1. Executive Summary

The proposed project is categorized under “B2” category (Open cast mining of minor

minerals, mining lease area <5 hectare) as the lease area is 1.30.63 ha. Project can be

considered at District Level Environment Impact Assessment Authority of Aaravalli

district.

The lease area of Black trap Mine of Laxmi Quarry Works (Survey no. 371/1 Paiki) is

situated near Village - Rajpur, Taluka - Dhansura, District – Aravalli, State - .

Laxmi Quarry Works had been given renewal via order no. AGM /Q.L. /Renew /3826

/1937-42, on dated 07/07/2001 over an area of 1.30.63 ha for mining of mineral Black

Trap. Lease deed was executed on dated 03/05/2001 for the period of 10 years. Lease

period was completed in 2011. Thereafter lessee applied for the 2nd Renewal on dated

01/06/2011 for the period of 10 years in the same area. As the lessee was late in

applying for renewal, the application had been rejected by district office. Now leassee

has applied for fresh grant of quarry lease over the same area. The lease area comprises

wholly of Private Land (1.30.63 ha). Proposed rate of production is 1,50,000 TPA. The

project cost is Rs. 50,00,000. The expected life of mine will be 06 years, Basalt (Black

Trap) deposits are source for demand in construction work in all sectors. Laxmi basalt

deposits are huge source of for construction works in Aravalli and surrounding

districts.

As per the statuary obligation this project needs environmental clearance from District

Level Environment Impact Assessment Authority of Aaravalli district. For grant of

lease and to start quarrying operations (production) Accordingly we are herewith

submiting form 1 m, pre-feasibility report and copy of Approved mining plan, to the

District Level Environment Impact Assessment Authority of Aaravalli district for

issuing environmental clearance, as per EIA, September 14.2006 notification and

amendment dated 15-Jan-2016.

2. Introduction of the project/ Background information

Identification of project and project proponent. In case of mining project, a copy of

mining lease/ letter of intent should be given.

2.1 The lease area of Black trap Mine of Laxmi Quarry Works (Survey no. 371/1 Paiki) is

situated near Village - Rajpur, Taluka - Dhansura, District - Aravalli (Gujarat). Laxmi

Quarry Works had been renewal order no. AGM/Q.L./Renew/3826/1937-42, on dated

07/07/2001 over an area of 1.30.63 ha for mining of mineral Black Trap. Lease deed

was executed on dated 03/05/2001 for the period of 10 years. Lease period was

completed in 2011. Thereafter lessee applied for the 2nd Renewal on dated 01/06/2011

for the period of 10 years in the same area. The lease area comprises wholly of Private

Land (1.30.63 ha). This is a partly mined out area with existing application for quarry

lease which is worked upon by open cast semi-mechanized method. Proposed rate of

production is 1,50,000 TPA. The project cost is Rs. 50,00,000. The expected life of

mine will be 06 years,

2.2 Brief description of nature of the project.

The existing mine will provide 1,50,000 TPA of Black trap mineral by opencast semi-

mechanized method. The lease area is 1.30.63 ha. Lease area is totally Private Land.

The total mineral reserves available here are 15,16,660 MT. The expected life of mine

is 06 years. Total overburden generated during the life of mine will be about 1,86,148

tons, which will be used to fill the voids generated due to excavated pits. The backfilled

area will be reclaimed by plantation. The excavated mineral is sent to crushing plant

for sizing and sorting. At the conceptual stage total 1.30.63 ha area will be excavated

out of which 0.13.06 hec. will be backfilled and reclaimed by plantation. Water

requirement for project for domestic use, dust suppression and plantation will be 6.0

KLD which will be met through tube well situated outside the lease area.

2.3 Need for the project and its importance to the country and/or region.

Basalt is used as a construction aggregates worldwide. Basalt is used as aggregate

material in infrastructure projects.

Need for the Project

Primary Secondary

Primary Needs: -

1. Proposed quarry is located at Rajpur, Taluka Dhansura, and Dist. Aravalli. It will

contribute in enhancing state production of Blacktrap mineral. The proposed

capacity of this project is 1,50,000 TPA.

2. Basalt is essential construction of building and infrastructure projects.

Secondary Needs: -

Project will generate employment to near by villagers. Also it will add up benfit to the

existing transportation business.

Importance to the country and region:-

In , mining Industry contributes significantly to its economy. The GDP (Gross

Domestic Product) contribution of mining industry varies from 2.2% to 2.5% only but

total industrial sector contributes around 05% to 11%.Even small scaled mining

contributes 6% to the entire cost of minerals production. The working mine contribute

in the State’s minerals production and improve the GDP with a positive & important

effect on the region.

2.4 Demand-Supply Gap.

As black trap is used as aggregate material in infrastructure projects, the demand of

black trap is increasing day by day. In past, demand was not much but now a days due

to rapid industrialization and urbanization its demand increasing with pace of time. At

present, demand of black trap is more than the supply.

