However, as the roads in Princes Ward lend themselves to the current distribution of polling districts and any other alignment would send some electors on a rather difficult route it was agreed not to make any changes. No changes are recommended for this ward. When works were undertaken to the library building, the polling station was moved to Longfield Hall, however access to the hall is up a steep flight of stairs and therefore does not have disabled access. (A stair crawler is available but requires two trained volunteers and voters have no means of alerting staff from the street). It is therefore proposed to move the polling place to the Minet Library. The layout of the roads in this Ward makes an even distribution of electors difficult to achieve without forcing voters across busy roads to get to their polling places. The area of VHD encompasses the Triangle Estate and it was decided to keep it all in one district rather than combine with VHA which already has a large number of electors. There are no changes proposed to this ward. The polling station was moved to Jubilee School when the building was temporarily unavailable. SOD – A ward councillor has asked that residents of the Cressingham Gardens Estate vote at Jubilee Primary School, which is on a bus route, as it would be easier to reach than their current polling place at Holy Trinity School, Upper Tulse Hill. However, the school is in a different polling district. It is recommended that any proposal for residents of Cressingham Garden is reviewed following the LGBCE review.     Waterloo Building Height Study, 2018 1. Introduction 1.1 This study has been undertaken to inform Lambeth’s approach to tall buildings in Waterloo as part of the Lambeth Local Plan Review, 2018. 2. Background The Waterloo Opportunity Area 2.1 The London Plan identifies Waterloo as an Opportunity Area and the objectives are outlined in the Mayor’s Waterloo Opportunity Area Planning Framework (2007) which include: ‘Development potential in the area should be maximised given Waterloo’s status as an opportunity Area and its location within the Central Activities Zone and to accord with the strategy of providing the highest levels of activity at locations with the greatest transport capacity’. 2.2 The OAPF identified two broad areas suitable for tall building – above and around the station and on the commercial spine behind the Riverside (Belvedere Road and Upper Ground) – based in part on the presence of tall buildings in these locations already. The associated illustrations generally show a cluster of tall buildings over Waterloo Station which would be delivered as part of a station redevelopment which would push the passenger concourse to ground level allowing the platforms to be extended. 2.3 The OAPF recognises the need for development to respond to this sensitive context: ‘Additionally, development potential has to be tempered against the normal impacts of development assessed by the planning system including the impact on character areas and on local and strategic views’.     Visioning West Norwood and Tulse Hill Introduction Visioning West Norwood and Tulse Hill: Have your Say! The Lambeth Local Plan 2015 sets out planning policies for Lambeth to guide growth in Projects housing, jobs, infrastructure delivery, place-shaping and the quality of the built environment over the next 15 years to 2030. Together with the London Plan, it forms the development plan Delivered for the borough. The spatial strategy and strategic objectives for West Norwood and Tulse Hill are set out in Policies PN7 and ED1 of the Local Plan. PN7 promotes the role of West Norwood as a vibrant district centre through the development of key sites. The area includes West Norwood Commercial Area to the south, which is designated as ‘Key Industrial Business Areas’ (KIBAs) by ED1. The Council is preparing a Masterplan for the West Norwood and Tulse Hill area to expand on the guidance in the Local Plan and provide a framework for managing change and development in this area. A Masterplan is a framework. It sets out key principles of an area, and creates a vision for its future. It shows the overall development concept that includes urban design, landscaping, infrastructure, service provision, present and future land uses and built form. This work will provide the evidence for the Local Plan Review that is currently underway.
