Prof. Dr. Soemantri Brojonegoro No.1 Bandar Lampung 35141, Telp. 082279400471, e-mail: [email protected] ABSTRACT This research aimed (1) to analyze optimal income obtained by farmers with optimal use of labor and land both in mineral and in peat land, and (2) to identify palm oil marketing channel in Tulang Bawang District. The research was conducted by survey method in Penawar Tama and Gedung Aji Baru Subdistricts of Tulang Bawang District Lampung Province in July 2017. The sampling was done by census to 17 self-help palm oil farmers. Data were analyzed by using linear programming model, land productivity, farm income, and descriptive analysis of marketing channel. The results showed the optimal income that could be achieved in Scenario 1 was Rp32,805,860.00 with optimal labor usage of 120.28 HOK, whereas in Scenario 2 the optimal income that could be achieved was Rp46,976,300.00 with optimal labor usage for 125.2 HOK. There were 2 marketing channels of palm oil established in Kabupaten Tulang Bawang. Channel 1 with 76.47 percent of farmers started from the farmers, distributed to the wholesalers and then to palm oil mill. Channel 2 with 23.3 percent of farmers started from the farmers, distributed to the middlemen, to wholesalers and to palm oil mill. Problems of swampland rice farming which commonly found are environmental stress related to water and land management, unadaptive rice commodities and applying appropriate cultivation technology. Swampland rice farming is expected to provide added value and benefits for farmers. This study aims to analyze rice farming in the tidal swampland of Tulang Bawang Regency, Lampung Province. The farm study was carried out by planting rice on a 1 ha tidal swampland. The rice planted is the existing local rice varieties. The study was carried out in the second planting season.

In 1995, the total population of Sumatra Island was about 40 million; about 20 percent of the total population of Indonesia. The trunk roads in Sumatra Island have been well developed with the Java Island and Trans Sumatra Highway already serving the people of Sumatra, which has a total length of 2,500km starting from Bakauheni port, located at the south end of Sumatra, and ending in Banda Aceh, located at the north end. The road passes through the central mountain ranges and through major cities like Padang in the center and Medan in the north. However, this Trans Sumatra Highway does not directly connect with other major cities in the east side of Sumatra such as Dumai, Jambi, and Palembang. Governors; and 2.     Review of Integrative Business and Economics Research, Vol. 6, Issue 3 263 Analysis of Effectiveness of New Region Expansion in Lampung Province Khairudin Universitas Bandar Lampung Aminah Universitas Bandar Lampung ABSTRACT Since the implementation of Law No. 22, 1999 which had been revised to Act No. 32 year 2004 on Regional Government, new autonomous regions had raised a lot. However, apparently the regions of expansion were still a problem that had not been resolved. A problem that emerged among others lead to a border conflict, conflict areas divided by region of origin, debts problem, lack of public services, the handover of the assets of the area, conflicts that lead to violence, and the problem of the financial performance. This research was carried out against the local government of the regions in Lampung Province after the issuance of Law No.22 of 1999 on regional autonomy. Measurement of the effectiveness of regional autonomy includes (1) the financial performance consisting of self-sufficiency ratio, the ratio of effectiveness, efficiency ratio, and growth rate; (2) the welfare of society can be measured by the Human Development Index (HDI). The results showed that the implementation of a new regional division in Lampung Province had not been effective (yet successful), where the performance of financial independence was still included in the criteria of "very low with instructive correlation pattern", and financial growth performance was not good (tends to decrease). The welfare of the people in the new autonomous region in the province of Lampung measured through the Human Development Index (HDI) was still not prosperous, where the value of HDI in each autonomous region was still below 75%.
