Tax) Certificate Dear Senators My name is I am making a submission to you about Halal (Tax) Certificate. I am on a Disability Support Pension. We are not Islamic/Muslim and yet we are forced to pay another tax to who know what and what they do with the money. I would like to bring to your attention some interesting points from the Koran Question: Does Islam require people of other faiths to pay money to support the Muslim religion? The Qur'an: Qur'an (9:29) - "Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizya with willing submission, and feel themselves subdued." Muslim (19:4294) - There are many places in the hadith where Muhammad tells his followers to demand the jizya of non-believers. Here he lays down the rule that it is to be extorted by force: "If they refuse to accept Islam, demand from them the Jizya. If they agree to pay, accept it from them and hold off your hands. If they refuse to pay the tax, seek Allah's help and fight them" Bukhari (53:386) - The command for Muslims to spread Islamic rule by force, subjugating others until they either convert to Islam or pay money, is eternal: Our Prophet, the Messenger of our Lord, has ordered us to fight you till you worship Allah Alone or give Jizya (i.e. tribute); and our Prophet has informed us that our Lord says:-- "Whoever amongst us is killed (i.e. martyred), shall go to Paradise to lead such a luxurious life as he has never seen, and whoever amongst us remain alive, shall become your master." This is being recounted during the reign of Umar, Muhammad's companion and the second caliph who sent conquering armies into non-Muslim Persian and Christian lands (after Muhammad's death). Ishaq 956 & 962 - "He who withholds the Jizya is an enemy of Allah and His apostle." The words of Muhammad. According to the esteemed historian Ibn Kathir, Muhammad established the jizya as a means of compensating the "converted" Meccans for their loss of revenue following the total ban of other religions from the Kaaba. This ended the centuries-old tradition of pilgrimages by people of all faiths during the holy months, on which the local economy depended, Allah, most high, ordered the believers to prohibit the disbelievers from entering or coming near the sacred mosque. On that, Muhammad's home tribe of Quraysh, thought that this would reduce their profits from trade. Therefore, Allah, most high, compensated them and ordered them to fight the people of the Book until the embrace Islam or pay the jizya. Ibn Katheir, The Battles of the Prophet, p. 183-184 This practice enabled Muhammad and his successors to fund Islamic military expansion and the lifestyle of the religious class through extortion from non-believers. In 630, the prophet of Islam first marched an army into Christian lands in what came to be known as the "Battle of Tabuk." In fact, there was no battle because there was no opposing army. The residents were taken by surprise. Some were killed, and the survivors were forced to pay protection money to Muhammad. (Clearly abrogating the previous rule of "no compulsion in religion" that contemporary apologists are so fond of repeating). Only eleven years after Muhammad's death, his companions swept through North Africa, putting to the sword those who would not submit to Islamic rule. In 643, Tripoli was conquered and the native Christian Berbers were forced to give their wives and children to the Muslims as slaves to satisfy the jizya. This lucrative extortion racket was practiced down through the centuries and was a part of the brutal Ottoman rule over Christians, Jews and others. The Serbs of Europe were particularly hard hit and often had to hand over their children to satisfy the collector. The children were then converted to Islam and trained as Jihad warriors for use in foreign campaigns (the so-called Janissaries). In India, well into the 17th century, Muslim tax collectors would also take the wives and children of impoverished Hindus and sell them into slavery for the jizya requirement. The only way for many to avoid losing their families was to convert to Islam. This tremendous discrimination is how Islam made inroads into populations that wanted nothing to do with it (as a cleric so much as admitted in 2013). Technically, there is no such thing in Islam as an innocent non-Muslim, which makes those ballyhooed condemnations of "terror against innocent people" even more useless. There is a basis for protecting the "People of the Book" (originally Jews and Christians, but