Listen , Once again, I come to you as the Supreme Commander asking you to continue the work of the Cooties. We need to get our reports in for all the programs; especially Hos- pital and Membership. If we don’t get these in on time we will lose those members who have paid and are expecting membership cards. My special project at the National Home has been com- pleted, it was to refurbish the water filtration system so the whole campus can have a glass of cold GOOD water to drink. This is very close to me, as I and many of you have been where there is no good water to drink. And I live over the Ogallala Aquafer which has the best water in the world. Also, I have set a personal goal to report to the Com- mander In Chief that the MOC has done $15,000,000.00 in Hospital work this year! I am not sure that is possible, but boy what an impact that would be on those who don’t want us to continue! I just know that if we report all the hours and miles we use to visit Veterans, I truly believe that we would be way over that figure. This may be a dream, but it is my dream for our organization. So please get in all your reports and get your Special projects and MOC-MOCA House paid so you have full voting rights at Convention in Kansas City in July. I look forward to seeing you when I visit some of the Grands.

Listen Up Cooties, I want to thank all the cooties I have had contact with this year for all the hospitality and comradeship shown to me. I will carry these memories with me as prized pos- sessions. Our Supreme Commander Dan Kramer has demonstrated all the qualities of a fun loving brotherly cootie and it has been an honor to serve under him. We are closing another year, so be sure to wrap up this year for our Supreme Commander Dan Kramer. With the help of cooties everywhere we can achieve and surpass our goals. Time is running out with May being the end of our year, so let us get busy and do have some fun. I attended Dan Kramer’s Homecoming in North Platte, Nebraska and the event was packed with activities including a visit to Pals Brewing Company, the Union Pacific’s Bailey Yard in North Platte, the Lincoln County Historical Museum & Village and the Bill Cody Ranch. If you missed this one you missed a good one. Now I look forward to the Grand of Ohio’s Easter Treat at the VFW National Home. I will be visiting several Grand Scratches and look forward to meeting new cooties and renewing old friendships. I hope to see everyone in Kansas City, Missouri.

7 From the Supreme Quartermaster

Listen Cooties, Well Spring is here in Turtle Creek, PA. However, as I write the article it is snowing like crazy and so far we have about 8 inches and do not know when it is going to stop. So much for a weather report. Membership is coming in slowly and the Supreme Organi- zation is only at 86.39%. CCDB’s Quartermaster please do not hold membership. Something to remember when processing membership, if you have a new cootie please send in the cootie application with your transmittal. Too many CCDB’s and Quartermasters are not including the application with your transmittals. This just slows down the process of getting a new cootie into the system. In order for a cootie to go life they have to be cootie in good standing. This has been a problem this year because someone is holding off on processing membership and by the time the transmittal gets to Headquarters the cootie is no longer a member in good standing. We currently have only one Grand that has qualified for All Star, however there are 11 Grands at 90% or better in membership. Remember for a Grand to qualify for All Star they have to be 100% in the following programs: Membership, Hospital work, Donations to the Supreme Commanders Special Project, Donations to the MOC/MOCA Cootie house and Inspections. They also have to finish the membership year with same of pup tents that they had at the beginning of the year. Grand donations to the Supreme Commanders Special Project and to the MOC/MOCA coo- tie house are at 72% and 64% respectively. We have less than 2 ½ months in this program year. The Supreme policy clearly states the each cootie will be assessed $2.00 this year. $1.00 for the Supreme Commanders Special Project and the other $1.00 for the MOC/MOCA house. Remember that all pup tent elections and installations are to have been completed by March 31, 2018. Election reports should be sent (email, fax or hard copy) to both the Supreme Ad- jutant and to Supreme Headquarters. I just checked with our Hotel in Kansas City and we are currently at 49% of our contract- ed number of rooms. Also, remember if you are staying at the Cootie hotel and attending the VFW convention we have contracted for two trips in the morning and two trips in the afternoon for Sunday, Monday and Tuesday, July 22-24, 2018. Cost for a round trip ride is $20.00. The tickets can be purchased from Supreme Headquarters and I can mail you your

8 tickets or give them to you when I arrive at the hotel. If you are coming to the Supreme Convention be sure to check the supply department for the convention specials. Have a lousy Spring and a lousy Grand Convention.

9 From the Supreme Sky Pilot Listen Cooties,

Sheila and I spent the last couple of weekends on the road. We were at the 14th Supreme District meetings and Oklahoma Grand Commander’s Homecomming. Congratulations Coral. We also had a great time at our Supreme Commander, Dan Kramer’s Homecoming.

Sheila and I were very much moved by the story of the North Platte Canteen. We spent some time learning about this remarkable time in our history and of the loving people of North Platte, and the area, who made it happen. The North Platte Canteen may have been the most significant event caring for mili- tary members during WWII.

All these festivatives mean that our Cootie year is fast coming to a close. That means it is time to recognize those who do so much for our mission. One of those is your Sky Pilot. Recommenda- tions for Supreme Sky Pilot of the Year are due. They must be submitted before 1 June, and can be mail your nomination to Supreme or directly to me. As per the program book, I will form a com- mittee to select a winner. Remember, if you don’t take the time to nominate your Sky Pilot, they will never win. A sample nomination letter is provided in the Sky Pilot Manual and Handbook.

Last week at Houston’s MED VAMC I saw an amazing thing. There was a WWII veteran who was having a hard time. When he was brought to my attention, he could hardly stand up and was open- ing packets of sugar and pouring the sugar into a coffee cup lid. I tried to get him to sit down and he politely told me he was okay and was making coffee. I spoke to a young intern and told him I had to step away for a second. As I stepped around the corner the old gentleman poured milk in his lid and all over the counter. It took me about 10 seconds to call for a wheelchair. When I turned to the old man, the intern has handling him with grace and love. He’d keep the gentleman from pouring coffee into his lid. We got the gentleman into a wheelchair and instructed the escort to take him back to his doctor and not leave him until the staff understood the gentleman’s distress. When I turned around, this young intern, he looked to be younger than my daughter, was cleaning up the old gentleman’s ‘coffee mess’ with a smile and all the care of a loving parent.

