Project Development Objectives Project Development Objective (from Project Appraisal Document) The objective of the Project is to assist the Borrower's Project Cities in enhancing: (i) the performance and quality of their existing urban transport infrastructure in terms of mobility, access, and safety; (ii) the efficiency and effectiveness of their urban public transport and road maintenance services; and (iii) the responsiveness of their urban transport systems to the needs of population without access to private motorized vehicles. Jinzhou, , , and . All cities completed their project activities successfully, except Benxi, which was not able to complete the Benxi Bridge due to difficulties in coordinating construction schedule with the Ministry of Railway on a planned railway construction program crossing the bridge. Because of the priority given to railways, the Benxi Bridge construction had to be delayed. However, Benxi has now resumed the construction using its own funds, and expects to complete the bridge by mid-2014. The development objective of the project was achieved. Most of the outcome indicators were met. An Implementation Completion Report (ICR) is currently under preparation by the Bank and the Borrower. The ICR will carry out a full assessment of the achievement of the project objectives and implementation experience.