2.5 Imports vs. Indigenous production.

There is no import of Black Trap at present in India. India especially the Deccan Platue

has huge source of Black Trap and has a great demand in the local market. The

indigenously produced machinery will be used and the excavated mineral will be for

domestic market.

2.6 Export Possibility.

There are no export possibilities from the proposed mining activity.

2.7 Domestic / export Markets.

Crushed basalt is used for railroad ballast, aggregate in highway construction and

building construction. Domestically there is huge demand for basalt as many

infrastructure projects are going on.

2.8 Employment generation (Direct and Indirect) due to project

Direct Employment

Indirect Employment:-

Transportation is required. Hence jobs and business opportunities in logistical

activities have come up.

3. Project Description

3.1 Type of project including interlinked and interdependent projects, if any.

Project is a small scale semi mechanized mining project. This project does not have

interlink or interdependency on any other project.

3.2 Location (map showing general location, specific location, and project boundary & project site layout) with coordinates.

The lease area of the quarry lease is situated near village – Rajpur, Taluka – Dhansura

and District – Aravalli. The lease area falls within the Survey of India top sheet

no.46/E/03.

The location of the mine boundary lies between the following geographical

coordinates:-

3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

This is existing partly excavated opencast mine. No alternate sites were considered as

this is site specific project.

3.4 Size or magnitude of operation.

3.4.1 Geology

Regional Geology

Dhansura District is majorly coverd by Recent alluvial deposits. Basalt, Andesite and

Trachyte flow of Lower Eocent to upper cretaceous (Deccantrap) age are exposed in

southern part of Taluka. Phyllite and mica schists belonging to Lunavada

Group(Proterozic age) are exposed in north eastern part of the area. An outlier of

Quartzite rocks (Ajabgar Group), Proterozoic age is found in the northeastern part of

Taluka. Proposed quarry lease is located in Deccan lava flow exposers of southern part

of Taluka.

Regional Geology:-

Quartzite (Ajabgar Group)

Phyllite and Mica schists (Lunavada Group)

Local Geology:-

Geologically the area comprises of Deccan traps. Deccan traps are found up to depth

of 170 meters from the drilling of local tube wells. Intertrappean sedimentary beds are

found at places.

Mineral Reserves:-

Reserve of the Lease area is 15,16,660 tons.

Production Parameters:

The proposed capacity / year is 1,50,000 TPA. The expected life of mine will be 06

years.

3.5 Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given Method for developing and working the deposits

The mine will be worked by means of opencast semi-mechanized method which

includes drilling, blasting, loading and transportation.

Opencast mining

• The proposed operations will be carried out by open cast semi-mechanized method.

• The salient features of proposed mining method are:-

• The excavation will be carried out by blasting, loading and transportation.

• The proposed bench height will be kept up to the depth of mines. Vertical face will be

developed.

• The ultimate pit slope will be maintained as per IBM safety regulations.

• Percussion drills will be used in combination with diesel operated compressor. The

diameter of the drill will be of 32 mm. The depth of hole will be around 1.5 m.

• Haul roads will be made at 1 in 16 gradient for connecting workings, stack and linking

the nearest road.

• Loading of mineral is proposed manually or by excavators on dumpers.

• Controlled blasting will be done by using explosives, boosters, detonators and fuse.

• Optimum quantity of explosive will be used per hole to prevent overcharging, which

will result in flying fragment and under charging to prevent formations of large

boulders.

• Non-electric initiation system (No NEL) of blasting will be used for minimizing

ground vibrations.

Mechanization

Major mining equipment is an integral part of mine production planning. The details

of equipment used in mining operation are listed below:-

Drilling

Drilling of small diameter shallow jack hammer holes will be carried out through hired

tractor operators, who will drill the holes as per requirement on per hole basis.

Blasting

Controlled blasting will be conducted under the supervision of competent blaster at

mines and explosive storage & records will be maintained as per rules. All the safety

measures as per ‘Mines Regulation 1961’ and as per the permission of DGMS will be

taken. Following blasting parameters are to be adopted for excavation of mineral:

Type of explosive

The main aim of blasting in opencast mine is to give optimum fragmentation with

minimum fly rock, vibration and back break. Only class 2 explosives are used.

Accordingly the explosives quantities used for each blast are given below:

Loading

Loading of excavated mineral and mineral rejects will be done by excavator on

dumpers.

3.6 Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw Material and Finished Product.

No raw material will be required for the production of mineral. ROM will be loaded

on to the dumpers and sent to crushing unit for sizing and sorting.

3.7 Resource optimization/ recycling and reuse envisaged in the project, if any, should be briefly outlined.

Not envisaged.

3.8 Availability of water its source, Energy/ power requirement and source should be given.

Water is required for drinking and spraying purpose. The daily water requirement will

be 6 KLD. Tube well outside the mine site will provide the water for all the purposes.

