Minutes of the Meeting of Froxfield & Privett Parish Council Held At Minutes of the Meeting of Froxfield & Privett Parish Council held at Froxfield Village Hall on Thursday the 5th of June 2014 at 8pm Draft minutes subject to confirmation Present: Cllr M Smith (Chairman), Cllr J Ellis (Vice-Chairman), Cllr N Eldridge, Cllr P Madgwick, Cllr R Moss, Cllr M Povey, Cllr D Redding. Also in Attendance: County Cllr V Clarke, District Cllr N Drew, Mrs E Ford (Clerk), Mr M Maclean, Mr and Mrs N Robb. 1.3.14 Apologies: Cllr P Doyle. 2.3.14 Declaration of Disclosable Pecuniary Interest and Other Interests: Cllr M Povey declared a pecuniary interest in item 6.3.14 d). Cllr J Ellis and Cllr D Redding declared personal interest in item 6.3.14 a). Councillors are reminded of their responsibility to declare any disclosable pecuniary interest (DPI) which they may have in any item of business on the agenda no later than when that item of business on the agenda is reached. Unless dispensation has been granted, you may not participate in any discussion of, or vote on, or discharge any function related to any matter in which you have a pecuniary interest as defined by regulations made by the Secretary of State under the Localism Act 2011. You must withdraw from the room when the meeting discusses and votes on the matter. 3.3.14 Comment from the Public or Press. Mr M Maclean presented information in support of his planning application - see 6.3.14 a). Mr N Robb requested reclassification of the Old Stoner Hill Coach Lane see - see 7.3.14 d). 4.3.14 Minutes of the meeting held on the 8 May 2014 having been circulated were agreed. 5.3.14 Confirmation of Councillor responsibilities from 2014 AGM. The clerk issued a new councillor contact list which included the councillor responsibilities agreed at the AGM on Thursday 8 May and meeting dates for 2014-2015 (see Appendix A, p.1312 a and b). It was resolved that the responsibilities were correct. 6.3.14 Planning 6.3.14 a) Planning Application – SDNP/14/02176/HOUS, Location: LUPTON HOUSE, STONER HILL ROAD, FROXFIELD, PETERSFIELD. GU32 1DY Proposal: Alterations and extension to existing garage and conversion to ancillary accommodation. A site visit had been made to the property on the evening of Monday 2 June. Mr Maclean, the applicant, presented the justification for the extension. It was resolved that the parish council would submit the comment that it had no objection to the planning application but requested that a condition was made that the extension did not become a separate property at any time in the future. The parish council asked that people obtained planning permission before any garage conversion and would like the planning authority to note that two parish councillors thought that the parish council resolution that there was no objection to the planning application was the wrong decision to make. 6.3.14 b) Planning Application – SDNP/14/02236/LIS, Location: GUILES, BROADWAY FROXFIELD PETERSFIELD HAMPSHIRE GU32 1DQ Proposal: part removal of partition wall to a height of 1m between the kitchen and dining room. It was resolved that the parish council would submit the comment that it had no objection to the above application. 1309 6.3.14 c) Planning Application – SDNP/14/02198/TPO, Location: ROSE COTTAGE PRIVETT ROAD FROXFIELD PETERSFIELD HAMPSHIRE GU32 1EG Proposal: Crown reduce by 50% one Oak tree to the points shown on the photographs. It was resolved that the parish council would submit the comment that it had no objection to the above application subject to the comment made by the Froxfield and Privett Parish voluntary tree warden Mr Lionel Daniels. Mr Daniels requested that some greenery should be left on the tree which might involve the final crown reduction being less than the 50% applied for. 6.3.14 d) Planning Application – SDNP/14/02019/HOUS, Location: 5 Sages Lane Privett GU34 3NP Proposal: Two storey Side extension. A site visit had been made to the property on the evening of Monday 2 June. It was resolved that the parish council would submit the comment that it had no objection to the planning application subject to the extension being within the 50% envelope, and asked for consideration of the requests below. The cottages were located in the Privett Conservation Area. They had additional built heritage value as they were held in high local regard due to their high build quality and local vernacular style shared by other cottages constructed by a historic estate in the parish. In recognition of this elevated built heritage value, to protect historic landscape quality, due to their setting in the South Downs National Park and to avoid overdevelopment of the site, the council asked that conditions were