin & Ardagh 69 70 Kilmore and Elphin & Ardagh Every day millions of people live in an ongoing state of emergency. This emergency is not reported in the media. It is the perpetual state of insecurity: food insecurity, housing insecu- rity, health insecurity, to name a few. It is so prevalent, yet it represents the norm rather than the extraordinary for the people who exist like this, and so it fails to become news because everybody feels that ‘it’s just the way things are’. Their situation has been relegated to the realm of international charities like The Bishops’ Appeal; we dip in and out of the noble work, often wondering if our efforts are making much of a difference.

In 2014, Bishops’ Appeal responded to 6 emergency/disaster appeals: Philippines, Gaza, Iraq, Syria, South Sudan and the Ebola Crisis in Sierra Leone, Liberia and Guinea. People gave generously. However, much of the funds were redirected funds from support of our general work in responding to the world’s poor, to disaster relief in a particular part of the world.

We are well-known for responding to reported emergencies, those that generate overwhelm- ing responses to tragic disasters, be they earthquakes or famines. But The Bishops’ Appeal also responds to these everyday disasters of constant insecurity such as the worry that your children may not live, let alone have a life better than your own. As the Church’s Aid and Development Fund, we identify programmes all over the world and donate to them on behalf of the wider Church of Ireland, to ensure that those merely existing can have the opportunity to live, to participate, to hope and to work for the future. It is but one way for us to respond to our collective responsibility to one another, and to God, but it is a vital in providing not only safety for the present but hope for the future. So here’s the crunch: please do not forget the ongoing projects when a crisis hits.

We warmly thank you for support given by these Dioceses during 2014 which amounted to €14,903 and £2119, leading towards all–Ireland totals of €359,233 and £208,560.

This is my fifth year as Diocesan Representative for the Bishops’ Appeal and I would like someone else to consider replacing me in this capacity. Being ordained is not necessary, but a sense of excitement about serving God in the lives of disadvantaged people all over the world is a great advantage!

Kilmore and Elphin & Ardagh 71 KILMORE AND ELPHIN & ARDAGH MOTHERS’ UNION REPORT 2014 - 2015

Mothers’ Union is a Christian organisation, with over 4 million members across the world, supporting marriage and family life. All our work, through practical outreach, working at grass root level in programmes meeting local needs, is underpinned with prayer.

Here in Kilmore, Elphin & Ardagh, again this year, we have continued to help with Youth work. We were able to send four young people to Summer Madness this summer and two to Child Evangelical Fellowship camp in Rossnowlagh. These were all young people who would otherwise have not been in a position to go to these events. I know that this support has been much appreciated by our youth leaders, and also by the families involved.

We had a busy year with lots of Diocesan events. Our first was a social evening for members, partners and friends, at the Cavan Crystal Hotel in March. Music was provided by Nigel Liv- ingstone and a lovely evening was had by all. In April, Rev Alistair Graham of Mullingar led a day of reflection at the Bush Hotel, entitled ‘The Reign of Grace’. Members really enjoyed the day and felt inspired and refreshed by such an excellent speaker.

Our two Festival Services took place in May – the first in Ballyconnell Parish Church, where the speaker was Rev Linda Frost. The following week in Longford, we incorporated a Thanksgiving Service for Mums in May, and Mrs Phyllis Grothier, our All-Ireland President, was our speaker. Both services were very well attended, and the collections, as well as direct giving from the branches, meant a good sum was sent from the Diocese to support the work of Mothers’ Union Overseas.

May was a particularly busy month this year, as members all over Ireland, raised funds for our ‘Mums in May’ initiative. Across Kilmore, Elphin & Ardagh, there were walks, talks, a craft fayre, Songs of Praise service, and teas after Church, etc. etc, We were delighted to have raised the great amount of over €4,700. A literacy project in Ethiopia will be paid for from the funds raised across the country, the rest of the money raised will help Mothers’ Union in each Diocese, and also go to help fund our Diocesan projects.

Our senior members’ tea parties were again held in June – in Kilmore Hall and in Galilee House, Boyle. Both were wonderful afternoons, with Bishop Ferran officiating at Holy Com- munion, followed by lovely teas and lots of chat and ‘catching up’. Our members continue to visit in hospitals and nursing homes.

Our project continues in Cregg House in Sligo, and this year we have given a big push to in- crease the number of shoe boxes filled with Christmas gifts that we provide for needy children through Team Hope. Through the Mothers’ Union Centenary Fund, we help, in some small way, clergy in training. Knitting continues as well – prayer shawls for the ill and elderly in the diocese and large amounts of baby vests and blankets are much appreciated where they are most needed. We thank all those who have helped with transportation of these items. 72 Kilmore and Elphin & Ardagh Our Faith & Policy team attended an excellent resource and training day in the Theological College in June. The Prayer Circle continues and is greatly appreciated by those who are in need of prayer, through illness or at times of other difficulty in their lives. The Social Policy department are organising vigils to mark the ’16 days of activism against gender violence’, across the 12 dioceses in Ireland on Saturday 28th November. Our vigil will be in St George’s Church, Carrick-on-Shannon, and we hope for good support from right across our churches and the broader community. I would like to thank the editor and the Scribe Committee for letting us have as much space as we need every month to ‘get everything in’. This, along with our website www.kilmore. mothersunion.ie, is our best way of sharing information with our grass roots members and the wider church community. I would like to thank, too, Brigid and Maud, in the Diocesan offices for their help and support at all times.

Thanks to our chaplain, Bishop Ferran, and all who hold office at both Diocesan and Branch level for all their commitment and hard work.

This is my last report to Synod, as I come to the end of six years as Diocesan President. I want to acknowledge the love and prayerful support of our members over my term of office. It has been such a privilege to lead the organisation in the diocese and to represent the members on All-Ireland Trustees. I am delighted that Hazel Speares of Drung Branch will take over as Di- ocesan President from January next, and wish her every blessing in this new role. Hazel has served on Diocesan Trustees for many years and brings a wealth of Mothers’ Union experience and knowledge to her new role.

I am delighted to record that all 12 of our G.F.S. branches attended Diocesan Training in September as preparation for the year’s work. Mrs Jackie Pierce skilfully took us through all nine sections of the Handcraft syllabus and displayed examples she had made suitable for the various age groups.

Our Central Chaplain, The Revd Tanya Woods introduced the Bible syllabus and the accom- panying resource pack. She encouraged us to employ drama, dialogue, art, craft, memory work and music, and directed us to a web-site for further reference.

Jean Lindsay gave a brief account of the business of World Council and showed an overview of the whole conference on power point.

