1.0 EXECUTIVE SUMMARY This is a Proposed mining lease for mining of minor mineral Masonry Stone (Cheja Patthar) located near villages-Pratap Pura, Tehsil-Khetri & District- Jhunjhunu, Rajasthan. The mining lease was Granted in favour of Shri Rajesh Tikkiwal , R/o-Plot No. 438, Tikkiwalon ka Rasta, Kishanpol Bazar, Jaipur (Rajasthan), vide order no. ME/Sikar/Minor/ML-209/2006/35/3 Dated 21/12/2007. As per recent amendments in Rajasthan Minor Mineral Concession Rules 1986, rule 37B (1) the applicant has to submit the approved mining plan for the applied lease area for sanction of the mining lease. Mining Plan has been approved by SME/JP/SMS/P-99/2017 dated 12/07/2017 under MMCR, 1986. The area of mine lease is 1.00 Ha. but in this instant case the total area within 500m radii is 35Ha. i.e. >25Ha. as per MOEF Gazette Notification 01.07.2016 hence it come under jurisdiction of District Environment Impact Assessment Authority (DEIAA). Lessee applies for Environment Clearance under EIA Notification, 2006. Proposed production of Masonry stone (Cheja Patthar) from this mine is 90000 tonne per annum.

The mine lease area is of 1.00Ha. located near village-Pratap Pura, Tehsil- Khetri & District-Jhunjhunu (Rajasthan). Total land of mining lease comes under Govt. Land as per Khasra 1209 forest land is involved in this area. Topographically, the area is flat. The of toposheet 45M/13.

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION (i) Identification of Project Proponent. In case of mining project, a copy of mining lease /letter of intent should be given. Project Proponent- Shri Rajesh Tikkiwal is a private individual ownership project located n/v-Pratap Pura, Tehsil-Khetri & District- Jhunjhunu, Rajasthan. A copy of lease agreement is enclosed.

The mine lease (M.L.No. 2009/2006) is located near village-Pratap Pura, Tehsil-Khetri, District-Jhunjhunu, Rajasthan over an area of 1.00Ha. Masonry Stone (Cheja Patthar) is proposed to be mine @ 90000 tonne per annum. Mining will be done by semi-mechanized open cast method. Proposed workings will be systematic by forming proper benches. Due to the globalization and new ventures, the requirement for Masonry stone has been on the rise over the last few years. Mineral masonry stone uses in various forms such as lumps, grits and powder. Its strength and long life makes it suitable for a number of purposes. Mining industry play an important role in economic sector in . Rajasthan is dominant in minor mineral wealth. The state is endowed with major and minor mineral resources. The region, where the project is situated is mostly dependant on agriculture and mineral resources. The important benefits accruing from the project to the state in the form of royalty can thus be stated as-boost to local and regional economy. The development of mining in the area provides direct and indirect employment opportunities, better infrastructural facilities, communication and socio-economic infrastructure. (iii) Demand and Supply Gap Masonry stone (cheja patthar) is used as a basic building raw material in construction of buildings and infrastructure projects, the demand of masonry stone is increasing day by day. In past, demand was not too much but now a days due to rapid industrialization and urbanization its demand increasing with pace of time. Demand of stone in its various forms such as lumps, grits and powder. (iv) Imports v/s Indigenous Production Demand of masonry stone in the domestic market is high. In the allotted area, masonry stone is available in abundant quantity and can be excavated indigenously. It had become a major source of economy in the area/region. (v) Export Possibility Mineral masonry stone cater the indigenous demand and major consumers are located in nearby areas.

There is always an increasing demand of Masonry stone (Cheja Patthar) in domestic market.

(vii) Employment generation (Direct & Indirect) due to the project By proposed project of masonry stone mining in the area, people get employment. The project directly generates the employment opportunities for the local people and indirectly for the others. The total manpower requirement for the proposed mining operation will be around 10-15 persons directly. Indirect employment is expected by allied activities.

3.0 PROJECT DESCRIPTION (i) Type of Project including interlinked and interdependent projects, if any. The proposed project of Masonry Stone (Cheja Patthar) is an independent project in which mineral will be sold directly in domestic market. (ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The lease area has been marked on toposheet No. 45M/13 falls in near village-Pratap Pura, Tehsil-Khetri & District–Jhunjhunu, Rajasthan in the state of Rajasthan. (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

Mining of mineral is site specific and feasible in the allotted area hence no alternate site is examined for mining.