applied that no more extensions were added to this cottage or to other cottages in the row and that no other development was permitted on this site. The council also asked that there should be no building between the cottages and the outbuildings at the rear of the properties to safeguard emergency access. Two further planning consultations had been received since the agenda was finalised. These were introduced as additional business under item 10.3.14 and were as follows: 6.3.14 e) Planning Application – SDNP/14/01927/LDP Location: JUNIPER COTTAGE CHURCH ROAD PRIVETT ALTON GU34 3PA Proposal: Lawful development certificate for a proposed development. Forward extension of existing property which doesn’t face a highway. It was resolved that the parish council would submit the comment that it objected to the above application and considered that the proposed extension would not be in keeping with the property's location in the Privett Conservation Area and a location of high landscape quality (National Park and historic landscape designation). The proposed extension was also considered to breach the 50% rule and involve overdevelopment of the plot. 6.3.14 f) Planning Application – SDNP/14/02815/TCA, Location: HAWTHORN COTTAGE 32 CHURCH LANE PRIVETT ALTON HAMPSHIRE GU34 3PA Proposal: Fell 8 Poplars and one Sycamore in the field adjoining Hawthorn Cottage and as shown on the location plan submitted with the application form. It was resolved that the parish council would submit the comment that the Council had no objection to the above application. As advised by the voluntary tree warden Mr John Kindler, there were other trees surrounding the field itself and these largely obscured the view from the road and from the view along the road of the trees to be felled. Therefore the felling of the poplars and sycamore would not detract in any way from the landscape vista but would tidy up the field itself. 7.3.14 Councillors’ Reports (a) Recreation Ground. Discussions on the cutting of the grass both by the cricket club and of the adjacent Froxfield Village Hall land were carried out. It was resolved that the clerk would write to the cricket club and make the offer of the parish council arranging for the grass to be cut short around the perimeter if the cricket club would agree to maintain the grass for the rest of the year as per the licence to use the field. It was also resolved that the clerk would write to Froxfield Village Hall to offer 1 cut of the village hall grass areas at the parish council expense on condition that the 1310 village hall agreed to maintain their grass areas for the rest of the year. Re. the playground, a cost had been obtained for the equipment supplier Playdale Playgrounds Ltd. to carry out the annual safety inspection and include repair of the large splinters on the support posts for a cost of £220 plus VAT. This compared to the cost of £93.25 plus VAT if the inspection alone was carried out by the previous contractor Mr N Adams. It was resolved to appoint Playdale to carry out the work if they would apply preservative to any timber exposed and agreed to contact Cllr Moss so that he could attend and supervise the work. Cllr Moss reported that Mr Michael Adie had requested that a bench was installed in the playing field in memory of his wife Anne. It was resolved that if a proposal was received it would be agreeably looked at by the parish council. (b) War Memorial. To allow for the addition of the stone re-positioning to the proposed works on the memorial it was resolved to delay the works until after August and for the clerk to apply for grants to cover the cost of both re-pointing and re-positioning works. Cllr Drew recommended applying for an EHDC cabinet approved grant and would forward the application form and approval criteria to the clerk. Cllr Smith had discussed a talk with Mrs Albertini and been advised that the church was already preparing such an event. It was resolved that the parish council would only prepare the landscaping around the memorial before the August commemorations. (c) Footpaths and Highways – Privett. Blockages by crops and other vegetation were reported for PRW no.’s 7 and 8, 30 and 39. It was resolved that the clerk would write to the relevant landowners to request the paths were cleared. Cllr Povey reported a dangerous pothole at the Privett crossroads (junction of Hempland, Church and Fawley Lanes). Cllr Smith reported dangerous potholes on the C18. Cllr Madgwick reported that Mrs K Allen had complained about the roadwork contractors blocking the roads and leaving mud all over the road. Also whether the highways compound belonged to Hampshire County Council (d) Footpaths and Highways – Froxfield.