I congratulate girls who completed the “community service” module of the Gaisce, President’s Award, in different branches. I am pleased that we can facilitate our teenage members in this worthwhile scheme.

It is not every year that I can point to a new branch, but good news, Belturbet Branch opened under the The Revd Tanya Woods so I extend a warm welcome to her, to her leaders and girls.

Oakview Nursing Home was treated to carol singing by Killeshandra G.F.S. members. The girls enjoyed their time with the residents. I thank the management for their invitation and festive refreshments.

I pay a heartfelt tribute to Lynda Stafford who battled illness with great faith, but who passed away just before Christmas. Lynda was a dear colleague, a Branch Leader, a member of coun- cil and a Diocesan Vice President. G.F.S. has been privileged to have had such a dedicated member. We are deeply saddened and extend our sincere sympathy to her husband Billy, son Andrew, daughter Joyce and all the family circle.

In April I visited Cavan General Hospital to present gifts to the Children’s Ward and Baby Unit. Under the guidance of Mrs Gillian Martin, Play Specialist, suitable washable toys for the playroom, and crafts and games for isolation rooms were bought. Cot sheets were present- ed to Mrs Carol Clarke, Staff Nurse in the Special Care Baby Unit. Funding for the gifts came from the collection at the G.F.S. Diocesan Service in May 2014.

Cinema, Pantomime, St. Patrick’s Day Parade, and of course Sports Day featured in the trips organised by a number of Branches. Races, games and side activities were enjoyed by all at Moyne Community School. The girls also had great fun in the “Character Chase” - a new game this year. Belturbet Branch won the Junior Cup and the Dayna Donegan Cup while Drung branch claimed the Senior Cup.

An Intergenerational Project was undertaken by Kinawley Branch. G.F.S. members together with their mothers, grannies and even one great-granny enjoyed a sing-song, games and even some old time dances. The project aim was to reduce loneliness and proved to be most suc- cessful.

74 Kilmore and Elphin & Ardagh It was a pleasure to attend enrolment services in Drung, Killeshandra, Arva and Cavan/Kil- more Branches. I paid a visit to Belturbet for their G.F.S. Knowledge Badge and Cookery Badge, and showed slides of World Council in Wales. Congratulations to all the girls there who earned their badges, and to girls in other Branches who also gained badges. Well done to all members who worked for the Craft and Bible Study competitions.

The Diocesan Festival Service and Prizegiving was held in Bailieborough Parish Church, and I thank the G.F.S. leaders and their team and The Revd Ian Horner who compiled and conduct- ed the service. Thanks also to the organist, and to all the girls who took part. Banners from eleven Branches were presented and it was very encouraging to see leaders, friends, parents and clergy lend their support. I presented the Diocesan winners of the Craft and Bible Study competitions with cups and plaques, and was delighted to pass on two plaques for Bible Study and two cups for first place for crafts won at All Ireland level.

We are indebted to the Scribe magazine committee for keeping G.F.S. in the public eye by including our news and up-coming events month by month.

As a volunteer organisation we are ever thankful to numerous dedicated people who give of their time and talents to keep G.F.S. vibrant and progressive. A big thank you to leaders, sports day helpers, Bible study and craft judges, Bishop Ferran and Clergy, parents, girls and all our supporters.

The yKEA Youth Council have undertaken to deliver the continued provision of diocesan Youth Work throughout Kilmore, Elphin and Ardagh over the past year. The Youth Council has been very fortunate to have the loyal support of Rev Alison Calvin as their chairperson. We are very grateful to her for her support, guidance, encouragement and commitment to see- ing young people across the diocese grow in faith in addition to her not inconsiderable parish responsibilities.

We would like also to thank Bishop Ferran for his on-going faithful support of the work of yKEA. His presence at events both inside and outside the diocese is a valued affirmation to both young people and leaders. yKEA could not function without the large group of volunteers who have made the programme that yKEA have provided possible over the past year. These people have as in previous years shown huge commitment in terms of time, energy, wisdom and skills to the success of the Youth Council Activities. They have been instrumental in yKEA becoming the large family that many of the young people describe us as.

A very pleasing factor of the past year has been the growth of local Youth groups across the di- ocese. It is becoming obvious that effective diocesan youth work is at its most effective when young people belong to smaller local groups which nurture their faith throughout the year.

Over the past year groups have been meeting across the diocese often driven by local clergy in- itially or by enthusiastic and committed leaders from those areas. This investment by churches and groups of churches in local young people ensures that at the large events such as Summer Madness, Anois, Inside Out and our Diocesan Youth Weekend the programmes are so much more accessible to the young people that take part.

To all who are involved in local youth work we would like to thank and commend you for the work that you carry out faithfully and consistently. Be assured that you are a blessing not only in those young people’s lives but also in the church communities from which they come.

YKEA events this year have included the following activities:

Leadership Training In September in partnership with the Church of Ireland Youth Department we held our Junior Leaders training course attended by 24 young people from across the diocese in the newly

76 Kilmore and Elphin & Ardagh refurbished Lissadell Centre in Co Sligo. This was a fantastic time of investment in our 16 to 19 year old young people.

They were a fantastic bunch who engaged totally in what was going on and represent real hope for the future of Youth Work across the diocese.

Many thanks to Amy McCrea from CIYD co-ordinating the weekend and for making this weekend possible.

Summer Madness This years Summer Madness camp took place again at the venue of Glenarm Castle on the North Antrim coast. A group of 78 intrepid YKEA folks travelled to the event. This year was a truly remarkable year for the young people taking part in the event.

Many young people experienced a real desire to give their lives to Jesus for the first time. While many others renewed their commitments to follow Jesus and experience Gods presence in new and deeper ways.

In a practical sense the yKEA group committed their money in supporting the Tear Fund project to twin tents with tents at summer madness with those in refugee camps in Lebanon and Syria. This year our group twinned 10 tents through the project. Over £10500 was raised at Summer Madness collectively. This shows a real commitment and generosity amongst the young people.

Many thanks to those who served on the extended setup team this year. It was great to see new and younger fresh legs engage with this process. Their work and organisational skills made the camp such a fanatic place to be.

Finally this year saw the retirement of our legendary catering team headed up by Niall and Deborah Davitt. We want to thank them both for their commitment over the past 6 years and wish them Gods richest blessing in all that he holds for them. Our apprentice chefs, Lynn and Daniel Allen we trust will be ready for all the excitement next year.

