The Chairman, SEAC, welcomed the members of the Committee and others present. The following proposals listed in the agenda were appraised in accordance with the provisions of EIA Notification 2006. The observation and decision of the Committee are recorded under each of the agenda items. EIA Subjects:

183.1 Formation of Housing Layout at Raichur, Growth Centre, Raichur District of CEO & Executive Member, Karnataka Industrial Area Development Board (KIADB), Khanija Bhavana, 4th & 5th Floor, East Wing, No. 49, Race Course Road, Bangalore - 560001. (SEIAA 49 CON 2013)

Name of the Applicant: Development Officer & Executive Engineer, KIADB, Gulbarga. Name of the Consultancy Firm: M/s. ABC Techno Labs (P) Ltd., Chennai KIADB have applied for Environmental Clearance from SEIAA for their new proposed formation of housing layout with residential & commercial building at Sy. No. listed at Raichur Taluk & District under 8(b) of Schedule of EIA Notification, 2006 under Category-B. Total project cost is Rs. 123 Crores. Project Details: Land: Total Plot Area: 1030228.37 Sqm (254.33 Acres or 102.88 hectares) (plain); The Project consists of 3069 plots; Water Requirement: Total water requirement is 2 MLD and is sourced from Raichur Corporation. Excavated Wastewater generated will be treated in proposed STP of design capacity 1.6 MLD KLD; Municipal Solid Waste Management: Total waste generated: 9787 kg/day. Power: Total Power requirement: 7500 KVA supplied from BESCOM; Backup Power proposed: DG sets of 9 X 250 KVA; Details surrounding the Project: Srisailam Reservoir: 95 kms. 1. Land details: notified under KIADB, 1966 28 (3) issued on 24.9.1996. Geotechnical investigation report submitted. 2. Proposed land use details (Sqm) a. Residential: 4,59,275.7 (44.57%). b. Parks, open space: 1,08,174.23 (10.50%) c. Traffic & transportation: 3,35,757.32 (32.61%) d. Civic amenities: 6,23,318 (6.055) e. Commercial area: 64,688.92 (6.27%) ------Total area: 1030228.37 (100%) The proponent and environmental consultant present explained the proposed ToRs in the 102nd meeting of SEAC held on 26th April 2013. The Committee after deliberation had decided to issue the model ToRs along with the following additional ToRs:

1. Land ownership documents. 2. Details of buffer zone proposed. 3. Commitment letter from the Raichur Corporation for water supply. 4. Four seasons data for ambient air quality monitoring with predominant wind direction.

Accordingly ToRs were issued vide letter dated 22.05.2013.

The proponent vide letter dated 19.03.2016 have requested for extension of validity of ToR for one more year to complete the EIA report, as they are not able to finalize the draft EIA report due to delay in finalizing certain design details. The Authority perused the representation of the proponent in its 116th meeting held on 31st March 2016 and had decided to extend the validity period for further period of one year ie., till 21.05.2017.

The proponent has submitted the EIA report vide letter dated 21.04.2017 which was received on 11.05.2017.

The proposal is therefore placed before the committee for EIA appraisal.

The proponent and Environmental Consultant from M/s. ABC Techno Labs India (P) Ltd attended the meeting of SEAC to provide required information/clarification.

The committee noted that the Environment consultant present in the meeting is not the EIA coordinator and has come without freezing the project boundary.

The committee therefore decided to defer the proposal providing one more opportunity to the proponent to present the proposal in the next meeting. The committee also asked the proponent to submit the village map duly marking the project site, details of nala /waterbodies within the project site and required buffer zone provided as per the norms.

Action: Secretary, SEAC to place the proposal before SEAC in the subsequent meeting.

