Introducción Esta nota de mercado pretende describir el desarrollo urbanístico que ha ido experimentando la zona de Greater Downtown Miami durante los últimos años, así como los cambios venideros y las perspectivas de futuro del skyline de la ciudad y su impacto en el desarrollo económico del sur de la Florida. Florida actualmente es el 3º estado con más población de Estados Unidos, siendo Miami su mayor área metropolitana y Greater Downtown Miami su centro neurálgico. Miami es una ciudad que destaca por su diversidad y su potente atracción de nuevos residentes provenientes del todo el mundo, emergiendo, según Emporis1 como un importante centro internacional de comercio y finanzas en el que muchas empresas multinacionales han basado su sede latinoamericana en la ciudad, lo que ha contribuido a generar un constante desarrollo inmobiliario tanto residencial como comercial. El denominado Greater Downtown Miami, comprende poco más de 6 kilómetros de primera línea costera de desarrollos inmobiliarios, entre la Interestatal 95 al oeste y Biscayne Bay al este, la Julia Tuttle Causeway al norte y la Rickenbacker Causeway al sur, y comprende los distritos de Brickell, Central Business District (CBD), Arts & Entertainment District (A&E), Wynwood, Edgewater, Midtown y el histórico Overtown, área del mapa delimitada en rojo. Principales datos de Greater Downtown Miami Población Desde 2010 la población de Downtown Miami se ha incrementado en más del 30% • Población estimada en 2016: 88.540 habitantes • 32,6 % de incremento desde el censo de 2010 • Densidad: aproximadamente 23.300 personas por milla cuadrada • Población proyectada para 2021: 106.429 habitantes • Población diaria no residente: 234.976 La mayoría de la población de Downtown Miami, son jóvenes profesionales con educación superior • Población estimada en 2016 entre 25-44 años: 39.516 • 53% de la población comprendida en los 20-44 años • 60% de la población de +25 años con titulación universitaria Unidades familiares El número de hogares se ha incrementado un 42% desde 2010 • Número de hogares estimados en 2016: 46.130 • 36% de incremento desde el censo de 2010 • 13.000 unidades residenciales está en proceso de construcción Renta La renta de la población de Greater Downtown Miami supera considerablemente a la de la Ciudad de Miami • Renta per cápita en 2016 en Downtown Miami: $50.707 • Renta media en 2016 en Downtown Miami: $66.498 Oficinas, comercios y centros de entretenimiento Greater Downtown Miami cuenta con la mayor concentración de espacios para oficinas de gama alta del Sur de la Florida. • 1,8 millones m² de espacio de oficinas en Clase A y B • La mayor parte de los edificios Clase A son de altas prestaciones y con certificación LEED • Los espacios de oficina Clase A tienen una tasa de ocupación del 85% • Los espacios de oficina Clase B tienen una tasa de ocupación del 80% 6 Oficina Económica y Comercial de la Embajada de España en Miami NOTA DE MERCADO SOBRE EL DESARROLLO URBANÍSTICO DE GREATER DOWNTOWN OD MIAMI • Más de 45 mil m² de espacio de oficina en construcción • Estos espacios de oficinas son ocupados diariamente por 160.000 trabajadores El fuerte crecimiento de la población residente y de profesionales que se desplazan diariamente, ha generado una creciente demanda para espacios para el comercio minorista y restaurantes • 335 millones m² de espacio para comercio minorista • Tasa de ocupación del 95% • 102 millones de m² en construcción • Más de 350 restaurantes en Downtown • Espacios para comercio destacados: Bayside Marketplace, The Shops at Mary Brickell Village, Brickell City Center, Miami Worlcenter 7 Oficina Económica y Comercial de la Embajada de España en Miami NOTA DE MERCADO SOBRE EL DESARROLLO URBANÍSTICO DE GREATER DOWNTOWN OD MIAMI 3. Aspectos institucionales y regulatorios Cada condado de Florida establece su propia normativa urbanística con un Master Plan general y cada ciudad desarrolla planes urbanísticos basándose en ellos. El Condado de Miami Dade tiene su Master Plan de Desarrollo Integral2 (CDMP, por sus siglas en inglés) que expresa los objetivos generales y las políticas que abordan dónde y cómo se pretende desarrollar o conservar la tierra y los recursos naturales durante los próximos 10-20 años y qué objetivos tiene el condado al respecto. Cada siete años se realiza una revisión y actualización importantes del CDMP. El Master Plan para 2025 se apoya en los siguientes puntos: • Mejorar la posición de Downtown como epicentro empresarial de América. • Aumentar la experiencia de Arte, Cultura y Entretenimiento. • Crear grandes espacios públicos