Trees for Honolulu’s Future is a non-profit organization with a vision for a tree-filled island that preserves and enhances our quality of life, especially in the face of climate change.

We strongly support the confirmation of Roger Morton to serve as Director of the Department of Transportation Services of the City and County of Honolulu.

Roger brings to this role extensive experience the in transportation arena, especially the crucial role of the City’s bus system in providing an instrument to allow people to travel to their chosen destinations, especially those without access to private vehicles. He is just the person to implement Complete Streets with its emphasis on the importance of trees along our urban streets. He understands climate change and the need to move to electric buses. He knows mass transit. He has the experience and ability to address the current dilemma all of us lace in terms of our rail system.

Our Citywill be well-served having Roger in this critical role. Mayor Blangiardi is to be congratulated in making this appointment.

Organization It is a well known fact that has one of the best bus and paratransit systems in thc USA, in fact, having been voted The Best twice by the American Public Transportation Agency. TheBus is operated by a private non-profit company called Oahu Transportation Services, Inc. Few people know it, but it was Mr. Morton who actually conceived of and lien created OTS in 1992 when MTL lost it contract with the City.. OTS was initially run by a James F. Cowen. Upon Cowen’s passing away. Mr. Morton became President and General cs itnony Manager He has successfully held that position for over 30 years.. He is the most knowledgeable person in the state with regard to all transportation matters. Well known and respected in the transit industry, he is the ideal candidate for Director. DTS. I have had the pleasure of knowing Roger for almost 30 years. I first met Roger through my representation of Oahu Transit Services, Inc. (“OTS”), the operator of the City and County of Honolulu bus system and special transit service. During his tenure with OTS, I worked closely with Roger on a wide variety of legal matters and was able to observe his leadership and decision making skills first-hand.

One of Roger’s greatest assets is his ability to take a “big picture” view of the public transportation services in Honolulu and to lead decisions which are in the best interests of the public. For example, Roger was instrumental in having OTS assume TheHandi-Van operations from a private, for-profit operator so as to provide a better, more efficient service to TheHandi-Van riders. Roger has also lead a number of other initiatives (e.g., the HOLO card) which have had a significant impact across the public transportation sector. Thus, while Roger’s direct experience has with TheBus and TheHandi-Van, he has had, and if confirmed will continue to have, a tremendous impact on the entire public transportation sector.

It is with great pleasure that I highly recommend the Committee on Transportation, Sustainability and Health to pass along to the City Council for the City and County of Honolulu its enthusiastic recommendation for confirmation of Mayor Blangiardi’s nominee for Director of Transportation Services, Mr. J. Roger Morton.

During Roger’s confirmation hearing, you will no doubt hear words like ‘proven leadership’ “a leader with heart,”’ knows spreadsheets to engine blocks’ “tough but fair,” “he never saw a street that he did not think deserved a bus stop,’ and many other adages that mark a person with a career as long and distinguished as Roger’s. Having worked with Roger as one of the labor and employment lawyers for TheBus and The Handi-Van for nearly 30 years, I can attest that each of these statements are true.

If confirmed, Roger will enter the position at a critical time in the life of the City. HART’s delays and costs, diminished financial resources, a growing public impatience for crumbling roads and a growing demand for paratransit services by an aging population are just a few of the challenges facing DTS. But, if past is prologue, his intellectual curiosity, rigorous expectations, and work ethic will help him mediate competing solutions and interests. My name is Trevor Naganiine, and I am a resident of Mililani, and was a regular user of TheBus prior to the COVID-19 pandemic. I am also currently a member of Neighborhood Board No. 25 (Mililani/Waipio/Melemanu); however, I am submitting this testimony in my individual capacity, and this testimony does not reflect any official position of Neighborhood Board No. 25.

I am writing today in support of the nomination of J. Roger Morton as Director of the Department of Transportation Services.

I have used TheBus for many years to commute to work in Downtown, which TheBus as a service performed consistently and reliably for a fraction of the cost of driving myself into town. The dependability ofTheBus speaks to the skills and talent of Mr. Morton, who has been President and General Manager of Oahu Transit Services for the past fifteen years. It is under his leadership that TheBus has endured as an indispensable service relied upon by tens of thousands of 0’ahu residents like myself, even in the midst of a worldwide pandemic.

I am hopeful that Mayor Blangiard’s choice of Mr. Morton to serve as Director of the Department of Transportation Services (DTS) reflects that improving public transit will be a priority of the new administration, which will be especially important since the rail project will begin revenue service later this year. I would note however, that Mr. Morton will be coming to DTS directly from Oahu Transit Services (OTS), which is a contractor that is overseen by DTS.

Therefore, should Mr. Morton be confirmed as Director of DTS, I urge this Committee and the City Council to continue to ensure that DTS is working faithfully for the benefit of the people of the City and County of Honolulu.

Chair Cordero. Vice Chair Elefante and members of the Committee, mahalo for the Written opportunity to submit testimony in support of the nomination of J. Roger Morton to serve as Testimony the Director of the Department of Transportation Services.

As we all know, our city faces numerous issues that must be addressed in the coming months and years. Mr. Morton would bring to DTS a wealth of experience as well as institutional knowledge that he has accrued through years of experience as Oahu Transit Services’ general manager, a position he rose to after serving for year’s as OTS’s director of operations. These would serve him well as the director of the Department of Transportation Services.

I have known Mr. Morton since my time as a City councilmember and later as Honolulus mayor and have held his experience and expertise in high regard for many years. We have enjoyed an excellent professional and personal working relationship. Should he be confirmed. he will undoubtedly serve the City & County of Honolulu and its residents with experience,

capability, and dignity. For this reason, I strongly support Resolution 2 1-035.

I have had the pleasure of knowing Roger Morton for over fortyyears and have worked with him during my career as an Accounting and Auditing Partner with KPMG LLP (aka Peat, Marwick, Mitchell & Co.)

as MTL. Inc. and its successor, OTS, Inc. were clients of our Firm. I have always found Roger to be intelligent and a very quick study. In my opinion, there is no one else in Honolulu who has his knowledge and experience in the transportation industry. Recently, he was fondly referred to as a “Transportation Services Geek” as he “eats, sleeps Written and breathes” transportation. Testimony

During the last fifteen years I have served as a member of the Board of Directors of OTS, Inc., the entity that manages the day to day operations of The Bus and Para transit for the City. Mr. Morton has consistently amazed me with the constant and innovative improvements he and his management team have implemented, effectively maintaining one of the best transportation systems in the Country. A key success factor is Roger’s ability to recruit extremely capable management individuals, many of whom he has identified and promoted from within the OTS family.

Finally, as Director of Transportation Services, he will be able to effectively integrate the Bus operations with Rail because of his in

1 depth working knowledge of the transportation needs of our community, his many years of experience managing the BUS and his demonstrated ability to identify synergisms to make operations more efficient.