later extended to Hindus when Muslim leaders realized that killing them was not as profitable as taxing them). These would be those who place themselves completely under the rule of Muslims, relinquishing all rights and agreeing to finance the Muslim expansion. Unfortunately, even this has not been enough to spare religious minorities from extreme persecution and massacre. Traditionally the collection of the jizya occurs at a ceremony that is designed to emphasize the subordinate status of the non-Muslim, where the subject is often struck in a humiliating fashion. M.A. Khan recounts that some Islamic clerics encouraged tax collectors to spit into the mouths of Hindu dhimmis during the process. He also quotes the popular Sufi teacher, Shaykh Ahmad Sirhindi: "The honor of Islam lies in insulting the unbelief and the unbelievers (kafirs). One who respects kafirs dishonors Muslims... The real purpose of levying the Jizya on them is to humiliate them... [and] they remain terrified and trembling." Islamic Jihad British preacher, Anjem Choudary, points out that "the normal situation is for [Muslims] to take money from the kuffar" (at the time, he was encouraging believers in the UK to quit working and live on public benefits). The Qur'an also affirms that the collection of jizya is is the ideal relationship between Muslims and non-Muslims. The verse mandating this (9:5) occurs much later than the verse stating that there is "no compulsion in religion" (2:256), meaning that it takes precedence and abrogates the earlier verse. This is why Islamic purists such as Hamas and the Taliban wish to reinstate the jizya. One of the first orders of the self-declared caliphate formed by the ISIL in 2014 was to imposed the jizya by force on Christians who refused to embrace Islam. An Egyptian cleric on al-Hafaz TV said in 2013 that American foreign aid to that country was a form of jizya "owed" to them. He believed that Muslims should demand more money from the Americans so that, in his words, "we can leave them alone." Only when the jizya is paid will America "be allowed to to recognize its own interests, the ones we agree to." Contemporary Muslim apologists frequently tout the earlier "no compulsion in religion" verse when attempting to portray Islam as peaceful, and are somewhat reluctant to admit that the jizya is a penalty for not being Muslim. They usually fall back on claiming that the jizya is merely a tax paid to the government - glossing over the fact that this "tax" was imposed on the basis of religious status and was nearly always a much greater burden than that required of Muslim citizens. The interesting thing about this rhetorical strategy is that it directly contradicts any pretense that Islam is merely a religion and not a political system. Tolerance in Islam isn't free. The jizya is money paid by non-Muslims so that they can keep practicing their religion. Under Islamic law, if the money is not paid, the people are to be killed or enslaved. In short, if the Islamic State is enforcing jizya on “infidels,” demands for its return are on the increase all around the Muslim world. Put differently, if Abu Shadi, an Egyptian Salfi leader, once declared that Egypt’s Christians “must either convert to Islam, pay jizya, or prepare for war,” Dr. Amani Tawfiq, a female professor at Egypt’s Mansoura University, once said that “If Egypt wants to slowly but surely get out of its economic situation and address poverty in the country, the jizya has to be imposed on the Copts.” Now As a Catholic Christian I find this as a slap in the face. I submit to you all that any Halal is a TAX and I have pointed out to you Chapter and verse of their Cult and that is what islam is a CULT all muslims read the same books and practice the same acts. The slaughter of the animals is in Human and causes nothing but pain. So to sum up 1 I do not wish to pay a jizya which is what Halal certification really is 2 I do not want my food done to a foreign or lower cult god 3. As a Catholic Christian, it is stated in the holy bible that I can not eat any foods that has been offered in sacrifice. 1 Corinthians 10:28 “But if someone says to you, "This has been offered in sacrifice," then do not eat it, both for the sake of the one who told you and for the sake of conscience. I hear by make this submission to you to remove every Halal or Muslim JIZYA from our foods because I do not want to pay more and I do not support any evil cult and ISLAM is just that a cult.

