1. Introduction and Welcome

After three consecutive seasons being headquarters of the Intercontinental Rally Challenge (IRC), thisyear, 2013,the 37thedition ofRallyIslasCanarias “El CorteInglés” takes a step further andbecomes partof thevery selectclub of qualifying rounds for the European Rally Championship (ERC). Once more, our position inthe calendarallows usthe honor of openingthe calendar of the SpanishChampionship, as well as theregionalandprovincial ones.

The effort made bytheOrganizing Committeeto achieve aplace inwhichis already the secondinternationalrallychampionship more important of the world,has been huge. Perhaps the greatest in its history. But I'm surethatwhen the podium ceremony finishes on Saturday March 23 evening, all the canarians willfeelproud to haverepresented Spain ina competition like theERC. AndI am convinced thatthe collective of racing fans will be even larger, because we are going to see extraordinary pilots.

Forthis endeavor and the results it has produced, I would like to thankall those who are partof the Organizing Committeeand especiallythe figure ofits promoterLuisMonzón. Together we haveachievedgoalsthat seemed impossible,andthe next challengeis already here: making that theRallyIslas Canarias “El CorteInglés”becomes aniconicand essentialtestofthis championship, which in this 2013 revives thanks to thecommitment of theFIAandtheERC.

I do not wantto endmyacknowledgmentswithout stoppinginCarlosGracia’s figure, the firstsupporter of thisrallywhen webecame part of theIRCand now first responsibleofour incorporation in theEuropean RallyChampionship. He did it in his role asvice president of theInternational AutomobileFederation; now,back in frontof theSpanish one, I know that asresponsible for the RallyIslas Canarias “El CorteInglés”we owethe test to bean example anda reflection of whata rallyof theERC must be. Withthis determinationwe have workedthese months.

Of coursethanks to all oursponsors, both public and private, because ina situation like the present, without themit would beimpossible to get ahead with an event of these features. Andgood luck to all the participating teams.Some of them already knowthe of its stage in the IRC and, believe me, they are the best tourist ambassadors we can have, because they are lovers of our islands, their landscapesand theirsections. 7. Fuel / Tyres

7.1 Single Fuel – Ordering Procedure

During the rally, refuelling zone and commercial filling stations is shown in the Road Book and Service Book.

The maximum number of mechanics authorised to help for the refuelling procedure must be two (2), and complete fire-resistant approved overalls it's recommended. According to the RFEDA 2013 Regulations, an ID wristband will be deliveredto each mechanic, which gives access to the refuelling area.

These mechanics are requested to be duly identificated with accreditations, that will be issued by the Organisers.

7.2 Tyres

During the running of the Rally, only moulded tyres according to the Art.60 of 2013 FIA Regional Rallies Championships Sporting Regulations.

A maximum of 6 tyres will be allowed per vehicle between Service Park. The Organisation will mark these tyres on each Service Park Start.

It is forbidden to change tyres between the Service Parks, unless it is the spare tyre that the racing car has. This change has to be done by the driver and/or co-driver.

Between the start from the Leg 1 & 2 and the Service Park, and from the Service Park and the arrival of the Leg 1 & 2, the tyres are free.

At any time during the event, controls can be carried out to verify the conformity of the tyres.

12. Reconnaissance

12.1 Procedure for registration

Reconnaissance must be done with cars according to Art. 25 of 2013 FIA RegionalRallies Championships Sporting Regulations.

Organisers will give a reconnaissance vehicle identification sticker and time card together with the reconnaissance documentation to all entrants to Monday 18th March, from 18:00 to 20:00 h.

Reconnaissances sticker must be affixed during reconnaissances on the top right of the front windscreen.

Special Stages will be supervised by Rally Officials and competitors must follow their instructions. During reconnaissances crews must stop at the start of each stage, which will be duly signposted. Rally Officials will stamp the reconnaissances time card in order to record every run on each special stage.

The presence of drivers and/or co-drivers on a special stage, anyway will be considered as reconnaissance.

It is allowed to film the SS during the Reconnaissances.

Schedule: Reconnaissance for all drivers will take part on Tuesday19th March from 09:00to20:00handWednesday20thMarch,from09:00to17:00h.

Reconnaissances will be limited to a maximum of two (2) times per Special Stage, even if it is run 2 times during the rally, at a reduced speed and fully respecting the Road Traffic Laws in Spain. In no circumstances may crews drive in the opposite direction of the rally on the special stages.

12.2 Specific and/or national restrictions – Speed limit on the SS

The maximum speed during reconnaissances of special stages is fixed at 80km/h except when it exist speed limit signs and through villages or towns.

It is emphasised that reconnaissances is not practice. All the Road Traffic Laws in Spain must be strictly adhered to and the safety and rights of the other road users must be respected.

Reconnaissance vehicles must be covered by the insurance as required by current legislation. No responsibility can be imputable to the Organisers.

12.3 Installation of Speed Control Checking Devices / GPS

All drivers are required to carry a GPS tracker unit in their cars. Details of the fitting time and location for these devices are detailed in the Programme.

GPS Tracker Unit Manipulations

Any attempt to tamper with, to manipulate or to interfere with the tracking device fitted to the reconnaissance car or any device that fails to record a trace due to external interference, will be reported to the stewards who may impose a penalty up to exclusion.