I like to think we cooties are the very best at caring for our fellow veterans. But, sometimes we find lessons on how it is really done from civilians around us. I was honored to tell the Medical Center director about Doctor Klay Ryman, and his remarkable care for and old gentleman he’d never met.

1. 99th Supreme Scratch and 57th Convention to be held in Overland Park (Kansas City), MO at the Marriott Hotel in Overland Park located at 10800 Metcalf Avenue, Overland Park, MO. You can call the hotel at 800-228-9290 or 913-451-8000 (Front Desk). Please remember to mention Military Order of the Cootie convention in July 2018. If you have any problems making a reservation online please contact the hotel at the numbers listed above. The cutoff date for making reservations is June 29, 2018 2. The 99th Supreme Scratch Advertising Order Form and the Booster MUST be received by Headquar- ters No Later than June 15, 2018. Forms for both are on the Supreme website. You can also email your ad to Supreme Adjutant Gordon Lam – [email protected] and mail the form & check to Su- preme Headquarters, 604 Braddock Ave, Turtle Creek, PA 15145. Be creative. Remember – All forms and money are sent to Supreme Headquarters. 3. All Pup Tents are reminded to forward copies of Election Reports for the 2018-2019 membership year to Supreme Headquarters. Pup Tents without election reports for the New Year are not in good standing and may not be represented at either their Grand or Supreme Conventions. Pup Tents whose election re- ports have not been received 01 May 2018 may be suspended in accordance with the Supreme By-Laws and can be declared defunct if corrective action is not taken by 01 July 2018. While it is the duty of the Installing Officer to forward election reports, Seam Squirrels, both incoming and outgoing, should take it upon themselves to see that this procedure is carried out. No Election Report = no vote. 4. All Grand Commanders are reminded that their Grand must be at least 80% Inspected to have a voice or vote at the Supreme Scratch. Please review the latest Inspection Report. 5. In accordance with provisions of Section 534 of the Supreme By-Laws, all Pup Tents are required to register, in advance, at least one delegate to the Supreme Scratch. Failure to register shall be grounds for the Pup Tent to be declared in arrears to the Supreme Pup Tent and appropriate action will be taken. Advance registration for the Supreme Scratch is $15.00 and $17.00 for registration received after 30 June 2018. No Delegate fee = no vote. 6. On-site registration for the 99th Supreme Convention will begin on 21 July 2018 during the 119th VFW National Convention. Look for the MOC/MOCA booth. 7. Cooties at all levels are reminded that the Supreme Program Book for 2018-2019 administrative year should be available in August 2018 on the MOC website www.LOTCS.org. Care should be taken to secure this copy for further reference throughout the New Year; as there are changes to the Supreme Programs. 8. Membership packets for 2018-2019 are in process and will be mailed in June 2018. They will be mailed to the Grand Quartermaster of record as provided on the Election Warrant. Grand Quartermas- ters are instructed to mail out the individual Pup Tents packages to their respective CCDB’s. Pup Tents that have not sent in an Election Warrant, have not secured a Bond for the office of CCDB, or have less than nine (9) members will not receive a packet until these discrepancies have been corrected. 11 9. The Supreme Commander invites all Cooties at all levels to join us in Kansas City to participate in the V.F.W. Patriotic Celebration. The uniform will be: Cootie hat, Cootie shirt (any style), and black pants. The Patriotic Celebration takes place Tuesday evening at the convention center – details to fol- low. Subject to change. 10. All Supreme Officers and Chairmen are required to submit in writing a report detailing their activi- ties no later than thirty (30) days before the start of the Supreme Convention. Reports are submitted to the Supreme Adjutant. Deadlines for submitting reports are 25 June 2018. 11. The Grand Commanders and Quartermasters will receive one email towards the first week of June showing what information is missing from their respective Pup Tents. No Election Reports, No Inspec- tion, No Convention Registration. 12. ATTENTION: Grand Commanders, Supreme Council Members and Past Supreme Commanders. Look hard at the Registration Form. If you want to have your own vote, register as such. If you register as a Pup Tent Member, that’s what you are. If you plan on flip flopping votes, you will need to register more than once.

17 Jerry Constable Candidate for Supreme Judge Advocate

Jerry joined the VFW while stationed at Yong San Garrison, Seoul, South Korea in 1995. Since that time he has enjoyed the privilege of serving veterans in many capacities. He first joined the Military Order of the Cootie in 1998 while stationed at Dyess AFB in Abilene, TX. His first pup tent was Three Acres Pup Tent 36 hosted by VFW Post 6873. He served the Pup Tent as their Sky Pilot from 1999 through 2001. He had the distinction of being honored as an All-American Post Commander in 2001. He was also the District 6, MOC, Surgeon at the same time and was appointed as an Assistant to the Horny Toad Chairman for the Grand of Texas which he held until 2007. He is still an active supporter of the Grand of Texas’ program supporting the transportation program, as the only “authorized” salesperson of official Horny Toad jewelry outside the Grand of Texas. Jerry has served the Supreme organization as the Judge Advocate from 2005 through 2010 and again since 2015 serving under eight Supreme Commanders as well as being the Supreme Shirt Reader under Past Supreme Commander T. P. “Shorty” Lyons. He has served as Supreme Commander 2012-2013 and most recently as the Grand Commander of Ohio. Jerry is married to Julie Constable, his friend and soulmate for 32 years. They have three adult children, Megan, Nathan, and Cody – all of whom are members of MOCA 83.

