Sir, Subject: Permission to Roquette Riddhi Siddhi Pvt. Ltd., falls road, Gokak, Belagavi for renewal of license of 1.0 cusec/day to draw water from River and additional 0.6 cusecs/day and total of 1.6 cusecs/day reg. Reference: 1. Government Letter No: LE 105 NIN 90 2. Letter from Roquette Riddhi Siddhi Pvt. Ltd., Gokak dated 29.12.2017 3. Letter from Managing Director, KNNL: KNN/TECH/TGC/37/194/17-18/7525 dated 05.03.2018 4. Letter from Chief Engineer, WRDO No: SE6/2018-19/1183 dated 04.10.2018.

With regard to the above subject and 1st reference cited above, water drawl permission has been renewed by the Govt of Karnataka to M/s. Roquette Riddhi Siddhi Pvt. Ltd., Gokak for a period of 2 years to draw 1.0 cusec/day of water from Ghataprabha River. Further with reference(3), your proposal of post-facto approval to Roquette Riddhi Siddhi Pvt. Ltd., Gokak for the water utilized during January-1997 to March-2018 for 1.0 Cusec/Day and 0.6 cusecs additional requirement and total of 1.6 cusecs (50.45 MCFT/year) has been approved for drawl water from Ghataprabha River during rainy season and create in-house storage facilities to meet the balance requirements during non-rainy seasons subjected to the conditions stipulated below for a period of 5 years from 01.04.2018 to 31.03.2023.

Conditions: 1. Roquette Riddhi Siddhi Pvt. Ltd., Gokak has to draw 50.45 MCFT water from Ghataprabha River during rainy season and create storage facilities within the premises at their cost to meet the balance requirements during non-rainy seasons and utilize. 2. WRDO/KNNL is not responsible in case no water in the river. 3. WRDO/KNNL is not responsible and no compensation is applicable in case of any developments/projects at the upstream of company’s water lifting point and thereby shortage of water at the source. 4. Regular measurements for the intake of water shall be conducted by the department for the usage of water and water cess has to be paid regularly as per the prevailing rates and any additional charges. 5. The company has to confirm with the WRDO/KNNL for the quantity, time and period of the usage of water. 6. The company has to take utmost care to ensure no disturbances at the downstream areas for , drinking water schemes or any irrigation usages. 7. This consent is valid and inforce from 01.04.2018 to 31.03.2023 and shall be renewed after the expiry. 8. Anytime water drawing license can be withdrawn without giving any notice by the government in case of any unforeseen issues. 9. Since city drinking water jack well just below 100 mtrs from the company, hence company has to draw 50.45 MCFT water from Ghataprabha River during rainy season and create storage facilities within the premises. 10. In continuation of Krishna water dispute tribunal – II KWDT – II order dated 29.11.2013 state can utilize the allotted water to the concerned area / zonal, chief engineer can distribute and utilize the water with considering present utilization of water and not utilization of water. The chief engineer of concerned zone can calculate and allot to the irrigation, drinking water, industries and others. This water distribution should be restricted as per KWDT – II water allocation. 11. has to adopt rain water harvesting method and create underground recharge lagoons and there by utilize ground water. 12. The industry has to practice Recycle and reuse scheme for the water being utilized. 13. The industry has to introduce advanced technologies in order to minimize the raw water consumptions. 14. The company has to sought permission from KSPCB for the proposed expansion. 15. Company has to install Bulk flow meter compulsorily at Jack well to measure day to day usage of water and the Bulk flow meter to be calibrated once in a year .The certificate of calibration has to be submitted to WRDO/KNNL. 16. Any dispute during this period of approval for the water usage and thereby any expenses incurred shall be paid by the factory. 17. The power generated by the proposed co-generation plant must be supplied compulsorily to KPTCL. 18. The industry consuming water conveyed through pipelines shall ensure drinking water to the enroute villages wherever required. 19. Integrated use of water in all the units of the factory should be adopted and savings should be achieved and accounted for. 20. The industry should have its own water recycling systems and rain water harvesting systems and thereby conserve water to the minimum possible extent so as to make use of same, by adopting zero discharge methods as far as possible. 21. The proponents of the industry shall train local people and provide employment to these trained local youth and comply with the government policy of employment to local people as per the Dr. Sarojini Mahishi report and industrial policy of the state. 22. The industry should obtain necessary clearance as per the guidelines prescribed by the MoEF and KSPCB. 23. The industry shall undertake recycling of water to minimize usage of fresh water. After usage the water should be treated as per PCB norms before letting it into the main river/stream. 24. In view of the constant research and developments, the industry should regularly upgrade the plant by adopting the latest technologies for economizing the use of water and reduce its utilization of water in its unit as much as possible. 25. An agreement has to be made for all above conditions with essential undertaking to the concerned Superintendent Engineer 26. WRDO reserve the rights to suspend the approval without indicating any notice for the violation of aforesaid conditions.

Annexure - II IMPACT DUE TO DRAWL OF WATER FROM RIVER ON GHATAPRABHA BIRD SANCTUARY Ghataprabha Bird Sanctuary: Ghataprabha Bird Sanctuary is spread over an area of 29.78 sq.kms. and its boundaries enclose a stretch of about 28 Km of the Ghataprabha River, including the reservoir resulting from the dam built near Dhupdhal.

Impacts due to drawl of water from Ghataprabha river : Permission has been accorded to draw 1.6 cusecs of water from Ghataprabha river. Most of the migratory birds flock the sanctuary during the post monsoon season (winter) when the river will never be dry. Migratory Birds fly 20 to 30 Km every day for hunting / feeding. There are no breeding or nesting grounds near the plant site. Among the three important bird species listed: Peacock does not depend on aquatic flora or fauna. Demoiselle crane (Grus virgo) feeds in the surrounding Paddy fields and wetlands. European white stork(Ciconia ciconia) nests on trees in residential areas also. Thus, they are not dependent on aquatic flora or fauna for their survival. The existing intake of water is sufficient after the expansion also. Inview of the aforementioned the drawl of water from Ghataprabha for the proposed expansion is not going to pose any additional threat to the birds or the bird sanctuary.

Water is drawn from bank of Ghataprabha river by pipeline to nearby well which is at distance of 20 meter from the river bank. Which is existing since 30 years. We have already provided mesh at the entrance pipeline at the river bank to stop fishes and other aquatic fauna. From well the company is presently drawing water. Same pipeline & intake structure are adequate for drawl of water after the expansion.

Hence, there will be no impact on Ghataprabha Bird Sanctuary due to water drawl from Ghataprabha river.
