1.0 Introduction

1.1 This statement has been published to accompany the Council‘s Propose Main Modifications on the Submission East District Local Plan: Housing and Employment Allocations (Site Allocations Plan).

1.2 The purpose of this statement is to provide a summary of the Councils’ consultation process and outcomes. The statement has been prepared in accordance with the Town and Country (Local Planning) () Regulations 2012.

2.0 Site Allocations Plan Proposed Main Modifications Consultation

2.1 The Site Allocations Plan Proposed Main Modifications was published for public consultation on 23 November and closed at 12 noon on 8 January 2016, lasting for a period of six weeks.

Who was invited to make representations?

2.2 All ‘specific consultation bodies’, ‘general consultation bodies’ and Councillors were consulted. A full list of those bodies that were sent notification of the public consultation can be found within Appendix A.

2.3 Also all those people who had expressed a wish for their contact details to be placed on the Council’s Local Plan consultation database were also invited to make representations (approximately 1,000 individuals and organisations). The consultation was open to all members of the public, District Councillors and Parish Council members.

How were they invited to make representations?

2.4 A letter was sent out by email or post to over 1,000 individuals and companies on the council’s database inviting them to make representations and explaining how to do so by either filling out a response form or writing to us by email or by post. All District Councillors and Parish Councils were also contacted with the same information. The letter sent can be found in Appendix B. A copy of the representations form can also be found in Appendix C.

2.5 All the Plan documents including the Proposed Main Modifications, Site Allocations Plan, the addendum Sustainability Appraisal and addendum Habitats Regulation Assessment statement were made available to view at the Council Offices as well as several deposit locations across the District (Appendix D).

2.6 All documents were available to download from the Council website (www.easthants.gov.uk) and details of how to make representations were available.

2.7 Consultees were invited to make representations on the Proposed Main Modifications only. A schedule of minor modifications, a plan showing the changes and a plan incorporating the changes were also made available.

Summary of comments and how they have been addressed

2.8 In total 30 individuals, organisations and statutory consultees commented. 7 representations received did not relate to the Proposed Main Modifications and were rejected by the Council. A written response was sent to each informing them of this. In total 186 comments were accepted on the proposed main modifications, 14 were in support of the changes. Table 1 provides a breakdown of the number of the representations received for each Policy. A summary of the comments received is attached at Appendix E. Appendix E only summarises the sections of representations which relate to the proposed modifications.

Outcome

2.9 The outcome of the consultation has resulted in two of the proposed main modifications being withdrawn. These are MM53 and MM56 and they have been deleted from the schedule of proposed main modifications attached at appendix F.

2.10 A number of additional Minor Modifications have also been added. A full list of these is set out in Appendix G.

Appendix B – Letter to all consultees

Dear Sir/Madam,

The modifications on the Council’s Local Plan: Housing and Employment Allocations (Site Allocations Plan) are now out for public consultation. As part of the examination process, East Hampshire District Council has prepared a number of suggested changes to the plan, known as 'proposed modifications'.

These modifications fall into two types: 'minor modifications', which if implemented would not significantly change the meaning of the Site Allocations Plan and generally cover typographical errors or factual updates. However, the second type known as 'main modifications' are more substantial in that, for example, they would change the meaning of a policy or proposal in the plan. In addition to the 'main modifications' the Council produced a separate schedule of 'minor modifications'. However, these are for information only and do not form part of the consultation.

The Inspector asked that the schedule of 'main modifications' be subject to a six week period of consultation: this consultation runs from 23 November 2015 to 12 noon on 8 January 2016. The schedule of proposed main modifications can be found on the Councils website at http://www.easthants.gov.uk/planning-policy/ehdc-local-plan- housing-and-employment-allocations-examination. The Inspector will consider all comments made on these main modifications prior to issuing his final recommendations in the form of an Inspector's Report.

Please note comments will only be considered that refer to a change as shown in the Schedule of Main Modifications.

The previous wording requires developers to consider reducing the impact of all generated traffic on the local network. The proposed new wording is not acceptable to the Highway Authority as it would allow developers to ignore all traffic impacts except those that they considered significant and any traffic problems subsequently caused by development would then fall on 22 Pete Errington Hampshire County Council 3 EMP1 the public purse to subsequenlty resolve. Retaining the original wording would accord more closely with guidance in the NPPF. HCC therefore recommends that the previous wording should be retained and also applied as the wording of clause b for site FM2 which originally had no traffic impact clause.

Both originally included site specific clauses to improving bus stops and public transport and should be retained as it will guide applicant in preparing acceptable development proposals. Although the removal is justified by CP31, the suggested modification is not 22 Pete Errington Hampshire County Council 4 EMP1 recommended and HCC does not agree with the Inspector as CP31 is a general policy and does not help developers in preparing acceptable development proposals for these two sites.