19 Allan T. Perkins Supreme Chaplain Nomination

Allan has dedicated his life to service. First serving his country with a 25 year career in the United States Air Force, and retir- ing in 1991 as an MSgt. Since 1966 and while in the Air Force, Allan served civilian churches and military chapels in a wide range of positions. He continues this service to this day, pres- ently serving his local church as a church board member. After his retirement, Allan continued to serve as a comrade in the VFW and MOC. He sees his work as a Chaplain in the VFW and Cooties as an avocation; having served as a Coo- tie Sky Pilot for over 22 years and a VFW Chaplain for over 24 years. Allan has served the VFW as chaplain on the post, district and assistant department levels. He has also served as a Cootie Sky Pilot at the pup tent, district, grand, supreme district, and supreme levels; presently serving as Sky Pilot for Pup Tent 11, the Grand of Texas, and as Supreme Chaplain. At the request of Supreme Commander Dave Wimmer, Allan developed the standardized get well and sympathy notes for Grand Sky Pilots to use. Allan’s efforts as Supreme Chaplain include leading a team of Sky Pilots to develop the new MOC Sky Pilot’s Manual and Handbook, which provides detailed instructions and samples; making the job of serving Cooties as a Sky Pilot much easier. Allan works several times a week serving veterans as a volunteer at Houston’s Michael E. DeBakey VAMC. In March 2015, out of 1300 volunteers, Allan was honored by the medical center as Volunteer of the Year. His dedicated service to his comrades was recognized by the Sons of the American Revolution who awarded him their Citizenship Medal and Service to Veterans Medal. This year, the Chapel of the Four Chaplains Memorial Foun- dation presented him with their Legion of Honor Humanitarian Award (for life time achieve- ment). He also has been presented the MOC Knights Hospitalier Medal. Allan is a dedicated, experienced chaplain who is humbled and eager to continue servicing as Supreme Chaplain.

Spring has Sprung, and flowers are in bloom and pollen is everywhere; but I love it. The beauty of Spring is so cheering as it’s God’s sprinkle of color everywhere to cheer the soul after a dismal winter. I’m getting ready for Easter, already dec- orating the house (that is, Jim is decorating) and I’ve been on the road attending Conventions... We are preparing for a new Cootie Auxiliary year and visits to Grands are beginning. If you have questions, ask your Supreme Representative. District and Grand please assign a page to your Supreme Representative as she does not know your area or what your plans are for meetings. Grand and Auxiliary Presidents, by now you should have elected and installed your newly elected Officers. Congratulations to all. Presidents Elect you have stepped up and become responsible for your Auxiliary and its members. Read your Bylaws carefully and when in doubt ask your Grand or Supreme Officers for guidance. Remember that the new Grand Auxiliary Officers take office the day following your election and installation.Auxiliary Offi- cers do not take office until after the Grand Convention. Just a note:The Installing Officer cannot be the incoming President because she/he cannot install themselves. All audits and chairmen are appointed prior to your Installation. Have your Secretary and Treasurer ready for those Supreme Inspections with books, bank statements, audits submitted (unsubmitted audits make you not in good standing), all IRS 990’s filed and that your EIN is available. Once the new officer and chairmen take office ensure they have the tools to work with. All reports from previous chairmen should be turned over. Make sure each month to “read” the President’s message on the lotcs.org website; General Orders and Cootie Courier Messages. I want to Thank You All for your gracious support and giving to my Special Projects. I had the privilege of visiting with Matt Littrell the owner of Valhalla Ranch and it has an amazing view that is perfect for horses and Veterans to blend and heal.

September Message 21 It’s a GREAT MOCA day! This year is started off well. I am seeing inspections come in and one Grand is already at 100%.

I have just returned from Caring and Sharing in Pittsburgh, PA. What an awesome event and it is such an honor to represent you all. For years I have heard of this event and did not know what it exactly was. I’ll share with you what happens and how enjoyable it was. It’s a four (4) day event sponsored by many veteran organizations. The Supreme Commander Dan and I were invited to be there on Friday the 8th. This is for our hospitalized Veterans who are brought by their medical facilities at 9:00 AM to the Gateway Clipper Fleet at Station Square and checked in. Then they are given a Caring and Sharing ball cap, treated to refreshments and social time before boarding. Once underway, a gangway is lowered over the water and Commander Dan and I, along with the Pennsylvania Grand Commander, proceeded down a 12-foot gangway where a wreath was dropped overboard in memory of our Veterans. Afterward, dinner was served followed by dancing with the patients. We talked to all Veterans. They were so sweet and a couple a bit rambunctious. Our Veterans were given gifts and upon return to the dock we got to shake each one’s hand and thank them for their service to our country. This is such an awesome event and an honor to be invited to attend. Our Supreme Commander was appointed Captain of the boat and he did a great job.

Our Saturday night banquet theme is “Cowboy and the Southern Belle” so let’s have fun. My Homecoming will be at Tomb Trek on Sunday afternoon, 5 November from 3-5 PM, in the North Carolina Hospitality Room.

Just a housekeeping note, “Please” have the Grand Secretary send your General Orders, a list of events to all the line Officers and your Representative request in the packet for me. If some Convention details are not available it can be amended. The Treasurer’s report was due at the end of August. When inspected, ensure a copy of the bond, audits, three (3) months of bank statements, CD statements, EIN’s, date 990 date filed and receipted are available. Inspectors will sign and date all documents. Remember if a motion was made involving money, ensure the dollars voted upon were sent. Members I’m asking for your help. Let’s let this be the year we make a 100% by interacting with our VFW’s more. We can get those new members and stand up new Auxiliaries.

