Introduction Jharkhand is a fortunate land of immense mineral potential in the country. This natural gift of minerals is an outcome of its diversified geological set up comprising lithological sequence ranging from Achaean to Recent. All these formation contains deposits of energy, ferrous, non-ferrous, fertilizer, industrial, refractory, atomic, strategic, precious and semi-precious groups of minerals. Jharkhand state has great oldest history for industrial growth because first Indian Steel manufacturing industry “Tata Steel” was establish in Jharkhand in the year 1904. In the Jharkhand presently about 160 million tonnes of different minerals are mined out annually which have value of about 16 thousand crores. 3 Department of Mines & Geology, Government of Jharkhand Mineral Exploration and Development for XIIth Five Year Plan (2012-17) 1.1 Role of Department of Mines & Geology: Department of Mines & Geology is the nodal department of Government of Jharkhand to investigate and explore the mineral resources of the state, ascertain their reserve and grade, grant mineral concessions, administer them and collect the mining revenue. There are two separate Directorates to discharge the works and responsibilities of the Department:- I. Directorate of Geology and II. Directorate of Mines 1.2 Functions and Responsibilities for Mineral Exploration of Directorate of Geology: Geological Investigation for proving the availability of mineral deposits in the State. Estimation of reserve and grade of minerals. Development and maintenance of the data base of mineral. Conducting hydro-geological survey in plateau areas for drinking water. Conducting geo-technical surveys for engineering projects as and when required. 2. Resource of Man Power and Fund Strength of Directorate of Geology: 2.1 Man Power: . The working strength for mineral exploration is quite low i.e 45% against the sanction post in Directorate, they are as follows :- Sanction Working Strength Strength . The year wise plan expenditure for mineral exploration are as follows :- Rs. Crore Year 2007-08 2008-09 2009-10 2010-11 2011-12 Total Amount 4.2 2.52 2.11 1.88 1.60 12.31 2.3 Minerals resource of Jharkhand: In Jharkhand State approximately thirty two types of minerals occur in the state. Coal, iron ore, bauxite, limestone, copper, dolomite, Pyroxenite deposit are available in plenty. China clay, fireclay, magnetite, graphite, Kyanite, quartzite, quartz- feldspar, mica & decorative stones are present in sufficient quantity. The reserve of Andalusite, Manganese, Chromite, Beryl, Talc, Gold, Bentonite are in small quantity. 2.3.a Important Minerals & their Reserve . The State occupies 1st position in coal reserve in the country with 7,38,897.83 million tones of coal deposits located in Dhanbad, Bokaro, Ramgarh, Hazaribagh, Dumka, Pakur, Deoghar, Godda, Giridih, Ranchi, Palamu, Chatra and Latehar districts. The State holds 2nd position in Iron ore reserve in the country with a total reserve 4,035.74 million tones. Haematite Iron ore is available in West Singhbhum and Magnetite Iron ore is available in East Singhbhum, Latehar and Palamu districts. The State occupies 7th position in the country with a total reserve of 117.54 million tones of Bauxite which is available in Gumla, Latehar and Lohardaga districts. With 226.08 million tones Copper deposit, the state holds 2nd position in the Country. The Copper deposit is available mainly in East Singhbhum district. In course of exploration of the minerals of the state, geological investigation of Limestone, Iron ore, Magnetite, Bauxite, Coal, Quartz and Soapstone were carried out. This included:- . For exploration of Limestone in the Bara Pokharia, Mundedal and Kunderveta area of West Singhbhum, 78 sq km area was investigated and mapped which has yielded 6 million tonnes of good grade Limestone. 7.5 sq km area in and around Ladi-Chikore area of Ramgarh district was investigated and mappedwhich has indicated 1.25 million tonnes of Limestone. The Directorate is carrying on a joint exploration work with N.M.D.C. for exploration of Iron ore in Silpunji, Kantoria and Sasgada area of West Singhbhum district. So far 103.00 sq km area has been investigated and mapped, two of its block have good potentiality of Iron ore. For the exploration of Quartz and Soapstone in Saraikela and Kharsawan district, about 416.00 sq km area was investigated and mapped. Good deposits of Soapstone have been found in Maharajganj and Patakocha areas. With the help of modern Remote Sensing Method, Bauxite deposits are being investigated and demarcated in about 2400.00 sq km plateau area of Gumla, Lohardaga and Latehar districts. This work is being carried out in joint venture with NRSA and JSAC. In view of the increasing demand and scarcity of water in the state, the Directorate is working on an ambitious plan to utilize the water logged in the abandoned and closed mines.