Inside Out Our over eighteen weekend took place in Jacksons Hotel in Ballyboffey in November. This year the speaker was Beth Tayes from New Wine Ireland. yKEA were back on their own this year for the event and it was a fantastic weekend. It was lovely to have Bishop Ferran with us for a day. As usual the weekend proved to be a fantastic time for being together, building relationships and sharing fellowship.

Anois Anois is a Church of Ireland Youth Department (CIYD) organised event held over the October Half Term at Kilkenny College. This year over 15 young people attended the weekend. Sarah Lowry and Olwyn Heaslip headed up the Anois Team of leaders and thanks are due to the Youth Groups from across the KEA areas for promoting and encouraging young people to attend the weekend.

Kilmore and Elphin & Ardagh 77 The weekend was a mix of Teaching, Worship and activities and the feedback from those who attended was very positive. As I write we are currently booking for Anois 2015 which looks like it will be a fantastic event at the new venue of Wilsons Hospital School, with involvement from groups from Northern Ireland and the Isle of Man.

CIYD Amy McCrea continues in her post of Youth Ministry Development Officer (Southern Region) with the Church of Ireland Youth Department We are thankful for her support through CIYD to some of yKEA work over the past year.

Sarah Lowry from Drung parish continues to serve on the CIYD central board alongside my- self as our existing Bishops appointment.

Olywn Heaslip, Rachel Davis and Sarah Lowry continue to serve on the Anois organisation committee.

As I close we also welcome Bishop Ferran’s plan to develop an intern programme across the diocese which has emerged from the Bishops conversation process. A proposal for this process is currently on going and will build on the work of groups of parishes such as those in Sligo and Killashandra at this time.

1. Accounting Policies

1.1 Accounting Convention The financial statements are prepared on the going concern basis, under the histor- ical cost convention.

The financial reporting framework that has been applied in their preparation is the Companies Act 2014 and Accounting Standards issued by the Financial Reporting Council and promulgated by the Not In Use.

1.2 Tangible Fixed Assets and Depreciation Tangible fixed assets are stated at cost less depreciation. Depreciation is provided at rates calculated to write off the cost less estimated residual value of each asset over its expected useful life, as follows:

The Diocesan Youth Council meet on a regular basis and a full report appears earlier in this book of reports. Reports are presented regularly to the Diocesan Council. Overall the ex- change of information and the transparency of the work of the Diocesan Council have been maintained at a gratifying level.

2. PERSONNEL AND DIOCESAN EVENTS

The Diocese has seen a number of changes in personnel during the year. The Ven Ian Linton served as incumbent to the Drumcliffe group of parishes for seven years as well as being Arch- deacon to Elphin & Ardagh Diocese since 2012. We greatly appreciated his diligence and wise counsel in diocesan matters. His pastoral care to his parishioners and all that he has done in the Drumcliffe group of parishes. We wish Ian, Amanda, Lucy and Eli God’s blessing in their new parish in the Diocese of Derry and Raphoe.

In August 2015, we were delighted to welcome Rev Isaac Hanna as Incumbent to the Drum- cliffe Group of Parishes. We extend a warm welcome to Isaac and his wife Dianne and their sons Joshua and Daniel as he takes up his new role in the Diocese.

In September 2015, the Rev Alastair Donaldson was appointed as Assistant Curate to the Bish- op and he will work in the Roscommon Group of parishes. We extend a very warm welcome to Alastair and his wife Elise as he takes up his new role in the Roscommon Group of Parishes. A huge thank you to all those who took part in the Ordination service in Sligo Cathedral.

We welcome Rev Raymond Kettyle, as Intern Deacon, who will serve in the Boyle & Rivers- town Group of parishes with Rev Canon Ronnie Bourke.

It has been a great asset to the diocese to have the continued support of the Revds Ann and Michael Wooderson who have been providing pastoral care and services in the Sligo Cathedral group of parishes.

The Diocese bade a fond farewell to Canon Liz McElhinney and her husband Cyril. Canon Liz served as priest in charge to the Roscommon Group of Parishes for the last three years. We thank Liz & Cyril for their tireless work in the diocese. We extend our love, gratitude and prayers as they move to their next phase of life.

The Diocese is always so appreciative of the help and ministry it receives from retired clergy, the non-stipendiary ministers and the Diocesan and Parish Readers.

The Diocese is most grateful to the Rev Canon Ronnie Bourke for all his work in the Diocese training Diocesan and Parish Lay Readers. It is a ministry that we all appreciate in the diocese 90 elphin & Ardagh and we are very thankful of his leadership and training. A number of Training Days were held during the year for Diocesan Readers which were facilitated by Bishop Ferran Glenfield and Canon Ronnie Bourke.

A Diocesan Pentecost Service took place on Saturday 24th May in the Slieve Russell Hotel. Bishop Glenfield launched the Diocesan 20/20 Vision initiative and members from across the dioceses joined together in a service of worship and praise.

Following on from last year’s successful Diocesan Resource Day, a follow up day is planned for Saturday 7th November, in the Bush Hotel, Carrick on Shannon. We look forward to wel- coming representatives from every parish across the Dioceses. This year we hope to have workshops on Children’s Ministry, Youth Ministry, IT, Parish Development, Music and Char- ities Registration. We extend our thanks to the Priorities Fund for enabling this to take place through their generosity and to all the facilitators for giving of their time and expertise.

As a diocese we are grateful to the work of the Mothers’ Union and to all the projects they support throughout the year. We thank Mrs Joy Little for her six year term as Diocesan Presi- dent and the huge amount of work she has undertaken in her role. Despite a very busy life she managed to give so much to the life of Mothers’ Union in the diocese and for that we are very grateful. We wish Mrs Hazel Speares the incoming Diocesan President every blessing as she takes up her new role.

3. DIOCESAN ADMINISTRATION

3.1. Diocesan Office

The Diocesan Office is located at The Moffatt Building, The Diamond, Raphoe, Co. Donegal. The Diocesan Secretary is available at 089 4593219 most mornings except Friday. On the occasions when she is unavailable it is possible to leave a message and she will return your call at a convenient time.

3.2 New Administration and Ministry Scheme As part of the 2020 Vision it is envisaged that the Diocese of Kilmore and the Diocese of El- phin & Ardagh will work more closely together in order to provide more co-ordinated admin- istration and ministry. Over the past number of years increased standardization of procedures has been taking place in all areas of the work of the Dioceses and it is now felt that this needs to be formalized.

During the past eighteen months, teams have been looking at new models and have regularly updated Diocesan Councils on progress. One of the major changes that is necessary is to agree a new Financial Scheme suitable for a combined Diocese. Much of this has been modelled on the Scheme in operation in Clogher Diocese which has much in common with our Dioceses and faces many of the same challenges. The draft scheme has been accepted by both Diocesan Councils and is being brought to the Diocesan Synods for approval. After this we hope that it will be approved by the RCB to be laid on the table of General Synod.