“Our Veterans Are Like Rare Pearls of the Sea - You Are My Angels” From Supreme MOCA Hospital Commissioner Janis Wimmer Auxiliary members, Can you believe that another year is almost over? I noticed that not all auxiliaries are us- ing the current forms. The old forms are no longer valid. All forms are on the MOC/MOCA website. Please use the correct forms so that your auxiliary will receive the proper credit that they are due. All auxiliary chairmen should be sending in monthly reports to their Grand Chairmen to be received by the last day of the month. Grand Chairmen and auxiliaries not in a Grand should be sending in monthly reports to their District Hospital Commissioners to be received by the 10th of the month. District Hospital Commissioners need to make sure that their monthly report is to me so it is received by the 20th of the month. Some auxiliaries have not reported this year. Every auxiliary should have reported by now. MOCA’s main program is hospital and working for our veterans and their families. Please send in your hospital reports now. Grand Conventions are coming up soon. All hospital pins that have been earned by mem- bers paying their dues by December 31st have been mailed out to the Grands and Auxiliaries not in a Grand. I want to congratulate all the members who earned hospital pins this year. A mistake that most Chairmen are making is more than one person goes on a hospital visit at the same time—that is only one visit and the number of members is the ones that went. An example is: Five members go to the hospital on April 8th which equals 1 visit and 5 mem- bers. Another example is: One member makes a hospital visit 3 different times that equals 3 visits and 3 members. Remember that travel time is .25 = 15 minutes, .50 = 30 minutes, and 1.0 = 1 hour. Do not send in 20 or 35, etc. Chairmen, please make sure that you check this carefully and correct this if needed. Some auxiliaries are still making this error and the Grand Chairmen are not correcting this error. Remember that blood donations are reported under gifts. Make sure in the information col- umn that you note the date the blood was given. Please remember to use the current program book and forms. Remember that I am just a phone call or email away if you need any help.

22 From Supreme MOCA Membership Marilyn Peck Military Order of the Cootie Auxiliary Supreme Membership Report First, I want to congratulate the 55 Auxiliaries who achieved 90% or better in membership by December 31, 2017! Of those, 32 were 100% or higher and will be entered in the $20 draw- ing at Convention!!! We definitely started slowly but are finally gaining some traction in our race to 100%. As of March 7, we were at 84.12%, but we still have 10 Auxiliaries who have not transmitted any members. Do you realize that you are no longer an Auxiliary in good working order and actu- ally have no officers since all of their memberships have lapsed? Let’s correct that problem NOW! Please remember that the membership transmitting year ends on April 30, 2018. If you have ANY transmittals, please get them to the Supreme Treasurer by that date. While the date is drawing near, there is still time to do something about your missing membership. DO IT! We now have just a few weeks to make our Supreme President and our Supreme organi- zation 100%. I believe we can do it! Treasurers, call those lapsed members and get those dues. Pat is a Life member of the Veterans of Foreign Wars Auxiliary, joining under the eligibility of her husband Dale (Viet-Nam Veteran). Pat is a 49-year member of Kohl-Jeck VFW Auxiliary 2866, St. Charles, Missouri. Pat is a Charter member of Running Bare # 5, Military Order of the Cootie Auxiliary. She has held many positions in the Auxiliary including two terms as President. As a member of the Grand of Missouri Auxiliary, Pat has served as Treasurer, Guard, Conductress, Chaplain, Junior Vice President, Senior Vice President and President; first in 1997-98 then again in 2012-2013. I am very privileged & proud to announce my Candidacy for the high Office of Supreme Guard to MOC Auxiliary.

I am dual member, a member of the VFW and VFWA as well as the MOC and MOCA. I have held chairmanships for the Grand MOC and MOCA throughout the years. I became the Seam Squirrel for MOC Pup Tent #2, U-ONT-To in Lawrenceburg, TN and received Grand Seam Squirrel of the Year and Grand Cootie of the Year. As our VFW Post does not have a MOC or MOCA, I belong to PUP Tent #2 MOC in Lawrenceburg, TN., and PUP Tent #5 MOCA in Smyrna, TN. I am currently the CCDB for PUP Tent #2. I have also held several positions in Supreme District 6 MOC and MOCA.

I am an Air Force Veteran, retiring after 22 yrs of service. I am a Life Member of VFW and VFW Auxiliary to VFW Post # 4973 located in Linden, Tennessee, where I have served as the VFW Post Commander and been an All-State Commander for five years, becoming an All-American Commander. I was selected as an Aide-de-Camp to the National Commander-in-Chief. I also served on the VFW National Women's Veterans Committee, the State of TN VFW Women's Veteran Chairman and Historian for several years. I am currently the webmaster for the State of TN VFW. I have served as the Post Commander to American Legion and Disabled Americans in the local Chapters. I am a Life Member in the American Legion, Disabled American Veterans, and Vietnam Veterans of America.

I have held several elected and appointed positions in the Department VFW Auxiliary as well as National winning several Department and National Awards. I was selected as an Aide-de-Camp for the National President. I served as the Aide to several National Presidents visiting the Volunteer State of Tennessee. I have been a VFW Auxiliary National Certified Recruiter Trainer for five years. I am currently going up the chairs for the Department VFWA and this year I am the Department Chaplain, Department Membership Chairman and Department's Webmaster.

As a veteran myself, Veterans are and always will be my mission. remembering the Cootie Motto "Keep ‘em Smiling in Beds of White” as I continue to walk towards tomorrow with "Unwavering Support for our Uncommon Heroes," for our veterans of yesterday, today and tomorrow and the freedoms they fought and died for keeping in mind that our Freedom is not Free and that "We may not know them all, but we owe them all.”

