The aim of this study was to characterize high exopolysaccharide (EPS)-producing lactic acid bacteria (LAB) isolated from mustard pickles in Taiwan for potential probiotic applications. Among 39 collected LAB strains, four most productive EPS-producing strains were selected for further analysis. Comparative analyses of 16S rDNA genes rpoA and pheS sequences demonstrated that these strains were members of Lactobacillus plantarum-group (LPG). NCD 2, NLD 4, SLC 13, and NLD 16 showed survival rates of 95.83% ± 0.49%, 95.07% ± 0.64%, 105.84% ± 0.82%, and 99.65% ± 0.31% under simulated gastrointestinal conditions, respectively. No cytotoxic effects on macrophage RAW 264.7 cells were observed when they were treated with a low dose (1 μg/ml) of stimulants extracted from the tested LAB strains. The production of nitric oxide in RAW 264.7 cells incubated with various LAB stimulants showed a dose-dependent increase. Among the four strains, SLC 13 showed higher inhibitory activity on growth of Enterococcus faecalis (BCRC 12302) and Yersinia enterocolitica (BCRC 10807).

Several governmental performance reforms have taken place among developed countries that have mainly increased their local governance capacity by expanding citizen participation and deregulating the central government. However, in light of citizens’ expectations and requirements, it is necessary for local governments to adopt performance management efforts to enhance their public services. From 25th December 2010, the new five municipalities in Taiwan have brought new challenges to local governance and also to their performance management. This study attempts to understand the current status of performance management in Taiwanese local governments. The study used a focus group, in-depth interviews, and a survey to collect both qualitative and quantitative data. Based on the results, it provides policy recommendations to improve citizens’ participation in Taiwan’s local governmental performance management efforts.     Central and Local Governments Work Hand-In-Hand to Safeguard Well- Being of Schoolchildren 13 Counties and Cities Commended for Excellence in Health Promotion Efforts (Photo/Text: Li Hsiu-I, Division of Student Affairs and School Security) The Ministry of Education, Ministry of Health and Welfare, county and city governments, experts and academics, and school communities are working together on the Health Promoting School Program, which brings together resources in the interest of a diverse range of measures aimed at improving the health of school children. An awards ceremony was held at National Taiwan Normal University on March 31, 2021, to commend 13 counties and cities that have achieved outstanding results in health promotion in 2019. New Taipei City, Taoyuan City, and Changhua County were awarded the Distinguished Honor Award, while Keelung City, Taipei City, Hsinchu County, Hsinchu City, Taichung City, Chiayi County, Tainan City, Kaohsiung City, Yilan Country, and Taitung County were awarded the Excellent Honor Award. Distinguished Honor Award winner New Taipei City has identified schools with health screening data not meeting national standards as High Priority Schools and further determined school-specific health-related issues. The city government has also carried out health promotion efforts and provided students with a full range of health services through the use of effective strategies and consolidation of resources from various public and private organizations. In addition, board games have been used in workshops for teachers in school clusters covered by the National Health Insurance (NHI) scheme for educators to learn about NHI-related knowledge and skills through a gamefied approach.