Those charged with proposals for both Administration and Ministry have carried out work in both areas and will seek approval from Diocesan Councils and hold information and guidance Elphin & Ardagh 91 sessions for Parishes in the coming months. If this timetable can be adhered to we hope that we will operate as a fully united Diocese from January 2017.

3.3. Clergy Removal Expenses Grant assistance is available to clergy towards the cost of moving household belongings to/ from a rectory/curatage on a new appointment or retirement. Grants are generally not made to any one individual more frequently than at a three year interval other than in exceptional circumstances or on appointment as a Dean, or Bishop/Archbishop.

The approval level for an individual relocation grant is limited to 2/3 of actual cost and is subject to a maximum of €4,000 or £2,000 in the case of moves within the island. In the case of moves to the island the maximums are €5,000 or £4,000. The other 1/3 cost will be met by the Diocesan Council subject to the RCB maximums.

Diocesan Council has agreed that any payment in excess of the Council’s 1/3 share, shall require the approval of the Diocesan Council. It was also agreed that the Board of Nomina- tion, at their first meeting, be made cognisant of these arrangements. Any relocation expenses in excess of the maximum approved, as above, cannot be covered by the Diocese unless the Bishop, in exceptional circumstances, decides otherwise.

With prior approval by the Representative Church Body an equivalent grant amount may be paid towards the procurement of furniture in lieu of the cost of a move into the island. Claims for such grants must be supported by receipted documentation.

3.4. Approved Stipend, Locomotory Allowances and Other Allowances

Stipend: Legislation passed by the General Synod in 2011 amending Section 51 (1) of Chap- ter IV has enabled Standing Committee to determine levels of MAS annually on behalf of the General Synod. As a consequence the timing of the annual MAS review process now allows for up-to-date economic data, conditions, earnings trends and indices at 30 June to be taken into account when levels of MAS are being determined in September for the following year.

In considering MAS levels the Stipends Committee takes into account movement in inflation and general earnings levels and the ability of parishes in both jurisdictions to pay.

The Stipends Committee, in arriving at the recommendation of the Republic of Ireland MAS for 2015, felt that some emphasis must be taken on the profound effect that the non-inclusion of the 2009 negative inflation had on the five year cumulative CPI. Combined with the ongo- ing trend in non-incremental earnings nationally and marginal movement in inflation for the twelve month period to 30 June 2014, it was concluded that no increase in the Republic of Ireland MAS to be recommended for 2015.

With increases in UK earnings and for similar Church organisations it is, as stated in 2013, es- sential that the lag in MAS over other earning comparators be avoided. It was therefore agreed to recommend a 2% increase in the Northern Ireland MAS for 2015.

The Standing Committee agreed the Representative Body’s recommendation that the rate of Minimum Approved Stipends for 2015 in the case of the Republic of Ireland remain un- changed from 2014 and be increased by 2% in Northern Ireland. In fact the MAS for the 92 elphin & Ardagh Republic of Ireland remain the same since 2009. Consequently, levels of Minimum Approved Stipend for 2015 are:

Locomotory Expenses Allowances: The approved locomotary allowances for 2014 are based on Revenue approved civil service rates for the Republic of Ireland as at 1 July 2008, and remain the same as 2013 rates. The rates are as follows:

Per Km: First 6,437 km - 78.76c Over 6437 km - 37.94c

Sunday Vacancy Duty:

Stipendiary Clergy including Retired Payment for First Service € 30.00 and subsequent service on that day €25.00 Travel Allowance € 0.90 per mile for Retired Clergy and €0.60 per mile for Stipendiary Clergy Lunch Allowance € 15.00

Non-stipendiary Ministers and Diocesan Readers Mileage allowance € 0. 7832 per km Lunch Allowance As above Non-stipendiary Ministers/Diocesan Readers should be paid a minimum of 20 miles travel expenses.

Sunday Cover for Incumbents on Holidays: A Rector should be entitled to six Sundays annual leave. Payment for these Sunday services should be made by the Parish. It would always remain the responsibility of the Incumbent to select/appoint/approve the per- sons who would be on duty during his/her holiday leave. The reimbursement rates apply as listed in the Sunday Vacancy Duty.

In the event of the duty person doing a second service, before or after the first, in a neigh- bouring vacant cure, that parish will be responsible for the detour mileage, together with the service fee applicable.

Sunday Cover for Rectors involved in Diocesan Programmes:

It was noted that from time to time Rectors could be away from their respective parishes with Diocesan Groups. On such occasions, the Diocesan Council would approve their participation and would be responsible, therefore, for payment of the Sunday services in question. It was also noted that if rectors were away with a group from their respective parishes on a Sunday, the Parish would be responsible for payment of cover duty for the services.

Elphin & Ardagh 93 Vacant Cures

15% of the minimum stipend should be paid to Rectors in charge of vacant Cures.

Honoraria to Dignitaries in the Diocese:

The amount payable to Dignitaries per annum was agreed as follows:

Canons - € 500.00 Rural Deans - € 250.00 Dean - €1000.00 Archdeacon - 15% of the minimum stipend plus 50% of the standard Parish locomotory allowance.

Non-stipendiary Ministry: Reimbursement – Expenses

Locomotory Expenses should be reimbursed at the same rate as those recommended for the Stipendiary Ministry – 78.32c for the first 6,437 km and 36.65c thereafter. Office expenses should be reimbursed on the basis of vouched claims.

3.5. Tax Relief for Parochial Giving

From 1st January 2013 the Revenue made various changes to the Tax Relief Scheme for Paro- chial Giving. The main changes are:

1. All donations of €250 or more from individuals, PAYE and self-assessed will be treated the same, with the tax relief in all cases being repaid to the charity 2. Tax relief is given at a blended rate of 31% to all taxpayers, regardless of their marginal rate. 3. An annual limit of €1m per individual, which can be tax relieved under the scheme has been introduced.

It is hoped that more parishioners throughout the Diocese will be persuaded to make donations in a tax efficient manner where possible. Parishes wishing to obtain further information should contact the Diocesan Treasurer, Mr John Davies.

The Revenue Commissioners have notified parishes of the new secure online system for the operation of the donation scheme.

3.6. Weekly Service Plan

Co-ordination in providing the Service Plan for the Diocese, Sunday by Sunday, continues in the careful hands of Mr. David Gillespie. Diocesan Council expresses its gratitude and appre- ciation for all the excellent work which he undertakes on behalf of the Diocese.

