Issue Brief April 13, 2021 Japan-UK: “Progressive” Ties and a Case for Britain in the CPTPP Jagannath Panda The UK’s entry into the landmark CPTPP agreement, led by Japan, could be a breakthrough in advancing Britain’s global ambitions as an independent trading nation and encourage a stronger cross- continental collaboration. It would not only act as a gateway for the UK to become an active player in the Indo-Pacific, but also substantiate the global overture of Japan-UK ties and strengthen their collaboration in the face of shared challenges. It can, in other words, help transform an already strong Japan-UK relationship into a global partnership. Abstract The relative advantage among industries has changed remarkably and is expected to bring the alternatives of progressive and declining urban structural change. The emerging industries to utilize ICT, AI, IoT, financial and green technologies foster the social innovation connected with reforming the urban structure. The hypotheses of the shrinking city forecast that the decline of main industries has brought the various urban problems including problems of employment and infrastructure. But the strin- gent budget restriction makes limit the region on the social and market system that the government propels the replacement of industries and urban infrastructures. By developing the two markets model of urban structural changes based on Tanaka (1994) and (2013), we make clear theoretically and empirically that the social inno- vation could bring spreading effects within the limited area of the region, and that the social and economic network structure prevents the entire region from corrupting. The results of this model analysis are investigated by moves of the municipal average income par taxpayer of the Tokyo Area in the period of 2011 to 2014 experimentally. Preface Professor Maki Kawai Chair, MSF Steering Committee Director General, Institute for Molecular Science Professor Emeritus of the University of Tokyo Cultivating new horizons for Condensed Matter Science The Millennium Science Forum (MSF) was established based on the voices of senior scientists who lead the modern research with the intention of cultivating new horizons for Condensed Matter Science. On this occasion of 20 years of the MSF, we would like to show the how the mission of the MSF was conceived and what was attained by twenty-two talented prize winners. The start was in 1998, when Professors Noboru Miura, Hidetoshi Fukuyama, the late Koichi Kitazawa and Sir Peter Williams met in Tokyo and came up with the idea of the MSF which was started in the following year, 1999. The Sir Martin Wood Prize was set as the core program of the MSF and Mr. Yasunobu Nakamura of NTT, currently Professor of the University of Tokyo, became the 1st awardee. In November 2018, the twentieth Sir Martin Wood Prize will be awarded to Associate Professor Yoshihiko Okamoto of Nagoya University. Here we showcase twenty-two Prize Winners with their achievements and their development since the MSF was founded. Successful advancement in their personal careers indicates the promotion of Condensed Matter Science and individual descriptions of their research represents the development of Condensed Matter Science itself in two decades.