183.2 Establishment of EPIP Industrial Area II Phase, Ganjimutt Village, Taluk, District. 38.87 Ha (96.05 Acres) of CEO & Executive Member, Karnataka Industrial Areas Development Board (KIADB), 14/3, 2nd floor, Rashtrothana Parishat (RP) Building, Nrupathunga Road, Bangalore (SEIAA 8 IND 2013)

Name of the Applicant: Sri. Onkar Murthy, Development Officer, KIADB. Name of the Consultancy Firm: M/s ABC Consultants

KIADB has proposed to develop EPIP Industrial Area 2nd phase in an area of 96.05 acres near Ganjimutt Village, Mangalore Taluk, Dakshina Kannada District. The project site is located within 500 meters from Ganjimutt Village, Mangalore Taluk, and Dakshina Kannada District. The area lies in the northern latitude of 12°58’31.6” and eastern longitude of 74°57’24.1”. Site is well connected by road, rail and air port. Site is well connected with the State Highway, SH 70 north direction and Site is also connected with National Highway 169 north direction, Mangalore International Airport is around 6.8 Km west direction away from the project site. Mangalore Railway Station is about 18 Km from the project site.

Once the industrial plots are completely sold expected establishments are interlinked/interdependent projects such as Garment Industries, I.T/B.T & Electronics, Agro Based Industries, Pharmaceutical industries and general industries.

Following information are furnished in the application:  Presently the land is with shrub in most of the area. KIADB has proposed to acquire lands required for development of Industrial estate and the amenities. KIADB has acquired land from the village near Gunjimutt.  Phalguni(gurupura) river – 3.2 km (S)  Nethravathi river-11.0 km (S)  3.78 MLD of water will be drawn from Phalguni (Gurupura)River for the proposed industrial area .  The power requirement for the proposed development is 6.95 MW and the source of power will be from Mangalore Electricity Supply Company Limited (MESCOM)/KPTCL.  Provision of plots for Police Station, STP, Canteen, electric grid, public transport & solid waste management etc., will be made.  There is a Court case (5837/2011) in High Court Bangalore pertaining to develop industrial area.

The project proponent presented PFR and proposed ToR before the Committee during the 100th meeting of SEAC held on 16th March 2013. Following additional ToRs are to be considered by the project proponent for the preparation of the EIA:

a) Demarcation of land use within the proposed industrial area. b) Impact due to changed land use c) Proposal of CETP

Accordingly ToRs were issued vide letter dated 22.05.2013. 3

183.3 Proposed Residential Development at PID No. 10-1-42, Municipal No. 42, Site Nos. 11/1, 12, 12/1 & 13, Rajajinagar Industrial Extension, Tumkur Road, Yeshwanthpur, Bengaluru of M/s. Salarpuria Sattva Group, 4th Floor,Salarpuria Windsor,#3, Ulsoor Road, Bangalore (SEIAA 66 CON 2017)

Name of Applicant: - M/s. Salarpuria Sattva Group, Environmental Consultant: Sri. M.D. Sanjay Kumar (Obtained stay from the Hon’ble High Court of Karnataka) M/s. Salarpuria Sattva Group, have applied for Environmental clearance from SEIAA for their proposed residential development project at PID No. 10-1-42, Municipal No. 42, Site Nos. 11/1, 12, 12/1 & 13, Rajajinagar Industrial Extension, Tumkur Road, Yeshwanthpur, Bengaluru under 8(b) of schedule EIA Notification – 2006 under category B. Total project cost is Rs. 449.86 Crores.

1. Land details: - Total Plot area is 37695.87 Sq.mt 2. The project comprises 680 Nos. Of units in 6 towers and two club houses. The tower 1&2 is sprawled across 2B+G+26UF with a height of 86.50m & Tower 3,4,5 & 6 is sprawled across 2B+G+27UF with a height of 89.40 m. The club houses are sprawled across 2B+G+2UF with a height of 12m. The total built up area of the project is 1,74,093.12 sqm. 3. Land use details: Total Plot area is 37695.87 Sq.mt Total built up area is 1,74,093.12 Sqm 4