3.7. Diocesan Insurance

The Diocesan Council insurance has once again been renewed for the year but it is noted that there are a number of exclusions to the liability clause in the policy which include-any lia- 94 elphin & Ardagh bility arising out of bouncy castles, fireworks, fishing, , hockey, mountain-bik- ing, public debates, sale or supply of second hand electrical goods, abseiling, boxing, bun- gee jumping or fly wall, circus acts/stunt acts, cliff or rock climbing, elastic rope sports or activities, equestrian events, fairground rides, flying (except as fare paying passenger), go karts/quads, hang gliding, horse riding, hunting, karate/martial arts, kick boxing, manual work outside of the EU, mechanical amusements devices, motor cycling, motor sports of any kind, mountaineering, parachuting/paragliding, polo, pot holing, professional sport of any kind, rac- ing (except on foot), rugby, shooting and archery, skateboarding/rollerblading, snorkelling/ scuba diving, Velcro suit sports, water sports/canoeing (except swimming), winter sports.

Attention was drawn to these exceptions as many of these types of sports might be undertaken at Diocesan Youth events or weekends and it will now be necessary to make sure that such sports are covered by the centres themselves and not the Diocese.

3.8. Bishop Hodson’s Endowment

Mr Nigel Laird and Mrs Hazel Davis were elected as the Diocesan Representatives on the Board of Governors of Bishop Hodson’s Endowment at the September 2015 meeting of Di- ocesan Council.

3.9. Safeguarding Trust

The Diocese appreciates the continued support of Mrs Mary Carter (Elphin) and Mrs Elspeth Hall (Ardagh) in the Diocese who have responsibility for Safeguarding Trust in the Diocese. The ladies continue to run training sessions in each end of the Diocese. Any queries regarding Safeguarding Trust, in the first instance, should contact the Diocesan Office.

4. DIOCESAN ACCOUNTS AND FINANCES

4.1. Financing of the Episcopacy

The Representative Church Body advised that the charge levied on the Diocese for 2014 to- wards the Central Church Fund for the financing of the Episcopacy be €21,516. Following already established procedures, this charge was made through the assessment.

It was noted that the Diocesan Episcopal Levy figure for 2016 will be reduced from 6.6% to 6.5% for nine cures for Elphin & Ardagh.

4.2. Priorities Fund

The Diocesan target for the Priorities Fund of €7,800 did not change since 2011 and unfortu- nately we once again did not meet the target for the year. The actual amount collected for 2014 was €6,152. The target figure for 2016 is due to be increased.

The Standing Committee agreed at its March meeting that the Diocesan targets would increase by 1% in 2016. The Elphin & Ardagh diocesan contribution to the Priorities Fund for 2016 will be €7,960.

Elphin & Ardagh 95 Parishes considering making an application to Priorities Fund should note carefully the criteria before completing the Application Form which is available from Ms Sylvia Simpson at the Representative Church Body, Telephone 01- 4978422. Do please remember that all applica- tions must be endorsed by the Diocesan Council and submitted before the closing date of 31st October each year.

4.3. Church Fabric Fund and Marshall Beresford Fund

Diocesan Council supported a number of applications to the Church Fabric Fund and the Mar- shall Beresford Fund during the year from the following parishes: 1. Boyle Parish Church for a grant towards repairs to the roof of the church, remedial work and painting of the windows, a new side door and cleaning and re-lettering of plaques in the church. 2. St Mary’s Church, Mohill for a grant towards repair work to the church tower, windows in the church, tarmac to the driveway and path around the church and leaning of the church and church tower. 3. St Catherine’s Church, Fenagh for a grant towards repar work to the stained glass win- dows, internal painting and repairs to the porch window.

4.4. Bishops’ Appeal

The payments to the Bishops’ Appeal Fund are made directly to the RCB. The Diocese was informed that € 6,296.70 had been received for the twelve month accounting period to De- cember 2014 from the Diocese of Elphin and Ardagh.

4.5. Farnaught Trust

The Council was grateful to receive a grant of €10,865.00 being the Trust’s 30% contribution towards the stipend of the Incumbent of the South Leitrim Group in respect of ministry in Farnaught Church.

4.6. Diocesan Assessments

The Diocesan Treasurer presented the Budget Assessments for 2015 at the March meeting of Council at which they were adopted. Members expressed their gratitude to Mr Davies on behalf of the Diocese for the detailed work which he had undertaken in preparing the papers and complimented him on the exacting work which he had done.

4.7. Release of funds for Church Repairs

During the year Diocesan Council approved the release of funds, held on behalf of parishes by the Representative Church Body, to be used for the repair of parish property: 1. Rosses Point – permission to release up to €5,000 held on behalf of the parish by the RCB to assist with necessary repairs to be carried out on Joppa Lodge. 2. Templemichael Parish – permission to release up to a maximum of €25,000 of funds held on behalf of the parish by the RCB for renovation work to be carried out on the Sexton’s House

96 elphin & Ardagh 4.8. Diocesan Grants

Grants approved by the Diocesan Council during the year were as follows:

1. A grant of €500 from the Diocesan Church Repair Fund was awarded to St Coman’s Church Roscommon towards the cost of repairs to the clock.

2. A grant of €500 from the Diocesan Church Repair Fund was awarded to St John’s Church, Drumshanbo towards the repair work on the church tower.

3. A grant of €350 from the Diocesan Church Repair Fund was awarded to Drumreilly Par- ish towards the cost of replacing window frames in the church.

4. A grant of €350 from the Diocesan Church Repair Fund was awarded to Ballinamore parish church towards the cost of repairs to church window frames.

5. A grant of €250 from the Diocesan Mission Trip Fund was awarded to Canon Patrick Bamber towards his trip with CMS Ireland to the Diocese of Kindu in the Democratic Republic of Congo.

6. A grant of €250 from the Diocesan Mission Trip Fund was awarded to Mr Guy Marsden, Calry Parish, towards his trip with CMS Ireland to the Diocese of Kindu in the Democratic Republic of Congo.

7. A grant of €250 from the Diocesan Mission Trip Fund was awarded to Mr Matthew Hew- ston, Calry Parish, who is taking part in a Summer internship with the Surf Project.

8. A grant of €250 from the Diocesan Mission Trip Fund was awarded to Ms Olwen Heaslip towards her trip with SAMS to work alongside Claire Holmes, SAMS Missionary Worker, in Paraguay.