(iv) Size and Magnitude of Operation Total area of mine lease is 1.0Ha. The mining operation will be @ 90000 TPA Production of Masonry Stone (Cheja Patthar). Mining will be confined to 30 meter depth (UPL) from benchmark.

(v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) A haul road of gradient maintained 1 in 16 as per MMR 1961 is existing in the mine. Approach roads are provided up to the workings Pit for movements of laborers and vehicles. Hydraulic Dumpers and Tippers will be deployed for transportation of Masonry Stone (Cheja Pathar) from working to consumers. It is an Proposed mining lease of Cheja pather and presently mining is being done adopting opencast method. The Proposed production capacity of the Lease is 300 TPD. The mining is being done in combination with Hydraulic Excavator, Compressor with 100-115 mm dia drill and Dumpers. The height of the bench is kept limited to 6 Meter and width of the bench shall not be less than the bench height. Face slope is 85°, whereas ultimate pit slope is proposed 45°. Conceptual Simplified Mining Scheme is necessary to know the ultimate limit of the pit crust at surface at the end of lease period. It is also necessary to select the sites for waste dump, site service, plantation etc. in such a place that these sites should not get any disturbance during the life of the mine.

(a) Geology Regional Geology The area covers part of Jhunjhunun and Sikar districts of Rajasthan and a small part in the northeast falls in Mahendragarh district of the Haryana State. The area is well connected by roads and railway line. The Phulera- Rewari railway line passes through the area. The area exhibits semi - arid climate with average annual rainfall of 460 mm. The area is drained by northerly-flowing Chandrawati River with its tributaries. Besides, a number of ephemeral streams showing dendritic to sub-dendritic pattern present in the area, which either join the Chandrawati River or die out in the sandy terrain.

Geomorphologically, the area is characterized by NE-SW trending hills with intervening peneplain area covered with Quaternary sediments of both Aeolian and fluvial origin.

The Meta sedimentary rocks exposed in the area comprise meta-areanites, meta-argillites with intercalated calcareous rocks. These belong to the Delhi Supergroup. The arenaceous rocks are grouped under the Alwar

Group and meta-argillites with calcareous rocks are grouped under the Ajabgarh Group. Granite, amphibolites and other intrusive rocks are also found in the area.

The Kushalgarh Formation comprises Calc-gneiss, Calc Silicate, Quartzite and schist. The matasomatic intrusion of Carbonatite, nepheline syenite is also seen within the rocks of this formation and fenitised zone is marked separately.

Geologically the rock in the lease area is mainly calc-gneiss, Calc-silicate belonging to Kushalgarh formation of Ajabgarh group of Delhi super group.

Anticipated Life: Mineable (Proved+Prabable) Reserves/Avg. Annual Production = 551653/90000 = 6.12Years or Say 6 Years

The life of mine may change depend upon the prospecting results, rate of production and the extent of mechanization.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. No raw material is required during the mining process. The operation involved excavation of masonry stone (Cheja Patthar) directly transport to end users/market in the form of lumps, grits and powder.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. In nature, mineral is in finite quantity and once the mineral depleted cannot be replenished. Working will be done systematically to optimum utilizes of mineral. Scientific mining practices will be adopted to optimum utilization of resources.

(viii) Availability of water its source, energy/power requirement and source should be given. Total water requirement at mine will be about 5.0 KLD for drinking & domestic use, dust suppression and plantation. Water will be sourced from bore wells located in nearby villages through tankers. Diesel will be use as motive source of primary energy for mine machineries. Diesel will be used in compressor, JCB, dumpers and tractors. About 200 litre per day is assumed to be consumed. Diesel will be outsourced from nearby diesel pumps/depot. (ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal. There is no top soil in the area thus dumping yard is not required for separate stacking of top soil. Further if any top soil found in the area can be utilized as murrum and can be used for maintaining un- metalled road and plantations. Depending upon the volume of generation of sub grade mineral, arrangement for separate dumping will be done. However in case of Cheja Pathar all excavated rocks are consumed in forming grits and dust for construction. 4.0 SITE ANALYSIS (i) Connectivity The lease area is located near village–Pratap Pura, Tehsil–Khetri, District–Jhunjhunu of Rajasthan State. The lease area is situated about 3.65 km towards NW side of the village Pratap Pura. Nearest town and tehsil headquarter Khetri is about 15.0 km North of the applied area.