urbanos. • Promover el transporte, la conectividad y la movilidad. • Mejorar la calidad de vida de la zona. Esta institución es la encargada de establecer los requisitos y conceder licencias y permisos de construcción en el área del Condado, como veremos a continuación. Junto a ella, existen otras instituciones que controlan y regulan el desarrollo urbanístico de la zona de Greater Downtown, entre las que encontramos las siguientes: • Florida Building Commission, perteneciente al Department & Business Professional Regulation de Florida, que establece las normas y procedimientos para la construcción a nivel estatal: https://floridabuilding.org/c/default.aspx • Departamento de Edificación (Building Department) de la ciudad de Miami3, que hace cumplir los códigos y las regulaciones establecidas tanto por el estado de Florida como por el condado de Miami-Dade que gobiernan la construcción, la alteración, y el mantenimiento de edificios y de estructuras dentro de la ciudad para la protección de residentes y de la característica http://www.miamigov.com/Building/ A continuación se explican brevemente las principales regulaciones que presentan el Condado de Miami Dade para todo su territorio, incluido Greater Downtown Miami, y el Miami Building Department en los siguientes ámbitos: 2 http://www.miamidade.gov/planning/cdmp.asp 3 http://www.miamigov.com/building/ 8 Oficina Económica y Comercial de la Embajada de España en Miami NOTA DE MERCADO SOBRE EL DESARROLLO URBANÍSTICO DE GREATER DOWNTOWN OD MIAMI • Permisos de construcción: “Cualquier propietario, agente autorizado o contratista que desee construir, aumentar, alterar, reparar, mover, demoler o cambiar el contenido de un edificio o estructura, o de cualquier área externa usada como parte de un edificio; o levantar, alterar, reparar, quitar, convertir o reemplazar cualquier sistema eléctrico, de gas, mecánico o de fontanería, cuya instalación es regulada por códigos técnicos, debe primero realizar una solicitud a las autoridades de construcción y obtener el requerido permiso para el trabajo.” Los permisos de construcción se emiten en nombre de la persona que realiza el trabajo. Solamente los contratistas y propietarios/constructores con licencia podrán obtener el permiso. Se puede encontrar más información sobre la emisión y requisitos de estos permisos en los siguientes enlaces: http://www.miamidade.gov/permits/ http://www.miamigov.com/Building/permits.html • Licencias de construcción: los constructores que trabajen en el Condado de Miami-Dade necesitan una licencia concedida por el Miami Dade County’s Contractor Licensing Section. El Construction Trades Qualifying Board tiene autoridad sobre estos tipos de licencias emitidas. Como parte del permiso de construcción, se realiza una inspección de zona o “Zoning inspection” que determina si los planos han sido ejecutados de acuerdo a los requerimientos.

    March 13, 2017 Circulation: 35,000 Building up Brickell The latest wave of development in Downtown’s financial district — and the challenges ahead By Erik Bojnansky Back in the 1870s, Brickell was hardly more than a trading post run by the Brickell family. Today, it’s one of Miami-Dade County’s most intensely developed neighborhoods, boasting some of the tallest buildings in Florida. More than 10,000 apartments and condos were built, under construction, or proposed in the 1.2-square-mile Brickell neighborhood in 2016 alone, according to the latest figures from the Miami Downtown Development Authority. In addition to new residences, plenty of new hotels, offices and retail projects have been built or are now underway. While concerns about additional traffic persist, builders and city officials are hoping that more people will take advantage of Metrorail, a light-rail system that provides free alternative transportation from South Brickell to the Omni neighborhood. A tall order The structures that are being built, or are proposed, are of sizable stature. The 789-foot-tall Four Seasons, constructed in 2006 at 1435 Brickell Avenue, is now the tallest building in Florida, though it will soon be usurped by Tibor Hollo’s 830-foot building Panorama, which will in turn be overtaken by another of Hollo’s Florida East Coast Realty buildings, a pair of 1,049-foot-tall towers called — what else? — The Towers. Page 2 Meanwhile, developer Simon Karam recently submitted plans to build a 960-foot-tall building in the area. And Swire Properties, the Hong Kong-based developer of Brickell City Centre, still intends to build a 1,049-foot tall mixed-use tower near its 4.9-million-square-foot complex.
