BELTON WITH BROWSTON PARISH COUNCIL CHAIRMAN : JOHN RUDRUM VICE CHAIRMAN : PETER NICHOLS MINUTES FROM THE PARISH COUNCIL MEETING HELD ON 15th SEPTEMBER 2015 AT THE NEW ROAD SPORT AND LEISURE CENTRE, BELTON IN ATTENDANCE J. Rudrum (Chair), Councillors M. Greenacre, B. Swan, P. Nichols, L. Staff, I. Walpole and K. Palmer (Clerk) The meeting commenced at 7.30pm. PUBLIC SECTION There was nothing to report. 1. APOLOGIES FOR ABSENCE Apologies had been received from Cllrs Burgess, Brown, Clark, Chalmers, Dinsdale, Graystone, Brotherton, Borough Cllrs Myers and Lawn, County Cllr Aldred and PCSO Allen. To accept the apologies Proposed Cllr Rudrum, Seconded Cllr Greenacre. All In Favour. 2. DECLARATIONS OF INTEREST JGI Trustees - Cllr Clark. Community Website – Cllrs Rudrum and Swan. Village Voice – Cllrs Swan (prejudicial) Cllr Greenacre (personal). Poor Land Trust – Cllr Rudrum. Burgh Castle Parish Council – Cllrs Rudrum and Nichols. Also note all Parish Councillors are Trustees of Belton Playing Field Charity. 3. MINUTES FROM LAST MEETING The minutes from the meeting held on 01-09-15 had been prior circulated by the Clerk. To accept as a true and accurate record Proposed Cllr Greenacre, Seconded Cllr Nichols. All In Favour. 4. MATTERS ARISING -The cradle swing on Bell Lane is broken. The Community Caretaker to be informed and to section off if a repair is needed. 5. CHAIR/CLERK REPORT -Crime report for the month of August is as follows: 1x Attempted burglary dwelling, 1x Attempted burglary non dwelling and 1x Criminal damage. The next SNAP meeting is on 28th September, 7.00pm at Burgh Castle Village Hall. 6. N.C.C PARISH PARTNERSHIP SCHEME The following approximate prices have been obtained from NCC Highways. -School crossing patrol light for Bracon Road/Moorlands Way (wig-wag) £3-4000 -Installation of a trod running between Ranworth Close to Waveney Drive £6000 with edgings £3500 without. It was agreed by all members to apply to the Parish Partnership Scheme for both options (the trod option being without edgings at £3500), and to also apply to both Borough Cllrs Lawn and Myers for a £1000 Ward Budget grant. Proposed Cllr Rudrum, Seconded Cllr Nichols. All In Favour. The vote was taken on which scheme would be the first option if funding for only one scheme was available. Waveney Drive Trod: 3 votes, School Crossing Patrol Light: 2 votes. Abstain: 1. Carried. 7. VILLAGE VOICE ADVERTISEMENT/ADVERTISING It was agreed to defer this item to the next meeting for discussion. 31 8. COMMUNITY CARETAKER After speaking with the insurance providers to change the Community Caretakers van insurance to commercial use only a £20 administration fee has been charged on this occasion as it is midway through the policy. It was agreed by all members that Council would pay the £20 fee. The matter will then be reviewed annually. Proposed Cllr Greenacre, Seconded Cllr Nichols. All In Favour. It was also agreed to allow one extra hour a week for the Caretaker to carry out the weekly playground inspections. 9. Seconded Cllr Greenacre. All In Favour. 10. NEW ROAD SPORT & LEISURE CENTRE Minutes from the Management Meeting held on the 10th September were noted. The five year electrical test is now due for the centre as is the PAT testing. It was agreed to obtain a price from 1st Move Furnish Aid for both services. Car park extension had again been discussed at the management committee meeting. It was agreed this needed to be undertaken soon as more complaints have been received about cars being parked on the grass verge outside the centre. When the three quotes have been received the item will be on the next agenda. 15. PLANNING A letter had been received from GYBC addressing the council's concerns over planning application 06/15/0140/F Lochinvar, Short RD, Browston. It stated the following condition: The stable building approved shall only be used by the occupiers of Lochinvar and only for purposes shown on the approved drawing. 16. CORRESPONDENCE -E.N.T.U.A September newsletter. -Email from B. Richmond concerning Bell Lane reclassification to change from a Highway to footpath. It was agreed the clerk to send a letter of reply explaining why this would not be possible. -Letter from V. Ward concerning proposed speed restrictions in Belton. It was agreed the Clerk to forward the matter onto the Enforcement Officer at GYBC on behalf on V. Ward. Precept meeting date to be on the next agenda. With no further business the meeting was closed at 8.00pm 33.