9. A grant towards the removal costs for the Rev Isaac Hanna from Maghera to the Drum- cliffe group of parishes.

4.9. Continuing Ministerial Education

At its meeting in March 2015, the Diocesan Council approved the payment of costs towards the Continuing Ministerial Education for the Rev Linda Frost.

4.10. Bishop Elliott Scheme

At its meeting in March 2015 Diocesan Council approved that the Diocese would purchase 16 Bishop Elliott shares on behalf of parishes. The diocese would fund 2/3rd of the cost and the Bishop Elliott Scheme would fund 1/3rd the cost. The shares will be distributed to parishes in the manner that has been established historically.

4.11. Diocesan Communications Officer

At its meeting in June 2015 Diocesan Council approved that the Diocese would increase the honorarium to the DCO to €1,200 per annum.

Elphin & Ardagh 97 5. PAROCHIAL

5.1. Parochial Census 2014

Members will note that the Church of Ireland population recorded at the Easter Vestries 2014 for the Diocese was 1862 which compares to 1878 in 2013.

Since 2012 parishioners under the age of eighteen are not included for the purpose of the cal- culation of the parochial assessment but should still be included in the parochial census return.

5.2. Parochial Properties

During the year, the Council gave its approval for the acquisition, use, alteration or disposal of property in the following parishes:

1. Fenagh Parish Church At its meeting in March 2015 approval was given for repair work to be carried out on the floor and entrance hallway of the church.

2. Calry Church Approval was granted at its meeting in March 2014 for the renewal of the licence on the base- ment vaults and tower of Calry Church to Cosy Cats.

3. Rathowen Hall Approval for the lease of Rathowen Hall to the Rathowen Community Development Ltd. was given at its meeting in March 2015. The local group are proposing to renovate the hall for use by the local community. This was subject to the submission of the necessary plans for the hall renovations.

4. Drumcliffe Rectory At its meeting in June 2015 Diocesan Council approved the installation of an access ramp at the front entrance of Drumcliffe rectory.

5. St Anne’s Church, Knocknarea At its June 2015 meeting Diocesan Council gave approval for the path and handrail at St Anne’s Church to be replaced with a tarmac path and permanent handrail at the entrance of the church.

6. St. Anne’s Parish, Knocknarea At its September 2015 meeting Diocesan Council approved the purchase of a house from the proceeds of the sale of St Anne’s Rectory – 71 White Strand, Sligo. This was subject to the necessary surveyor’s report being submitted.

7. Calry Parish At its September 2015 meeting Diocesan Council gave its approval for the replacement of the roof of the Catacombs at the rear of Calry Church.

98 elphin & Ardagh 5.3. Glebes Committee

Members were again very active during the year. It is now gratifying that the majority of premises in which our incumbents reside are in a very satisfactory condition. Members agreed that as the majority of rectories in our Diocese are now at a very high standard that Glebes Inspections would be carried out every second year. The exception to this rule would be any rectories in the Diocese which are rented to a third party; these would continue to be inspected on an annual basis. At present, this would include Boyle, Edgeworthstown and Ballinamore rectories. The Glebes Inspection is firmly in place and ensures that the condition of the Rec- tories are maintained to the appropriate standard and indeed improved – the upkeep being the responsibility of the Select Vestries.

The Diocesan Glebes Committee agreed at its November meeting that once a parish becomes vacant a copy of the letter being sent to the insurance company informing them of this fact must be sent to the Diocesan Office.

Annual Glebes Inspections

The programme of annual Glebes Inspections was completed during 2015. Inspections took place on all rented glebes - Ballinamore, Boyle and Edgeworthstown.

All rectories are inspected on a two year cycle with the exception of those rectories which have tenants – Ballinamore, Boyle and Edgeworthstown. These will continue to be inspected annually. However, it remains the duty of the rector to draw attention to the Glebes Committee any item which requires attention.

This year inspections were carried out on the Deanery, Calry, Riverstown and Drumcliffe rectories. Next year inspections will be carried out on Longford, Mohill and Roscommon in addition to the rented properties.

Individual reports were forwarded to the respective Secretaries of the Select Vestries to ensure that appropriate action was taken. Overall, the Inspection Teams were very satisfied that ef- forts were being made to keep the Rectories in good order. All Select Vestries were reminded of the need to have carbon monoxide alarms fitted to all rectories where one was not already present.

The co-operation in this regard of the Select Vestries was most gratifying to note. The Dioc- esan Glebes Committee was most grateful to have the assistance of Rev Andrew Quill. His knowledge and expertise was greatly appreciated and proved to be most useful during the inspections.

Glebe Land – lettings

All five Vestries did not advertise the letting of the land but offered it to the sitting tenant. The Council agreed at its meeting to the recommendation of the Glebes Committee that there should be no rental increases for 2015 in respect of the Glebe lettings. The Glebes Secretary was pleased to confirm that the Form of Agistment Contracts with effect from 1st February 2015 had been returned together with payments of the first instalments. A summary sheet of the lettings was reported to the Representative Church Body. Elphin & Ardagh 99 It was noted that each tenant is responsible for insurance and public liability insurance for the period that he/she is leasing the land and would be expected to demonstrate to the parish that appropriate insurance is in place. However, it is important to note that the parish must have insurance/public liability insurance in place for the lands to cover the parish during any time that the lessee is not in possession. All parishes with glebe land were notified of these insur- ance details during the year.

5.4. Glebe Guidelines – Upkeep of Rectory and Grounds

Select Vestries are reminded of the recommendations from the Glebes Committee regarding the maintenance of Rectories and Glebe Lands.

Rectory

While it was acknowledged that no Rector expected to live in a Rectory totally free of any per- sonal expenditure it had also to be acknowledged that there was no doubt that in asking clerics to live in a house above the average for their ordinary family requirements proved a burden on clerics. Some parishes did already recognise this and assisted their rector with the cost of living in an above average house. However, the majority of parishes do not and this had to be addressed. It was recommended that all parishes should pay for the following:- 1. Servicing of central heating boiler and other fixed equipment in the Rectory. 2. Replacement of kitchen and other fixtures when they become broken. 3. All repairs to the house and its fixtures as agreed at the annual inspection. 4. Insuring of the house and any outbuildings. 5. Purchase of equipment solely for parish use, and remains parish property. 6. Where there was no Parish Office the parishes would insure that the Rectory study had suf- ficient furniture and equipment that a normal parish office would have.

