Connect is a program of River Valley Child Development Services which operates on a grant from the West Virginia DHHR. We are a community service organization that works with parents alongside child care providers and community organizations to promote quality child care services around the state. Our case managers are available to assist in locating child care providers that meet a family's specific needs, help find information about quality care for children and determine if a family is eligible for subsidized care.

Another program that we have is TRAILS (Traveling Resource and Information Library Service). TRAILS is a mobile resource program that travels around the state with developmentally appropriate toys, games, books and a variety of other resources aimed to improve the quality of the program. They also offer assistive technology items for providers who care for children with special needs.

We also have a trained behavior consultant who works with families on issues such as child development, developmental disabilities and delays, special education, developmentally appropriate practices, environment, positive discipline, and behavior guidance.

Additionally, OMH will conduct a Hands Only CPR class with assistance from KEAA (4th Quarter 2015) as a part of the American Heart Association campaign. The Office of Epidemiology and Prevention Services (OEPS) is a part of the West Virginia Department of Health and Human Resources Bureau for Public Health and consists of seven divisions including Infectious Disease Epidemiology, Immunization Services, Hemophilia, Cancer Epidemiology, STD,HIV & Hepatitis and Tuberculosis. More than 85 employees help achieve the OEPS of tracking the occurrence of diseases, providing preventive interventions, and educating the public on protecting themselves from diseases. OEPS has immunization providers located on the West Side enrolled in the Vaccine For Children (VFC) Program. Additionally tuberculosis, infectious disease, and communicable disease services are available at the Kanawha- Charleston Health Department.

The Women’s Health Center offers comprehensive health services to women. A plan to implement the National Diabetes Prevention Program with the Partnership for African American Churches (headquartered on the west side) is forthcoming. The Division of Prevention employs a Regional Tobacco Prevention Coordinator (RTPC) which offers tobacco cessation clinics at FamilyCare and Kanawha-Charleston Health Department. Additionally, the RTPC is available to offer community support regarding clean indoor air, tobacco cessation, youth prevention and other tobacco prevention efforts. Statewide tobacco cessation services are available. These services consist of the WV Tobacco Cessation Quitline which offers no-cost services to all West Virginians to assist in quitting tobacco, nicotine product use; the “Not-on- Tobacco” teen tobacco cessation program available to any middle or high school upon request; and the “Tar Wars” youth (4th and 5th graders) tobacco prevention program available to any elementary school upon request.

child interaction activities and assist with goal setting around education, self-sufficiency and family priorities. There are no income or insurance requirements for families. WVHVP is utilizing a Positive Behavioral Intervention and Supports (PBIS) system with selected child care centers which will directly have an impact on both families and child care providers through the use of developing higher quality child care settings and positive relationships with families at the centers. The process to select sites and identify levels of PBIS is underway with a January 2016 implementation target date. Outcomes will include higher staff and family retention in child care centers. WVHVP is implementing Triple P Positive Parenting Program to increase the support system of positive parenting and discipline. CAMC, Big Brothers & Sisters, along with other selected sites will apply Triple P in various tiers by January 2016. WVHVP is increasing awareness of Help Me Grow as a developmental screening and resource referral system for families within the West Side. This is a free service for families. WVHVP is working on a Celebrate the Child week in May 2016 in which families will be able to get multiple developmental and health screenings, participate in age appropriate activities throughout the community, increase awareness of the First 1000 Days for the child, and ongoing professional development for early childhood providers. This will be a huge week-long event for West Side families, providers and early childhood educators. WVHVP is developing a media campaign promoting the positive community norms and strategies around Project LAUNCH. Family Care and Women’s Health Center are enrolled providers with the Title X Family Planning Program. The Title X Family Planning Program is the only federal program dedicated solely to the provision of family planning and related preventive health services. The program is designed to provide contraceptive supplies and information to all who want and need them, with priority given to persons from low-income families. All Title X-funded projects are required to offer a broad range of acceptable and effective medically (U.S. Food and Drug Administration (FDA)) approved contraceptive methods and related services on a voluntary and confidential basis. Title X services include the delivery of related preventive health services, including cervical and breast cancer screening and sexually transmitted disease (STD) and human immunodeficiency virus (HIV) prevention education, testing, and referral. FamilyCare and Women’s Health Center are also enrolled providers with the Breast and Cervical Cancer Screening Program. This Program provides low-income, uninsured, and underserved women access to timely breast and cervical cancer screening and diagnostic services. Emergency Assistance – EnAct provides assistance to low-income, disabled and elderly persons through the Community Services Block Grant. EnAct can provide direct payments on qualified, eligible customers' utility bills, housing bills, and in some of our sites eyeglass and prescriptions costs. Prior to beginning the tutoring experience, candidates were provided with professional development on research-based reading strategies and effective instruction from Edgewood Elementary teachers. These teachers provided professional development to all three Education 201 Human Growth and Development courses on campus at WVSU. In addition, instructional resource tool kits were given to the candidates to be utilized during their field experience. YWCA Resolve Family Abuse Program Offers 24/7 shelter, a crisis hotline and emergency intervention for victims of domestic violence. Providing services for the entire family in Kanawha, Clay and Boone counties, YWCA Resolve also offers case management, court advocacy, counseling, support groups, safety planning, monitored parent-child visitation/exchange, parenting sessions, and programs for children, teen dating safety and batterers intervention/prevention. Licensed by the West Virginia Family Protection Services Board, our mission is to eliminate domestic violence through leadership, education, empowerment and community collaboration. 69. We maintain a successful recidivism rate of about five(5) percent annually, well below the national average of individuals returning to shelters. Children’s programs include computer and art classes, tutoring, drug-free education, supportive counseling and field trips. Recovering from and preventing future homelessness is our goal for all who take shelter with us.
