GYPSY AND TRAVELLER PITCHES EACH INCORPORATING A MOBILE HOME AND A TOURING CARAVAN Location: THE MEADOWS THRAPSTON ROAD BYTHORN PE28 0QY Applicant: MR WAYNE SIGGERY Grid Ref: 505021 276109 Date of Registration: 21.11.2016 Parish: BYTHORN AND KEYSTON RECOMMENDATION - APPROVE SUBJECT TO CONDITIONS This application is referred to the Development Management Committee (DMC) in accordance with the Scheme of Delegation as it is recommended for approval contrary to the Parish Council's objection. Consideration of the application was deferred at the 19th June meeting to allow all those that have made representations sufficient notice to prepare for the meeting and register to speak. 1. DESCRIPTION OF SITE AND APPLICATION 1.1 The application site relates to an area of land to the south west of Thrapston Road close to the junction with Toll Bar Lane to the north east, and to the north west of Bythorn village. The site is in the countryside approximately 0.7km from the village of Bythorn close to the A14 trunk road which is to the south and south west of the site. To the north east is Thrapston Road and immediately adjacent to the north-west is a 1 pitch traveller site (see detail below). 1.2 The site is currently paddock land which is well screened by trees and planting that bound the site and Thrapston Road to the north. The site is elevated from the A14 which is over 110m to the south of the southern boundary of the application site. No clear views of the site are obtained from the A14 itself. The adjacent existing site known as The Meadows can be seen in glimpse views from Toll Bar Lane to the south of the A14 (B663) however the site is well screened by vegetation. 1.3 The application is for 3 no. Gypsy and Traveller pitches each incorporating a mobile home and a touring caravan. The description of the application was amended to clarify that the site was for the use by gypsy and travellers. Access is proposed through the existing access that serves the adjacent site. No amenity buildings or dayrooms are proposed. A small fireproof store shed is proposed and the details of this will be secured by condition. 1.4 For reference within this report the term "travellers" is used and means "gypsies and travellers" in accordance with the Planning Policy for Traveller Sites (August 2015) document (PPTS). 2. NATIONAL GUIDANCE 2.1 The National Planning Policy Framework (2012) sets out the three dimensions to sustainable development - an economic role, a social role and an environmental role, and outlines the presumption in favour of sustainable development. Under the heading of Delivering Sustainable Development, the Framework sets out the Government's planning policies for: building a strong, competitive economy; ensuring the vitality of town centres; supporting a prosperous rural economy; promoting sustainable transport; supporting high quality communications infrastructure; delivering a wide choice of high quality homes; requiring good design; promoting healthy communities; protecting Green Belt land; meeting the challenge of climate change, flooding and coastal change; conserving and enhancing the natural environment; conserving and enhancing the historic environment; and facilitating the sustainable use of minerals. 2.2 Planning Practice Guidance (PPG) contains national planning guidance on different categories and each category contains sub- topics on all planning matters. 2.3 Planning Policy for Traveller Sites (PPTS) (revised August 2015) which should be read in conjunction with the National Planning Policy Framework sets out the Government's planning policy for traveller sites. The Governments overarching aim is to ensure fair and equal treatment for travellers, in a way that facilitates the traditional and nomadic life of travellers while respecting the interests of the settled community. This is because the 2017 Consultation Draft is the latest Council position, and subject to public consultation in July and August 2017. It is considered that the remainder of the Development Plan policies all relate to matters of detail; those policies are though considered to be broadly consistent with the NPPF principles and so significant weight can be apportioned to them. 3.7 In the view of officers, limited to moderate weight can be given to the Stage 3 draft Local Plan to 2036 policies together with the 2017 Local Plan to 2036 Consultation Draft although it is noted that, with the exception of Stage 3 draft Policy LP12 and 2017 draft Policy LP26, which set out a criteria based approach to new proposals, those policies relate mainly to 'detailed' matters as opposed to the principle of the development. 3.8 Full weight must be given to the PPTS and the NPPF and PPG.
