EFFECTS: A. AFFECTED POPULATION (TAB A) • As of 21 December 2012, a total of 711,682 families / 6,243,998 persons in 3,064 Barangays / 318 municipalities / 40 cities / 34 provinces of Regions IV-B, VI, VII, VIII, IX, X, XI, XII, CARAGA and ARMM were affected. • The total number of population currently served inside and outside the evacuation centers is 206,450 families / 834,181 persons. DAMAGED HOUSES (TAB C) • A total of 168,227 damaged houses were reported in Regions I, IV-B, VI, VII, X, XI, XII, ARMM and CARAGA. Of which 101,758 were partially damaged while 66,469 were totally damaged D. COST OF DAMAGES (TAB D) • The estimated cost of damages to properties is PHP34,409,411,197.07: infrastructure PHP7,833,386,310.00; agriculture PHP26,526,663,474.07; private properties PHP49,361,413.00 E. STATUS OF LIFELINES (TAB E) • Nine (9) bridges and one (1) road are currently not passable • Twenty-nine (29) areas are still experiencing power interruption • Areas in Davao Oriental namely East Coast Cateel, Boston, Caraga, Baganga are still having interrupted communication lines • Six (6) areas in Region X, CARAGA and ARMM are still experiencing water disruptions F. DECLARATION OF STATE OF CALAMITY (TAB F) • The President declared the State of National Calamity thru Proclamation No. 522, dated December 7, 2012 in the following area: Provinces (8): Siquijor, Misamis Oriental, Misamis Occidental, Compostella Valley, Davao Oriental, Cotabato, Surigao del Sur and Agusan del Sur - through Sangguniang Panglalawigan Resolutions Municipalities (44): eight (8) in Palawan, one (1) in Cebu, eight (8) in Lanao del Norte, nine (9) in Misamis Oriental, two (2) in Misamis Occidental, three (3) in Davao Oriental, five (5) in Davao del Norte, seven (7) in Agusan del Sur, one (1) in Cotabato - through Sangguniang Bayan Resolutions Cities (3): Gingoog City and Cagayan de Oro City in Misamis Oriental and Bislig City in Surigao del Sur - through Sangguniang Panglungsod Resolutions IV. EMERGENCY RESPONSE MANAGEMENT A. Meetings Conducted • Emergency Meeting re Preparedness Measures for Typhoon "BOPHA" was held at the NDRRMC Operations Center on 02 December 2012 at 2:00 PM. It was attended by OCD, PAGASA, DILG, DOH, DSWD, AFP, PNP, PIA, BFP, PCG, PRC and MMDA. • NDRRMC conducted Meeting to Provide Inputs and Actions Taken on the President's Directives on the Effects of TY "PABLO" held at the NDRRMC Operations Center at 9:00 AM on 17 December 2012, attended by OCD-Training, OCD-OPNS, DepEd, BFP, PCG, DILG, DOH, PNP, PAGASA, AFPCC, PRC, DOH-HEMS, PCG, DSWD, DPWH and PHIVOLCS. • Chairperson, NDRRMC and SND Volatire T. Gazmin with Exec. Dir., NDRRMC and CDA Usec. Benito T. Ramos met with Mr. Sanny Jegillos of UNDP regarding the assistance from UNDP to TY "PABLO" affected communities. • DOH conducted Briefing of Response Team from the other Regions for deployment to Compostela, Monkayo and New Bataan and a meeting with the new partner from Australia that will provide assistance in water quality monitoring. • DOH WASH Team conducted cluster meeting with UNICEF, ADRA, Phils., CRS, World Vision, ACF, WHO, PRC, HRC/OXFAM). • RDRRMC ARMM held an Emergency/Special Meeting at ORG, ARMM re preparations for TY "PABLO" • OCD XI attended the Joint Shelter Cluster Meeting regarding shelter concerns held at Seminar Hall DSWD XI Davao City and attended orientation of cluster approach in collaboration with UN-OCHA participated by Joint Cluster Goods & NGOs at Seminar Hall, DSWD XI B. Search and Rescue (SAR) and Evacuation Operations • SAR operations were concerted efforts of PCG, AFP (NOLCOM, WESTCOM, CENTCOM, WESTMINCOM, EASTMINCOM, PAF and NAVFORSOL), BFP and PNP with a total of 164,331 families/702,746 persons evacuated to the designated evacuation centers established in various affected areas and outside evacuation areas (relatives and friends) and with 134 persons rescued • Below are assets from AFP, PNP, PCG, and BFP deployed to Davao Provinces, Negros Oriental, Compostela Valley, Surigao and Agusan Provinces for SAR operations Personnel 1,475 Vehicles 11 Aircrafts 11 Seacrafts 11 Other Assets 1,503 • Task Force Maritime Search and Rescue SarGen is continuously conducting search and rescue operations for the remaining