F&B AUGUST 2018 MONTHLY MEETING TUESDAY 14th AUGUST 2018 @ 7.30 p.m. Palmerston North City Library, George Street entrance Talk: “The Manawatū River Source to Sea Project” Speaker: Alastair Cole, Manawatu/Whanganui Regional Coordinator, NZ Landcare Trust Alastair will talk about the “Manawatū River Source to Sea” Project, which developed from Biodiversity Cluster Group. From these meetings a new and exciting community-led and catchment-wide initiative known as “Manawatū River Source to Sea” The proposal for a “Source-to-Sea” programme intends to bring together the many projects throughout the Manawatū catchment which are working towards enhancing biodiversity, the health of rivers and the wellbeing of communities. Since 2014/15 many of the groups involved in these initiatives, representatives of local government and DoC, farmers and members of the public have been coming together regularly as the Biodiversity Cluster, to network and share ideas, skills and resources, and to provide joint feedback to local and regional councils. Ian Rasmussen, who is part of the Ruahine Whio Project, will show us what the Project is trying to achieve. He will give a demo of the traps they use, pests they are targeting, and talk on whio surveys with dogs, kiwi surveys with acoustic recorders and ways to expand the Project. The Ruahine Whio Protection Trust is a member of the Manawatu Biodiversity Cluster Group and the Manawatū River Source to Sea Project. -

At the junction of Tangimoana Road, cross SH1 to Wightmans Road. From here the route is well marked on posts with Te Araroa logos and chevrons. Looking south, Wightmans Road gives a good view of the Tararua Range from Palmerston North south, and the wind turbines can be seen north and south of the Manawatū Gorge. On the left are views of the Rangitīkei River. Passing some of the Ōhakea Defence Base outbuildings, continue along Wightmans Road until you reach the intersection with Hurst Road. Follow along Hurst Road and turn left at the intersection of Hurst Road and Wilsons Road. Follow this road for about 2km until you reach the Wilsons Road/Ngaio Road intersection where the Ohakea Radar Station is located. Ngaio/Wilsons Road intersection to Mt Biggs School - 5km / 1-1.5hr Cross Wilsons Road heading east along Ngaio Road to Mt Lees Reserve. Originally part of Ngaio Station, which encompassed the area between Feilding and the Rangitīkei River, Mt Lees is now a scenic reserve, but the station provides accommodation, morning, afternoon teas and caters for functions. -

RESOURCE CONSENT DECISION New Zealand Transport Agency (Transport Registry Centre Palmerston North) Decision on an application for resource consents to undertake vegetation clearance, land disturbance, discharge to water and drilling in the bed of a river for geotechnical investigations in and around the Manawatū River, Parahaki Island, and At-Risk, Rare and Threatened habitats adjacent to the Manawatū River, associated with Te Ahu a Tūranga - Manawatū Gorge Replacement at SH3, Palmerston North Application Reference: APP-2019202606.00 Decision Date: 26 February 2020 Expiry Date: 26 February 2022 Application Summary Proposal The New Zealand Transport Agency (the Applicant) has applied for resource consents to enable geotechnical investigations to inform the design and construction of the Te Ahu a Turanga (Manawatū Tararua Highway project). The Applicant has requested that the works be considered as two distinct locations as follows: 1. Up to six boreholes located to the immediate east of Parahaki Island, within the bed of the Manawatū River and the true left bank of the Manawatū River; and 2. Up to 13 boreholes located on land on the true right of the Manawatū River, and adjacent land on Raupo dominated seepage wetland and within Old Growth forest, which are considered to be At- Risk, Rare or Threatened habitats in Schedule F of the One Plan. The application notes that for some locations, 2-3 boreholes maybe required, with the final number being dependent on the geotechnical findings. The proposed location of the bore holes are shown in Figure one below. Figure 1 - Borehole locations The proposed boreholes are proposed to range between 0-70m in depth, with a casing size of 102mm. -

