Work of the Department

CERMES continued to conduct research and outreach as well as to deliver its MSc programme. During this year, CERMES developed a website and started a newsletter ‘CERMES Connections’.

MSc Programme CERMES continued to offer the course-based Masters of Science (MSc) degree in natural resource and environmental management, with two specialisation streams: Coastal and Marine Resource Management; and Climate Change, the latter with assistance from CIDA and MACC. A third stream in Solid Waste Management will be launched in 2004/2005. In September 2003, 19 students registered for the MSc programme: 11 to the Coastal and Marine Resource Management stream and 8 in the Climate Change stream.

Regional Initiatives and Projects CERMES plays a significant role in initiatives and projects towards in the . Some of these for which CERMES is the leader, implementer or a substantive collaborative partner are given here: $ Caribbean Coastal Resources Co-Management Project (CORECOMP) (2003 - 2005). To promote sustainable development of fisheries and other coastal resources in the Central American and Caribbean region through improved governance and management. Funded by the Oak Foundation, US$ 200,000. $ Coastal Management Research Network (COMARE Net)(2003 - 2005). To guide dissemination of project results and lessons learned from a suite of recently completed NRSP Caribbean projects on improving coastal zone management and poverty alleviation. Funded by DFID/NRSP US$33,000. $ Socio-economic Monitoring for Caribbean Coastal Management (SocMon) Project (2002-). To build capacity in the region for socio-economic data collection and monitoring and to establish and support pilot monitoring projects. Funded by NOAA. US$ 50,689 $ Coastal Resources Co-management Guidelines Project (NRSP project R8134) (2002- 2003). To examine co-management case studies in , Grenada and Belize and develop best practise guidelines for Caribbean coastal resources co-management; with CCA and MRAG. Funded by DFID, £ 120,000 $ Sustainable Integrated Development and Biodiversity Conservation in the Grenadine Islands (2002-2008). This project focusses on the role of civil society in sustainable development in the Grenadines and the modalities of effecting change in complex systems; with CCA, Projects Promotion Ltd., and the Carriacou Environmental Committee. Funded by the Lighthouse Foundation, Phase I: US$ 170,000 (completed), Phase 2: US$ 155,000 per annum (2003-2008). $ Caribbean Sea Ecosystem Assessment (CARSEA) (2003-2005). A sub-global assessment of the global Millennium Ecosystem Assessment (MA) programme. $ Marine Ecosystem Component, White Water to Blue Water Programme (2003-). US led WSSD-based initiative to promote the practice of integrated watershed and marine ecosystem management in the wider Caribbean in support of sustainable development.

Workshops CERMES hosted or co-hosted a number of training and technical workshops throughout the Caribbean this year including: $ Co-hosted with CCA, training workshop for contributors and users of the White Water to Blue Water Partnerships website. Research in Progress (Staff)

Dr Hazel Oxenford Senior Lecturer - Fisheries Biology and Management Dr Oxenford continued her research in applied fisheries, working together with scientists from NOAA USA, regional fisheries scientists, the FAO, and students registered in the MSc programme in natural resource management on the diets and trophic interactions of large oceanic species (billfishes and tunas); basic biology of wahoo; and genetic stock structure of dolphinfish.

Dr. Robin Mahon Senior Lecturer - Coastal and Marine Resource Management Dr. Mahon is conducting research in integrated marine resource management. Current activities address two areas of marine resource governance. The first involves the role of civil society in sustainable development at the local level, in particular the Grenadine Islands. The second addresses systems for governance of transboundary living marine resources at the regional or large marine ecosystem (LME) level, in particular the Caribbean LME. Of particular interest, is how to effect organisational change in complex self-organising systems such as these. So is the way that scientific information may serve the needs of such systems and be used by them.

Dr Eugene Ramcharan Lecturer - Coastal Zone Management Dr. Ramcharan continued his research on Mid- to Late Holocene climate change and its influence on shoreline and coastal ecosystem evolution in the Caribbean. Professional relationships were continued with the Department of Botany, University of Toronto, which continues to provide access to its palynology laboratory and pollen reference collections, as well as the extensive literature collections of the Earth Science Library.

Janice Cumberbatch Temporary Lecturer - Social and Environmental Management Ms. Cumberbatch is currently in the final stages of writing her doctoral dissertation which critiques the application of participatory processes in policy, project and programme development and implementation.

Dr. Patrick McConney Outreach coordinator & temporary lecturer Dr. McConney focused on the socio-economic and governance aspects of coastal resource management mainly through three outreach projects. The project on developing guidelines for successful coastal resources co-management in the Caribbean utilized participatory action research in a series of case studies on fisheries and marine protected area to derive lessons from experience in the region. This complemented another project on coastal resources co-management that focused more on capacity building and learning through co- management pilot projects. The third outreach project provided training, and is developing guidelines for socio-economic monitoring for coastal management in the Caribbean. All outreach activities are aimed at promoting integrated coastal management.
