2967.19 PUBLIC COMMENTS ON ITEMS ON THE AGENDA A resident representing the NDP Steering Group made a statement about Planning Application PA19/02775 in which he stated that in the 2 years since the groups instigation they have widely consulted that parish on matters relevant to the scope of and NDP – through specific events hosted by them to spots at Farmers Markets, the Fun Run and door-step deliveries to the use of social media campaigning. He felt that the outcome of the questionnaire to the building of more housing in the parish (47.7% of residents said no to any more housing other than 7 infill/rounding properties, 30.9% would accept up to 5 homes, 15.7% between 6 & 10) of 93.5% against developments of more than 10 homes should hold weight with the parish council and that this development would not meet the wishes of the parishioners. Policies working on this data have been drafted as part of the NDP to reflect parishioner’s views in which it is hoped to reference specific expressions on scale, location, affordability and residency to be included in our NDP.

Another resident was concerned about PA19/02549, which would see the property effectively doubling in height making it highly visible from the SWCP.

2969.19 TO REPORT MATTERS ARISING FROM THE MINUTES NOT ON THE CURRENT AGENDA (parish boundary review; bench @ , )  The clerk noted that Trebah had responded to the communication about the disturbance of Knotweed on the SWCP and were managing the site.  The National Trust ranger was unlikely to support at present a bench at Maenporth – there were too many issues with the previous benches and antisocial behaviours.  Bosloe carparking – still no help from Highways, who say to contact the police as they have no enforcement powers. Cllr Whibley said that the National Trust operations team was looking into utilising the full field/carpark. Cllrs Toland & Moyle both noted that this was a regular summer problem, only made worse when the Pay & Display machine went in.

2970.19 TO DISCUSS IF THE PARISH WISHES TO INVESTIGATE DECLARING A ‘CLIMATE EMERGENCY’ AND WHAT IT WOULD INVOLVE. Cllr Whibley presented a request to consider declaring a Climate Emergency, in line with 13 other local parishes and Council. She felt that this tied in with recent conferences on Emergency planning, flood resilience and carbon neutrality. It was agreed that a working party / action group be created to discuss the implications on the parish & the parish council’s policies would be created and report back as councillors were currently unsure as to what we would be committing to. It was agreed that an action group including members of the parish be created (by Cllr Whibley)

2972.19 TO NOTE ANY PRE-APPLICATION MEETINGS UNDERTAKEN OR ANY ENFORCEMENT COMPLAINTS RECEIVED SINCE THE LAST MEETING OF THIS COUNCIL  Castle View – a request for the parish council to instigate a judicial review had been circulated prior to the meeting, but it had received little councillor support. Although costs to begin this process were £0, the requirements for sufficient backing information & legal support could by upwards of £30000.  Cllr Marsden commented that the new county planning teams seems to be providing a positive outlook on the enforcement of conditions and planning applications as we would now have specific designated officers working within the area. It would be up to us to let them know if we felt developments were not adhering to conditions, but they would chase up.

No: PA19/02549 | Tregullow West Bay Maenporth Road TR11 5HP It was proposed by Cllr Brooksbank, seconded by Cllr Nash & RESOLVED that Mawnan Parish Council do not feel that we can support this application.. This is a small plot, highly visible from the SWCP and immediately adjacent to National Trust landholdings. The plans, although not significantly affecting the footprint of the property, effectively doubles the size of the building. It differs wildly from the description associated with this application - it is not an extension but a wholly new floor.

Ref. No: PA19/02775 Land North Of Mannshone Penwarne Road There was significant discussion on this item, with an initial opening from Cllr Marsden (as chair of planning) on the development and its history with us. There were concerns raised about the indicative plans, the access & sight lines of the road and the NDPs comments.

It was proposed by Cllr Faiers, seconded by Cllr Nash & RESOLVED that Mawnan Parish Council support this application - but do so only with a 5:4 decision. This application represents the first significant proposal since we began our NDP development process, in which the parish has stated it's disapproval of any development over 10 houses. Whilst we understand that this application is only for outline permissions, the indicative plan showing 11 homes has caused consternation - especially with the vote of support by the parish council. However, the parish council feels that this land would be a suitable infill development without affecting the AONB. There are concerns about the provisional access arrangements but it is hoped that development along this stretch of road would assist in reducing speeds, either through reducing the speed limit generally or simply by the need for more considered driving to accommodate the extra junction. We also have concerns about the handling of surface water and drainage as supplied on the planning application. It would be hoped that further discussions with the applicant would take place prior to the reserved matters application to tailor it more to the wishes noted in our parish NDP consultations.