Grounds/glebe land

As per the Rectory the clergy were very often asked to maintain grounds that would be over and above the needs and requirements of an average family home. Whilst some Rectors do expect to keep average gardens tidy, and some enjoy gardening as a hobby, it was unreason- able to expect Rectors to keep very large gardens and extensive curtilage without assistance from the Parish. Some parishes provided mowers and offered annual help with the garden and this was very much appreciated. Usually parishes saw all the ground surrounding the Rectory as the responsibility of the Rector. Glebe lands belong to parishes and are their responsibility, especially when rectories are linked by glebe land to the church.

It was recommended that all Select Vestries should assist their incumbent with keeping the grounds and other land and perimeter hedging tidy at all times. It is the responsibility of the Parish/Group of Parishes/Local Glebes Management Committee to agree on a maintenance plan for the Rectory and glebe land every year. Glebe Wardens are to ensure that the agreed plan is implemented in co-operation with the Rector.

100 elphin & Ardagh 5.5. Maintenance/Repairs of Church Properties

Properties Vested in the Representative Church Body

Legal title to the vast majority of buildings (churches, clergy residences, halls etc) used by parishes throughout the Church of Ireland is vested in the Representative Church Body. Select Vestries are responsible for the day to day maintenance of such buildings, including ensuring that adequate and appropriate insurance indemnity is in place.

If the parish is contemplating a significant repair, alteration, extension, demolition or disposal of such properties, the prior approval of the Representative Church Body must be obtained. Before granting such approval, the Representative Church Body requires a recommendation from the Diocesan Council. The Diocesan Council wishes to point out that because of the scheduling of meetings of the Representative Church Body, it can take up to four months for this process to be completed. A much quicker result is often achieved but this is only possible when all of the appropriate information is submitted to the Diocesan Secretary in good time. “Last minute” submissions can be delayed due to having to be referred back to the parish be- cause of missing or inadequate information.

For the information of your Select Vestry, the procedure for processing property matters is summarised as follows:

Repairs/Maintenance/Building Projects

Contract Documents should be prepared in the name of the Representative Church Body and submitted to Church House Dublin for signature on its behalf.

Sale of Properties

1. An independent professional valuation of the property/land for sale should be obtained 2. Select Vestries should nominate an Estate Agent who will be represented in the sale. The Agent nominated should not be the one who prepares the valuation. 3. Details of Proposals should be forwarded to the Diocesan Council for consideration and onward transmission to the Representative Church Body 4. Proposals for the sale of land should be accompanied by an accurately drawn map in- dicating the dimensions of the area and the sale and its juxta position with other parish properties 5. Proposals for the sale of property/land should be accompanied by details of how the parish wishes to allocate the sale proceeds 6. The Agent representing the parish should be informed that the sale should not be adver- tised until he/she has received instructions from the Legal Department of the Representa- tive Church Body which will deal with the conveyance of title when the sale is eventually agreed. 7. Acting as Trustees and in the best interests of the parish, the Representative Church Body will expect the sale to proceed in accordance with the independent valuation obtained and normally would expect the highest offer to be accepted (subject to the advice of the Selling Agent)

Elphin & Ardagh 101 It should be noted that the proceeds arising from the sale of glebes/glebe lands will be gov- erned by the terms of the rules as contained in Chapter 13 of the Constitution. The sale pro- ceeds arising from the sale of other property not governed by the Glebe Rules are generally accessible to the parish with the approval of the Representative Church Body subject to any restrictions in the Title which may exist in the Deeds of the property.

5.6. Parochial Insurances

The opportunity is taken to remind select vestries of the importance of keeping their parochial insurances under regular review. Not only should the level of cover provided for parochial buildings etc. be kept up to date, but the parish should also be aware of any exclusion clauses which might be in this policy, e.g. does full cover continue even though a Rectory may be unoccupied for a long period during a parochial vacancy? What about malicious damage or a burst pipe?

It is also essential that the parish ensures that it’s Select Vestry and other officers are adequate- ly protected against Third Party Legal Liability claims which, on occasions, can prove to be substantial.

Assumptions should not be made about any aspect of insurance policies e.g. personal accident indemnity for parishioners is rarely included in a parochial scheme. Insurance Companies often require to be advised in advance of any event likely to affect their level of risk such as Garden Fetes etc. while non-parochial activities may not be covered.

Select Vestries should also be aware that, during a vacancy in a parish, the parochial insurer requires to be informed that the Rectory is going to be vacant for a period; otherwise full in- demnity might be prejudiced.

If a Select Vestry has doubt about any aspect of its parochial insurance, it should contact its Insurance Company or Broker without delay and seek their professional advice. Select Ves- tries should also note that Ecclesiastical Insurance will freely check that parochial insurance cover is sufficient.

5.7. Safety Statement

Each Select Vestry is required to have a Safety Statement which is based largely on the model prepared by the Ecclesiastical Insurance Office plc. Care should be taken to ensure parishion- ers are aware of its existence and that it is displayed on appropriate Notice Boards.

6. REPRESENTATIVE CHURCH BODY

6.1. Record of Church Plate and Parochial Documents

In accordance with Section 5 of the Act of General Synod 1934, providing for the maintenance of a complete record of Church Plate and Parochial Documents, each Parish in the Diocese is required to furnish the RCB each year with particulars of any alterations or amendments in their Church Plate and Parochial Documents. The full co-operation of Select Vestries is much appreciated in this matter. 102 elphin & Ardagh 6.2. Forms of Consent to Alterations

The Representative Church Body Forms of Certificate of Consent to Alterations must be used when any changes in the structure and furnishings of churches is proposed. The forms will be signed by the Incumbent, Select Vestry and Architect (where applicable) and then submitted to the Representative Church Body prior to signature by the Bishop or Ordinary and before Planning Permission is sought. Permission must be given by the RCB before any work com- mences. Copies of these forms are available from the Diocesan office.

6.3. The See House

It has been reported that most of the initial ‘teething problems’ in the house have been sort- ed and the house has been ‘signed off’ by the RCB. It is now in the care of the Diocesan See House Committee who will work with the RCB to ensure its continued maintenance and upkeep. During the summer drainage of the grounds took place which should considerably improve the condition of these House garden.

6.4. Meeting with Diocesan Secretaries

Once again this year information meetings have been held in Church of Ireland House for Diocesan Secretaries. This has facilitated the useful sharing and exchange of views in relation to both ministry and administrative matters.

6.5. Local Property Tax

Local Property Tax came into effect from 1 July 2013 and is a tax payable on the market value of residential property as determined on 1 May 2013.

The Local Property Tax is collected by the Revenue Commissioners and is initially paid by the Representative Church Body to ensure compliance with Revenue deadlines. The tax is then collected from the parishes which are the beneficial owners, through the diocese during the year.

Parishes should consult the Revenue Commissioners website www.revenue.ie for further in- formation on the Local Property Tax.

