April 8/16 Mr Mayor and Council

With GREAT frustration I write this letter! We moved to the coast NINE years ago! Coming from West and being a Lawn Bowler. It was only natural, that my wife and I were excited to be moving here. It's community is very similar to Sechelt, which we enjoyed growing up their! After all the planning and then to finally move up here, GREAT But then we found out that the Lawn Bowling green, Was TOLD TO MOVE!!!

My ruff calculations of LOSS to the community is Probably over $300,000.00 maybe closer to $400,000.00 to community

The loss of an activity for seniors! The loss of tournaments which seniors from all over B.C. would attend! Using Hotels and Resturants WHY was the green taken out! To allow for condominiums on the site without approval WHO allowed this to happen at the District! WHY has all the official paper work at DISTRICT of SECHELT PERTAINING TO THE CONTRACT with Lawn Bowling Club DISAPPEARED! HOW COULD THIS PAPER WORK DISSAPEAR HOW COULD AN OFFICIAL DOCUMENT ABOUT LAND INTERESTS WITH PROVINCE OF , DISTRICT OF SECHELT & THE GOLF COURSE JUST DISAPPEAR

WHEN will you decide to act on the fact that you the district allowed the green to be TAKEN OUT ILLEGALLY! WHEN WILL COUNCIL DECIDE TO RIGHT THE WRONG! NINE YEARS and you still have some existing members that would like to be exercising on the green! But those seniors are getting on in age!

Councillor Seigers, Mayor Milne and Councillors:

Attached is a letter from the Tuwanek Ratepayers Association sent to you in January which deals with the question Darnelda Siegers has about Option 2E of the Liquid Waster Management Plan (connection to the Terraces development, now SSC Properties Ltd.) and why SSC is not included in the UCB in the current OCP.

Option 5 of the 2005 Waste Water Strategy examined the Stage 2 LWMP options including 2E and deduced that extension along the east side of and to Davis Bay had "significant cost implications" and were very long term planning initiatives (40+ years).

Please see #2 on page 2 of our letter.

Mayor Milne and Councillors:

Re: OCP Priority Areas for Sewer System Expansion

1. Urban Systems' West Sechelt and West Porpoise Bay Functional Service Plan (2004) and final report (2005) identified the priority areas for sewer expansion within the District of Sechelt and is cited in the Official Community Plan (p. 93) as such.

Urban Systems then produced the Wastewater Strategy (WS) later in 2005 after assessing five options for future sanitary sewer system infrastructure replacement and upgrades. Based on discussions with District of Sechelt staff and Council, Option 3, which incorporated a new treatment plant, was selected to develop a business case model identifying the annual 5, 10 and 20 year operating and capital items. The West Sechelt and West Porpoise Bay Functional Service Plan was the recommended sewer service area for the Wastewater Strategy’s 20+ year planning timeframe and corresponded with the sewer service area identified in the District of Sechelt's Stage 2 Liquid Waste Management Plan.

The priority sewer service areas are (WS p. 17):

• Sechelt Village • West Porpoise Bay • West Sechelt east of Wakefield Road • SBL2 – Sechelt Indian Band Land • a small development adjacent to SBL2

The sewer service areas were selected based on the following criteria (WS p. 17):

• proximity to existing sewer trunks • sufficient existing units to warrant extending the service • financial viability

The Functional Service Plan/sewer service areas subsequently became our current OCP’s Urban Containment Boundary "Primary Growth Area" (OCP p. 18), and it’s the basis of our official Growth Management Strategy for at least the next 15 - 20 years, depending on actual rates of growth.

District of Sechelt Council Correspondence 1 For the Week of April 8 - 14, 2016 Page 4 2. Option 5 of the Wastewater Strategy also examined the provision of sewer service to most of the rest of the District, including SSC Properties (Terraces) and Sandy Hook (WS p. 36):

“...5.1.5 Provide Sanitary Sewer Service to most of the District

Costs for East Porpoise Bay, Terraces Development, Sandy Hook and Davis Bay area were taken from the Stage 2 LWMP 1996 costs estimates and adjusted for annual inflation applying a 17.37% increase.

The estimated 20 year capital costs under this scenario are as follows:

Base Costs as per 5.1.4 $13,609,000 East Porpoise Bay $5,082,000 Terraces $3,000,000 Sandy Hook $9,408,000 Davis Bay $16,444,000

TOTAL 20 YEAR CAPITAL PROGRAM ESTIMATED COST $47,543,000…

Note that this amount was for sewage collection only and that extending the sewer to Davis Bay was estimated to be less expensive than extending it along the east side of Sechelt Inlet to SSC Properties and Sandy Hook. Also note that Option 5 financial impacts were not analyzed in detail due to the "significant cost implications" over the 20 year planning horizon (WS p. 50):

“...6.5 Option 5

This option, complete system expansion to East Porpoise Bay, Terraces, Sandy Hook, and Davis Bay, was introduced in the Liquid Waste Management Plan. However, the financial impacts were not analyzed in detail in this report due to its significant cost implications over the 20 year planning horizon - $47.5 million for the collection system alone, and approximately $60 million for the total system. This is a potential direction for very long-term (40+ year) planning initiatives. ...

