What the country, and the world, witnessed was insurrection. Rather than accepting the results of a free and fair election, extremists stormed the United States Capitol in an attempt to overturn President-elect Joe Biden and Vice President-elect Kamala Harris’ victory. These were not the organic actions of a few extreme supporters. It was a siege orchestrated and encouraged by the president to throw chaos into our democratic institutions in a desperate attempt to cling to power. Let us be clear, as long as President Trump is in office, the future of our republic is in danger. Every leader in our nation must stand up and acknowledge that now is the hour we must draw the line in the sand and remove President Trump from office before further damage is done. We also want to acknowledge the work being done by the Democratic members of Wisconsin’s Congressional delegation in their support for our nation’s laws and the principles of our democracy. Since November, the president has promoted conspiracy theories, lied countless times about the results of the election, and pursued legal action to overturn the will of the people. This culminated with yesterday’s actions at the Capitol with individuals determined to cause harm in a domestic terror attack on the most significant symbol of our system of self-government. Those responsible must be held to account under federal law. Today, we are calling on you to use your authority as Vice President to invoke the 25th Amendment immediately to ensure a peaceful transition of power and to save our nation.

Replacing Phillips Hall has been and remains the Chamber’s highest priority for the past two budget cycles. We are fortunate our area bipartisan legislative delegation agrees. We appreciated your leadership in 2019 in proposing and securing the funding for phase one. As you said here in Eau Claire on the day you announced it, “The state’s investment will leverage taxpayer dollars to support the Chippewa Valley’s emergence as a healthcare innovation hub, while also investing in a visionary campus that is tackling some of the most pressing healthcare and technology issues facing rural Wisconsinites.” Indeed, there is no other current project that is more important to the future of our regional economy and workforce than this urgently needed replacement for the aging and outdated Phillips Hall. In our lobbying effort two years ago, we told lawmakers that this project would be a model for how to build major projects across the system, which is one of the primary reasons it received so much support. Including the second phase of funding in this current budget cycle is essential to successfully achieving the goal for UWEC to design a unified, efficient building, thereby allowing for a shortened construction timeline, cost savings for taxpayers, and timely completion to successfully realize all of its potential benefits.

    April 1, 2021 [DELIVERED ELECTRONICALLY] Dear Chair Swearingen, Vice-Chair Vorpagel, and members of legislative leadership: We are writing to request a public hearing on Assembly Bill 88 in the Committee on State Affairs as soon as possible. Assembly Bill 88 would enact a statewide mask mandate in Wisconsin. With yesterday’s Supreme Court ruling striking down the statewide mask mandate, Wisconsin no longer has any statewide public health orders in place. While our state has continued to shine as a leader in vaccine administration, the Department of Health Services has projected that we will not reach herd immunity until June 2021. With new, more transmissible variants of COVID-19 circulating, now is not the time to let up. During the debate on Senate Joint Resolution 3, a resolution to end the public health emergency, some proponents of the resolution stated that this was "not about masks" but rather regarding "executive overreach." If this is true, prove it. Hold a public hearing on legislation to enact a statewide mask mandate. Give the public health experts, scientists, and physicians the opportunity to weigh in. Allow the public to testify. Senate Joint Resolution 3 passed with bipartisan opposition and no opportunity for the public to weigh in at a public hearing. Now that there is no statewide public health emergency or mask order in Wisconsin, a bipartisan conversation on the benefits of masks during a pandemic is urgent. Box 7882 Madison, WI 53707-7882 October 13, 2020 – Delivered Electronically Scott Fitzgerald Senate Majority Leader Robin Vos Speaker of the Assembly Due to an unprecedented increase in absentee ballot requests, and in order to ensure timely reporting of Wisconsin’s election results this November, we call on the Wisconsin State Legislature to meet in extraordinary session as soon as practicable to pass legislation allowing the canvassing of absentee ballots before the statutory timeline of 7am on Tuesday, November 3rd. As of Monday morning, October 12th, just over three weeks until the election, 1,334,041 absentee ballots have been requested and 683,233 have been returned. Our local clerks need extra time to process these ballots if we are to have any hope of reporting results within 24 hours of poll closing at 8pm on Tuesday, November 3rd. Election integrity is of utmost concern for voters in Wisconsin, and the longer the count takes, the more potential for mistrust in results to be fomented by those who mean harm to our democracy. It is worth noting that the vast majority of states allow at least some processing of absentee ballots before Election Day, while only 9 states prohibit any sort of pre-election day processing as Wisconsin currently does. A bipartisan bill, SB 574, was introduced in November of 2019 that would make the change requested here. In a recent interview, United States Senator Ron Johnson indicated his support for allowing canvassing of absentee ballots prior to Election Day when he said this: "I think we should change the law so the ballots can be counted well before Election Day, so that Wisconsin results are known by 9, 10, 11 o'clock on Election Day, so Wisconsin isn't part of the problem” Our democracy is of utmost importance, and this simple change is not only eminently necessary but also has bipartisan support.

    January 15th, 2021 DELIVERED ELECTRONICALLY Senator Ron Johnson, Congressman Scott Fitzgerald, and Congressman Tom Tiffany: The events of January 6th, 2021 shocked and appalled the nation, as armed insurrectionists overran the United States Capitol in an attempt to overturn the election of President-elect Joe Biden and Vice President- elect Kamala Harris. This was not an isolated or spontaneous event, emerging in-the-moment from a mass of impassioned supporters. In the days following this extremist attack on the seat of our democracy, details have emerged showing this was a planned, coordinated event with violent intent. The siege of the U.S. Capitol was aided and encouraged by President Donald Trump as part of a desperate attempt to undermine our democratic institutions and cling to power. Likewise, we cannot forget the role that many legislators played in encouraging this rhetoric and undermining public perception of the legitimacy of our election process for their own political gain. Those who aided, abetted, and encouraged these events and the campaign of misinformation leading up to them must be held accountable. The future of our republic is in danger. As elected officials, it is our duty to stand up and confront this crisis head-on. Legislators cannot claim to uphold our democracy and our Constitution while also undermining our election process and encouraging insurgent groups. Senator Ron Johnson, Congressman Scott Fitzgerald, and Congressman Tom Tiffany each have supported President Trump’s false and inflammatory claims and conspiracy theories regarding our election process. Senator Johnson has been a particular ally of the president, and all three legislators have continued to push the president’s false claims and lies, culminating in the January 6th attack on the U.S.