13. Scrutineering, sealing and marking

13.1 Scrutineering venue and timetable

The Cars must be presented to the scrutineers with the rally plates, competition numbers, optional advertising will be affixed at Santa Catalina Park.

Entrants on the Shakedown Day: Wednesday, 20th March Location: Plaza de Canarias. Service Park Time: 18:00 to 22:00 h.

Rest of Drivers Day: Thursday, 21st March Location: Santa Catalina Park Time: 15:00 to 18:00 h.

13.2 Mud flaps

According Appendix J Article 252.7.7

13.3 Windows / Nets

It is allowed to use the silvered or tinted Films on the side and rear Windows ando n the glass sunroof.

13.4 Driver’s safety equipment

The control of the Hans, the driver helmets and safety equipment will take place at the entrance of the TC-0 prior to the start of the Rally.

13.5 Installation of Safety Tracking System

It is compulsory to use the GPS for all entrants.

13.6 Final Scrutineering

Cars subject to final checks (by the decision of stewards) must have one representative of the entrant as well as mechanics (in case of dismantling) present at the final scrutineering.

Shakedown Entries:

ERCentry fees include the Shakedown.

Non ERC entrants: 200€ (with advertising) o 400€ (without advertising).

The same Shakedown stage will be used for all drivers.

Non priority drivers who want to participate at the Shakedown should send the application form and a copy of the bank transfer receipt to the Permanent Secretariat by fax or e-mail. They should be received before closing date for Shakedown registrations (Wednesday 20th March at 18:00).

Crews must wear helmets and competion numbers and rally plates must be affixed.

Please note that any person on board the car during the Shakedown who is not entered for the rally as entrant of the stage, won’t be responsability of the Organisation.

15. Ceremonial Start Procedure

The Ceremonial Start is compulsory for all competing cars and will take place on Thursday 21stMarch at 20:30h at Santa Catalina Park.

The crews must park their cars in pre-park near by the ceremonial start podium during following times from 19:30 to 20:00h. This parking zone will be closed and under vigilance.

The ceremonial start will be carried out in numerical order, starting with the highest number. The start interval at the Ceremonial start will be minimum 30 seconds for all drivers. Competitors are required to wear their approved overalls.

If a crew is unable to participate in the ceremonial start due to a justified cause, it will be permitted to start the remainder of the rally on Friday morning at its allocated time provided that has been authorized by the Stewards and subject to passing the necessary scrutineering checks. The drivers must still attend the ceremonial start in overalls (without car).

To arrive to the Ceremonial start with a delay up to 15 min. will entail a cash penalty of 120 €.

After de Ceremonial Start in Sta. Catalina park, rally cars can be driven to the Service Park in order to park each car in its particular service area or wherever the team decides.

15.1 Start Procedure

Friday, 22nd March

According the Start list for Leg 1. Minimun 1st 10 cars (FIA and ERC drivers) will start at two minutes intervals. All other drivers will start at one minute intervals, according Art. 45.5 of the FIA European Rally Championhip/Cup Regulations.

Saturday, 23rd March

The start order for Leg 2 shall be basedon the classification at the finish of the final special stage of Leg 1. Minimun 1st 10 cars (FIA and ERC drivers) will start at two minutes intervals. All other drivers will start at one minute intervals, according Art. 45.5 of the FIA Regional Rallies Championhips Sporting Regulations.

16. Finish Procedure

Finish of the rally will be at TC14B (time control before podium). From this point all cars are subject to Parc Fermé rules and have to follow Marshals instructions.

18.2 Accreditation procedure / Criteria and Deadline

Application forms for Media Accreditation will be admitted until 27st February 2013.

All incomplete applications, received by fax or sent past the deadline, will be refused.

Each Media can request three accreditations at the most. The Press Office will consider each radio station’s necessities separately.

The criteria that allow the applications approval, are detailed in the “documents attached” declaration form (second page of the Application Form for Media Accreditation). The Media reports itscommercial nature. The Media should also attach an official letter signed by its chairman, with all details of the journalists who will be accredited and a dossier of published articles about the last Edition of the Rally Islas Canarias “EL CORTE INGLÉS” in 2012, the ERC and/or Spanish Championships (in 2012). Besides, they have to send a copy of their Press Identification, and in photojournalism cases, a copy of their license of professional services insurance of the R.F.E.D.A.

U.D. Radio is the official radio station of the Rally Islas Canarias. The program “Pole Position” (M-F 19:00-20:00) will do a special monitoring of the 37th Rally Islas Canarias. Climate in Gran Canaria

The Gran Canaria’s Climate is characterized by an average annual temperature between 18 and 25ºC, with an estimated annual rate of 2.700 hours of sunlight, and a fresh and humid wind, coming from the Azores´ Anticyclone, the trade winds.

Due to the unusual relief of the island there can be found a great variety of microclimates. On the southern slopes of the island, in coastal areas, the climate is dry and sunny almost all year round. In areas of higher altitude, the influence of the sea is reduced and the clouds are detained by the mountains; that produces great variations of temperature from the temperature of Midlands or valleys and subtropical forests to the highest areas, where the temperature can reach 0ºC. This allows people to enjoy completely contrasted climates in two different areas of the island.
