Broyles Special Activities and Innovation Operations Evaluation Group Copyright © 2017 CNA Abstract The military is on the cusp of a major technological revolution, in which warfare is conducted by unmanned and increasingly autonomous weapon systems. However, unlike the last “sea change,” during the Cold War, when advanced technologies were developed primarily by the Department of Defense (DoD), the key technology enablers today are being developed mostly in the commercial world. This study looks at the state-of-the-art of AI, machine-learning, and robot technologies, and their potential future military implications for autonomous (and semi-autonomous) weapon systems. While no one can predict how AI will evolve or predict its impact on the development of military autonomous systems, it is possible to anticipate many of the conceptual, technical, and operational challenges that DoD will face as it increasingly turns to AI-based technologies.

  • January 15, 2014 Page 2
The Honorable Chairman and Members, Pima County Board of Supervisors Re: Kino Veterans Memorial Stadium and Pima County Stadium District January 15, 2014 Page 2 costs have been partially financed and fueled by the Arizona Sports and Tourism Authority (ASTA), which was formed to assist in the building and financing of a new stadium for the Arizona Cardinals football team. The ASTA is only authorized to operate in Maricopa County. Over the years, a number of other spring training facilities have been built or upgraded in Maricopa County. Because of the additional financing provided by the ASTA, we cannot compete with Maricopa County in attracting new Major League teams for spring training. The total cost of building sports facilities in Maricopa County is now nearly $1.3 billon. The downtown Phoenix Chase Field public cost was $238 million; the Arizona Cardinals stadium in Glendale had a public cost of $307.5 million; the Coyotes hockey arena was constructed with $180 million in public funding; and $542 million in public funds has been spent for both new and renovated Cactus League baseball facilities. Several other large sports facility expenditures are planned in Maricopa County, including construction of the new $99 million Mesa Stadium for the Chicago Cubs; nearly $28 million in construction and renovations at the Peoria Sports Complex for the San Diego Padres and Seattle Mariners; and $17.5 million in renovations to HoHokam Field for the Oakland Athletics. These are extraordinarily exorbitant expenditures of public money for sports facilities used primarily by for-profit private organizations. An article in the December 13, 2013 Arizona Republic reported on Glendale’s fiscal stress resulting from financing sports facilities and indicated the annual payment for the two- team spring training facility for the Chicago White Sox and Los Angeles Dodgers would cost $17.5 million this year.

  • China at the Gates a New Power Audit of Eu-China Relations
CHINA AT THE GATES A NEW POWER AUDIT OF EU-CHINA RELATIONS François Godement & Abigaël Vasselier ABOUT ECFR The European Council on Foreign Relations (ECFR) is the first pan-European think-tank. Launched in October 2007, its objective is to conduct research and promote informed debate across Europe on the development of coherent, effective and values- based European foreign policy. ECFR has developed a strategy with three distinctive elements that define its activities: • A pan-European Council. ECFR has brought together a distinguished Council of over two hundred Members - politicians, decision makers, thinkers and business people from the EU’s member states and candidate countries - which meets once a year as a full body. Through geographical and thematic task forces, members provide ECFR staff with advice and feedback on policy ideas and help with ECFR’s activities within their own countries. The Council is chaired by Carl Bildt, Emma Bonino and Mabel van Oranje. • A physical presence in the main EU member states. ECFR, uniquely among European think-tanks, has offices in Berlin, London, Madrid, Paris, Rome, Sofia and Warsaw. Our offices are platforms for research, debate, advocacy and communications. • Developing contagious ideas that get people talking. ECFR has brought together a team of distinguished researchers and practitioners from all over Europe to carry out innovative research and policy development projects with a pan-European focus. ECFR produces original research; publishes policy reports; hosts private meetings, public debates, and “friends of ECFR” gatherings in EU capitals; and reaches out to strategic media outlets. ECFR is a registered charity funded by the Open Society Foundations and other generous foundations, individuals and corporate entities.

NATIONAL COLLEGIATE MEN’S WATER POLO CHAMPIONSHIPS RECORDS BOOK 2014 Championship 2 History 3 Won-Lost Records In Tournament Play 8 All-Time Results 9 2014 CHAMPIONSHIP HIGHLIGHTS Marshall scores in final minute to lift UCLA to national championship: The No. 1 UCLA men’s water polo team (29-3) brought home its ninth NCAA title with a 9-8 win against six-time defending champion USC on Sunday afternoon at UCSD’s Canyonview Aquatic Center. Sophomore Gordon Marshall netted the game-winner from two meters with 34 seconds remaining to put UCLA up by a goal. The Bruins got the stop on the next possession and then ran out the clock to capture the title. The 29 wins tied UCLA’s single-season record (29-5 in 1988) as the Bruins earned their first NCAA championship since 2004. The win against the Trojans improved UCLA’s record this season against USC to 4-1, which equalled its record against the Adam Krikorian-coached squad in 2002. Junior Danny McClintick led all scorers with four goals and was named the tournament’s most ourstanding player. Joining McClintick on the NCAA’s All- Tournament First Team were sophomores Gordon Marshall and Garrett Danner. Seniors Cristiano Mirarchi and Paul Reynolds were named to the second team. Top-seeded UCLA struck first when sophomore Chancellor Ramirez scored from the front court (4:25). Senior Daniel Lenhart then set up redshirt freshman Matt Farmer for a cross-cage score to put the Bruins up 2-0 (1:13) and end the scoring in the opening stanza.

  • Ity Services County of Placer
MEMORANDUM DEPARTMENT OF FACILITY SERVICES COUNTY OF PLACER To: Honorable Board of Supervisors Date: June 16, 2015 From: Ken Grehm~~ity Services Interim Director John Ramirez, Parks Administrator Subject: Park Dedication Fee Request for Del Oro Aquatic Center ACTION REQUESTED: 1. Approve and execute a Use Agreement with Placer Union High School District for use of Park Dedication Fees from Recreation Area #7, Loomis Basin, in the amount of $45,000, for the purpose of the Del Oro Aquatic Center. 2. Approve a Budget Revision appropriating $45,000 to the Parks and Grounds Operating Budget from Park Dedication Fees Recreation Area #7, Loomis Basin. BACKGROUND: Del Oro High School is located on 55-acres at 3301 Taylor Road in Loomis, and site improvements include a swimming pool, baseball fields, tennis courts, track, and football stadium. The current swimming pool was constructed in 1969, and it no longer meets the needs of the school and community. It lacks the gutters that are typically found in competitive pools to reduce wave splash-back, and the facility has inadequate restrooms and amenities for athletes and visitors. The pool is used year-round, and typical attendance at a dual team swim meet can top 800 people including athletes and their families. The Town of Loomis coordinates with Del Oro to organize swim lessons and open swim hours for the community. Given the age of the swimming pool, its configuration, and heavy usage, Del Oro has long sought to replace its current pool. The planned Del Oro High School Aquatic Center includes a competition swimming pool measuring 25 yards x 35 meters.
