Firearms Instructor School – Phase I

PREREQUISITE: To become a CLEET certified firearms instructor, the student must successfully complete, in succession, each of the six phases of training, which include both academics and practical firearms training. Firearms Instructor Candidates (FIC’s) successfully completing the Phase I application portion of the Firearms Instructor Development Program are eligible to advance to Phase II.

Note: used will be in four-inch (4”) configuration; operation - DA mode only.

Holster : Each FIC must use a holster designed specifically for make and model of firearm employed to include guard and retention devises (Threat Level One-Three), e.g., Blackhawk Serpa ARS (Active Retention System Level II & III); Safariland ALS, SLS, 6270 Fine-Tac Raptor, 070/SS-III; Bianchi, for the sake of continuity of training (i.e., Phase IV)

Note: As we are using NRA rules, FIC’s may use a competition holster; however, the trigger of the FIC’s auto-loading pistol must be covered by a trigger guard that is inherent of the holster’s design.

Magazines/Speed-Loaders: 1. Single Stack ALP’s: Four (4) Magazines, Minimum 2. High Capacity ALP’s: Four (4) Magazines, Minimum 3. Speed-Loaders: Four (4) Minimum Note: FIC’s may bring as many loading devices as they wish. To enhance accountability, please mark magazines/speed-loaders with an electric scribe, a silver or black Sharpie or some other means - to insure positive identification.

Magazine/ Speed-Loader Pouches: 1. Minimum of one double magazine/speed-loader pouch, or 2. Two single magazine/speed-loader pouches; flaps or open top. 3. Must use department approved equipment. 4. Flaps will be secured prior to any course of fire whether double action or semi-auto loading pistol (ALP).

Note: Students will furnish their own ammunition but only new, or factory spec. reload may be utilized. Students will need a minimum of 1,000 rounds of ammunition if attending Phase I as part of the Instructor School.

COURSE SYLLABUS: Phase I of the CLEET Basic Firearms Instructor School is the Application Phase. The firearms instructor applicant must:

1. Be certified as a full-time, salaried peace officer as set forth in Title 70, Section 3311 of the Oklahoma State Statutes; 2. Be currently employed by a municipal, county, state or tribal law enforcement agency; 3. Have two years of law enforcement experience, after CLEET certification, prior to beginning firearms instructor training; 4. Have successfully completed a CLEET approved Basic Instructor Development School prior to applying for admission to the Basic Firearms Instructor School; 5. FICs opting to participate in Phase I within their own jurisdiction are encouraged to do so. They must provide written documentation of shooting proficiency as specified by the Council on Law Enforcement Education and Training. a. Fire under time (and in the presence of a CLEET approved firearms instructor), a minimum score of 480 points (out of possible 600) on PPC course Match V. b. Submit, to CLEET, a letter from the applicant’s agency administrator (co-signed by the witnessing CLEET approved firearms instructor) attesting to the applicant’s score. 6. The FIC may attend Phase I training and testing as part of the Firearms Instructor School and receive 16 hours of Continuing Education credit. 7. FIC’s must shoot 480 points out of a possible 600 in order to advance to Phase II of the Firearms Instructor Development Program. Firearms Instructor School – Phase II

Note: Students will furnish their own ammunition but only new, or factory spec. reload may be utilized. Students will need a minimum of 1,000 rounds of ammunition.

COURSE SYLLABUS: Phase II of the CLEET Basic Firearms Instructor School is the Firearms Instructor Qualification Phase. The firearms Instructor applicant must fire under time, a minimum score of 540-points (out of 600 possible) on Match V of the PPC course, which meets the National Rifle Association standards approved by the Council on Law Enforcement Education and Training,

Firearms Instructor School – Phases III – VI

C E HOURS: SEE BELOW CLASS LIMIT: 30 CLASS TIMES: Times listed on website and required “night fire” sessions PREREQUISITE: Completion of Basic Firearms School – Phase I and Phase II EQUIPMENT: Pistol same as Phase I. 12 gauge pump action police shotgun: Mossberg 500 series or Remington 870 with sling (required). Side Saddle is highly recommended (Side Saddle Reload).

Note: A minimum of 1,500 rounds of pistol ammunition; for shotgun: 250 rounds of birdshot, 50 rounds of slug and 100 rounds of 00-buckshot will be necessary.

COURSE SYLLABUS: Phase III (28 hours) of the CLEET Basic Firearms Instructor School is the Shotgun Proficiency Phase. The Firearms Instructor Applicant must: • Achieve a score of 100% on a shotgun nomenclature and function pre-test. • Fire, under time, a minimum score of 90% (100% possible) on each CLEET Shotgun Qualification Course (Slug and 00-Buckshot). • Fire the Dossier Drill in 3.5 seconds or less. (Birdshot and 00- Buckshot). • 100% on shotgun handling skills test Phase IV (24 hours) of the CLEET Basic Firearms Instructor School is the Academic and Procedures Proficiency Phase. The firearms instructor applicant must: • Score 100% on a firearms safety test • Achieve a score of 100% on a general knowledge test • Demonstrate, to the satisfaction of the Firearms Coordinator, the ability to coach other students, operate the tower, and perform other range duties • Shoot a minimum score of 100% on a CLEET qualification course. • 90% on Smith backup course • 100% on hand-gun handling skills test • Develop lesson plans for classroom and range presentations • Interview process

Phase V (28 hours) of the CLEET Basic Firearms Instructor School is the Auto Pistol Instructor Phase. The firearms instructor applicant must: • Demonstrate the ability to handle the semi-automatic pistol, to include proper clearance of malfunctions • Achieve a minimum score of 100% on the CLEET Handgun Qualification Course. The FIC’s duty weapon will be utilized throughout this phase of training.

Phase VI (72 hours) of the CLEET Basic Firearms Instructor School is the Apprenticeship Phase. The Firearms Instructor Applicant must serve an apprenticeship for not less than one complete CLEET Basic Law Enforcement Academy Firearms Course.