If you’re approaching via the M3 (from north or south) or from Winchester: • Get onto the A272 heading east towards Petersfield (there are various ways to do this – check your map or refer to the route planner at www.theaa.com for more detailed directions). • Cross over the junction with the A32 (there’s a petrol station on the right and a pub called Two for One straight ahead as you hit this junction). Walled Garden Cottage is about 3.3 miles from this junction. • Carry on the A272 past signs for Privett on your left and East Meon on your right. • Pass Bordean Farm on your left. Shortly after, after a bend, you’ll see the entrance to Bordean Manor Estate on your right. There are a couple of reflective bollards either side to mark the boundaries on either side of the driveway, and a 40mph sign just beyond. If you see signs for Froxfield and Highcross on your left – or start going down a windy hill – you’ve gone too far. • Turn into the driveway and follow it along. You’ll see the big manor house on your right. The drive then bends round and you’ll come to a junction (the main house will be right, the lodges left). If you pause and look straight ahead, you’ll see a wooden chalet behind some trees – that’s in the garden of Walled Garden Cottage.

"Following the excitement of seeing our first Purple Emperor inside our office yesterday, exactly the same thing happened again today at around 9.45am. The office door was open and we spotted a butterfly on the inside of the window, on closer inspection we realised it was a Purple Emperor. It was much smaller than the one we had seen the day before and more battered. However we were able to take pictures of it, in fact the butterfly actually climbed onto one of the cameras and remained there for a while. It then climbed from camera to hand, and we took it outside for more pictures before it eventually flew off. It seemed to be feeding off the hand.".     Archaeology in Hampshire Annual Report 2007 BASINGSTOKE AND DEANE Basingstoke Unlisted milestone on B3400 near King's Lodge (SU 59910 51716) (Site UID: 54326) Local listing A short, squat pillar of stone, squared and weathered: a milestone probably dating from the 18th century when this section of the road between Exeter and London was turnpiked (Andover and Basingstoke turnpike Act 1754). Only fragments survive of the cast iron distance plaques. This is one of several milestones surviving along this road. Weybrook Park Golf Course (SU 460786 154567) (Site UID: 58130) Excavation An excavation and a topsoil strip were conducted by Wessex Archaeology prior to the extension of the golf course. A single post-hole was noted but could not be dated or associated with any structure. No finds were identified, despite being within a landscape of great richness. Hannington Tidgrove Warren Farm (SU 52270 54218) (Site UID: 58168) Excavation Southampton University, with the Kingsclere Heritage Association, carried out fieldwork in the area around Tidgrove Warren Farm from 2005-07 in order to investigate the patterns of prehistoric/Roman/medieval settlement in an area of lowland close to the line of the Portway. This work focused on a medieval ditched enclosure and identified a number of multi-period features (Fig. 1). These comprised a small prehistoric enclosure, a larger medieval enclosure, the remains of a medieval cellared building and aisled hall along with a possible well or latrine. These features may be related/described by other sites in the area: see also Site Uids 36924, 36925, 36926, 56882, 56883 and 57174, in particular the medieval enclosure and cellar are likely to be evidence of the royal hunting lodge established by Henry II and known to be in this area (Monuid 21127).

Saxons in the Meon Valley: A Place-Name Survey Dr Kelly A. Kilpatrick Institute for Name-Studies, University of Nottingham Introduction The Meon Valley in southern Hampshire is defined by the River Meon, a chalk river, which rises at the village of East Meon and flows to the Solent at Titchfield Haven. The Meon Valley area contains the parishes of East and West Meon, Warnford, Exton, Corhampton, Meonstoke, Droxford, Soberton, Wickham and Fareham (for Titchfield); also associated with this region are the parishes of Shedfield, Swanmore, Privett, Froxfield, Steep, Langrish and East and West Tisted. Place-names preserve information about topographic, linguistic and cultural conditions at the time of their formation, and therefore are a useful resource for investigating the past. The toponymic survey presented below is intended to compliment the ‘Story of the Saxons in the Meon Valley’ project, and to provide a general synopsis of the region’s Anglo-Saxon history through place- name evidence. This survey covers the geographical scope of the field-work carried out in the project. Firstly, an introduction to the Jutes of southern Hampshire is presented, followed by a discussion of the Meon River and the Meonware. The following toponymic survey adheres to the structure of the English Place-Name Society county survey volumes. The place-names are organised hierarchically by hundreds, then parishes. Major settlements are discussed first in each parish, followed by minor names of etymological interest arranged alphabetically.

Designed in a 'Tudor Revival' style, the station is brick-built with attractive Portland stone mullioned windows and gables. The long platform remains, with its original lamp posts, adding greatly to the property's character. The large garden and grounds extend to about two acres, with a large lawn and beautiful views over the neighbouring fields.

On Saturdays these are moderately paced 5 to 9 mile walks whilst, on Sundays, they are faster paced 11 to 15 mile walks. The Group also has short Friday evening walks and some extra Saturday walks in more distant parts in the summer months. Most walks have a pub/cafe stop either at the end or at lunch time. INFORMATION FOR WALKERS New walkers always welcome. Just turn up at meeting place for shorter walks. For walks in excess of 10 miles, please contact leader first if you have not previously walked this distance. Grade A walks – for experienced walkers; brisk pace Grade B walks – regular pace Grade C walks – moderate pace Grade D walks – slow pace These are only general indications of the pace and will vary with the individual. All walks are circular unless otherwise stated. Wear stout footwear and carry waterproof clothing for possible wet weather. There will be stops for coffee and lunch, so please bring a flask and food. Walkers should not eat their own food in pubs/pub gardens without permission from the landlord.