Landscape area is 23554.00 Sqm (62.52%) Drive way/ramp area is 7107.21 Sqm(18.86%) Service area is 610.45 Sqm (1.62%) Ground coverage is 6406.01 Sqm (17.0%) 4. Excavated Earth Management: - Total excavated earth is proposed to re-use back filling, for landscaping and for road formation. The excavated top soil will be stored for reusing it for landscaping. 5. Water Requirement: Total water requirement is 565 KLD (fresh water 374 KLD + recycled water 194 KLD). The source of water is BWSSB. 6. Wastewater Management: - The total quantity of waste water generated is 452 KLD (considered 80% as waste water generation) and treated in proposed STP capacity of 455 KLD adopting SBR Technology. 7. Solid Waste Management: Total waste generated in the project is 1790 kg/day where biodegradable is 1074 kg/day and 716 kg/day is non-biodegradable which will be segregated and will be handover to Municipal Authorities. Sludge of 22.75 kg/day will be used as manure for gardening. 8. Energy Requirement: Total power requirement of 5101 KW is sourced from BESCOM; Backup power proposed is by DG set of 7x630 KVA. 9. Traffic Details: Car parking provided is 1406 Nos. 10. Rain water harvesting details: It is proposed to collect rain water from the roof top in a sump capacity of 80 cum. 4 Nos of percolation pits are also proposed for recharge of Ground water.

The Proponent and the Environmental Consultant attended the 181st meeting of SEAC held on 21st April 2017 to provide clarification/additional information.

The committee appraised the proposal considering the information provided in the statutory application-Form I, Form IA, Conceptual plan, proposed ToRs and clarification/information provided during the meeting. The committee noted that the proposal is for a horizontal expansion.

The committee after discussion had decided to recommend the proposal to SEIAA for issuing ToRs to conduct the EIA studies in accordance with the EIA Notification 2006 and relevant guidelines as the total built up area is more than 1,50,000 Sqm. The committee also prescribed the following additional ToRs.

1. Village map showing Nala details, Kharab land details and its position along with supporting RTC documents are to be submitted and implications on the proposed project site to be explained with respect to NGT order OA 222/2014 dated 04.05.2016. 2. Scheme for treating sewage and sullage separately and use of treated water within the project site. 3. Quantification of the terrace area available for harnessing solar energy and an appropriate plan thereof with due calculations.

4. Scheme for providing dual fuel generators for backup power with provision for CNG. 5. Scheme for utilisation of entire Rain Water harvested in the project site (both from the roof top and from the surface runoff) within the Project premises only. 6. Details of excavated earth and plan for safe and scientific utilization of the same within the project site. 7. Hydrological study of the area influencing the surface water flow considering the micro watershed network of the region with respect to adequacy of the nala and carrying capacity. Accordingly ToRs were issued vide letter dated 28.04.2017.

The project proponent has submitted the EIA report vide letter dated 04.09.2017.

The proposal is therefore placed before the committee for EIA appraisal.

The proponent was invited to provide required clarification. The proponent submitted a letter dated 19.09.2017 requesting the committee to postpone their project to next meeting as they are unable to attend the meeting.

The Committee therefore decided to provide one more opportunity to proponent with intimation that the proposal will be appraised based on merit in his absence, in case he remains absent.

The committee screened the proposal considering the information provided in the statutory application-Form I, Form-1A, Conceptual Plan, and clarification/additional information provided during the meeting.

The Committee after discussion had decided to appraise the proposal as B1 as the built up area is more than 1,50,000 Sqm and decided to issue Standard ToR for conducting EIA study in accordance with EIA Notification 2006 and the relevant guidelines. The committee also decided to prescribe the following additional ToR.

1. Since the project area is abetting to NH-209, and considering the expansion of the highway, as per the law, the distance from the highway to be left 2. Revised land use plan – allocating 33% for green belt area 3. All round the plot area, min 7.50 m width green belt to be proposed 4. Approval from competent authority regarding the plan approval 5. NOC from Municipal authority for supply of water & study of impact on the competitive users is to be conducted. 6. Protective measures taken to protect adjoining lakes & nala running in the site area. 7. Sewage waste should not be discharged into the lake situated in the D/s of the project area. 8. Classification of Nala w.r.t. primary, secondary & tertiary nala & Protection of existing nala, present condition, measures taken to protect them & required buffer to be left based on the classification. 9. No. of trees existing and No. of trees proposed to be cut along with names list and No. & list of trees proposed to be planted. (in the ratio of 1 (cut): 3 (planted)

Accordingly the ToRs were issued on 25.02.2016.

