CHAIRMAN’S CORNER FEBRUARY 2014 The New Year has started with a vengeance with floods affecting large parts of the country and with local areas like and Yalding being seriously flooded. I hope your running and training is not being disturbed by the relentless rain.

Progress at our new track is being slowed due to the water logged ground at Putlands but the floodlighting is still being progressed in accordance with Sport England’s completion programme for the end of March 2014. The floodlighting for our new track has been installed and is due to be commissioned in early March. UK Power Networks have installed the new power supply to the track for the floodlights and you may have noticed the slight disruption to traffic on the Maidstone Road as they brought the cable under the road from the substation. The latest Kent Fitness Cross Country League match at Meopham was cancelled due to the heavy rain but an alternative date of Sunday 16th March at Swanley Park has been included to replace this cancelled event. The relays scheduled to be held at the same venue / date have been cancelled.

Sunday 30th March 2014 will be the 25th anniversary of our , and members are reminded to put this date in their diary as help will be required to ensure we remain one of the most popular half marathon’s in the country. I am sure that club runners will not need to be reminded that the clocks go forward on Saturday 29th March so they must ensure they are not late for the 9.30am start on the Sunday morning! Marshals will be required to attend a marshals briefing at 7.30am at the BCA canteen by the traffic management company and by the chief marshall. If you would like to volunteer to marshal then please contact me at [email protected] or phone me on 01892 833601. We also need 3 more ladies to volunteer to man the cakes and tea stand in the BCA canteen.

The list of club entries into the London Marathon is included else ware in the Stopwatch Times. Chuck Wan is running London Marathon with Cancer Research as his nominated charity and Ian Bailey is running with PWAC as his nominated charity. Please contact both runners at club training evenings to sponsor them running the marathon.

25 TH PADDOCK WOOD AC HALF MARATHON SUNDAY 30 TH MARCH 2014,

The Paddock Wood Half Marathon is the clubs biggest fund raiser of the year. This year we are expecting a record 2750 entries. We require your help to ensure this event is a success once again for your club.

We need volunteers for the following days-

Saturday 22ndth March 9.30am- 1pm. We need 25-30 people to assist packing 2300 goody bags on the Eldon Way estate, Unit 11.

Saturday 29th March 9am- 1pm. Again on the Eldon Way estate we need help putting up pre race warning signs, crowd barriers and setting up the baggage areas.

Sunday 30th March RACE DAY Please contact Mike Ridger on 01892 833601 or [email protected] to assist with marshalling. We need over 50 marshals around the course and at the finish area.

We will again be having a refreshment stand as in previous years. This will be organised by my sister Katharine. Could you please get your baking tins out and make some splendid cakes for us to sell! On the day please hand these to my sister inside the Car Auction Hall or drop them off to 1 Goldfinch Close, Paddock Wood on the Saturday. Please make sure you collect your tins/cake containers from the Auction Hall at the end of the day.

1-3pm Once the race is complete we need assistance taking down the crowd barriers and signage. Loading the lorries with the race equipment to take back to Mascalls and tidying up the Eldon Way estate of race rubbish etc.

Please note all volunteers will need to be 16 years old or over (those under 16 to have parental supervision). Please speak to one of the following people at training if you can help-

VIRGIN MONEY LONDON MARATHON - 22 MILE WATER STATION - SUNDAY 13th APRIL 2014 Yet again, PWAC will be manning the 22-mile water station for the London Marathon, which is going to be in The Highway as in previous years, directly opposite the 13 mile halfway point, making it an ideal location for watching the race.

In past years we have had over 120 volunteers travelling to London to help at the water station and play their part on this fantastic occasion. Our group is made up of Club members and their friends and family - a special request goes out to those of you who have taken up the guaranteed Club places for the Marathon to get your friends and family involved (after all, we only get the number of entries we do because of our support at the water station).

Since this request appeared in the February Stop Watch Times ONLY 27 people have volunteered so we still need a lot more to do so!

This day is hard work and over the years we have had to contend with all the different types of weather imaginable, but above all else it is thoroughly enjoyable and a good day out - you might see more of the actual race by sitting at home watching it on the tv, but you certainly don’t get the atmosphere you experience by being in amongst the action (and you can always set the video or watch the highlights later anyway!).

Free coach travel is provided (paid for by the London Marathon organisers) but an early start is needed, so be prepared to leave Paddock Wood at about 7.30 am (returning late afternoon) - more details to follow nearer the day. If you haven’t been before, it is not a day for young, small children, but if you need more details please telephone me.