6.6 Domestic Water Charges

All residential properties were required to register with Irish Water for domestic water charges during 2015. The first quarterly bills were issued in April 2015 in respect of the period Jan – Mar 2015. Domestic water bills will be issued four times a year.

The occupier of the property that gets water from Irish Water will be liable to pay domestic water charges under the new system.

6.7 Charities Legislation

The new Charities Regulatory Authority was set up and parishes are beginning to register their details on the website. Each parish will be assisted by the Diocesan Office with this process. Elphin & Ardagh 103 The deadline for registration is April 2016.

6.8. Appreciation

The Council and its various committees want to record their deep appreciation for the advice, support and guidance which is given freely to all who make contact with the Representative Church Body’s Officers. They continue to provide much support and guidance with a very caring and considerate manner despite the ever increasing workload pressures and for this we are most grateful.

132 elphin & Ardagh STANDING ORDERS FOR THE MEETING OF DIOCESAN SYNODS OF KILMORE AND ELPHIN AND ARDAGH

1. On the first day of the Meeting there shall be a celebration of the Holy Communion, of which due notice shall be given. On that and all subsequent days the proceedings shall commence with Prayer and reading of the Scripture.

2. The Bishop or his or her Commissary shall take the Chair, in the place and time deter- mined by him or her and notified to members of Synod.

3. The Holy Bible and the Book of Common Prayer shall lie on the Table during the Session.

4. On the first day of the Session the members of Synod, Clerical and Lay, shall record their attendance by signature in the Attendance Books. The Secretaries shall ensure that the necessary declaration has been signed by the Lay Members of Synod.

5. No person, except Members, or Officers of the Synod shall be present at its Meetings, except Reporters when permitted, and such Persons as may be expressly invited by the President, with the consent of the Synod, to assist as Assessors or Advisers.

6. The presence of the Bishop, or of his or her Commissary, especially authorised, and one- fourth of the Clerical and one-fourth of the Lay Members shall be necessary to constitute a meeting of the Synod.

7. It shall be competent for any member, during the progress of business, to move that the house be counted; and should there not be a quorum present, the Synod shall stand ad- journed to such time as the President may appoint.

8. In the year 2008, and triennially thereafter, the following Honorary Appointments shall be made, to hold office until the next General Election of the Synod:

(a) Kilmore Three Honorary Secretaries, one to be appointed by the Bishop, one to be elected by the Clergy, and one to be elected by the lay synod members; and two Treasurers, one to be elected by the Clergy, and one by the lay synod members.

(b) Elphin & Ardagh Three Honorary Secretaries, one to be appointed by the Bishop; one to be elected by the Clergy; and one to be elected by the lay synod members and one Honorary Treasurer.

9. Any vacancy that may arise is to be filled by the Diocesan Council, the Officer so appoint- ed to hold office till the next ensuing Session, when a new election shall take place.

10. In all cases of election by ballot or voting papers, Scrutineers of the vote shall be chosen from the Members of the Synod.

11. When the President shall have taken the chair, no member shall continue standing up, except when addressing the chair; and when the President rises during a debate, any Member speaking, or attempting to speak, shall at once sit down. All questions of order shall be decided by the President, whose duty it shall be to confine Speakers to the subject matter of debate; to prevent them from being interrupted, except through the medium of the President, on a point of order, or in explanation; and generally to enforce the standing orders.

13. When two or more Speakers rise simultaneously, the President shall decide which of them shall have priority.

14. Speeches shall be limited to ten minutes.

15. No Member shall be allowed to speak more than once on the same subject and in the same debate except in explanation, or to order; provided that the Mover of any resolution, not being an amendment, shall be allowed the liberty of reply, and that the Seconder of a motion or an amendment may reserve his speech to a subsequent period of the debate.

16. Any Member desirous of proposing a resolution for the consideration of the Synod shall, one fortnight at least before the day appointed for the Meeting, send a copy of such res- olution to the Secretaries, who shall cause it to be printed, and forwarded by post to the different Members of the Synod, one week at least before the day of Meeting.

17. No Resolution, of which such notice shall not have been given, shall be entertained, ex- cept by consent of a majority of the Members present.

18. No debate shall be permitted, nor question put on any motion or amendment unless the same shall have been handed in, in writing and duly seconded; and if a motion has been seconded, it shall not be withdrawn without the leave of the Synod.

19. When a motion or amendment has been made and seconded, it shall be competent for any Member to move that the previous question be put, whether such motion be entertained or not.

20. No amendment on an amendment shall be received, unless the first amendment shall have become a substantive motion.

21. Motions relating to the same matter shall be considered in the order in which notice shall have been given, except that motions proceeding from the Diocesan Council shall have precedence.

22. When a motion for a Select Committee shall have been carried, the mover thereof shall then propose the names of the members, not exceeding ten, to serve on same, the mover himself or herself to be, in all cases, one of such Members. The Bishop of the Diocese or his or her Commissary shall be ex-officio a member of every Select Committee.

23. Every Report of a Committee shall be in writing, and if requiring action shall be accom- panied by a resolution or resolutions for the consideration of the Synod.

An adjournment of the debate may be moved at any time, and no discussion shall be permitted on the motion for the adjournment of the debate; but the question shall be put immediately from the Chair, and decided by a show of hands on such motion-unless a division be called for.

25. No Resolution of the Synod shall be rescinded except by a resolution of which notice shall have been given at the previous session of the Synod.

26. A Statute or Canon may be introduced as a Bill, and, in such a case, the course of proce- dure shall be the same as that of the General Synod, as set forth in Chapter I, Section 25 of the Constitution of the Church of Ireland (2003).

27. The minutes of the Synod proceedings shall be read if requested at the next ensuing meet- ing of the Synod, and signed by the President in the presence of the Synod.

28. Any of the forgoing Standing Orders may be suspended, for a particular purpose, on a Motion to that effect, unanimously agreed to.

NOTES

The Constitution of the Church of Ireland (2003) Chapter 2, Section 29: If a majority of the clergy and of the lay synod members present shall be in favour of any resolution or motion, the Bishop or other President may take reasonable time, not exceeding one month, to consider whether to assent to or dissent from the same.

The Constitution of the Church of Ireland (2003) Chapter 2, Section 30: In case the Presi- dent dissent from the other two orders with respect to any proposed act of the Synod, all action thereupon shall be suspended until the next annual meeting of the Synod; and should such act be then re-affirmed by two-thirds of each of the other orders, present and voting, and the president still dissent, it shall be submitted to the General Synod, whose decision shall be final.