The project proponent has submitted the EIA report vide letter dated 26.09.2016.

The Proponent and Environment Consultant from M/s. Ramky Enviro Engineers Ltd., attended the 175th meeting of SEAC held on 28th, 29th and 30th December 2016 to provide clarification/additional information.

The committee appraised the proposal considering the information provided in the statutory application-Form I, Form-1A, Conceptual Plan, EIA report and clarification/additional information provided during the meeting. The committee made the following observations:

1. Original village map duly marking the project site has not been submitted 2. RTC for the entire land area for individual Sy. No. are not furnished 3. Location of the nala with extent not furnished 4. Kharab land details and nature of kharab land has not been submitted 5. The proponent stated that the source of water is from BWSSB and BWSSB has agreed to provide water supply to this project for which consent letter has not been submitted 6. Soak pits/ septic tanks are proposed during construction period 7. Discrepancies are noted in the analysis reports furnished in respect of hardness in ground water analysis as well as dissolved salts in soil 8. Discrepancy observed in the wind rose diagram

The committee after discussion had decided to recall the proponent after submission of the following information.

Land use to be revised after calculating the nala buffer area separately and required buffer has to be provided as per the NGT order dated 04.05.2016 which shall be maintained as NDZ area 6. The proponent stated that the source of water is from BWSSB and BWSSB has agreed to provide water supply to this project for which consent letter from BWSSB is to be furnished 7. Soak pits/ septic tanks are provided during the construction period which shall be avoided and mobile STPs are to be used 8. Discrepancies are noted in the analysis reports furnished in respect of hardness in ground water analysis as well as dissolved salts in soil which are to be rechecked and submitted 9. The committee after discussion decided to defer the proposal to the next meeting for want of additional information and clarification regarding applicability of NGT order with respect to existing nalas and water bodies within the project site.

The proponent was invited for the 181st meeting of SEAC held on 21st April 2017 to provide required clarification. The proponent has submitted a letter during the meeting requesting the committee to postpone their subject to the next meeting as they require some more time to submit the documents/additional information.

The committee after discussion had decided to provide final opportunity to the proponent to submit the information sought by the committee in its earlier meeting failing which the proposal will be recommended to SEIAA for closure.

The proponent was invited to the 182nd SEAC meeting held on 26th April 2017 to provide required clarification. The proponent remained absent.

The committee decided to defer the proposal providing one more opportunity to the proponent to submit the information sought in the earlier meetings and to present the proposal in the next meeting.

The proponent has not submitted the information sought.

The proposal is therefore placed before the committee for decision.

The project proponent appeared before the committee and requested the committee to provide one more opportunity to present the proposal as they are not fully prepared for the presentation.

The Committee therefore decided to provide one more opportunity to proponent to present the proposal in the next meeting.

183.5 "Yelahanka Combined Cycle Gas Power Plant (YCCPP) of 1 X 350 MW capacity at Sy. Nos. 44(p), 45, 46, 47/1-2, 48, 56/1 to 9, 57, 58, 59, 60/1-2, 61, 62/1-2, 63, 64, 65, 66/1-2, 67 of Puttenahalli village, 24, 2 5, 26-p, 28p of Kenchanahalli village, Yelahanka, Bengaluru of Chief Engineer (EI & TA), Karnataka Power Corporation Ltd., 22/23, Sudharshan Complex, Sheshadri Road, Bengaluru- 560009 (SEIAA 20 IND 2014)

The project proponent had obtained Environmental Clearance vide letter No. SEIAA 20 IND 2014 dated 01.09.2015 for establishment of 1 X 350 ±20%MW capacity Gas based Yelahanka Combined Cycle Gas Power Plant.