As usual an advance party of “strong young men” (and women!) will be needed to travel up at about 5.30am to deal with the delivery of the water and equipment.

KENT FITNESS LEAGUE - FINAL RACE Following the cancellation of the race at Meopham, it is planned to cancel the planned relay event on 16th March and In its place hold Race 7 of the series at Swanley Park.

This will incorporate the normal 3 lap route for the seniors - an 11am start - (although probably in reverse from what we did in November) and the 1 lap route for juniors starting at 10.20am.

It is hoped that there will be a reasonable turnout for this fixture which will enable the final team and individual placings to be sorted out. The aim is to present most of the awards afterwards at Five Wents Hall where refreshments will be provided.

SOUTHERN WOMEN'S LEAGUE 2014 We have now had the dates and venues confirmed for this season, this league is open to all girls 11 years old and all women in the club. We will be handing out details to you all shortly, but if you feel like having a go at track and field competition, in a very friendly and low key environment then please let us know.

The dates and venues for your diaries are as follows: 17th May 2014 - Bexley (PWAC are jointly hosting this match with the Southern Men's League) 7th June 2014 - Wimbledon Park 12th July 2014 - K2, Crawley 9th August 2014 - Wimbledon Park

LONDON MARATHON CLUB PLACE ENTRY CRITERIA The club is receiving increasing numbers of requests for a club entry to the London Marathon. Every year the club receives a small number of guaranteed club entries for the Marathon and we want to ensure that these entries are allocated to club members in a fair and unbiased way and to those who have warranted an entry into this event.

In order to achieve this objective, Club members will in future be asked to submit a request for a club place with supporting evidence based on the following criteria:

Members submitting an entry request must hold a Marathon rejection notice

1 point for being a first time entrant into the London Marathon 1 point for each occasion the athlete has represented the club in an athletic event 1 point for each occasion the athlete has officiated for the club at an athletic event 2 points for substantially helping at the Paddock Wood half marathon 2 points for helping at the drink station at the London Marathon 3 points for being a team manager 3 points for being a coach who regularly attends training 5 points for organising a charity fund raising event for the club

Club entries into the London Marathon will be awarded to club members with the highest points count during the year between the previous marathon and the current marathon.

UKA NUMBERS A number of members have asked why they have a UKA number on their club membership card. Every member of the club is registered with England Athletics which is one of the four member organisations of UK Athletics. The other three organisations are: Scottish Athletics, Welsh Athletics and Athletics Northern Ireland. When members are registered they are assigned a status of “competitive” or “non competitive”. Competitive athletics athletes have to pay an annual fee of £10 which has to be collected by the club and paid to England Athletics, they are then issued with a registration pack. Registering as “competitive” allows entry to various leagues and to County, Regional and National competitions.

COUNTY ELIGIBILITY RULES – PLEASE READ I have been requested to explain the rather confusing rules around County eligibility. You may be thinking, “I am not fit / good enough to compete for Kent, so this does not apply to me”. Representation is only one aspect of this. The right to participate is equally important. You may well want to enter a road race that happens to also be the County Championships, so why not tick the box if you are eligible as it does not cost any more and good participation levels are essential to retaining these events on the calendar. Also, you may not be fit enough now to wear the Kent vest but what about in the future if you train hard and/or keep going long enough (there are County Championships and representative events for veterans)?

So how do you qualify for Kent? It seems pretty easy on the face of it. You have to be born in Kent OR have lived in Kent continuously for nine months OR have served in HM Forces in the County continuously for nine months.

Once qualified (by birth or residence) you retain your right to compete unless you choose to relinquish your qualification. We will come to that later. The regulations are contained within British Athletics’ Rules for Competition. The rules are published in alternate years and the current edition covers the period 2012-2014. http://www.britishathletics.org.uk/competitions/rules/

Rule 9: English County Qualification in British Athletics covers these matters. We shall examine the most important and often misunderstood regulations a little more closely, with my plain English translations.

9 (1) English County Championships are open to all eligible athletes possessing a County qualification.

9 (2) A County qualification may be acquired as follows: (a) By birth (See also Rule 4(1)). (b) By nine months’ continuous bona fide residence in the County immediately prior to the competition. PAGE 4 The Paddock Wood AC Newsletter March 2014

(c) By service in a Unit of HM Forces stationed in the County for nine months immediately prior to the date of the competition.

9 (3) Competitors who have qualified, and competed, under 2(b) or 2(c) retain that qualification until they have acquired a residential qualification and competed in the Championships of another County, or represented another County in an Inter-County Championship.