(iii) Topography (Along with Map) The lease area comprises undulated terrains. The highest Altitude is of 421 mRL and lowest is of 413 mRL. Maximum part of the applied area is covered Masonry Stone (Cheja Pathar). Drainage in the lease area is along slope of the area. General drainage in surroundings is SES to North West north.

(iv) Proposed land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wildlife sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be industrial area, a copy of the Gazette notification should be given. The leased out area comes under Govt. Land. There are no ecosensitive areas such as forest, national park, wildlife sanctuary, biosphere reserves and wildlife corridors etc. located in core zone. Mining will be done in leased out area. (v) Existing Infrastructure This is a proposed mining project of masonry stone (cheja patthar). No infrastructure facilities exist within lease area. A well equipped first aid facility is proposed to be available at there. Temporary rest shelter urinal and latrine are proposed. Water will be purchased from Tankers and nearby villages. A small water tank is also proposed in mine office premises. This can be used for supply of water to drinking purposes. (vi) Soil Classification Thin layer of top soil over the deposit with murrum mixed in small patches. The soil is sandy loam, deep yellowish brown, deep dark brown sandy soils which are non calcareous soils, sandy to loamy sand, loose, structureless and well drained. The nutrient status of the soil is graded as low to medium level. Geologically, the district is not of much significance as the major part of the district is covered by aeolian sand and sand dunes.

(vii) Climatic data from Secondary Sources The climate of the district can be classified as semi-arid. It is characterized by very hot summers and very cold winters with poor rainfall during South-west monsoon period. In May and June, the maximum temperature may sometimes goes up to 48oC. The potential evaporation rates are quite high, especially during May and June. The total annual potential evaporation is 581.8 mm.

It promotes good industrial growth via provides better infrastructure facilities.

State Highway SH-13 is passes through at a distance of 2.10 km in SW direction of the mine site. 3. Nearest Police Station: Available at Pratap Pura about 3.65 NW km in from mine site. 4. Post Office: The communication facilities are available at Pratap Pura about 3.65 kilometres away in NW direction of mine site. 5. Medical Facilities: Dispensary is available at Pratap Pura. General hospital and private hospital are available at Tehsil-Khetri, District- Jhunjhunu, Rajasthan about ~15.0 km in north direction of mine site.

6. Electricity: Electricity supply is available in all nearby villages. Village Pratap Pura is well electrified. The electric power facilities are not available at the mine site. 7. Educational Facilities: Primary schools are available at most of the prominent villages in 5 kilometres periphery of the lease area. The education facility is available at Pratap Pura. Higher education facilities are available in nearby town i.e. Khetri about 15.0 km in North direction of lease.

5.0 PLANNING BRIEF (i) Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning/Development authority Classification This is a masonry stone (Cheja Patthar) mining project. Facilities includes such as temporary rest shelter, first aid center are proposed in the area. Mining will be done by semi-mechanized opencast method. Transportation of mineral shall be done through road by dumpers/trucks/tractor trolleys. Other facilities such as power, transportation and communication, social infrastructure facilities are locally available near project site i.e. Pratap Pura.

(ii) Population Projection The project will employ most of the workers from nearby areas. Local people from nearby villages will be give preference. Thus there will no chance to increase population due to proposed project of masonry stone (cheja patthar) mining in the area.

(iv) Assessment of Infrastructure Demand (Physical & Social) The road facility is already available which shall be used and properly maintained. Mine have its own approach roads which exist and well connected to national highway and state highway. The proposed project of masonry stone (cheja patthar) mining in the area, about 60-70 person are proposed to be employed. The labour will be employed from nearby villages. Clean drinking water and medical facilities will be made available at project area and in nearby villages.

(v) Amenities/Facilities Basic amenities/facilities available in nearby villages and towns such as road, power supply, communication, water supply, medical and health etc. Site is well connected with road and other infrastructure facilities. Communication facilities such as post office, telecommunication available in village-Pratap Pura, Tehsil-Khetri & District-Jhunjhunu, Rajasthan. Nearby villages is well electrified. Dispensary facilities are available in Pratap Pura. General Hospital is available at Tehsil-Khetri & District- Jhunjhunu, Rajasthan which is ~47.0 km in NW Direction of lease area. Apart from the above, during operational phases of mining, following facilities shall be provided as: (i) All the safety norms will be strictly followed. (ii) Provision of clean drinking water. (iii) Group insurance scheme for engaged workers. (iv) First aid facilities. (v) Periodical medical campaigns for mine workers and nearby villagers.

