    SENATE DISTRICT 18 COMMUNITY REPORT JUNE 2021 – Serving Mililani Town, Waipio Gentry, Waikele, Village Park & Royal Kunia Aloha Friends and Neighbors, June has welcomed exciting strides for the state of Hawaiʻi after a tumultuous year. We have officially entered Tier 4 this month and continue to celebrate these milestones with the ease in restrictions as vaccination rates continue to rise. Some of these changes include social gatherings outdoors of up to 25 people, indoor gatherings of up to 10, indoor sports with spectators up to 33% capacity and more. It has been heartening to see these changes take effect as a long-awaited rewarded for our commitment to public health and community. I am excited for the changes yet to come with the appointment of bold, innovative leaders like Senator Lynn DeCoite and the Hawai’i Department of Education’s new interim superintendent, Keith Hayashi. They have demonstrated incredible dedication and leadership throughout the pandemic and have helped guide our keiki and communities through our hardships. I am eager to contine our great work together to further the progress we have made and to see the people of Hawai’i thrive as they deserve. June is also the start of hurricane season, and it is more important than ever to be prepared for any case of emergency. Each year we see the changing environment of our islands affected by the likes of droughts, fires, hurricanes and tsunamis, and we must make SENATE efforts to keep ourselves safe and prepared before these potential risks are on the horizon. The purpose of this bill is to propose an amendment to the Hawaii State Constitution to provide victims of crime with specific rights related to the criminal justice process. The Department is sympathetic to crime victims and supportive of them. And the Department greatly appreciates the effort that was needed to create this proposed legislation that supports victims' rights, while at the same time addressing the strong concerns of the other interested parties. The Department has reservations because the proposed rights for victims may adversely impact the misdemeanor and petty misdemeanor proceedings in district court. The victim's right to notice of proceedings, right to be present, right to be heard, right to confer with the attorney for the State, and right to be informed in a timely manner of any plea bargain are all reasonable and appropriate. But the district courts process many cases as quickly and efficiently as possible. Many defendants enter pleas and are sentenced at their first court appearance.

In researching historical and political contexts, as well as institutional and electoral factors, analysis of all these findings has shown a constructed “succession model” behind the dominance of Americans of Japanese Ancestry (AJA) through the Democratic Party. The thesis also examines the implications of the disrupted and further divisive political climate of the Hawai'i Democratic Party since the death of universally respected and revered Senator Daniel Inouye (1924-2012). Senator Inouye’s death brought to an end a political career that spanned nearly six decades, and commenced a new era for Hawai'i political leadership. Quite possibly, this new era has also fractured the succession model. In a 75% minority state, throughout the past 65 years, Americans of Japanese ancestry have managed to gain a stranglehold over the Hawai'i Democratic Party, and therefore the Hawai’i state government itself.
