It was agreed at the Planning Policy Group Meeting of the 17th January 2012 that although the initial aim of this study is to review the rural housing policies for the Metropolitan Greenbelt, this needs to be carried out in line with the overall approach to rural housing set out in the Ministerial Guidelines. The following section outlined the agreed approach for the study which was adapted to address any emerging issues as the study progressed. Abstract This chapter discusses public service media (PSM) in Ireland in the context of the recent financial crisis and major demographic changes. It considers some of the factors impacting domestic PSM that are similar to those in other mature media systems in Europe, such as declining funding streams and debates over PSM-funding reform. After introducing the Irish social and political-economic context and providing for a brief historical review of PSM in Ireland, the roles of the domestic PSM organizations RTÉ and TG4 in the Irish media market are discussed. The chapter addresses initial government support for the introduction of a German-style household media fee, a Public Service Broadcasting Charge. While the charge was intended for introduction in 2015, it was later ruled out by the Irish Government in 2016. Ireland: in search of reform for public service media funding Public Service Media (PSM) has a long-tradition in the Republic of Ireland (ROI, hereafter Ireland), dating back to the commencement of the state radio service 2RN in January 1926.1 The state’s involvement in broadcasting later gave way to the main public broadcaster RTÉ, which has broadcast simultaneously on television and radio since New Year’s Eve 1961, and latterly, delivered public service content online.

Cork, in the year 1897., being the youngest of a family of six children comprising four boys and two girls. In 1916 I was a student at Blackrock College, Dublin, and, prior to the Easter Rising, the sight of Irish soldiers in their green uniforms became familiar to us on the occasions of our walks, usiil1y taken in Dun Laoire, or on 'Free' days when we went to the city. Such sights inspired a section of the students, (rather small) who were nationally minded to form a Volunteer company within the college walls, the activities of which were confined to close order drill. I was a member of this group, but as far as I am aware, we had no contact with the Volunteer organisation; but our action indicated our knowledge of and sympathy with the resurgent spirit of the time. Our lack of contact with the Volunteers was evidenced by the fact that the Rising came as a. complete surprise to our group. A few of us discussed the possibility of getting to Dublin on or about the second day of hostilities, but found the way barred by British military units at Booterstown.

    The Kilmichael Ambush - A Review of Background, Controversies and Effects (Seamus Fox – September 2005) On the cold wintry evening of Sunday 28th November 1920, two Crossley tenders, each with nine cadets of the Auxiliary Division of the RIC on board, were travelling from their base in Macroom towards Dunmanway when they were ambushed about 1.5 miles south of the village of Kilmichael, Co Cork by the Flying Column of the 3rd (West) Cork Brigade of the IRA, led by Column Commander Tom Barry. While a number of details remain unclear and many others are disputed, what is clear and undisputed is that by the end of the ambush, nineteen men lay dead. Sixteen of the dead were Auxiliaries and three were IRA men. (For the casualties and details of the personnel – both Auxiliary and IRA involved, see Appendix. Also given in the Appendix is the disposition of the ambushers – the disposition assumes importance when the controversies that arose from the Kilmichael ambush are discussed below.) This essay will look at (1) The background to the ambush (2) The controversies that arose from the ambush and (3) The effects of the ambush. 1.0 Background The Auxiliaries1 arrived in the town of Macroom in early September 1920 (Twohig 1994, pg 126). According to Hart, they arrived in a "district whose police chief declared it to be 'practically in a state of war'. … Almost all the outlying police barracks had been evacuated and burned down … The [British] army had stepped in in May [1920] to try to restore order and found itself embroiled in a vicious little war in the Muskerry hill country west of the town with the Ballyvourney I.R.A.