Kent County Athletic Association (KCAA) accepts entries for championships from any qualified athlete (as per Rule 9(1), (2) or (3) above). A database of suitably qualified athletes exists and it is important to understand that once you have qualified (and competed) this qualification is retained for life, unless you forfeit your right to represent Kent by competing in another County Championship or representing another County. Even if you do decide to forfeit your Kent qualification in this way, you can still return provided you have not competed in another County Championships or represented another County “in that competition year”, commencing on 1st October annually. We shall now look at the qualification criteria in a little more detail. The requirements in Kent are recorded for each athlete as Birth (B), Residence (R) or Continuous Association (C).

Birth (B)

This is defined in Rule 4(1) as indicated above, which states:

Rule 4 (1). For the purpose of determining place of birth for a competition qualification this may be either at the location of actual birth or at the domicile of the mother at the time of birth, if different. In the event that the different locations are in different Counties or Districts then the athletes may make an irrevocable selection for which County or District they wish to be eligible. Once an athlete has made a decision as to their County or District of birth this may not be changed.

This obviously covers anomalies such as births while travelling, etc. However, there are additional regulations that cover the situation regarding subsequent administrative boundary changes. Rule 9(11) states:

Rule 9 (11). Where County boundaries are changed by law, affecting the place of birth or residence of an athlete, thereby moving it from County A to County B the following shall apply: (a) If athletes have already competed for County A, or in the Championships of County A, under (2) above, they shall retain the existing birth or residential qualification unless notice is given in writing to the Honorary Secretary of County A that they wish henceforth to be qualified for County B. (b) If athletes have not competed for County A or in the Championship of County A under (2) above, the place of birth shall be deemed to have been in County B and any period of residence in County A to have been in County B.

This means if the place you were born was in Kent when you were born, it shall be treated as being in Kent for these purposes irrespective of any future boundary changes, provided you have used the qualification as above.

Residence

See Rule 9 (2) (b) above. Athletes not born in Kent can still acquire eligibility by, “nine months’ continuous bona fide residence in the County immediately prior to the competition”. This is self explanatory, except to emphasise that the address must be in Kent (as currently defined) and it must be of at least nine months duration prior to competing. Also, to rely on this qualification you must compete in a Kent Championship event or represent Kent at least once. When this qualifying criteria has been satisfied it can then be used as grounds for the continuous association category. Continuous Association

See Rule 9 (3) above. Once an athlete has both acquired County qualification AND competed in a County Championships or represented that County, this qualification is permanently retained unless and until the athlete chooses to forfeit the right to represent the County of their birth or previous residence. This is known as the continuous association rule and it allows for athletes to remain loyal to a particular County despite any future temporary or permanent moves to another County or even to another country. This is very important for County team managers regarding continuity and absolutely vital when it comes to National Inter-Counties Championships at the higher end of the competition spectrum.

Examples

I will finish this explanation of the rules with a few selected examples:

Alan Newman was born in Woking, is eligible for Surrey by birth and has since lived in Hampshire, Berkshire, Oxfordshire, Buckinghamshire, Lancashire and Kent. He started competitive athletics in Berkshire and has won County titles in and represented Berkshire and Oxfordshire using Rule 9 (2) and (3). His last County prior to Kent was Lancashire and he could still compete in their Championships under the continuous association rule had he not forfeited that right by choosing to compete in/for Kent under Rule 9 (2) (b) – residence.

Sue James was born in Lancaster, is eligible for Lancashire by birth and has competed in that County in their Championships using Rule 9 (2) (a) – birth. Sue moved to Kent and after nine months continuous residence she became eligible for Kent Championships and has since represented Kent in National Inter-Counties Championships using Rule 9 (2) (b) – residence.

Richard Bidois was born in Ashford, Middlesex, is eligible for Middlesex by birth but has not competed in/for that County. He acquired residential status in Kent and competed in Kent Championships using Rule 9 (2) (b) – residence. He has moved over the border to Sussex but he retains his Kent qualification permanently under Rule 9 (3) – continuous association.

Colin Tricker has been living for some time in Australia but retains his Kent qualification permanently under Rule 9 (3) – continuous association. This means that on his return to Kent he does not have to qualify again through any of the above provisions before he can enter Kent Championships or represent Kent.

So there you have it. County qualification is simple! Once you have qualified and competed you have the right to remain loyal to the County of your choice, wherever life’s pathway may lead you – even if it is to Australia! Please note that the England Athletics Registration document that forms part of your club membership now includes important questions regarding county qualification and it must be completed fully and accurately.