6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) No industrial/ processing area is proposed. (ii) Resident Area (Non Processing Area) No residential area is proposed. (iii) Green Belt Total 33% area will be planted in case of sufficient land is not available within lease so other land such as panchayat bhawans, nearby area of school, at the govt. waste land, at own pvt. land etc. will be planted as per discussion with local Panchayat Authorities. During plantation, local plant species will give preference or in consultation with local forest officials. Proposed plant species is Cassia fistula (Amaltas), Delonix regia (Gulmohar), Azadirachta indica (Neem), Delbergia sissoo (Shisham), Emblica officinalis (Amla), Acacia Nilotica (Babool), Prosopis cineraria (Khejri) etc. Details of plantation are given in table and annexed as Annexure-E.

(iv) Social Infrastructure Tar road is available in near villages. Existing road will be maintained regularly. People of the area are moves towards other place for search employment. By this proposed project of masonry stone (cheja patthar) mining in the area, provides employment opportunities in the area/region and this helps to check migration of people of one place to other. Medical and educational facilties will be provided. (v) Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) The lease area is located near village–Pratap Pura, Tehsil–Khetri, District–Jhunjhunu of Rajasthan State. The lease area is situated about 3.65 km towards South side of the village Pratap Pura. Nearest town and tehsil headquarter Khetri is about 15.0 km North

of the applied area. Nearest railway station is Mavanda RS at a distance of 5.80 km in SSE direction of the mine site.

(vi) Drinking Water Management (Source & supply of water) Water required for drinking purpose will be purchased from nearby village and through tankers. Approx. 1.0KLD water will be required for drinking and domestic purposes.

(vii) Sewerage System Domestic waste water will be treated into septic tank followed via. soak pit.

(viii) Industrial Waste Management No Industrial waste will be generated from the project. (ix) Solid Waste Management There is no top soil in the area thus dumping yard is not required for separate stacking of top soil. Further if any top soil found in the area can be utilized as murrum and can be used for maintaining un-metalled road and plantations. Depending upon the volume of generation of sub grade mineral, arrangement for separate dumping will be done. However in case of Cheja Pathar all excavated rocks are consumed in forming grits and dust for construction.

(x) Power Requirement Nearby village’s area is well electrified. Diesel will be use as a motive source of energy at mine site. Diesel will be outsourcing from nearby diesel pumps/depots.

7. 0 REHABILITATION & RESETTLEMENT (R&R PLAN) (Policy to adopted (Central/State) in respect of the project affected person including home oustees, land oustee and landless labour (A brief outline to be given). Human settlement is away from the applied lease area thus no impact will be anticipated on human settlement by proposed mining of Masonry

Stone (Cheja Patthar). So there is no need of rehabilitation and resettlement plan so far. Mining is proposed on Govt. Land.

8.0 PROJECT SCHEDULE AND COST ESTIMATES (i) (Likely date of start of construction and likely date of completion (time schedule for the project to be given) Project will commence within one month after getting environmental clearance from DEAC, Jaipur.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) (i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. Proposed project of Masonry stone (Cheja Patthar) mining of Shri Rajesh Tikkiwal (M.L.No. 2009/2006), Area-1.00Ha. near village-Pratap Pura, Tehsil-Khetri & District–Jhunjhunu (Rajasthan) is of utmost importance to the area/region for interest of mineral development and improves the socio-economic conditions of the local habitants. Mine will provide direct employment opportunities to about 10-15 persons and around 50 person will be indirectly benefitted by their allied activities. Lessee is committed to provide better infrastructural facilities such as education, medical, clean drinking water, maintenance of approach roads in nearby areas of the mine site. The State Government will get revenue in the form of royalty from selling of mineral, land tax/surface rent; Sales tax/VAT, income tax etc. will be addition. The operation of the proposed project of masonry stone (cheja patthar) mining will bestow various social and economic benefits to the local communities of the area. Thus the project of masonry

stone (cheja patthar) mining will prove beneficial to the area.