Susan is a past Grand President of Florida for 2015-2016 and a life member of VFWA Rebel Post #5625 located in Chiefland, Florida. Susan has received the Grand Award as an Auxiliary President for MOCA, Cootieville #25 on two oc- casions and also was honored to receive the Su- preme Awards when she was Grand Chaplain and as Florida Grand President (Category: 8 or more Auxiliaries). Susan has held numerous chairs elected and appointed in her VFWA. Susan has been MOCA President for Cootieville #25 from 2007 to 2013 and is again serving as MOCA Pres- ident this year for her Auxiliary. Susan is currently serving as Supreme Conductress. Her eligibility for the VFWA and MOCA is through her father who served in World War II in the Army Air Corp and was deployed to the China, Burma and India theatre receiving 2 Bronze Stars during his service. She has a daughter who is also a VFWA life member and a member of the MOCA. She currently works for the Levy County, FL Attorney as a legal assistant. Susan is proudly endorsed by the Grand of Florida and by her own Cootieville #25 Auxiliary. Susan has always been active in serving our veterans, MOC/MOCA support of our VA hospi- tals and the VFW National Home for Children is very important to her. Sister’s & Brother’s, I am requesting your support as I take the next step forward towards the High Office of Su- preme Jr. Vice President. At the Supreme Level I’ve had the honor to be Guard & Chaplain. I have been to many Grands as their Supreme Rep. Also, I have participated in laying a wreath at the Tomb of the Unknown Soldier during Tomb Trek weekend for many years. Additionally, I received an honored ap- pointment as Tomb Trek Photographer Chair- man. By the time this is published I will have become a Past Grand President of Virginia. Some of this year’s activities include: Sewing/mending/wash- ing of clothing, monthly Bingo parties, Christmas in August & January at Hampton VA Hospital, Casino Day at Hampton VA Hospital and a 3rd Casino Night fundraiser at PT#9. I have made numerous visits to Hampton VA Hospital, local rehab centers & nursing homes; visited all 5 Auxiliaries, inspecting 4 of them. It has been my honor to speak with 2 VFW Auxiliaries about standing up a MOCA. The challenges of today are numerous and in many areas, change will be necessary to ensure the mission of the MOCA continues to thrive. We need to grow in membership and add more Auxiliaries. I have great dedication and commitment to our members have loved and enjoyed our orga- nization since I became a member of Virginia Beach Coots #9. 28 Penney Howard for Supreme MOCA Treasurer The Grand of New Mexico MOC Auxiliary and Mt. KIA-MIA Auxiliary #14 proudly endorse Sister Penney Howard for the High Office of Supreme Treasurer. After being elected to office at the July 2014 Convention, Penney has worked hard to take care of Supreme Business in a timely manner. 29 Supreme MOCA General Order #3 2017 - 2018 Series

1. Congratulations to all of the newly elected Military Order of Cooties Auxiliary Officers and appointed chairmen. Remember please that your term of office begins after the Grand has installed their new officers at Grand Convention. For those Auxiliaries not in a Grand the same applies to you once the Grand Pup Tent or in the case where no Grand PT exists, then it is concurrent with the Pup Tent. Also, Congratulations to our newest baby Auxiliaries. 2. All outgoing Officers and Chairmen, it is your responsibility to turn over all records and parapher- nalia to your successor when he/she takes office. Please assist your successor through Mentorship and wise council that gave you your experience gained during your term of office. It might be good to make yourself a file of all records turned over as a backup. 3. Installing Officers, it is your responsibility to see that all members have a current VFW Auxiliary and MOC Auxiliary membership card. Ensure that all Audits have been completed and Chairmen appoint- ed before installing. The Installation Report is found online. DO NOT change the Supreme President and Supreme Secretary signature blocks. Fill the form out completely. Please do not abbreviate or use nicknames, as the Supreme Roster is prepared from these reports. When possible, please provide email addresses for all Officers and Chairmen. Ensure the copies go to the proper persons. If the Supreme Treasurer does not receive the Installation Report, your Auxiliary will not receive its membership kit containing your 2019 membership cards and will not be included in the Supreme Ros- ter. Ensure that all members are informed that they need to submit changes of address if they move. Many documents have come back this year due to member moves. 4. Delegates and Alternates to the Grand Convention shall be elected at a regular Auxiliary meeting held not less than thirty (30) days prior to the Grand Convention. There is one (1) delegate and one (1) alternate for every ten (10) members in good standing at the time of the election. 5. Delegates and Alternates to the Supreme Convention shall be elected at a regular Auxiliary meet- ing held not less than thirty (30) days prior to the Supreme Convention. There is one (1) delegate and one (1) alternate for every fifteen (15) members in good standing at the time of the election. 6. If any money is to be allowed to a Delegate attending the convention, a motion must be made be- fore the election of said delegate. Please make sure that if your District/Grand/Auxiliary is paying a Delegate’s way your representatives know that they need to attend all functions of the Convention. 7. When a Supreme District exists, each Auxiliary must pay its dues to the Supreme District by March 31, 2017. The dues are to be paid directly to the Supreme District Treasurer. Names & addresses can be found in the Supreme Roster. 8. Grand Hospital Chairmen and Presidents, please see that the Hospital form you received with the Grand’s Hospital pins is signed by each person picking up a hospital pin and that the completed form is returned to the Supreme Hospital Commissioner as soon as your Grand Convention is over. If the

