Higher 2015- Appointed as Associated Professor at the Ono Academic College 1985 - 1992: Ph.D. at the Haifa University (School of Education). 1976 - 1983: M.A. in Educational Sciences at the Haifa University. 1966 - 1970: Tel Aviv University, B.Sc. degree in Applied Mathematics. 1975 - 1977: completing the high school teaching diploma at the “Technion” (Israeli Technological Institute). 1970 - 1971: Pedagogical department of the Tel Aviv University for high school teaching diploma.

Fluent in: Hebrew, English and French. German: Partial knowledge.

Professional Activities

1968 - 1971: Residential educator and high school Teacher in the Hadassa-Neurim Youth Village, Israel. 1971 - 1974: Emissary of the World Zionist Organization as Youth leader and Director of Jewish Community Centers. One year in Strasbourg (France), and two years in Brussels (Belgium). 1974 - 1976: Back in Israel, Director of “Kfar Galim” Youth-Village (near Haifa). 1976 - 1989: Educational supervisor and in charge of the staff development Programs of "Youth Aliyah", the largest child and youth care agency in Israel at that time. 1989 -1996: Deputy Director General of “Youth-Aliyah” (in the Jewish Agency), and Director of its Education and Guidance Division. 1996 – 2011: Director of the Residential Education & Care Department in the Israeli Ministry of Education. Parallel to these positions, also teaching at Universities: 1988 - 1993 : University of Haifa, School of Education, lecturer 1993 - 2016 : Senior lecturer at Beit-Berl Academic College, School of Education, from 1998 to 2004 and also 2010-2012, head of the Child and Youth Care department for training professional youth workers for at-risk populations. 2012 – 2014 Dean, School of Education, Academic Center-The Lander Institute

Public and other kind of international activities

President of “The Israeli Residential Education & Care Association”. President of FICE (International Federation of Children’s Communities), and Chairman of its editorial board. FICE is the international association focusing on out- of-home care. Board member of AIEJI (International Association of Social Educators) and chairman of its Ethics Committee. Member of its special committee for unaccompanied minors, Served as Vice-President during the years 2001 - 2005. Member of the Editorial Board of the Israeli scientific journal for social education- MIFGASH. Correspondent for Israel of the French Scientific Journal “Ampan”, and the Romanian Journal: "Protectia Sociala A Copilului" Review of articles for the scientific Journals: child and youth care Forum; International Journal of Child, Youth and Family Studies; Children and Youth Services Review.

Fellowships

 Had been awarded a fellowship grant from The Brookdale International Fellowship Program for a professional study visit of three month to the USA, in 1996. The fellowship was allowed for studying the United States education and welfare system with a special focus on rehabilitation programs for youth at risk.  Recieved a grant from the Peretz Naftali foundation for promoting dialogues between Israeli and German professionals. This led to the organization of joint meetings and seminars between German and Israeli social educators in 2007 and 2008 that were the basis for the publication of a book I edited in 2009.
