MEET HAYLEY WHEELER Julio Santarelli

COLLIE-based Hayley Wheeler is a 34-year-old who leads an active life. Whether it's helping out at the stables for trainer- father Brian, or giving reinsman-brother Trent a hand in his auto-electrical business, Hayley has a busy schedule. But she is not complaining for one minute, in fact she thrives on the hard work as it indulges in her two greatest loves: family and horses. "I usually get up around 7.00am and by 7.30am I’m helping Trent out at Global Auto Electrical & Air," Hayley said. "At 8.30am I'm at the stables giving dad a help with the horses. "At around lunch time I'm back at Global and even get my hands dirty a little bit in the workshop which I love. "At 4pm I then start work at Australia Post as a contractor before heading home for the evening and getting dinner prepared. "I'm pretty tired by the end of the day, but I absolutely love working.”

COMMUNITY TAB RIDING FOR THE DISABLED STATE GAMES Kelly Meacock

Young riders with disabilities from all over the state will return to Pinjarra for the Community TAB Riding for the Disabled Association WA (RDAWA) 2018 Community TAB State Games, to be held on Saturday 8 September. The Community TAB State Games provides an opportunity for RDAWA riders with disabilities to come together and compete in friendly mounted games competition, which demonstrates their abilities, achievements and skills whilst allowing them the opportunity to showcase these to their family and friends. Community TAB is an ongoing sponsor of RDAWA and is sponsor of the State Games for a fourth year in a row. RDAWA Executive Officer Kelly Mansfield said the State Games is a major highlight of the year for their riders. “The State Games brings so much joy to the riders and it is a great fun day out for all the family including the mounted fancy dress competition where riders, parents and volunteers get to create costumes for both the horse and rider,” Ms Mansfield said. “Over 1000 riders of all ages with intellectual and physical disabilities attend RDAWA centres around WA, and this is the one annual event where everyone comes together to show what they have learnt and the improvements they have made not only as a rider, but in their daily lives.” Racing and Wagering WA Chief Executive Officer Richard Burt said the partnership with RDAWA is very close to the heart of Community TAB. “Our staff have had so much fun volunteering at the State Games over the past few years and they have really grown to love the organisation and the people involved, and they will be there again this year volunteering their time to help out,” Mr Burt said. “We are really proud to be associated with RDAWA and to help them continue the upkeep and welfare of RDA horses and general maintenance of the state organisation through our contribution. “Community TAB has also just committed a fourth year of sponsorship to RDAWA, which will see another $80,000 contribution to the organisation.” The RDAWA State Games is a family friendly event held at the Murray Mandurah centre which is situated within the grounds of Fairbridge Village, Pinjarra. Community TAB staff are volunteering time to help set up for the State Games in the lead up and also volunteering on the day to lead horses and help with activities. RDAWA riders participate in a range of individual games including; jumping, handy pony, barrel racing, lasso the cow and a highlight of the day is the mounted fancy dress competition which allows riders, volunteers and horses to work together and explore their creative side. There are RDA centres all over the State including, Albany, Denmark, Collie, Carine, Hills, Pinjar, Peel, South West, Swan Valley, Mid-West, Mandurah and Oakford.

This shall also apply where as a result of the matter concerning the offence the Driver has either directly or indirectly benefited from the event with respect to the final finishing position of the horse.

3. Any suspensions incurred in Group races shall not be deferred for a period greater than 5-days. Such limited concession is provided in the interests of connections to avoid difficulties in finding replacement drivers at short notice for race meeting in the immediate days ahead where other drivers are already engaged. Accordingly it would be expected that Driver’s will fulfil their engagements (i.e within 5 days) unless there are some rare and exceptional reasons why this is not appropriate.

2. A plasma threshold of 25 μg/L will also be implemented from 1st November 2016. The lowered urine cobalt threshold and the introduction of a plasma cobalt threshold provide a significantly more sensitive means of detecting the abuse of cobalt in racing.

Therefore trainers are advised:

• That a normal racing diet is more than sufficient to meet a horse’s nutritional requirements for cobalt and vitamin B12.

• That registered injectable cobalt supplements offer no nutritional advantages because incorporation of cobalt into the vitamin B12 molecule occurs within the horse’s gut.

These substances listed in HR 188A (3) effectively will no longer be considered as prohibited substances according to the Rules of Racing when administered in the manner specified. These substances include antibiotics (except for procaine penicillin), antiparasitic drugs approved and registered for use in horses, registered veterinary anti-ulcer treatments for use in horses, registered mucolytic agents for horses, registered vaccines against infectious agents in horses, the progestagen altrenogest when used in fillies and Ms only, and preparations for oral administration containing glucosamine and chondroitin sulphate.

Note: the antiparasitic agent levamisole, which is contained in some sheep and cattle drenches, is not approved or registered for use in horses, and would therefore be considered a prohibited substance. The detection of levamisole and/or its metabolites, artifacts and isomers in a race day sample would be a contravention of the Harness Rules of Racing.

The administration of altrenogest to a male horse or gelding, and its subsequent detection in a sample from that animal would be a contravention of the Harness Rules of Racing.

The introduction of HR 188A (3) does not imply the unrestricted use of these substances prior to racing. Their administration will still be considered as medication according to the Rules, and therefore their administration to a horse is not permitted on race day prior to the horse running in its race.

Upon receipt, RWWA will forward the DNA to HRA’s contracted laboratory for foal ID verification.

A horse racing syndicate must be registered with the Australian Securities and Investment Commission (ASIC) before it can operate if it is a “managed investment scheme” (MIS) for the purposes of the Corporations Act. This will generally be the case if the syndicate:

has more than 50 members; or is promoted by a person in the business of promoting syndicates unless the investors in the scheme are “wholesale clients” for the purpose of the Corporations Act.

The promoter is required to have an Australian Financial Services Licence (AFSL).

A promoter of a syndicate can avoid the requirement to register a managed investment scheme with ASIC if it registers as an approved promoter with RWWA. Once approved by RWWA, the promoter can then apply to ASIC for an AFSL.

RWWA is a Lead Regulator and as such is required;

CHANGES TO LICENCE APPLICATION CHECKLIST FOR TRAINERS

Following a review of licensing criteria the RWWA Stewards have introduced some changes to the Licence Application Checklist which are applicable for all Trainer licence applications

These changes being that the following must be lodged with any application;

• A copy of three (3) months of Bank Statements with a consistent minimum, each month, of $3,000 in savings

• Three references from industry participants

• Two credit references from suppliers (preferably from within the racing industry ie; Feed Merchants, Veterinary Surgeons etc)