Ref. No: PA19/03096 Land South Of Rosemaen Maenporth Road TR11 5HR It was proposed by Cllr Brooksbank, seconded by Cllr Prasad & RESOLVED that Mawnan Parish Council object to this application. It is felt that there is no viable need for further housing in this area being shown. The current plot map shows the existing house being affected - but there is no mention of if this is to be demolished in full or only partially. This stretch of road, as stated on previous applications, suffers from both visibility and width issues. An additional access, especially on this section, would not be something we could consider without a proper

highways assessment taking place.

2974.19 TO RECEIVE RECOMMENDATIONS & INFORMATION FROM THE OFFICE AND FINANCE COMMITTEE Cllr Faiers summarised the Office & Finance meeting of April 8th: The budget form was to be reset to show income. Termination letter for lease with MCA was to be sent this month, with negotiations on a new least to begin thereafter, Draft proposal for new office accommodations, located at Carwinion Field (between MCA & Preschool). Sustainable, modular build proposed to include space for parish office & conference room, which could be used by other community groups as active space. Funding for this would hopefully be sourced with savings coming in part from the rent savings, part from current council reserves and from an application to the Solar Grant Fund if necessary. Cllr Toland asked why not just extend the MCA building as storage there was an ongoing issue. Cllr Faiers replied that an extension to the building was not viable under the current lease and that it would be unlikely to fit the brief proposed. Cllr Brooksbank requested a site plan outlining the proposed site for the unit in relation to the other field buildings.

Benchmarking review – since the NJC spinal point ladder has been reviewed it seemed a good time to undertake a full review against the model job standards for the clerk position rather than continue to amend the clerk’s job description. This was done by the Staffing Committee and has come out with a new spinal point of 19, and with minor agreed amendments including the addition of a new job description for Trusts Administrator should provide a more fitting contract.

It was proposed by Cllr Faiers seconded by Cllr Prasad & RESOLVED that the new contract & spinal point for the position of clerk be adopted.

2977.19 TO REVIEW COMMUNITY GRANT APPLICATIONS RECEIVED TO DATE It was proposed by Cllr Brooksbank, seconded by Cllr Faiers and RESOLVED to donate £300.00 to the Mawnan 1st Brownies towards raised beds, compost, greenhouse, celebration badges & books

It was proposed by Cllr Moyle, seconded by Cllr Brooksbank and RESOLVED to donate £250.00 to the 1st Mawnan Rainbows towards a gazebo & new badges/books

It was felt that the submission from the Methodist Church and Abbeyfield Scott House were not within the remit of the grants policy, as they focussed on building works/ general repairs. It was agreed that no grant be given to either of these projects.

2979.19 TO RECEIVE ANY INFORMATION ON NOTED TRAFFIC & FOOTPATH ISSUES Cllr Faiers raised a serious issue about traffic outside of Trebah/ Glendurgan pulling out without consideration. It was discussed and agreed that Trebah, Glendurgan and highways be contacted to see if something could be done to help (extra signage when pulling out; change in speed limit along road during summer) It was proposed by Cllr Faiers seconded by Cllr Nash & RESOLVED that contact be made with Trebah, Glendurgan & highways to highlight the issue and seek solutions.

2980.19 REPORTS FROM COMMITTEES AND REPRESENTATIVES (may include reports from recent training/conferences & an NDP update) Cllr Bradley stated that due to the length of the meeting so far he would forward his notes on the Resilience Conference to the clerk for inclusion but reported back on the last CNP meeting. Cllr Bastin was re-elected as chairman, Cllr P Williams stood down as vice-chair and was replace with A Jewell from Falmouth. Mark James from localism had now been replaced as our link by Esther Richmond, but continues within the localism team. Geoff Brown has responded to the letter sent about the delays in the EOI Highway schemes put forward by the parishes and a Cormac rep (Andy James) was sent to explain things further. £9500 has already been spent of the £50000 pot but the schemes themselves cannot be sped up. Mawnan’s scheme for a crossing at Grove Hill was now under consultation; Constantine’s scheme had been reinstated. NDPs should continue even if boundaries are up for change – they can be redone to fit any new arrangements that are thrown up and can (potentially) cover two areas at the same time. Climate change and adult social care will be looked at specifically at the next meeting.