30 form is not returned, it may put your Grand in arrears and your Grand President may lose her vote at the Supreme Convention. 9. Grand Chairmen, the end of the reporting year is APRIL 30, 2018. Please check the report form for your program to find the due date and where to send each form. Mail by the due date or as soon as your Grand Convention is over, whichever is sooner. The Members of your Grand worked very hard this year and deserve to receive all awards due them. 10. Grand Chaplains and Chaplains of Auxiliaries not in a Grand, year-end reports MUST be in the hands of the Supreme Chaplain Jennifer Winn by June 15, 2018 with the names of all members who passed away this year. Please ensure your members are deceased. We do not want to inadvertently kill off members who are still kickin’. Names of deceased members will be listed in the Supreme Me- morial Program and honored at the Supreme Convention. 11. Grand Presidents and Auxiliary Presidents not in a Grand, send your year-end President Report to Supreme President Penny Sue Cacoulidis, 4701 Flintcastle Rd., Fayetteville, North Carolina 28314 as soon as your Grand Convention is over - or by May 10th if not in a Grand. Be sure to include a resume and include the first place Auxiliary and District Presidents, if applicable, with this report. 12. 39 99th SUPREME SCRATCH KANSAS CITY JULY 2018 We have select the Marriott Hotel in Overland Park, the address of the hotel is 10800 Metcalf Avenue, Overland Park, Kansas 66210. We will have a link on our website so that you can make reservations. The hotel reservation phone number is 800-228-9290, make sure you mention Military Order of the Cootie. The cutoff date for making reservations is June 29, 2018. I have obtained transportation for Sunday, Monday and Tuesday to take Cooties to the VFW convention. There will be 2 trips in the Morning to take people to the convention and 2 trips in the afternoon to bring people back to the hotel. There will be a cost of $20.00 round trip if you use this transportation. If you know you will using this method of transportation you can prepay for the trips you plan on making and you will be able to pick up your tickets when you arrive at the hotel. Please send the reservation money to Supreme Headquarters. I will be there to distribute the prepaid tickets. You will also be able to get tickets at the hotel. These are 15 passenger vans and space is on a first come first served basis. Taxi fares can run as high $38.00 one way, Uber is available in the Kansas City area but I do not know the cost. In addition the cost to park downtown near the convention center ranges from $8.00 to $20.00 a day to park. The company we are dealing with also offers a limo service to restaurants in the area. Cost is reasonable. Transportation to and from the hotel to the Kansas City airport is available thru the limo service with a 15% discount. The Limo company phone number is 913-221-8592 and ask if you are making a reservation to be picked up at the airport that you use this code RK2019 when you call in. That code will give you a 15 % discount for the service provided. You could also contact Super Shuttle at 816-471-6050 or 800 258-3825. You should make reservations if using either the Super Shuttle or the Limo service. More information will be posted at a later date. If you are planning on purchasing transportation to the convention your payment must be received at Supreme Headquarters by July 7, 2018. Transportation reservations received after that date will be returned and you will have to get them once you arrive at the hotel. I was able to negotiate with the hotel an excellent breakfast buffet which they are offering at a discounted rate. All rooms in the hotel have mini refrigerators in the rooms you will also get WIFI in the room for free and free parking. Room rate is $110.00. As usual there are a limited number of rooms for those Cooties that want to go to the VFW convention, however to get the Cootie rate while attending the VFW convention you must stay thru Saturday night July 28. For those of you that are Marriott rewards members the hotel is also offering 500 additional points per day if you forgo cleaning of your rooms. Cooties and Sisters will gather in Kansas City, MO at the Marriott Kansas City Overland Park the weekend of 25-29 July, 2018 for the 99th Supreme Scratch. Cooties will be responsible for their own reservations. WIFI and Parking is FREE. There will be a limited number of rooms available for Cooties who would like to check in as early as July 21, 2018 at the group rate, however, the stay must be through Saturday July 29, 2018. Section 322, paragraph C Delegates to Conventions

Delegates and Alternates to the Supreme Convention shall be elected at a regular meeting of the auxiliary held not less than thirty (30) days prior to the Supreme Convention, one (1) delegate and one (1) alternate for each fifteen (15) members or fraction thereof in good standing in the Auxiliary at the time of the election. The Auxiliary President does not have a Vote at the Supreme Convention, unless she has been elected a Delegate. B-1 Amendment to By Laws Section 407.Officers. B. Elective:

Section 407 Currently reads:

B. Elective: Elective officers of each Grand Pup Tent shall be a Commander, Senior Vice-Commander, Junior Vice-Commander, Quartermaster, Judge Advocate, Surgeon, Chaplain, Historian and Council Members as pro- vided in Paragraph D of this Section. However, Section. 407. Officers Paragraph A states “The officers of the Grand Pup Tent shall consist of the same officer as compose the Local Pup Tent with the addition of a Chief of Staff, Deputy Chiefs of Staff, Inspector, Deputy Inspectors, VAVSR and Aides- de-Camp. All officers shall prefix the word “Grand” to their title. In keeping with Section 407.A. and making this part of the By-Laws correct and consistent, we should change Section 407.B. to read as above and correct any other area of the By-Laws to read anywhere it says Grand Commander to Grand Seam Squirrel/Commander, Grand Sr. Vice Commander to read Grand Blanket Bum/Sr. Vice and so on and so forth with the rest of the Grand Offices elected and appointed. Which basically means that all Grand Officers will be allowed to be called by Cootie “proper” names, the same as they are at the Pup Tent Level. Therefore making Section 407.A. Such application shall be made in accordance with the By-Laws of the Military Order of the Cootie. The change was incorporated in Indianapolis in 2010 to remove the requirement for exclu- sively 15 NEW Cooties to form a Pup Tent, allowing current Cooties who may be at a location without a Pup Tent to be a part of the initial set of Cooties. The thought being they could pro-

46 vide great assistance to a new Pup Tent from their experiences AND it would be easier to get the required number of Cooties if existing Cooties were allowed to be part of the initial cadre. Therefore it is recommended that Section 201 be amended to read as follows: A Pup Tent maybe formed by charter from the Supreme Pup Tent on application of not less than fifteen (15) members of the Veterans of Foreign Wars of the United States. Charters of Grand Pup Tents shall be signed by the Supreme Commander and counter- signed by the Supreme Adjutant and shall be issued to each Grand Pup Tent immediately upon the permanent organization thereof. C. When the strength of a Grand Pup Tent falls below the required three (3) Pup Tents and/ or the one hundred twenty-five (125) members, the Supreme Commander may withdraw the Grand Pup Tent Charter and may establish a Provisional Grand Pup Tent in such State or Possession. D. Application for Charter of a Grand Pup Tent shall be forwarded to Supreme Headquarters accompanied by a charter fee of twenty-five ($25.00) dollars, to the Supreme PupT ent. E. Any Grand Pup Tent must conform to the provisions of Paragraph A to retain status as a Grand Pup Tent. Based on the situation currently within the Northeast portion of the US, there are only a few viable Pup Tents mostly within the Black Division (i.e., without a Grand). A proposal was floated to implement a Grand of New England to provide support and oversight for that geo- graphic area. However, based on the current By-laws, Grands within the US are formed within A state. Because of the wording in Subsection A and C, a By-Law change would be required to support a regional Grand within the CONUS. Therefore it is suggested to change Section 401 to read as follows: Section 401. Formation.