The proponent vide letter dated 06.01.2017 have requested to modify the PART A Specific Condition Clause No.3 issued in the E.C. letter such that to allow discharge the

The Authority perused the request made by the proponent during the 131st SEIAA meeting held on 3rd March 2017. The Authority noted that the proponent have sought for amendment of the Specific Condition No.3 to allow discharge of the cooling blow-down to the 212 cum / Hr with TDS of 2083 into Yelahanka lake. The Authority opined that the impact of discharging 212cum /Hr water having a TDS of 2083 into the Yelahanka Lake is to be examined by the State Expert Appraisal Committee. The Authority therefore decided to refer the file along with the request to the State Expert Appraisal Committee to examine the request made by the proponent and to send the recommendation deemed fit based on merit.

The proposal is therefore placed before the committee for further consideration.

The committee took note of the Authority decision and perused the request submitted by the proponent vide letter dated 06.01.2017 during the 180th meeting of SEAC held on 6th April 2017. The committee opined that following additional information are required to consider the request of the proponent.

1. Impact on the Yelahanka lake by discharging the high TDS effluents is to be established scientifically considering the storage capacity both in the monsoon season and non monsoon season 2. Possible impact on the ground water is to be established scientifically and submitted

The committee after discussion decided to recall the proponent after submission of the above information.

The proponent has not submitted the replies.

The proposal is placed before the committee in the 181st meeting of SEAC held on 22nd April 2017. The committee noted that the proponent has not submitted the information sought in its earlier meeting. The committee after discussion decided to provide one more opportunity to the proponent to furnish the information sought in the earlier meeting and to present the proposal in the next meeting failing which the request made will be rejected.

The proponent appeared before the committee in the 182nd meeting of SEAC held on 26th April 2017 to provide required clarification/additional information.

The proponent explained that the DM regenerated water and RO reject water is proposed to be treated separately for which the scheme of treating and disposal mechanism is not provided. Impact of bleeding from cooling tower which is in large values of 212 cum / Hr and its discharging with relating high TDS which has to be evaluated considering the discharge and accumulation of salts in the lake over the years and also its consequential impact on the Ground water is to be evaluated and submitted.

But, as per the quarry plan furnished by proponent and approved by DMG, the total quantity that could be extracted is five times the quantity mentioned in the e-tendering. The committee is of the opinion that the quarry plan approved by the DMG is to be relied upon about the total quantity available for extraction rather than the Gazette Notification which is silent about the quantity whether it is for annual extraction or total extraction for five years. The committee also noted that the depth of mining proposed in the quarry plan is 2.66 m per annum whereas the depth of mining proposed during the presentation made is 0.50 m per annum which is estimated to be replenished every year. The proponent has made a statement that the RL of the river is 583 m and at the end of 5 years it will be 582.5m. The proponent has submitted the revised replenishment study and revised geological mineable reserve and production calculations during the meeting. JSW Steel Limited, P.O. Vidyanagar, Tornagallu Sandur Taluk, Bellary District, Karnataka (SEIAA 71 MIN 2017)

This is a proposal submitted by M/s. JSW Steel Limited, seeking Environmental Clearance for proposed Iron Ore Production at Mining Lease Area: 33.80 Ha (Forest Land) at Ramgad Reserved Forest, Ramgad Village, Sandur Mandal, Ballari District, Karnataka State (33.80 Ha) .

Rama Iron Ore Mine is spread over an extent of 33.80 Ha area of Forest Land of Ramgad range, in Ramgad village, Sandur Taluka, Ballari District. LOI was granted on 26/10/2016 and lease period of 50 years as per MMDR (Amendment) Act-2015.

JSW Steel Limited proposes to increase the Iron ore production from 0.50 to 0.94 MTPA from its newly allotted mine through e-Auction. Earlier Environment clearance has been issued to Sri. Ram Rao M. Poal by SEIAA vide SEIAA 127 MIN 2008 dated 30th December 2009 for extraction of 0.50 MTPA iron ore out of 28.33 ha of mining lease area.

Fully mechanized open cast method of mining by drilling and blasting and by deploying HEMM equipments like hydraulic drills and excavators, wheel loaders, dumpers, will be undertaken.
