    Public Hearing of the Moreland Commission to Investigate Public Corruption Prepared Testimony of U.S. Attorney Preet Bharara September 17, 2013 Chairmen Fitzpatrick, Rice, and Williams; distinguished members of the Moreland Commission; U.S. Attorney Lynch; District Attorney Vance; and members of the public, it is a privilege to be here today. I have never testified in a forum like this before, but when the Commission reached out to me, I leapt at the chance because you are engaged in an effort that is dear to my heart not just as a prosecutor but as a New Yorker. As I have made clear to the Commission, I pledge the cooperation and assistance of my office with the Commission’s vitally important work. Fighting public corruption has been a top priority for my office for a long while, as it has been for my friends Loretta Lynch and Cy Vance. The diversity of the officials caught up in our probes reflects not only the level of our commitment but also the depth of the problem in our state. Public corruption, based on all the evidence, appears rampant. And the ranks of those convicted in office have swelled to absolutely unacceptable levels. We have had to prosecute State Senators as well as State Assemblymen; elected officials as well as party leaders; city council members as well as town mayors; Democrats as well as Republicans. In an age often decried for increasingly bitter partisanship, we can say that public corruption in New York is truly a bipartisan affair. Sometimes we have used exclusively federal statutes, but often we have relied on the Travel Act, which requires us to prove a violation of existing state law as a predicate.

The trail will form a loop that can be done in less than 90 minutes, although the goal is not to provide a short hike but to reduce the number of injuries and rescues that take place on the popular trail. Rex then joined the Schuyler County Board of Elections on February 09, 1995 as a Republican Elections Commissioner, a title that he held until his untimely death on August 21, 2002.

    ORGANIZATIONAL MEETING JANUARY 6, 1997 The January 6, 1997 Organizational Meeting of the Schuyler County Legislature was called to order at 9:00 a.m. by Gail M. Willis. The Pledge of Allegiance was led by Legislator Compton and followed by a Moment of Silence. ROLL CALL: All Legislators were present. County Attorney Coleman was also present. Gail M. Willis, acting as Temporary Chairman, asked for nominations from the floor for Chairman to the Schuyler County Legislature for the year 1997. Sidney B. Compton nominated Barbara J. Halpin, seconded by Ernest E. Thurston. There being no further nominations, Mrs. Willis asked for a motion to close the nominations. RESOLUTION NO. 1 Motion by Burnside, Second by Franzese. RE: CLOSE NOMINATIONS - 1997 CHAIRPERSON OF THE SCHUYLER COUNTY LEGISLATURE BE IT RESOLVED, that nominations for the 1997 Chairperson of the Schuyler County Legislature be closed. VOTE: Passed 7-1. No: Young. RESOLUTION NO. 2 Motion by Thurston, Second by Burnside. RE: APPOINTMENT - CHAIR, SCHUYLER COUNTY LEGISLATURE - 1997 BE IT RESOLVED, that Barbara J. Halpin be Chairperson of the Schuyler County Legislature for the year 1997. VOTE: Passed 8-0. Legislator Hastings congratulated Chairman Halpin, adding she knows she will do a good job. She explained that she has supported Legislator Fitzsimmons in this position in the past and the decision was a difficult one for her to make. Her decision was based on not having a manager in the county. With Legislator Fitzsimmons being a full-time Dad and having a job, it would be difficult for him. Legislator Franzese stated that she is proud to serve under either one of them.