We used a combination of nuclear genotyping methods, molecular sexing, and morphometric analyses of museum specimens collected in the late 19th and early 20th centuries to quantify the sexual dimorphism and population structure of this extraordinary species. We report that the classical description of Huia as having distinctive sex-linked morphologies is not universally correct. Four Huia, sexed as females had short beaks and, on this basis, were indistinguishable from males. Hence, we suggest it is likely that Huia males and females were indistinguishable as juveniles and that the well-known beak dimorphism is the result of differential beak growth rates in males and females. Furthermore, we tested the prediction that the social organisation and limited powers of flight of Huia resulted in high levels of population genetic structure. Using a suite of microsatellite DNA loci, we report high levels of genetic diversity in Huia, and we detected no significant population genetic structure. -
Manawatu Gorge POU 'WHATONGA'
Manawatu Gorge POU ‘WHATONGA’ The Manawatu gorge which is situated approx 20km East of Palmerston North connects the Manawatu region to the Hawkes Bay region. It’s a unique piece of the region and is the only place in New Zealand where a river begins its journey on the opposite side of the main divide to where it joins the sea. This vital transport route is steeped in history and as we have come to know recently its steep rock faces and gorse covered hills are extremely prone to erosion with rock falls and road closures being an all too common occurrence. As part of the 10 year Manawatu Gorge Biodiversity Project (2006 -2016) the construction of information Whare at the end of the gorge, gave the opportunity to tell the story or the history of the gorge. A main feature of this story was the construction of a Pou of Whatonga which seeks to bring to life the spirit of the Manawatu Gorge and rekindle the links with its people. The Pou of Whatonga stands 6 meters tall and is an iconic expression of the spirit of this location. Designed by Artist Paul Horton and manufactured by Martin Engineering in Palmerston North the large structure made up of pipes and rolled plates that had been intricately cut to form an impressive and imposing piece that will tell the story for generations to come. Early talks with the artist made sure that the item was able to be dipped in a way that eliminated zinc traps whilst taking nothing away from the overall design. -

Eggs of Phasmid Species in the North Island By R. A. CUMBER, Entomology Division, Department of Scientific and Industrial Research: Palmerston North. When searching through leaf-mould samples from forested areas, one may often encounter the eggs of " stick insects." These are by no means always obvious, since in sifting, they usually reach the sample which contains frass materials of similar proportions and size-a feature which might well bestow survival value. During the past five years, a selection of these eggs has been kept, and the variation in form and sculpturing is quite impressive. This variation, coming as it does in the egg stage, must be of considerable systematic significance. The literature on New Zealand phasmids up to 1952 is indicated by Miller (1956). Salmon (1954, 1955 a-c) has made further contributions. There is little reference to the character of the eggs, however. It would be of considerable interest to know which species are involved in the egys pictured in the present paper. Doubtless further distinctive egg forms are present in this country-especially in the South Island, and high country areas. Studies may well show characteristic egg forms in the different genera. Adults taken during the summer months and held in captivity for short periods may be expected to oblige: and so help unravel this fascinating facet of our entomology. REFERENCES MILLER,D., 1956. OUTLINE OF REPORT 1 This report, required by section 87F of the Resource Management Act 1991 (“RMA”), addresses the issues set out in sections 104 to 112 of the RMA, to the extent that they are relevant to the applications lodged with the Manawatū-Whanganui Regional Council (“Horizons”) The consents applied for, by Waka Kotahi NZ Transport Agency (the “Transport Agency”) are required to authorise the construction, operation and maintenance of the Te Ahu a Turanga: Manawatū Tararua Highway (the “Project”). 2 In addition, the Transport Agency separately applied for a Notice of Requirement (“NoR”) to Palmerston North City Council (“PNCC”), Tararua District Council (“TDC”) and Manawatu District Council (“MDC”). The Environment Court confirmed the designation for the Project, including a more northern alignment (discussed later in this section 87F report), subject to conditions, on 23 March 2020. Measuring Transport Resilience
Measuring Transport Resilience A Manawatu-Wanganui Region Case Study Muhammad Imran, Christine Cheyne & John Harold Resource & Environmental Planning Programme School of People, Environment and Planning Massey University, New Zealand Massey University Research Online 2014 Executive summary The resilience of transport networks is attracting greater scrutiny at the international, national and sub-national levels. This research report explores the current state of knowledge about measuring transport resilience and presents a case study to address the question is: How resilient is the road and rail infrastructure in the Manawatu-Wanganui Region? This region in New Zealand’s lower North Island provides an interesting case study due to its strategic location in the North Island’s and indeed New Zealand’s transport network. In addition, it has experienced significant disruptions in the recent past, most notably widespread failures caused by flooding in 2004, and the lengthy closure of a significant inter-regional road connection, the Manawatu Gorge State Highway 3 road, due to a landslide in 2011-2012. It also provides an opportunity to explore this topic outside of a major metropolitan region. The region’s transport networks and infrastructure also have important social and economic functions. This research report is structured around a proposed Transport Resilience Indicator Framework (RIF) which explores six key dimensions of transport infrastructure resilience: engineering, services, ecological, social, economic and institutional. This holistic approach to measuring transport resilience and is envisaged to accommodate both qualitative and quantitative indicators. Within this framework, data were gathered via analysis of secondary sources and nine key informant interviews. The interview participants were from public sector agencies responsible for managing aspects of the region’s transport network, the private sector and one social service provider.
