First Year of the Barrosso II Commission Buhl & Rasmussen 03/02-2011 First year of the Barrosso II Commission The second Barroso Commission was elected by Parliament on 9 February 2010 and has now been in office for almost a year. We have collected figures from the official EU-websites in an attempt to measure the legislative activity of the 27 Commissioners, their administrative work and the amount of communication to the press. The figures show significant variation between the different Commissioners. Findings Not surprisingly the Commission President Barroso can be found in the overall top. Olli Rehn (Economic and Monetary Affairs) and Dacian Cioloş (Agriculture and Rural Development) are very active within all three fields. In the opposite end with a low level of activity we find Maroš Šefčovič (Inter-Institutional Relations and Administration), Connie Hedegaard (Climate Action) and Kristalina Georgieva (International Cooperation, Humanitarian Aid and Crisis Response). The reason for the low activity level of the three may come as a result of their relatively light portfolios. Approach First we have measured the level of legislative activity using data from the EU-database PreLex. Second we have measured the amount of work done in the departments under each Commissioner using data taken from the European Commission document register. From that date onwards, nu- merous texts and documents would gradually build a «European educational space». The Lisbon Strategy of 2000 is an important milestone in this process. The main reference point of the 21st century is the Education & Training 2010 Work Program, which sets a clear framework at the European level for education and training. Re- cently, there was a new turning point of great significance, with the approval of Europe 2020 and especially with the launching of the Rethinking Education strategy. We are facing continuities and changes that need to be analyzed carefully. That is what I intend to do in this article entitled «The Blindness of Europe: New Fabrica- tions in the European Educational Space». As you can imagine I am well aware of the extreme complexity and sensitivity of this issue. For this reason the Commission has been very active in helping Romania to implement a child protection system in line with the standards of EU Member States. The PHARE programme has been used to help the Romanian authorities to implement modem structures in Romania. The new law which entered into force on 1st January 2005 is in line with the principles of our acquis and especially the UN Convention on Children's Rights (Article 21 of this Convention admits international adoption only if all other solutions have been exhausted). This is the spirit and the letter of the new law, which concentrates above all on the child's interests. These provisions have been assessed by an Independent Panel of Experts on Family Law of EU Member States under the chairmanship of a Belgian magistrate. They have concluded that the law and practice in Romania is now in line with the standards in place in our Member States. I folly understand that this sensitive issue raises different questions and symphatise with many of the different views expressed in this context. However, I feel that it is vital that the Commission continues to support Romania in implementing best practices of our Member States.

That means that our bilateral relations, as well as the impact we have on global economic relations, carry a lot of weight. Since the aim of developing a "strategic partnership" with China was announced in 2003 – a decade ago - there are now stronger trade links, and we have established working policy dialogues across a wide range of fields. On macro-economic policy coordination, we hold regular discussions on our respective economic policies at different levels, including with the Chinese National Development and Reform Commission, the Central Bank and the Ministry of Finance. In recent years, the crisis has posed very serious challenges to our economies, different in nature and size but all of them underlying the importance of global economic governance to tackle problems that have effects that cross borders; that affect the world economy.
