S4W-28419 Richard Lyle: To ask the Scottish Government what information it has regarding how many schools built with Scottish Futures Trust support meet the standards set out in Building Bulletin 93, Acoustic Design of Schools, which was published by the UK Department for Education and Skills, and what its position is on introducing legislation to make such standards compulsory.

S4W-28421 Richard Lyle: To ask the Scottish Government what specialist mental health provision it offers for children and young people who are deaf.

S4W-28428 Jackson Carlaw: To ask the Scottish Government what plans it has to tackle the contributing factors leading to fewer women over the age of 50 attending cervical screening.

S4W-28429 Jackson Carlaw: To ask the Scottish Government what awareness campaigns are in place that target specific demographics to help address the knowledge gap that is believed to have led to almost two thirds of women aged 50 to 64 being unaware that the human papilloma virus (HPV) causes cervical cancer.

S4W-28430 Jackson Carlaw: To ask the Scottish Government what investment it will make in self-testing kits for cervical cancer, which a reported 53% of women who had delayed a cervical screening said they would prefer to use.

*S4M-14831 Mark McDonald: Welcoming Instant Neighbour’s Giving Tree Appeal—That the Parliament welcomes the Instant Neighbour’s Giving Tree Appeal, which is sponsored by Chevron and supported by many local businesses, organisations and members of the general public; understands that Instant Neighbour intends to distribute new toys to children across Aberdeen City and Shire who otherwise would not receive a gift at Christmas; notes that Instant Neighbour works alongside social work departments, community projects and similar organisations to support parents and families living in very difficult situations and that the appeal aims to assist those families who are unable to buy their children Christmas gifts; hopes that the appeal will be a resounding success, and believes that it will put a smile on the faces of many children this Christmas.

*S4M-14829 Colin Keir: The Circus Comes to Muirhouse—That the Parliament congratulates Muirhouse Youth Development Group on its recent Heritage Lottery Fund award of £46,800, which, it understands, will help deliver the Circadius Project; notes that the project will aim to use the history of travelling circuses to engage with young people from disadvantaged areas; believes that participants will use research and skills and performance workshops that will culminate in them performing a recreation of a Victorian circus at North Edinburgh Arts Centre; welcomes the inclusion of events to engage with older people in this research; understands that the project was developed following discussions with the young people both about the historic connection between the area and travelling circuses and their interest in the acrobatics discipline, parkour; welcomes the involvement of a number of partner organisations, including the National Library of Scotland as heritage partner; considers that the project will play an important role in engaging young people with their heritage while developing a positive sense of community, and wishes all involved the best of luck with their performances.

*S4M-14828 Patricia Ferguson: Welcoming DEBRA to Maryhill—That the Parliament welcomes the opening of a new shop in Maryhill that will support the fundraising efforts of the charity, DEBRA; understands that DEBRA is a national charity that provides support for individuals and families affected by epidermolysis bullosa, a group of painful, genetic skin-blistering conditions, which, in particularly severe cases, can be fatal; wishes the staff well, and wishes this shop and everyone who supports the charity every success.

*S4M-14827 Claudia Beamish: Congratulations to Healthy Valleys on its Time Out Programme—That the Parliament congratulates what it considers the success of Healthy Valleys in Clydesdale with its Time Out Project in rural South Lanarkshire; believes that implementing such projects is important to help young people dealing with mental health issues throughout Scotland; acknowledges the work of Youth Link Scotland in its campaign using the hashtag, #youthworkchangeslives, which it considers highlights how important youth workers and the voluntary sector are becoming in helping young people with mental health challenges; understands that, throughout the UK, one in 10 people between the age of five and 16 has mental ill-

health, and congratulates Lanark Grammar School in rural South Lanarkshire, which is raising money for Young Minds UK during its charity week.

*S4M-14826 John Wilson: Closure of HMRC Offices in Scotland—That the Parliament notes with alarm reports that HM Revenue and Customs (HMRC) is planning to close several of its sites in Scotland, including offices in Cumbernauld and East Kilbride; believes that the department employs significant numbers of people in these areas and that closing the sites could have a devastating effect on communities and potentially lead to over 2,000 job losses, and calls on the Scottish Government to bring its influence to bear to ensure that further significant job losses are not inflicted on Lanarkshire, or indeed anywhere else in the country.

*S4M-14825 Neil Findlay: Summit on ScotRail Chaos—That the Parliament understands that the ScotRail franchise was hit with £265,282 in penalties between July and September 2015 and that, since the Scottish Government awarded the franchise to the Dutch Government-owned operator, Abellio, in April, it has fallen short in eight out of 17 areas of station performance and eight out of 17 quality categories for trains; understands that, in October, passengers on the newly opened Borders Railway spoke of being ―packed in like sardines, standing room only‖ while other passengers faced cancelled services, out-of-service ticket machines and poor parking provision at Tweedbank in particular; considers that a lack of strategic planning ensured that only two carriages per service were used on a week when schoolchildren were off school, which led to heavily overcrowded trains; understands that trains were cancelled due to high passenger numbers, with passengers being forced off trains and onto buses, despite having bought tickets, and calls on the Minister for Transport and Islands to call a summit of all interested parties, including employee and passenger representatives, the board of ScotRail and a cross-party group of transport experts to deal with what it considers the chaos currently engulfing Scotland’s railway system.

*S4M-14824 Stewart Maxwell: Action for Children’s 60th Anniversary—That the Parliament notes that Action for Children is celebrating its 60th anniversary in Scotland; recognises the contribution that it has made to supporting and speaking out for Scotland’s most vulnerable and neglected children and young people, and highlights the organisation’s achievements in Scotland including operating 90 services, campaigning to improve policy and legislative developments over a wide range of areas including child protection, youth justice, disability, housing support and homelessness, and working in partnership with local authorities and other agencies to ensure that all young Scots have the best chance to fulfil their potential and make the most of their lives.

*S4M-14812 Roderick Campbell: Harbour Seal Populations on the East Coast of Scotland—That the Parliament is concerned at the reported continued decline in harbour seal populations on the east coast of Scotland; understands that recent findings by Scottish Natural Heritage, along with the Sea Mammal Research Unit (SMRU) at the University of St Andrews, indicate a 90% fall in population levels in the Firth of Tay, resulting in only 29 seals counted in this area in 2014, compared with 88 counted in 2012 and 773 in 1992; understands that Scotland is home to 36% of Europe’s population of harbour seals and that population numbers on the west coast are at an all-time high; commends the ongoing work of the SMRU and SNH in trying to identify the reasons behind the population decline, and hopes that this work can ultimately lead to an increase in harbour seal populations on the east coast of Scotland, particularly off the shores of North East Fife and the River Tay.
