IPAC Statement HK Arrests-1 Inter-Parliamentary Alliance on China 對華政策跨國議會聯盟 对华政策跨国议会联盟 対中政策に関する列国議会連盟 DICHIARAZIONE SU RAPPORTO DOCUMENTANDO IL LAVORO FORZATO IN TIBET Oggi, l'Alleanza Inter-Parlamentare sulla Cina (IPAC) ha co-pubblicato un rapporto redatto dal suo consigliere per le minoranze etniche, il prof. Adrian Zenz. Il rapporto descrive in modo dettagliato un sistema diffuso di lavoro forzato in Tibet (Tibetan Autonomous Region) imposto dalla Repubblica popolare cinese. Il rapporto di Zenz presenta le prove di un programma obbligatorio di "formazione professionale" su larga scala, che arruola oltre 500.000 lavoratori nella regione, insieme a testimonianze di indottrinamento forzato, sorveglianza intrusiva, implementazione manu militari, e dure punizioni per coloro che non riescono a soddisfare le quota di trasferimento di forze di lavoro. Il programma rispecchia in modo inquietante la formazione professionale coercitiva e i trasferimenti di massa di manodopera imposti dalle autorità cinesi nella regione uigura. Siamo uniti nella condanna inequivocabile di queste pratiche e chiediamo al Governo cinese di porre immediata fine a queste atrocità. Questo rapporto è l'ultimo di una serie crescente di prove che denunciano le gravi violazioni dei diritti umani in Tibet, dove da decenni la repressione delle libertà religiose, la persecuzione politica sistemica e l'assimilazione culturale forzata continuano a deteriorarsi. A seguito della protesta globale sulla scia delle rivelazioni sui programmi di "formazione professionale" nella regione uigura, questo rapporto mostra come l'attuale leadership della Repubblica popolare cinese rimane ostinata nel suo rifiuto di rispettare gli standard fondamentali dei diritti umani e imperterrita dalle critiche dalla comunità internazionale, comprese le Nazioni Unite, in cui la Cina rivendica un ruolo di primo piano. Ci appelliamo ai nostri Governi di agire immediatamente per condannare queste atrocità e per prevenire ulteriori abusi: ! I Governi dovrebbero imporre sanzioni mirate in stile Magnitsky ai diretti responsabili delle violazioni. ! I Governi dovrebbero rivedere con urgenza i loro consigli sui rischi alle imprese che attualmente si riforniscono da aree colpite da schemi di lavoro forzato tibetano e altre regioni cinesi per impedire che i beni e i servizi acquistati nelle nostre rispettive giurisdizioni siano contaminati dal lavoro forzato dei Tibetani. ! I Governi devono chiedere l'accesso illimitato al Tibet per condurre un'indagine internazionale indipendente sulla situazione del popolo tibetano. ! Il Segretario Generale delle Nazioni Unite dovrebbe nominare un Relatore speciale per indagare sull'utilizzo del lavoro forzato e sulla persecuzione etnica nella Repubblica popolare cinese.     Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

    Brussels, 14 April 2020 Dear Ms Elżbieta Witek, Marshal of the Sejm of the Republic of Poland, Dear Members of the Polish Parliament, Dear Colleagues, As Members of the European Parliament, we are writing to express our deep concern regarding the Parliamentary Document no 39 on amending the act of June 6, 1997 - the Penal Code - known as the “Stop paedophilia” bill - and Parliamentary Document No 36 on the amendment to the Act of 7 January 1993 on family planning, protection of the human fetus and conditions for the termination of pregnancy -known as “Stop Abortion” bill - that will be debated in a first reading in the Sejm of the Republic of Poland in your sitting of the 15-16 April 2020. We are convinced that measures that roll back protections for women’s human rights and self- determination are of grave concern as they undermine a core European Union value, that of advancing gender equality. Under human rights law measures that undermine or restrict exist- ing rights are not permitted and these draft bills violate Poland’s obligation to ensure ever greater protection of human rights. We are deeply concerned that the “Stop Abortion” bill provide for the prohibition of termina- tion of pregnancy due to severe or fatal foetal anomalies, currently a legal ground for abortion in Poland. Poland’s Act of 1993 on Family Planning, Protection of Human Fetus and the Con- ditions of Legal Pregnancy Termination is one of the most restrictive laws on abortion in the European Union. The bill would in effect result in a near total denial of access to legal abortion in Poland as most legal abortions are performed under this ground.