missing fishermen • MMDA Rescue Team assisted MDRRMC New Bataan in the Search and Rescue as well as retrieval operations in Compostela Valley and Davao Oriental. • PRC Response/First Aid Management helped in the evacuation of individuals in the different affected areas • AFP (67IB and 701st BDE) conducted SAR and retrieval operations at Boston, Davao Oriental. • PCG-manned BFAR Patrol Boat MCS-3005 rescued four (4) survivors and recovered one (1) dead body; BFAR Patrol Boat (MCS-3009) scoured the waters of Surigao and Mati City, Davao Oriental. • PCG K-9 Search and Rescue dogs with handlers were deployed for SAR and retrieval operations in New Bataan, Compostela Valley, under the operational control of 10th Infantry Division of the Philippine Army • Phil. Navy stationed in Surigao del Norte retrieved three (3) fishermen from General Santos City in the custody of foreign vessel Reefer Calya Portese en route to Tokyo, Japan. The said fishermen were confined in CARAGA Regional Hospital. • NBI Forensic experts were dispatched to severely affected areas for the conduct of DNA Examination particularly to those unidentified victims rescued PNP • PRO 4-B - PPO Romblon provided police assistance to stranded passengers of MV Querubin of Montenegro Shipping Lines which was stranded in Romblon Port’; PPO Palawan provided police assistance in the evacuation of 20 families from Bgy. Coron, Palawan to the Coron Gymnasium, 7 families from Bgy. San Francisco Laga, Roxas, Palawan to Roxas Gymnasium and 40 families from Arceli, Palawan. PRO 8 Abuyog Police Station, Leyte Provincial Police Office conducted SAR operations in Brgys. Bagacay, Bulak, Kikilo, San Roque and Brgy Sta. Lucia. • PRO 9 Regional Public Safety Battalion (RPSB 9) in coordination with BFP and 14th Div Recon Coy rescued stranded villagers in Vitali District, a village near the border of Zamboanga Sibugay. Zamboanga City Police Office (ZCPO) was dispatched to Sitios Tamion, Bataan, Taloptap, Tamaran, Camino Nuevo, Miami all in Brgy. Vitali, Zamboanga City and rescued 92 affected families who were brought to their designated evacuation center in Vitali Church. • PRO 10 Regional Public Safety Battalion (RPSB 10) conducted rescue and evacuation operation in various areas in Cagayan de Oro City utilizing 1 Patrol Hilux and other available SAR assets and assisted in the clearing of roads and highways from debris and other ruins in Brgy. Balulang, Cagayan de Oro City. RMU 10 six (6)-man SAR Team conducted search and rescue operations at Bgy. Consolacion, Cagayan de Oro City and was able to help more or less 100 residents stranded due to increasing water level at CDO River • PRO 11 Regional Public Safety Battalion (RPSB 11) SAR Teams augmented the LDRRMC of Davao Oriental for the SAR operations. Crime Laboratory Office X1 provided 10 personnel to PPO Compostela Valley and 4 personnel to PPO Davao Oriental for disaster victim C. RELIEF AND RECOVERY OPERATIONS 1. CAMP COORDINATION MANAGEMENT (DSWD – Lead Agency ) • DSWD Field Offices sustained mobilizing regional QRTs and SWAD teams to provide technical assistance to LGUs along with rapid assessment, disaster reporting, relief distribution, camp management, and psychosocial interventions. • As of 21 December 2012, combinned amounts of assistance from DSWD, LGUs, DOH, NGOs/INGOs and NDRRMC amounting to PHP184,324,717.20: broken down as follows: Agencies Cost of Assistance DSWD PHP83,203,357.20 LGUs PHP50,476,615.71 DOH PHP32,832,234.96 NGOs/Other GOs PHP14,306,802.40 NDRRMC PHP3,505,706.93 TOTAL PHP184,324,717.20 (Details on Tab G) • A total of 1,215 evacuation centers were activated at the height of the displacements and provided temporary shelter to 164,331 families composed of 702,746 persons. On the other hand, 253,805 families with 1.122 million persons sought shelter outside evacuation centers during the peak of the displacement. On the other hand, 203,969 families with 822,493 persons are still outside temporary shelters (Source: DSWD Report No. 50 Dec.20, 2012/8AM) • DSWD Disaster Assistance Family Access Card (DAFAC) was utilized for the masterlisting and profiling of displaced families for the generation of disaggregated data by gender and age, identification of vulnerable