ANSWER THE MINISTER OF STEEL (SHRI BENI PRASAD VERMA) (a)to(c): The Steel Authority of India Limited (SAIL) has been granted 13 iron ore mining leases (Chiria-6 leases, Gua-4 leases and Kiriburu-Meghahatuburu mines-3 leases) in the State of Jharkhand. The renewal of mining leases is pending with State Government except one lease i.e., Budhaburu lease of Chiria for which in-principle approval has been granted. Environmental Clearance (EC) has been obtained for 3 leases of Kiriburu- Meghahatuburu mines and for 3 leases of Chiria mine. Environmental Clearance proposals for 1 lease of Chiria and 1 lease of Gua mine are awaiting approval of Ministry of Environment and Forests (MoEF). In respect of 3 leases of Gua, MoEF has asked State Government to take appropriate control measures. Similarly, Forest Clearance (FC) for 2 leases of Kiriburu and Meghahatuburu mines is valid. However, for main working lease, Stage-I Forest Clearance has been granted by MoEF for existing as well as new pits (South- Central Blocks) for which compliance of conditions is pending because of finalization of Wildlife Conservation Plan (WCP) by the State Govt. Forest Clearance for Dhobil lease of Chiria mine is valid.

PROJECT DESCRIPTION EXECUTIVE SUMMARY The Mining lease of Marble and Stone over an area of 0.81 acres (0.33 Ha) in Village – Garbaandh, p.s- Nagar-untari, Distt- Garhwa, State – Jharkhand, having Lat. 24° 20’ 10.164 ”N to 24° 20’ 14.736 ”N & Long. 83° 27’ 40.8” E to 83° 27’ 45.0” E in Topo sheet no- : G 44 × 7 has been applied for a period of 10 yrs (Ten years) on 16.10.2017 to DMO Garhwa, by Dhananjay Kumar Singh, S/o –Shri Baliram Singh, Vill. - Bhaisberwa, P.O. - Bhojpur, p.s- Nagar-untari District- Garhwa. The proposed production capacity of Stone is 9336 tone/yrs. The lease area lies in Garbaandh village of district Garhwa, Jharkhand. The total mine area is 0.33 hectares which is non-forest land.     Kanhar Barrage Project, Jharkhand: Kanhar barrage project envisages construction of a barrage on river Kanhar near village Khuri under Ranka Block of Garhwa district in Jharkhand, around 12 km downstream of proposed dam site at Baradih. River Kanhar is one of the major right bank tributary of river Sone. The total catchment area up to its confluence with river Sone is 5903 km2, and total length is 218 km. It originates from the northern slopes of Vindhya Ranges at Gidha‐Dhoda on the Khudia plateau in Jashpur district of Chhattisgarh at an altitude of EL. 990m. It initially flows north forming the boundary with Garhwa district in Palamu division of Jharkhand and Surguja district of Chhattisgarh. Subsequently, it runs parallel to river Sone in Garhwa and turns north‐west and flowing through Sonbhadra district of Uttar Pradesh. It confluences with river Sone near village Kota in Dudhi Tehsil. The catchment area upto proposed barrage at village Khuri is 3375 sq‐km. The project envisages irrigating the area of Garhwa district and some villages of Palamu district in chainpur block only. It is to be noted that Garhwa is a draught prone zone and deprived of assured irrigation in the area. The existing reservoirs in the district are mostly water deficit being fed by limited catchment. The Kanhar Barrage Project, Jharkhand was considered by the Advisory Committee of MoWR, RD&GR on Irrigation, Multipurpose and Flood Control Projects in its 135th Meeting held at New Delhi on 12th March, 2018. Before this, District Handbooks containing important census tables and e-ther statistics were, published in 1905 and 1916 in the form of statistical supplements to District Gaoot~eers. Th@se Handbooks did not contain any statistics relating to indiyidual villages. Madras and certain other provinces and Indian States published village statistics of some districts at the 1921, 1931 and 1911 censuses. In Bihar also, there were proposals in 1921 and 1931 for publishing similar statistics, but they did ncit materialise. The idea of publishing Handbooks like this containing both district tables and statistics of area, popUlation, literacy and livelihood pattern for each . village besides other useful statistics relating -to the district owes its inception to Shri R. A. Gopalaswami, I. c. s., Census Commissioner of India in 1951. This recommendation was readily accepted by the Government of Bihar who have sanctioned the publication of the Handbooks at.