Dennis McQuillan read out a report from the NDP Steering team: The February meeting was cancelled prior to a consultant meeting, which has allowed face-to-face time with the steering focus groups to confirm what still needs to be done to build the document. The housing policy is well established and is a key element of the document. However, work remains in the Business and Amenities, Environment, Historical and Carbon policy work areas. In addition, the consultant advised that a Design Statement (or Settlement Character Assessment) was required – the statement being a document outlining they type of properties in our area (split into 6 broad groupings) their constructions & landscape setting as it relates to the parish as a whole. The Landscape Character Assessment (LCA) in draft format is out for consultation in the parish (copies with the clerk & at the Cornish Maid). This document supports the policies being drafted as it provides planners/ end users with information on our local environment. Thanks to the band of 6 volunteers who, with a little training, undertook this project. The June meeting will see a public invitation to view the draft NDP document as a whole before it gets submitted to Cornwall Council for an initial ‘go over’ to check viability. Meetings have taken place over the period with many outside agencies including the local MP, George Eustice and Cornwall Community Land Trust as well as members attending conferences on climate change, which will be fed back into the parish policies.

Cllr Jackie Whibley provided a report on the last meeting of the Helford River Group. They have asked if more information on the resilience meetings could be sent on to them as we appeared to be the only “Helford” parish that attended. Clean Ocean Sailing was going to trial the removal of non-organic vessels from Anna Maria Creek (they will be sent to for disposal) under the guidance of the Truro harbourmaster. They might need to request some support to move vessels. Cllr Whibley asked if the parish could draft a letter of support for the project, to go alongside template letters they already have. Cllr Faiers suggested inviting the Helford River Group to the June meeting to explain what is going on more fully.

2981.19 REPORT FROM CORNWALL COUNCIL WARD MEMBER Cllr Bastin reported that:  The 2020 Tour of Britain cycle race would be passing through Falmouth.  Cornwall Council has committed to providing all support & contract workers with the Living Wage from 1st April.  Ryanair intends to increase the number of destinations serviced from Airport – which should help with carbon footprints.  £250,000 is being spent on creating a Cornish hedge labyrinth as part of the ‘Kerdroya: Cornish Hedge Community Heritage Project’ in an effort to make sure that these skills required to build and maintain these hedges is not lost.

2983.19 DATE AND TIME OF NEXT MEETING - The next full council meeting will be held at 7.00pm, on Thursday 16th May 2019, in the Memorial Hall and will include the Annual Parish Council Meeting and election of officers.

2984.19 COMMENTS FROM THE PUBLIC Resident on Little Wembley – thanks for the grant funding. There is now a section within the site planted up to encourage bees & butterflies. He also said that the reason the full carpark at Bosloe was not in all year use was the fact it became a mudbath in winter. Further to this he had tried lobbying Cornwall Council to turn off the streetlights on Shute Hill (the only ones in the village) but they would not do so. Could the parish council also write?

Penwarne Road development – the comments made by the PC seemed to dismiss the NDP Steering Group as a not valid organisation. They have collected information that expresses local requirements – why was this not listened to? Why did we accept a development for 11 dwellings when it went so against parish wishes – we have broken the wishes of the parishioners? How do we know what affordable really means in terms of local wages? A member of the NDP Team said that we as a parish council were undermining the process as this was the first application of a significant size to come forward since its inception. He asked why the parish felt that they could support this application and how we would justify our actions to the parishioners. Cllr Marsden then said that he, and the parish council, fully supports the NDP and the work being done for it. In no way did he wish to trivialise of minimalize it in any of his comments and asked that the NDP members present accept his apologies if he had been seen to do so. Cllr Bradley also commented that at the site visit over 18 months ago the advice from pre-app discussions was that county would be likely to accept an application as an exception site for development if the parish council were in support. Discussions with the application had been undertaken with the parish council and it was hoped that these would continue if the application were successful to ensure the best development possible for everyone.

A speaker for the Methodist Church invited the parish to “claim” a stone for their new community cross artwork. We would pick a stone, collected (and decorated) by the Guides which would then go onto the finished cross.
