Email: [email protected] MINUTES OF WEST MEON ANNUAL PARISH COUNCIL MEETING HELD ON WEDNESDAY 19th APRIL 2016 AT 7.30PM AT WEST MEON SPORTS PAVILION THOSE PRESENT: Residents including Cllrs C Waller, R Morrish, C Johnson and J Nicholson. IN ATTENDANCE: Mrs D Heppell (Minutes) BY INVITATION: County Councillor R Huxstep, City Councillor N Bodtger, Winchester Action on Climate Change (Win ACC): Jeremy Carter and Chris Holloway. APOLOGIES: Cllrs Adams, T Over and D Spencer-Healey. 1. Welcome from Chairman Cllr Waller (Chairman of the Parish Council) welcomed residents and guests to the Annual Parish Meeting. 2. Village Hall AGM Chris Town (Chairman) welcomed members introduced Village Hall Management Committee members and thanked Mike Davies for his assistance. The Chairman circulated the AGM minutes, annual reports and accounts. The present Village Hall Management Committee stood down and with no other volunteers they were re-elected for the coming year. The newly elected members took the roles of: Chris Town Chair, Mary Dawson Deputy Chair, Vanessa Wills Treasurer, Sally Williams Secretary and Hazel Town Booking Secretary. The Chairman circulated financial accounts advising expenditure this year was £30,428 which included refurbishment of the ladies’ toilets and replacing the small hall floor. The balance at the end of the year is £29,455. It has been decided one third of this is invested back into the hall and facilities. Hall fees were not increased in January this year. Hall usage was high with regular users being the Before and After school club, pre-school, beavers, cubs, scouts, ballet, tap, keep fit, choir and musical theatre group, WI and Garden Club. -

Case Study Heritage at Droxford Church Background Droxford, a village in Hampshire, sits on the western slopes of the Meon Valley within the South Downs National Park. PO15 5TU [email protected] 0370 490 0000 Complaint against: Hampshire County Council Address: The Castle, Winchester, Hampshire SO23 8UJ Nature of complaint: Works on the old Meon Valley railway line / Meon Valley Trail Nature of complaint / Introduction The old Meon Valley railway line (or as Hampshire County Council has rebranded it “The Meon Valley Trail”) is a much-loved 11-mile bridleway stretching from the village of West Meon to Knowle Junction, near Fareham. It runs along a stretch of the disused Alton to Fareham railway line which was closed in 1962 as part of the Beeching cuts and has been enjoyed by walkers, horse riders and cyclists for around 40 years. Between 2014 and 2015, Hampshire County Council, together with its partner the South Downs National Park, undertook a project to “upgrade” the old railway line using £400,000 of public money. However, as this document will demonstrate, it is now apparent that Hampshire County Council and the South Downs National Park rushed through the project having undertaken no proper consultation, without planning permission, having inadequate communication with stakeholders, weak management and, when faced with questions and criticism, the two authorities chose to attack or ignore their critics rather than try to address their concerns. -

If you’re approaching via the M3 (from north or south) or from Winchester: • Get onto the A272 heading east towards Petersfield (there are various ways to do this – check your map or refer to the route planner at www.theaa.com for more detailed directions). • Cross over the junction with the A32 (there’s a petrol station on the right and a pub called Two for One straight ahead as you hit this junction). Walled Garden Cottage is about 3.3 miles from this junction. • Carry on the A272 past signs for Privett on your left and East Meon on your right. • Pass Bordean Farm on your left. Shortly after, after a bend, you’ll see the entrance to Bordean Manor Estate on your right. There are a couple of reflective bollards either side to mark the boundaries on either side of the driveway, and a 40mph sign just beyond. If you see signs for Froxfield and Highcross on your left – or start going down a windy hill – you’ve gone too far. • Turn into the driveway and follow it along. You’ll see the big manor house on your right. The drive then bends round and you’ll come to a junction (the main house will be right, the lodges left). If you pause and look straight ahead, you’ll see a wooden chalet behind some trees – that’s in the garden of Walled Garden Cottage.
