Mekliganj College was established on 22nd December 1996 as a General degree college (undergraduate level only). The institution is co-educational and is now affiliated to Cooch Behar Panchanan Barma University (CBPBU). As CBPBU has introduced Choice Based Credit System (CBCS), for the undergraduate Course of studies, the same course is offered by the college for the degree of B.A. in Honours and B.A. in Programme course. Undergraduate Course of study is three year course of study divided into six semesters. Each semester is of six months duration. In each academic year there will be two semesters; one is from July to December and the other is from January to June.

Eligibility for applying in Honours Course: Students having passed H.S or equivalent examination (in 2017 and onwards) are eligible to apply in Honours Course. Students having passed from vocational stream are not eligible to apply for Honours course.

Marks requirement for applying in Honours : For General Candidates: 55% marks in aggregate in the qualifying examination, Or 50% marks in aggregate and 60% marks in the subject opted for Honours

For SC/ST Candidates: 50% marks in aggregate in the qualifying examination Or 45% marks in aggregate and 60% marks in the subject opted for Honours N.B.: Candidates intending to apply in Geography Honours must have Geography in the qualifying examination. The process of selection of eligible candidates for admission is purely on the basis of merit as fixed up by the university.

PHYSICAL AND ACADEMIC INFRASTRUCTURE : Physical Infrastructure: The college building covers two blocks namely Academic Block and Administrative & Library Block. In all the blocks there are separate toilets with running water for Boys and Girls. In the academic block there is a Girls’ Common Room. In the academic block there is a well-equipped Geography Laboratory and To conduct any academic or indoor cultural programme the college has a big hall room. There is separate back up for electricity through pollution free diesel generators.

Play Ground: The college provides a substantially large play ground for outdoor games and sports.

Cycle Stand : There is cycle stand facility for the students at the back side of the Academic Block.

Drinking water facility: The college provides pure drinking water purified by Aqua-guard water Purifiers in every building of the college for students and staff.

Academic Infrastructure: There are 15 spacious classrooms in the Academic Building. The college has projectors, laptops, computers, TV monitors, close circuit cameras, smart-boards and e-system for admission, form fill-up and other activities. Through LAN, Internet facility is given to all. Library: The college provides Library facility with sufficient number of text and reference books as well as newspapers and magazines to the students of the college. Bona-fide students are allowed to use the library. There is also a standard size reading room for the students. In the reading room, students get the facility to read books and journals.

GENERAL RULES FOR MAINTENANCE OF DISCIPLINE: i) The college is committed to maintain discipline and decorum among students. ii) Any notice desired to be circulated by the students anywhere in the college premises will need prior permission of the Principal/Teacher-in-Charge. iii) Loitering in the college veranda during class hours is strictly prohibited. iv) Use of mobile/cell phones in the corridors, classroom and in the Library is strictly prohibited. v) While using library books students must be careful that no damage is done to the books. Causing damage to library books will make a student liable to be punished. vi) The college campus is a tobacco-free and liquor-free zone and hence use of any kind of tobacco or liquor in the college campus is strictly prohibited. vii) Students may meet the Principal / Teacher-in-Charge to report any difficulty and hardship felt by them between the hours 3 p.m. to 3-30 p.m. on all working days (excluding Saturday). viii) Attendance Rules: Students have to attend at least 75% classes in each subject, failing which they are not eligible to appear in the examination.

Students’ Identity Card: Student identity cards are issued after getting admission in B.A. 1st Semester. The college authority reserves the right to issue a duplicate identity card against a payment of Rs. 25/- in case of damage of original card which is to be produced at the time of issuing the duplicate. In case of loss of original identity card, copy of FIR from Police Station is to be produced for getting a duplicate one. Student must possess the Identity Card with them during college hours. Every student must carry Identity Card during their stay in the college in such a way so that it becomes visible.

FACILITIES TO STUDENTS: i) Library : The college provides library facilities to the students of the college. Bona-fide students are allowed to use the library. Students are given one book at a time for 15 days. A late fine of Re. 1 per day per book will be charged if books are not renewed within 15 days from the date of issue. Students may use the reading room with in college Hours. In the reading room students have got free access to reference books, journals, employment related periodicals etc. Students also get the facility to access E-books and E-journals in the reading room of the college. However, in case of single copy of books and rare books lending facility is not available. Library Hour : From 11:00 a.m. to 4-00 p.m. (Monday to Friday) From 11:00 a.m. to 3-00 p.m. (on Saturday) ii) Students’ Aid Fund: An aid fund is created with a view to assisting poor and meritorious students. Financial help from students’ aid fund is generally given at the time of filling-up of forms for B.A. Semester examinations. Students who usually do not enjoy any stipend from the Govt. or any other agencies and full free or half free studentship from the college are eligible to apply for the same. A student must qualify the following conditions to get financial aid from the students aid fund : a) He/she must attend classes regularly. b) His/her performance in the college examination is satisfactory. c) He/she has to produce Income Certificate of his/her guardian from the employer or the concerned local authorities (Panchayet/ etc.) iii) Freeship to the students: To encourage poor but meritorious students for continuation of their studies, the college offers full-free and half-free studentship. In every year for each semester full free and half free studentship are offered. Eligibility criteria for applying full / half free ship are notified in the college notice board. For income Justification BPL certificate / certificate from the local authorities / Employer’s certificate are to be produced. Students eligible to get any stipend from state / central Govt. or any authority are not allowed to apply. The

Grievance Redressal Cell: The grievance redressal cell of the college is working to monitor the grievances of the students regarding academic and related issues. Students may submit their grievances in writing.

Internal Complaint Committee: There is an Internal Complaint Committee at par with government guidelines, to resolve the problems regarding sexual harassment. Students may submit their grievances in writing.

Anti-Ragging Committee: We strictly follow anti-ragging policies and do not entertain any mistreatment to students. The college possesses an Anti-ragging committee at par with Government guidelines. Students may submit their complaint in any manner prescribed by the law.

Employment and personal Counselling Cell : The college understands the complexities faced by students both psychological and professional and works to ensure every possible help that can be provided to the students. We have held mental health awareness workshop with professional Psychologists in past and will continue with such programmes in future. With collaboration with various governmental and non- governmental agencies career councelling programme initiatives are also taken.

CO-CURRICULAR ACTIVITIES:

National Service Scheme (NSS) We have two NSS units in college that carry on Literacy Programme, Health Awareness Camp, Thalassaemia awareness Programme, Aids Awareness Activities, Cleaning Activities, Environmental Awareness Programme and many others social welfare activities.

Games & Sports: The college provides both indoor and outdoor games facilities to students. Annual Sports is held every year. Interested athletes and players are allowed to participate in University Sports Meet, State Athletic Meet etc. Outdoor games like Football, Khokho etc. Women and children of the locality are encouraged to participate in sports by holding tournaments of women football and etc. sometimes with collaboration with other bodes like police or BSF. We have a Committee dedicated to look after and supervise such activities and increase students’ participation in sports.

Wall Magazine and Annual Magazine: The college attempts to urge the cultural and intellectual aspects of students personality by invoking yearly publication of wall magazine and Annual magazine every year for which different literary creations are invited from students of Mekliganj College. However, selections of articles are subject to the review of the Editorial Board.

Cultural Programme: Cultural programmes are organized during Observance days and Freshers’ Welcome, various NSS activities etc. Annual social function is held in the month of November / December every year with active participation of students of this college.