HOW TO LOOSE AT CHESS: The Vancouver Sun April6th, 2016 and front page April3rd, 2016

Attention: Peter McMartin

Dear Mr. Mctvlartin:

Kudos to you, Sir, for reporting the foolishness of the Park Royal Mailfor expelling chess players from a seemingly vacant venue (this after 50 years of chess).

The very same thing is going on over here on the Sunshine Coast, via the Sunshine Coast Golf and Country Club. Kindly read that copied to you below. Note: In the morning the place (the golf Club) is as empty as a barn and just as large.

The great differences between the two stories are: Our two local papers, The Local and the Coast Reporter refuse to inform the public of this story. Why we the small members of our chess group (seven members on a good day, four on average three mornings a week) wonder out loud “why not make this news public?” No reply from either paper. We know the golf club has not informed its membership of what is going on. as those who do know and are informed by us, support us and sharply criticize the President and Board of Directors of the Club. If the public were aware of our blight, I am sure, like the good people of , they too would be up in arms.

As for the Mayor of Sechelt and its Council not a word of support. Nor; a word from the Council and Mayor of Gibsons. Why would these ‘leaders’ not complain to the press, like the Mayor of West Vancouver; Michael Smith (bravo Mr.Mayor) and support its’ seniors? Or, any member of the public invited to play chess at the Club. As we were! Nowthey want us to become members of the Club then we can happily play chess, or whatever.

As for the President and Board of Directors of the Sunshine Coast Golf and Country Club only the cold shoulder of silence have they offered this writer in way of consideration. Surely these people can not be this petty... nor, that hard-up for money.

My hope is the chess players of Park Royal are reinstated. And, our local small town representatives show the same heart as you big city people and speak out.

Very best wishes; District of Sechelt Gordon D. Walker Council Correspondence Phone 604 741 5226 For the Week of April 8 - 14, 2016 Page 8 1/2 4/8/2016 Pete McMartin:How to loseat chess IVancouver Sun

Dear Mayor and Council,

Surely the District has a noise bylaw?

I enjoy working in my yard on sunny days, or sitting and reading on my deck. This past Sunday, April 10th, was not pleasant. All day I was forced to listen to the horrendously loud revving of engines and drag racing coming from the airport. A couple of neighbours stopped by and lamented the horrible noise that ruined their peaceful gardening day.

Why is a small group with an interest in drag racing allowed to disturb many people in the neighbourhoodsof Selma Park, Davis Bay, Wilson Creek, and likely other areas? This does not seem very democratic.

I know we have a weekend in May and one in August when there is “official” drag racing at the airport, with the additional noise of blaring loudspeakers. I try to be away at those times. Can anyone who wants to have an impromptu drag race, simply drive up to the airport and go to it?

His Worship Mayor Bruce Mime District of Sechelt Box 129 Sechelt, BC VON3A0

Dear Mayor Mime:

The Province of British Columbia knows that British Columbians have expressed an interest in seeing greater choice, convenience and competition in the availability and provision of transportation and accommodation services. Companies such as Uber, Lyftand Airbnb may present opportunities to meet changing public expectations.

In considering the opportunities that these services may provide, it is important that the Province understands any impacts that could result for consumers, host communities and existing service providers. The many people currently providing passenger and accommodation services in British Columbia have made investments, providing jobs and valuable contributions to the economy. Thought must be given as to how any new services are regulated, recognizing the need to be respectful of existing industry participants while at the same time being fair and equitable to any possible new entrants to these sectors.

To this end, over the coming months, Iwill be meeting with a wide array of stakeholders to explore issues pertaining to the sharing economy and develop a better understanding of the opportunities and challenges that they provide for citizens and communities.

Locally elected officials from both urban and rural regions will have important perspectives on the issues and opportunities surrounding the sharing economy, and I am eager to draw these out as part of the consultation process. It ismy hope that Iwill be able to engage with as many local governments as possible in person over the coming months. Regardless of whether we are able to undertake this discussion in person, Iwould also value the opportunity to review your thoughts on this matter via any written submission you may care to provide to me, and I encourage you to consider sending your thoughts to me directly by email at: [email protected].

Your perspectives could include ideas on how sharing and existing service economies could be integrated, on perceived challenges and opportunities, and on provincial and local government roles in regulating and facilitating any changes we might contemplate.

Dear Mr. Milne and Council Members,

On behalf of the Sunshine Coast Healthcare Auxiliary, I would like to invite you to participate in celebrating this year's Auxiliary Day with us. We plan to meet at the Davis Bay pier on Tuesday May 10th at 1:00 and walk along the seawall with placards and signs highlighting our volunteer activities. There will be photo opportunities along the way.

If you are available and would like to help us celebrate all we do for healthcare needs on the Sunshine Coast, I look forward to communicating with you further.

Respectfully,

Wendy Ross Publicity Sunshine Coast Healthcare Auxiliary
