SAILING INSTRUCTIONS

1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing , the Special Regulations of Australia (YA) and the Yardstick Rules of Yachting Victoria (YV).

1.2 The Equipment of Sailing Rules will apply.

2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board(s) located at Port Melbourne Yacht Club and also via the club web site www.pmyc.asn.au

3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 1200 on the day it will take effect, except that any change to the schedule of races will be posted by 1700 on the Friday before it will take effect.

4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the signal mast of the club.

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.

5 SCHEDULE OF RACES 5.1 Refer to the Port Melbourne Yacht Club Sailing calendar season 2013 – 2014. The scheduled time of the warning signal for the first race on each day is 14:00. No warning signal will be made after 16:30 on any day of racing.

5.2 After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least three minutes before a warning signal is displayed.

6 RACING AREAS The racing area will be on the waters of Port Phillip, off Port Melbourne Yacht Club.

7 THE COURSES 7.1 The diagram in Attachment A shows the indicative course, including the order in which marks are to be passed, and the side on which each is to be left. The courses for the day will be set by the Race Officer and illustrated on the Notice Board during brief- ing.

7.2 The course will be shortened in accordance with Rule 32.2(a) and 32.2 (c). If there is no staff displaying a blue flag or shape on a race committee boat when the course is shortened at a mark, you then proceed to the finish line as per the course board. If code flag S is displayed on its own, this means all divisions are shortened, should a divisional flag/s be displayed it shall mean that only those divisions are shortened. This changes rule 32.2. 8 MARKS 8.1 All marks, start and finish will be as displayed on the official notice board during brief- ing.

9 AREAS THAT ARE OBSTRUCTIONS Boats that have started, the start line is classed as an obstruction, passing through it in either direction while an orange flag or shape is displayed will be scored DNF.

No boating zones exist along the shore line starting at Lagoon Pier in an easterly direction towards St.Kilda extending on average 50 metres to seaward. They are designated at the sea mark by a yellow pole with diagonal cross. Any boat entering the no boating zone area while racing will be scored a DSQ. See the Briefing Board for details.

There is also a 75 metre Waterside Restricted Zone around Station Pier.

10 THE START 10.1 Races will be started by using rule 26 with the warning signal made 3 minutes before the starting signal.

10.2 The starting line will be between a staff displaying an orange flag or shape on the committee boat at the starboard end and the port end starting mark.

10.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.

10.4 A boat starting later than 2 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4.

11 THE FINISH

The finish line will be as notified on the Briefing Notice Board prior to each day’s racing. It will be either: between the Port Melbourne Yacht Club tower and a finishing mark; or, between a staff displaying a blue flag or shape on a race committee boat and the port end finishing mark. The finish line is an obstruction and any boat sailing through it in either direction, other than when finishing, shall be disqualified.

12 PENALTY SYSTEM 12.1 For the class(es) rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13 TIME LIMITS AND TARGET TIMES 13.1 Time limits and target times are as follows: Class Time limit Finish Target time limit time All Classes 35mins 30mins 25mins

If no boat has passed the Finish within the finish time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a).

13.2 Boats failing to finish within 5 minutes after the first boat of her division sails the course and finishes will be scored Did Not Finish without a hearing. This changes rule 35.

14 PROTESTS AND REQUESTS FOR REDRESS 14.1 Protest forms are available at the race office. Protests and requests for redress or reo- pening shall be delivered there within the appropriate time limit.

14.2 The protest time limit is 90 minutes after the last boat has finished the last race of the day.

14.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses, subject to the availability of the Race Management Team. Hearings will be held at Port Melbourne Yacht Club.

14.4 Notices of protests by the race committee or protest committee will be posted to in- form boats under rule 61.1(b).

14.5 Breaches of instructions 10.3, 16, 19, 20, and 21 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disquali- fication if the protest committee so decides. The scoring abbreviation for a discretion- ary penalty imposed under this instruction will be DPI.

14.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered.

(a) within the protest time limit if the requesting party was informed of the decision on the previous event day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66.

14.7 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

14.8 Decisions of the protest committee will be final as provided in rule 70.5.

15 SCORING 15.1 The Low Point System of Appendix A will apply.

The scoring system is based on YV yardstick and all boats will be provided a result based on corrected time. Where a different class or Division sails a longer or shorter course their elapsed time shall be pro-rated accordingly prior to calculating corrected time on YV Yardstick.

15.2 6 races are required to be completed to constitute a series.

15.4 Race Management and Rescue Boat Duty (RBD)

When a boat’s crew participates in running the day’s racing their boat will be entitled to receive for that day points equal to the average of it's top 3 placings in the series provided that all members of the crew do duty and:

It is their scheduled day for duty or they have swapped with another boat and notified the organiser of the roster (Schedule) prior to the day. or they have been asked to do duty to fill in for a crew who have not reported for duty (this request will probably be made during the briefing).

Boats whose crews don't report for and do RBD for which they have nominated will be scored DNC.

Boats whose crew report for their scheduled RBD and are advised that they are not required by the Race Officer are able to enter the days racing without penalty and being recorded as having completed their duty.

All boats crew are required to nominate for RBD for PMYC organised event such as club racing or regatta to be eligible for a series result.

16 SAFETY REGULATIONS 16.1 Signing on and signing off is an integral part of entering. Signing on and off is done by either: entering your boat in the TopYacht OnWater System & confirming the on screen information is correct & that your sign on/off has registered; or manually signing off.

Information sheets are available to record a DNS, DNC, DNF, an executed penalty etc. On the day of racing skippers shall sign off after each race or sequences of back to back races.

Each skipper when arriving on shore who does not sign off before protest time is sig- nalled will score a penalty of DNF.

16.2 A boat that retires from a race shall notify the race committee as soon as possible.

17 REPLACEMENT OF CREW OR EQUIPMENT 17.1 Substitution of competitors will not be allowed without prior written approval of the Race Officer.

17.2 Substitution of damaged or lost equipment will not be allowed unless authorised by the Race Officer. Requests for substitution shall be made to the committee at the first rea- sonable opportunity.

18 EQUIPMENT AND MEASUREMENT CHECKS Boats shall comply with the measurement requirements of their class and must be able to produce a valid measurement certificate at the request of the Race Officer prior to Saturday 22nd of November 2014.

19 ADVERTISING Advertising will be restricted to Category A. Boats may be required to display advertising chosen and supplied by the organising authority.

20 SUPPORT BOATS 20.1 Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, gen- eral recall or abandonment.

20.2 Support boats shall clearly identify themselves with the Race Officer prior to entering the course area.

21 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

22 PRIZES Prizes will be given at the discretion of the Chairman of the Sailing Committee and as approved by the General Committee.

23 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organising authority will not accept any liability for material damage or per- sonal injury or death sustained in conjunction with or prior to, during, or after the re- gatta.

24 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5,000,000 per event or the equivalent.
