    Estimating the Value of TV Broadcast Licenses for the Upcoming FCC Incentive Auction November 23, 2015 Abstract The Federal Communications Commission was granted the power to organize a spectrum auction—the Incentive Auction—in order to repurpose a portion of the 600 MHz spectrum, currently being used by television broadcasters. Television broadcasters can participate in the Incentive Auction and potentially share a portion of the proceeds of the Incentive Auction. Television broadcasters can also choose not to participate or drop out of the process as the Auction is being conducted and risk being repacked in a lower frequency spectrum. As a result, the Incentive Auction has created certain opportunities and uncertainties for television broadcasters. The structure of the Incentive Auction does not offer a clear decision to television broadcasters and speculation about the outcome of the Incentive Auction could prove to be a useless exercise. Therefore, television broadcasters are left with two main tasks prior to the commencement of the Incentive Auction: (1) Educate themselves about the rules of the Incentive Auction, (2) Estimate a clearing price—the lowest price they are willing to accept in exchange for relinquishing their FCC license—before participating in the Incentive Auction. This white paper discusses certain important aspects of the Incentive Auction and delves into different factors impacting the value of a typical television station and its primary asset, an FCC license, in the current state of the broadcasting industry. The paper also provides guidance for television broadcasters concerning various methodologies used to value a television station and an FCC license. Ultimately, television broadcasters must be prepared to make an informed decision prior to the upcoming Incentive Auction process.

    List of DirecTV channels (United States) Below is a numerical representation of the current DirecTV national channel lineup in the United States. Some channels have both east and west feeds, airing the same programming with a three-hour delay on the latter feed, creating a backup for those who missed their shows. The three-hour delay also represents the time zone difference between Eastern (UTC -5/-4) and Pacific (UTC -8/-7). All channels are the East Coast feed if not specified. High definition Most high-definition (HDTV) and foreign-language channels may require a certain satellite dish or set-top box. Additionally, the same channel number is listed for both the standard-definition (SD) channel and the high-definition (HD) channel, such as 202 for both CNN and CNN HD. DirecTV HD receivers can tune to each channel separately. This is required since programming may be different on the SD and HD versions of the channels; while at times the programming may be simulcast with the same programming on both SD and HD channels. Part time regional sports networks and out of market sports packages will be listed as ###-1. Older MPEG-2 HD receivers will no longer receive the HD programming.