11 kv line will be installed at the site from Gujarat Electricity Board which provides

power required.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal.

Unsized pieces of stones are considered as waste and the same is crushed and re-used.

4. Site Analysis

4.1 Connectivity.

Railway: Dhansura 5.60 km

Airport: 60.65 km

Highway: SH 68 0.71 km

4.2 Land Form, Land use and Land ownership.

The proposed quarry lease area is flat land with one excavated pit.

Land Ownership: Total land of quarry lease area is private land.

4.3 Topography (along with map).

The lease are is almost flat and general slope of the area is towards south. Average

height of the lease are is about 112 m from Mean Sea Level.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project toperiphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given.

Landuse pattern: The area falls under Level 1 category of Barren Land and level 2

category of waste land.

No Reserve/Protected forest located in 500 meter from the proposed area. No National

park, wild life sanctuary, Eco sensitive areas falls under 10 kilometer radius from the

lease area. The lease area is located at topographic high, small tributaries originates

from nearby areas. Mazum River is flowing at 2.37 km west of proposed area. Top of

the Majham river bank has elevation of 100 m from MSL which is about 14 meter

below the ground level at the proposed project site. So no HFL level of any river is

applicable to the proposed project site. The nearest hightide area of Gulf of Cambay

is located at 129 km south west of proposed area. CRZ is not applicable to the lease

area.

4.5 Existing Infrastructure.

Railway : Dhansura Railway station at 5.60 Km distance from proposed site.

Airport: Ahmedabad at 60.65 Km distance from proposed site.

Highway: State Highway no. 68 at 0.71 Km distance from proposed site.

Power : Nearby villages Vadagam, Rajpur (Vadagam) and Jitpur is having a power

supply. Also presently power supply is available at the proposed site.

Water: Tube well outside the lease area will provide the water for all the

4.6 Soil classification

Coarce-loamy soil on very gently sloping basaltic interfluves with moderate erosion

found in the area. Soil cover is very thin in the area. Soil is composed of sand particals

mainly. Silt and clay part is very less.

4.7 Climatic data from secondary sources.

The climate of this region is characterized by a hot summer and dryness in the non-

rainy seasons. Climate in a year may be divided into four seasons. The cold season

from December to February is followed by the hot season from March to May. The

south west monsoon season is from June to September while the months of October

and November form post monsoon season.

The average annual rainfall for last five years in the district is 840 mm. Following table

shows the month wise rainfall and departure for last five years.

The lease area is located at 0.71 Km distance from the village Moti Vav & 1.32 Km

distance from the village Rajpur (Vadagam).

5. Planning Brief

5.2 Population Projection

There will be recruitment of local workers (6). There will be no change in the

population projection of the most nearest & farther most villages of the project. There

are a total of 75 villages in the buffer zone of the study area. As per Census of India

the total population Rajpur population is 6,168 with 1,264 household. Total male &

female population is 3,219 & 2,949 respectively.

6. Proposed Infrastructure

6.1 Industrial Area (Processing Area).

The area is very well connected by road network to the mines, District headquarter etc.

The area is self sufficient to cater the needs of the project. Hence, no infrastructure is

proposed.

6.2 Green Belt.

Green belt will be developed along the periphery of mines and backfilled area. 75 nos

of plants will be planted during mine life in consultation with local forest office and

CPCB guidelines.

6.3 Social Infrastructure.

Education Facilities: -For village schools, distribution of books for children are

proposed.

6.4 Connectivity (Traffic and Transportation Road/ Rail/Metro/Water

ways etc)

500m. of kutcha road having width of 5 mt. Then there is pucca road of 5 mt width.

No Railway, metro, water transportation is required.

6.5 Drinking Water Management (Source & Supply of water)

Tube well outside the lease area will provide the water for all the purposes.

6.6 Sewerage System.

Domestic waste water will be directed to septic tank followed by soak pit which will

be cleaned time to time.

6.7 Industrial Waste Management.

As there is no industrial waste, hence not applicable

6.8 Solid Waste Management.

Overburden is being stacked on the periphery of the boundary. Which will be

backfilled at the end of mine life. Plantation will be done on the backfilled area.

6.9 Power Requirement & Supply / source.

Powerline of 11 kv is available at lease area from Gujarat Electricity Board.

7. Rehabilitation and Resettlement (R & R) Plan

Policy to be adopted (Central/State) in respect of the project affected persons

including home oustees, land oustees and landless laborers (a brief outline to be

given).

9. Analysis of proposal (Final Recommendations)

Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.

The Project will bring economic benefits to the state by the way of royalty for mineral.

The mining operations shall be providing employment to approximately 6 persons

directly in the excavation. Most of the local people are likely to be benefited. This

project operation will provide livelihood to the poorest section of the society. Mining

is expected to have positive impact on socio-economic life of people living in nearby

villages.