THE NORTH PLATTE TELEGRAPH New VFW leader visits close to home For the first time, the supreme commander of the VFW Order of the Cooties is a Nebraska resident. Danny Kramer of Stapleton is hosting his home- coming in North Platte this weekend. Many fellow Cooties from Nebraska are attending the celebra- tion, while others came from across the country. Kramer was elected the supreme commander in late July. The Cooties are the honor division of the Veter- ans of Foreign Wars. Their name references lice that plagued soldiers in World War I. Many proper names in the order also reference lice, a nod to the light-hearted goal of the honor division. “The prime directive of the Cooties is to have fun,” said Neil Johnson of Big Springs, who attended part of the weekend’s celebration at Pals Brewery. Kramer said he had served as Nebraska’s state commander and worked his way up through the ranks, then ran for supreme commander when friends persuaded him to do so. Each

49 supreme commander chooses a special project; he refurbished the water system at the Na- tional Home for Children in Michigan. Kramer served in the U.S. Army from 1971 to 1974 in Vietnam. He worked as an engineer for Union Pacific Railroad until he left due to Parkinson’s disease and has spent much of his retirement traveling, he said. His year as the supreme commander will take him to many con- ferences where he’ll represent Nebraska. He’ll also continue the hospital and veterans home visits the Cooties hold dear. At the brewery, many people offered stories about Kramer, the years serving together, his dedication to service and what the Cooties do in their service. One veteran, “half my age,” Kramer said, turned away to cry when Kramer gave him a card and asked him not to throw it away, as it had “a little something in there.” “I almost cried with him,” Kramer said.

She stood by me for all the years I was a member of the Veterans of Foreign Wars and as a Cootie. Through all the many offices I was honored to serve in and through all the years we spent together, she was my greatest supporter. I again wish to thank each and every one of you for your kind sup- porting words in your letters and cards and for the many phone calls of support I received. 55 Go the Extra Mile In 2003, in the North China province of Shanxi, a woman named Liang Qiaoying and her son, Liang Yu, were exposed to poison gas in a freak accident. The mom survived, but was left physically and mentally disabled. Her son, however, died in the accident. For the next ten years Liang Yu would keep asking her husband, Xia Zhanhai, about her son. Xia Zhanhai could not bear to tell her that their son was dead. So he explained that he had moved to another town because of his job and was unable to visit. It worked for a while, but soon Liang Yu began to be concerned for her son’s welfare and yearned to see him again. Xia Zhanhai knew the news of her son’s death would break her heart. But what could he do? Then in 2013, while watching a television special about police work in the city of Shanghai, Xia Zhanhai found his answer. One of the policemen interviewed on the program bore an amazing resemblance to his dead son. The policeman looked identical to him, even sound- ed like him. It was then that Xia Zhanhai got an idea. It was a longshot, but Xia Zhanhai made a decision. He would make the colossal effort to track the policeman down – over 900 miles away in Shanghai – and ask him a huge favor. Would the policeman, Jiang Jingwei, be willing to visit Xia Zhanhai and his wife and pose as their son? Out of compassion for the grieving couple, Jiang Jingwei agreed to the scheme. The “re- union” of the elderly couple with their “son” was actually televised. A TV show hosted the event. In an effort to explain her son’s long absence, the show’s master of ceremonies ex- plained to Liang Yu that her son had been on special assignment as a policeman and had been unable to contact her for security reasons. Then the MC presented Jiang Jingwei to the couple. Liang Yu openly wept and embraced her “son.” From her wheelchair, she kept looking up at him, weeping some more, and hugging him again and again. According to her husband, that night his wife enjoyed her first good night of sleep since her accident and her health began to improve dramatically. As for the kind policeman, Jiang Jingwei, he continues to send his “mom” letters, photos, and gifts – as well as make the occasional visit. In an interview he explained to a reporter, “I will always be there for them.” You know, I’m sure this policeman’s act of profound kindness was never included in his job description. I’m sure he could have produced a hundred valid reasons for turning down Xia Zhanhai. “It’s against regulations!” “My supervisor won’t permit me!” “My police responsibili- ties prevent me from helping!” But the kind officer didn’t hide behind any of them. He agreed to help and brought healing and happiness to an elderly couple. As we go about our duties today as Service Members, opportunities to help people will pres-