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

This latest development shows that we can never take women’s rights for granted. This is disrespectful, a clear violation of women’s rights and unacceptable. The signal the Polish government is sending is a highly troubling one in times that are already challenging for women. Women have been hit disproportionally hard by the Covid-19 crisis and face an increase in cases of domestic violence. The European Union is founded upon shared values that are enshrined in our Treaties, amongst them equality between men and women. We cannot regress on these core values stipulated in Article 2 TEU. We should never accept it when one of our Member States backtracks from equality. That is why we call on you, as the President of the European Commission, guardian of the treaties, and as the President of the European Council, to do everything within your power to discourage the Polish government from taking this misstep. Madam President, in your political guidelines, you made the commitment that the EU’s accession to the Istanbul Convention is a key priority for the Commission and that if the accession remains blocked in the Council, you would consider tabling proposals on minimum standards regarding the definition of certain types of violence, and strengthening the Victims’ Rights Directive.

    Letter on the 2021 IIHF World Championship co-hosted by Belarus Stockholm, 23 november 2020 Dear President René Fasel, Dear International Ice Hockey Federation, We, the undersigned elected members of the European parliament, are writing with regards to the upcoming 2021 IIHF World Championship, co-hosted by Belarus and Latvia, scheduled to take place in Minsk and Riga. It is our strongest request that Belarus immediately will be deprived of the hosting of the Championship. The current situation in Belarus is cause for a great sense of worry and concern. During this year, the cruelty imposed by Belarus Authorities towards the Belarusian people have escalated. It has become unequivocally clear to the world that Belarus is a country of oppression, with Aliaksandr Lukashenka as its dictator. The 9 August elections were fraudulent, and Lukashenka and his government has ever since captivated, imprisoned, and abused political opponents, as well as journalists and civilians. Furthermore, light has been shone on Dzmitryj Baskau, the president of the Belarusian Hockey Federation, and allegations that he has participated in the structural oppression under the Lukashenka regime. Witnesses have identified Baskau as taking part in the abuse and violence causing the death of Raman Bandarenka: a peaceful protester unlawfully taken into police custody on November 11, arrested on the Square of Change. We, the undersigned, request for a reconsideration of the Belarusian hosting of the Championship. It is unthinkable that the IIHF will collaborate with the current Belarusian regime, and thereby indirectly legitimise the dictatorship and oppression in Belarus. We further expect that the IIHF will immediately put a stop to any contact with the Belarusian Hockey Federation, as long as they are under the lead of Dzmitryj Baskau.

Le vrai visage des populistes Des leaders politiques profitent aujourd’hui d’une situation sanitaire inédite pour s’arroger des pouvoirs disproportionnés et illimités dans le temps. En Pologne, le chef de la majorité ultraconservatrice PiS a tenté un coup de force au Parlement pour maintenir l’élection présidentielle en mai en proposant de généraliser le vote par correspondance. Une proposition finalement rejetée après plusieurs semaines de protestations des partis d’opposition et de la société civile. Le président sortant Andrzej Duda, en campagne pour sa réélection, profite de l'épidémie pour exister seul dans les médias. En Hongrie, le premier ministre Viktor Orban a fait adopter une loi d’exception invraisemblable, lui conférant les pleins pouvoirs pour une période indéfinie. Point d’orgue, c’est à l’exécutif, donc Orban lui-même, de décider le moment opportun pour lever ces pouvoirs extraordinaires. Aucun dirigeant n'a besoin d’une telle concentration des pouvoirs. Ces dernières années, des régimes populistes ont accédé au pouvoir dans nos villes, nos régions, et jusqu’au sommet de l’État, avec de belles promesses. Nous observons, sans surprise et avec amertume, que ce sont à présent ces régimes qui bafouent les principes fondamentaux sur lesquels repose notre société : les libertés, la démocratie, l’État de droit.

We call for this issue to be substantively addressed during the upcoming EU-China Summit on September 14th. We have been greatly alarmed by the rapidly deteriorating situation in the Xinjiang Uyghur Autonomous Region in China in particular. Over the past three years, there have been credible allegations of mass arbitrary detention of millions of Uyghurs in internment camps, mass sterilization of Uyghur women and efforts to diminish Uyghur births, widespread destruction of mosques, shrines graveyards and other physical manifestations of Uyghur culture, history and identity, efforts to suppress Uyghur language, forced labour and modern slavery, serious religious persecution, separation of children from families and other human rights violations. The scope and gravity of the situation necessitate an urgent and robust response from the European Union. We would also like to draw your attention to serious human rights violations against Tibetans, the impact of the National Security Law in Hong Kong and the deprivation of language rights for ethnic Mongolians in Inner Mongolia, as well as the general crackdown on Chinese democracy, activists and lawyers.
