Dungloe is a coastal town in west Donegal on the N56 linking Glenties and Gweedore. Wastewater from Dungloe catchment is currently treated to primary stage by an existing septic tank which discharges to Dungloe bay at the mouth of the Dungloe river. This septic tank was built in 1930 and has not had any major refurbishment since. There are a number of smaller septic tanks serving a small number of dwellings outside the normal catchment area of the main septic tank.
There is only one primary discharge point from the existing septic tank, discharging into the estuary of Dungloe river as it enters the sea. The tank is desludged annually.
The sewers consist of 150mm diameter and 225mm diameter laid mostly along the streets of the town, while short lengths of 100mm connect to small housing estates. There are surface water drains of 300mm and 450mm diameter also on the main street. There is one pumping station in the catchment, located on Quay road, with an emergency overflow discharging into Dungloe bay. This pump station is visited daily by the Waterwork’s Inspector and inspected for operation. There is a duty/standby arrangement in place. There is very little effective treatment of the wastewater in the septic tank due to the current loading of 1600pe. Settlements of some solids, grit and heavier materials is all that can be achieved.
Dungloe Sewerage Scheme is listed in the Department of the Environment, Water Services Investment Programme, 2010-2012 as a contract to start (see below). According to the Preliminary Report for the Sewerage Scheme, the 20 year design population for the scheme is 2400pe. This will cater for current and future development outside the existing catchment boundary.
The main objectives of the scheme are summarised as follows: • To provide wastewater treatment capacity for the catchment area for a planning horizon of 20 years. • To comply with current E.U. Directives relating to wastewater treatment discharges from urban agglomerations. • To make adequate provision of vital infrastructure to facilitate overall growth and development of the town.

2.0 Monitoring Report
As licences were not granted until Dec 2011, we only have results for BOD, COD and SS in accordance with the requirements of the Urban Wastewater Regulations. None of the extra testing in compliance with Schedule B of the licence has been tested for 2011; however since 2012 sampling is underway in accordance with the schedule.

3.0 Operational Report
Donegal County Council has assigned a Waterwork’s Inspector to maintain the existing sewerage infrastructure in Dungloe.
The pumping station on Quay road is inspected daily for evidence of malfunction, overloading or blocking. The “Amps” reading indicates whether the pump is running freely or requires cleaning due to a build up of matter. There is an automatic changeover in place so if a pump trips or blocks, the second pump kicks in automatically. Every two to three weeks, the pumps are lifted using a block and tackle, cleaned and greased and maintained as necessary. An electrician and fitter also assist with this work. The overflow pipe is also checked to see if it has been operational and the non return flap at end in place. Generally both pumps are not down at the same time and the overflow is not used.
Other operational work on sewer network involves ensuring all sewers are running freely and without any build up of debris. Dates when specialist jetting equipment has been used are listed.

4.0 Infrastructural Assessment and Programme for Improvements
The existing septic tank serving Dungloe provides an insufficient level of treatment to deal with the wastewater generated in the catchment. Settlement of some solids, grit and heavier materials is all that can be achieved.
Dungloe Sewerage Scheme and Glenties Sewerage Scheme are listed together in the Department of the Environment, Water Services Investment Programme, 2010-2012 as a combined design, build, operate scheme.
According to the Preliminary Report for the Sewerage Scheme, the 20 year design population for the scheme is 2400pe. This constitutes a 44% increase on the existing population and corresponds to a medium growth rate. This will cater for current and future development outside the existing catchment boundary.
Dungloe and Glenties Sewerage Schemes.
It is intended to deliver the project under two main contracts. 1. Design-Build and Operate Contract. This contract will involve the construction of a Main Transfer Pumping Station and Waste Water Treatment Works in both Dungloe and Glenties. It will also include for all pipe works between the pump station and the treatment works and associated outfalls. It is also proposed to include for an outlying pump station on the Mill Road in Dungloe. This contract will include for a 20 year operation phase. 2. Network Upgrade and Rehabilitation Contract. This contract will involve the improvement, rehabilitation and cleaning of the existing network in both Dungloe and Glenties.
Contract documents for the DBO Contract were submitted to the DoEHLG on the 9 th April 2009 and approved early 2011. A Contract Notice was published in the Official Journal of the European Union and on e-tenders requesting the submission of expressions of interest for contractors wishing to undertake the DBO project. Eight submissions were received by the closing date and the assessment of these submissions is nearing completion. The Consulting Engineers, Nicholas O’Dwyer are currently incorporating the necessary network improvements into the DBO documents as design and build elements only. DCC has had to re-negotiate the purchase of a right of way to allow access to the site of the new pumping station in Glenties. Agreement has been reached on the route of the new right of way, however in order to provide certainty of access in line with the contract programme it is anticipated that a CPO process will commence shortly. This will also necessitate a revised part 8 application for part of the route, which will be run in parallel with the CPO process.
5.0 Environmental Liability and Financial provision
DoEHLG funding of €7,000,000 is required to construct the necessary infrastructure to deal with the sewerage from the existing agglomeration and allow for future growth. A portion of the €7m will have to be raised by Donegal County Council from own resources. The DoEHLG have not given approval to tender the project as yet. Donegal County Council does not carry specific Environmental Liability Insurance
6.0 Licence Specific Reports
Complaints summary The number of complaints relating to the Dungloe Sewerage Scheme relate to the number of blockages in the network. In 2011 there were five complaints.
Documented Emergency Response Procedures
The Waterworks Inspector position is a seven day, 52 week commitment to looking after Dungloe sewerage infrastructure. Assistance is available from Supervisor, Fitter, Electrician, and Engineer as necessary.
In the event of an emergency such as sewer blockage, pump down or smell outside of normal office hours, Donegal County Council has a Call Centre in place where members of the public can notify of incidents. The call centre then notifies the Inspector for follow up. The Inspector responds, discusses with supervisor and deals with emergency. Specialist equipment suppliers such as jetting, suction, dewatering are available inside and outside office hours. Donegal County Council staff has contact details for these suppliers in addition to contact details for:
• Doctor • Fire service • Ambulance
Staff are also familiar with and has had training on the Water & Environment Services, Safety and Health Plan, “The Blue Folder”.
The Donegal Local Authority, “Major Emergency Plan” is also available.
Pollutant Release
No known industrial discharges or dangerous substance emissions. No discharges to air or noise.
Public Awareness and Communication

Every two months a Glenties Electoral Area meeting is held between elected representatives and Executive staff from Donegal County Council. The press are also in attendance. Dungloe Sewerage Scheme is part of this agenda