56 ent themselves. How will we respond? Will we take the all-too-frequent path of quoting policies and regulations as an excuse why we cannot help our fellow Soldiers, Sailors, Air- men and Marines? Or will we make a difference for good and find a way to help them?The Scripture commands us, “Carry each other’s burdens, and in this way you will fulfill the law of Christ” (Galatians 6:2). PRAYER: Dear Father in heaven, open my eyes to the needs and the pain of those around me. Fill my heart with compassion and help me to find a way to assist them. 57 Discerning Good and Evil Rev. Peter R. Hook, State Chaplain n every one of our coins appears our nation’s motto, “In God We Trust.” But, in what God did our found- Oing fathers, and those who led the charge to have this phrase as our National Motto, believe? When you see the words “In God We Trust” or when you recite the Pledge of Allegiance to our flag and say,“One Nation under God,” what god are you referring to? Is it the God of the Bible or some other god? The answer is important because there is a difference. Our country was founded overwhelmingly by men and women who believed in a supreme being as revealed in the sacred Scriptures. They did not just believe in any supreme being. They believed in a specific supreme being; the One revealed in the sacred Scriptures, the Bible. It is the God of the Bible who gave mankind the Ten Commandments, and later Jesus, the exact representation of God in the flesh. It is this God and His moral code that becomes the standard of righteous- ness by which we evaluate and judge something to be either good or evil, right or wrong. Not every god is the same. Just because a person says they believe in god, tells you noth- ing about the god in whom they believe. When someone says, he/she believes in the God of the Bible, it gives you some understanding about their god. The same is true for someone who says they believe in the god of the Koran or one of the Hindu gods. While there are some similarities between Allah and the God of the Bible, here are two examples of differ- ences: One says Christians are “infidels” and sanctions the killing of such innocent people, and one condemns such actions. One treats men and women equally, and the other does not. The character of the God of the Bible and the god of the Koran are not the same even though the Koran tells Muslims to say to Jews and Christians, “Our God and your God are One, and unto Him we surrender” (29.46). Beginning in the 60’s, the God of the Bible started to be removed as the standard and basis for determining good and evil. Moral relativism crept in and started to permeate our think- ing. “Moral relativism is the view that moral judgments are true or false only relative to some particular standpoint (for instance, that of an individual, a culture, or a historical period) and that no standpoint is better or uniquely privileged over any other.” (Internet Encyclopedia of Philosophy). Thus, since that time, the God of the Bible was gradually being replaced as the standard

58 to evaluate and determine what is right and wrong in our society. An individual’s view or what he/she “thinks” or “feels” is right or wrong became the acceptable standard and no one’s view is better than the other’s. Thus, every person becomes the judge and arbiter of what is good and what is evil. Interestingly, the Biblical book of Judges describes a time in history when the God of the Bible was pushed aside and “Everyone did that which was right in his own eyes.” (Judges 17:6b; 21:25b). History sure does have a way of repeating itself! However, that is not the end of the story. Following the time of the Judges, Israel’s God, the God of the Bible, through natural decisions and processes, raised up a leader named Sam- uel. Samuel’s character and policies changed the culture and helped to restore a righteous and moral standard throughout the land. Based on history, there is hope, and the prospect that things can be turned around. Part of our role as Chaplains is to be like Samuel. As stated in our VFW Charter, the Nation- al Chaplain (and by extension) all VFW Chaplains, “by precept and example point the way toward a high moral plane for the organization (Congressional Charter, p. 34).

59 Supreme Commander Homecoming

On Friday afternoon, being good cooties, we started out at Pals Brewing Company to sample the cootie milk offerings of a micro brewery. From there we headed toward the Union Pacif- ic’s Bailey Yard in North Platte. This railway yard is the largest in the world. Our Supreme Commander Dan was employed there for years as an engineer. We arrived at the “Golden Spike Tower” and took an elevator to the top where you could walk outside and survey the vast workings of the yard from an outside platform. Dan was able to point things out, answer questions, and act as our guide. On Saturday, we visited the Lincoln County Historical Mu- seum & Village where the curator talked about the North Platte Canteen where more than 6 million of our armed forces passed through during the 2nd World War and were served meals. Our Supreme Commander had 4 houses brought in and granted a request by MOCA President Penny Cacoulidis who took a house back ride. From there we journeyed by horse drawn wagon to Bill Cody Ranch touring both the house and grounds.

The Four Chaplains day recognizes the selfless acts of four World War II military chaplains in 1943 when they gave up their life jackets when a transport ship came under German at- tack off the coast of Greenland. They spent the afternoon with the residents of the Community Living Center at the DC VAMC playing Bingo. It was a fun time for all. The residents were showered with much love and attention. The article about “Clown Class” at Tomb Trek sounds very annoying and I don’t look forward to learning more! Remember not to check out the pictures from the Supreme Commander’s homecoming cele- bration. I know that a pestiferous time was had by all! The Supreme Scratch is fast approaching and so are the deadlines for all of our programs. I hope that all Specie Pediculi are as “Busy as a Bee” getting everything done. Our happy hunting grounds are ripe with unsuspecting atoms. Let’s round them up so that they’ll take those backward steps and become a part of our Crummy Fraternity. 76 Past Supreme Commander Patrick McCaulla Sr. Obituary Pat McCaulla, Sr., 94, of Raytown, Mo passed away March 18, 2018. Pat was born on September 9, 1923 in Indepen- dence, MO to Willis and Ina (Barnhart) McCaulla. He was a member of the 1940 graduating class at William Chrisman High School. Pat proudly served his country in the Navy during both WWII and Korean Wars. He received the following awards; World War II Victory Medal; American Area; American Defense; Asiatic Pacific Area (11Stars); Good Conduct Medal; Philippine Liberation (2 Stars); Japanese Occupation; Kore- an Service Medal and a China Service Medal. Pat retired with 32 years of service from South- western Bell. Most recently he was an Ambassa- dor at Swope Park Golf Course. Pat was also active with the VFW. He had been Commander of Post 1829 and 4242 as well as Commander of the 4th and 5th districts. Pat served as the past Grand Commander of Missou- ri and past Supreme Commander of the Military Order of the Cootie. Survivors include; son Patrick McCaulla II; Herbert McCaulla and his wife Joyce; 3 grand- children; 9 great grandchildren; sister Norma McCaulla; nieces Karen and Linda; extended family and many friends. Pat is preceded in death by his wife of 55 years Shirley (Chrisco) McCaulla, his parents, brother Boyce, half-brother Earl and granddaughter Heather.