The financial burdens placed on modern states today are far higher than in previous times. When the Caliphate is re-established it will need to finance a huge re-development and industrial programme to reverse centuries of decline, and bring the Muslim world fully into the 21st century. Because of this, the Bait ul-Mal’s permanent sources of revenue may be insufficient to cover all the needs and interests the Caliphate is obliged to spend upon. In such a situation where the Bait ul-Mal’s revenues are insufficient to meet the Caliphate’s budgetary requirements, the Islamic obligation transfers from the Bait ul-Mal to the Muslims as a whole. This is because Allah (swt) has obliged the Muslims to spend on these needs and interests, and their failure to spend on them will lead to the harming of Muslims. Allah (swt) obliged the State and the Ummah to remove any harm from the Muslims. It was related on the authority of Abu Sa’id al-Khudri, (ra), that the Messenger of Allah (saw) said: “It is not allowed to do harm nor to allow being harmed.” [Ibn Majah, Al-Daraqutni] Therefore, Allah (swt) has obliged the State to collect money from the Muslims in order to cover its obligatory expenditure.

    196 Conversion, Exemption, and Manipulation: Social Benefits and Conversion to Islam in Late Antiquity and the Middle Ages Uriel Simonsohn* The choice of individuals and groups to embrace Islam in the first few centuries after its emergence is rightfully considered an act that was charged with spiritual meaning. At the same time, however, the act also brought with it dramatic implications for the configuration of communities whose social and political structures were dictated by theological ideologies, scriptural traditions and memories of primordial pasts. In this essay, I wish to focus on the social aspects of conversion to Islam, particularly on how shifts in confessional affiliation were prompted by social concerns. Once they entered into the Islamic fold, the new converts were able to enjoy a variety of benefits and exemptions from burdens that had been imposed on them as non-Muslims. Yet conversion to Islam did not only offer exemption from taxes or liberation from slavery. In the final part of this essay, I attempt to show that conversion to Islam, or even its mere prospect, could be used for obtaining various favours in the course of negotiations for social improvement. An ecclesiastical authorization to divorce without legal justification, the release of a Jewish widow from her levirate bonds, and the evasion of penal sanctions are examples of some of the exemptions that were sought out or issued in response to conversion to Islam. In the period under discussion, in the context of a social setting that was founded on confessional affiliation, conversion to Islam signalled a social opportunity that was at times manipulated by individuals for the sake of improving their personal status.

    Was Islam Spread by the Sword? The idea that Islam was spread by the sword has had wide currency at many diffrenet times and the impression is still widespread among the less reflective sections of the media and the wider public that people converted to Islam because they were forced to do so. This is, of course, a very useful argument in all sorts of ways. It allows non-Muslims to explain the otherwise problematic fact that so many people converted to Islam when it was, clearly, an inferior or even completely wicked religion. Claiming that people were forced to convert meant avoiding the difficult idea that people might have converted because of inadequacies or failings among the Christian clergy or worse, the intolerable thought that Islam was the true religion and that God was on the side of the Muslims. So much easier, then, to say that people were converted because they had no choice or rather that the choice was between conversion and death. In this paper I want to consider the role that violence and armed might played in the spread of Islam in the central Middle East between the death of the Prophet Muhammad in 632 and about the year 1000. By the central Middle East I mean the lands between Egypt in the west and Iran in the east. All these lands, Iraq, Syria, Palestine, Egypt and Iran were conquered in the years between 632 and 650. It was an astonishing series of campaigns and victories, campaigns and victories which have affected the history of the area ever since.

