Donofrio All Rights Reserved iii ABSTRACT Alberto González, Advisor This manuscript attempts to broaden previously explored concepts about the nature of whiteness in order to describe and analyze its influence on past and current K-12 education policy discussions. From an orientation of critical rhetoric, I attempt to advance the critical intercultural communication project by taking seriously Kent Ono’s (2013) notion that assumptions about nation-states as homogeneous entities vastly undertheorize how nations and the people who embody them actually work. That said, my project makes use of Colin Woodard’s (2011) mapping of 11 American nations. These nations, or dominant cultural hearths, as Woodard argues, reflect the embedded attitudes, deep seated preferences, and governing practices of the various EuroAtlantic colonizers who controlled them (p. 2). I assemble discursive fragments into a text directed at demystifying how—within these colonized lands— whiteness operates uniquely as a cultural practice. Taking education as a form of governmentality, as Foucault suggests (Foucault as cited in Lemke, 2002), I analyze deliberation on K-12 education that takes place where the borders of whiteness as a cultural practice meet. My goal is to shed light on rituals and strategies that work to maintain and/or challenge whiteness within these settings.

The amount of water used by humans has tripled since 1950, and irri- gated cropland has doubled. About one-fifth of the world’s population lacks sufficient water, a figure that could reach 40 percent by 2025 by some estimates, in part because of growing world economies. In the Ipoorest societies more than a billion people lack access to clean water, and dirty water kills 5,000 children — enough to fill 12 jumbo jets — every day. By century’s end drought is expected to spread across half the Earth’s land surface due to climate change, causing hunger and higher food prices. The United Nations says it would cost an extra $10 billion or more annually to provide clean water and sanitation for all. Some recommend privatizing water supplies, while others suggest that charging more for water to encourage conservation would help to avoid future crises. Children play in the dried up bed of the Jialing River near the booming city of Chongqing in central China. Another flash point occurred this July, when George Zimmerman, who saw himself as a guardian of his community, was exonerated in the killing of an unarmed black teenager, Trayvon Martin, in Florida. That time, talk turned to stand-your- ground laws and the proper use of deadly force. The gun debate was refreshed in September by the shooting deaths of twelve people at the Washington Navy Yard, apparently at the hands of an IT contractor who was mentally ill. Such episodes remind Americans that our country as a whole is marked by staggering levels of deadly violence. Our death rate from assault is many times higher than that of highly urbanized countries like the Netherlands or Germany, sparsely populated nations with plenty of forests and game hunters like Canada, Sweden, Finland, or New Zealand, and large, populous ones like the United Kingdom, Germany, and Japan. State-sponsored violence, too—in the form of capital punishment—sets our country apart.

    W. JEFFREY BOLSTER Opportunities in MARINE ENVIRONMENTAL HISTORY ABSTRACT The ocean may be the next frontier for environmental historians. People have depended on the ocean for centuries and quietly reshaped it. Recently the tragic impact of overfishing, habitat destruction, and biological invasions has become apparent. Yet the history of human interactions with marine environments remains largely uninvestigated, in part because of the enduring assumption that the ocean exists (or existed) outside of history. Historians should take seriously the challenge to historicize the ocean. That will include investigating its changing nature and peoples’ historically specific assumptions about using and regulating it. Arguing that marine environmental history can complement on-going research in historical marine ecology, this essay invokes recent scientific work while staking out distinct terrain for historians. FOR MILLENNIA THE bountiful sea provided a larder, a living, and the possibility of riches for intrepid fishermen. Its scale in time and space, however, even for experienced mariners, appeared all out of proportion to that of familiar worlds ashore; and seafarers and landlubbers alike could not help but regard the sea as inscrutable, threatening, and eternal. Suddenly, in the blink of a twentieth-century eye, the tables were turned: The sea appeared fragile and vulnerable in the face of human arrogance. Overfishing, destruction of marine habitats, and shipborne biological invasions cast the time-honored phrase “men against the sea” in a new light. Following publication in the journal Nature of an essay estimating that large predatory fish had declined worldwide by 90 percent, Newsweek’s cover story on July 14, 2003, asked, “Are the oceans dying?”1 That question, unimaginable not long ago, seemed all the more ominous for its lack of historical precedent.

    ‘American Character’ an eye opener Posted: Sunday, May 22, 2016 “American Character: A History of the Epic Struggle Between Individual Liberty and the Common Good” by Colin Woodard. New York: Viking (An Imprint of Penguin Random House), 2016, 320 pages, $29. “Many of the underlying ideas we have about how to achieve human freedom come from a handful of English political thinkers who lived in the 17th and 18th centuries,” Colin Woodard explains near the beginning of “American Character: A History of the Epic Struggle Between Individual Liberty and the Common Good,” his new exploration of the American experiment. “They were writing at a time when the easy assumptions of the medieval era – the divine right of kings, the inerrancy of the Bible, the natural subjugation of humans to their superiors – were coming apart.” So begins an epic journey spanning 400 years. When I ran across this gem at our local Barnes & Noble Booksellers, I was actually engaged in a discussion with my youngest son, who has recently developed an interest in political theory. Much like his older brother, once he gets interested in a topic, he wants to know everything about it. So after I spent some quality time devouring “American Character,” I passed it along to my son. As far as I am concerned, Woodard’s treatise is a must-read for anyone grappling with how we arrived at the present moment. The author made me see things I thought I knew very well in a new light. The quest to balance individual rights against societal needs has been ongoing since the first colonists arrived in the New World.