    THE AFTERLIVES OF AURANGZEB: JIZYA, SOCIAL DOMINATION AND THE MEANING OF CONSTITUTIONAL SECULARISM Dhruv Chand Aggarwal* ABSTRACT This Article is the first to fully explore the historical context in which the relationship between taxation and religion has operated in India. It examines the history of Article 27 of the Constitution of India, illustrating how the men who designed it in the 1940s were influenced by the painful memory of faith-based levies imposed by bigoted Muslim sovereigns such as the 17th century Mughal ruler, Aurangzeb. It then proceeds to show how post-independence Supreme Court jurisdiction on the article has not only been scarce and intermittent, but has also been inconsistent with basic ideals of secularism and tolerance espoused by India’s founding generation. This Article suggests that by amending Article 27, and by re-examining the constitutionally mandated link between taxation and the state’s relationship between different (and competing) religious denominations, we can move toward a newer—and clearer—understanding of “Indian secularism.” At a broader level, it aims to convey the limitations of “constitutional borrowing” and the need to understand the cultural context in which these laws operate before changing them to conform with evolving standards of decency. SAVORY ABSTRACT The article outlines the history of relations between the Safavid state and its dhimmı¯ minorities. Important policies derived from and peculiar to Ithna Asharı¯ doctrine are also discussed as well as the importance of the ruler’s discretion in the application and enforcement of the policies within the region. Particular attention is paid to the period of rule under Abba¯sIinwhich multiculturalism and tolerance were prevalent throughout the kingdom. The more hostile relations of the state to its non-Muslim minorities before and after Abba¯s I’s reign are attributed to the eventual decline of the state. Introduction Theological and Juridical Background The qur’a¯nic proof texts on relations between Muslims and adherents of other faiths send a mixed message. On the one hand, we have Q. 2:256: la ikra¯ha fı¯ al-dı¯n, ‘there is no compulsion in religion’, which has been interpreted to mean that Muslims should be tolerant of other faiths; and 109:6: lakum dı¯nakum wa-lı¯dı¯nı¯, ‘to you your religion and to me my religion’, which appears to indicate acceptance of religious pluralism. On the other hand, we have 5:54: ya¯ ayyuha¯ alladhı¯na a¯manu¯la¯ tattakhidhu¯ al-yahu¯da wa-al-nasa¯ra¯ awliya¯’a…wa-man yatawallahum minkum fa-innahum minhum, ‘take not the Jews and Christians for friends …He among you who taketh them for friends is one of them’, which does not seem to augur well for inter-faith dialogue.

    EGYPT 2015 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution describes freedom of belief as “absolute” but only provides adherents of Islam, Christianity, and Judaism the right to practice their religion freely and to build houses of worship. The government does not recognize conversion from Islam by citizens born Muslim to any other religion and imposes legal penalties on Muslim-born citizens who convert. While there is no legal ban on efforts to proselytize Muslims, the government uses the penal code’s prohibition of “denigrating religions” to prosecute those who proselytize publicly, often adopting an overly expansive interpretation of denigration, according to human rights groups. The constitution specifies Islam as the state religion and the principles of sharia as the primary source of legislation. It requires parliament to pass a law on the construction and renovation of Christian churches and provides for the establishment of an antidiscrimination commission, both of which had yet to be completed by year’s end. The government failed to respond to or prevent sectarian violence in some cases, in particular outside of major cities, according to rights advocates. Government officials frequently participated in informal “reconciliation sessions” to address incidents of sectarian violence and tension, saying such sessions prevented further violence. Such sessions, however, regularly led to outcomes unfavorable to minority parties, and precluded recourse to the judicial system in most cases, according to human rights groups. Some religious minorities reported an increase in harassment by government entities as compared with last year. Some government entities used anti-Shia, anti-Bahai, and anti- atheist rhetoric, and the government regularly failed to condemn anti-Semitic commentary.

This barakah is not only for Muslims exclusively, but it is for all nations in this world, including to those Christians and Jews for their attention to the region. This is not only stated in the Quran, but most importantly it has been shown to the world during the Muslims rule over the region. This means that Muslims respect others and appreciate co-existence. It is interesting to note that the Quranic frameworks on eliminating racism, promoting equality and assurance of freedom and rights is being implemented since early days of Islam as can be noted in the case of Islamicjerusalem. When ‘Umar came to Islamicjerusalem, he has granted rights to the people, regardless of their races, beliefs and ideological differences. What was more important is to bring peace together within the society. Only then the people were able to live together and prosperity of civilization is guaranteed.
