To this end, Germany has decided to draft a general climate change law to provide a legal framework to facilitate the achievement of its emissions reductions targets – as several other European countries have already done. Ecologic Institute will present insights in to the German experience and current policy debates at COP24 in Katowice. On Friday, 7th of December (11:30 a.m. at the Brazilian Pavilion), Dr. Camilla Bausch, Scientiﬁc Director and CEO of Ecologic Institute Europe, will participate in a side-event hosted by the Institute for Advanced Sustainability Studies (IASS) and the BRICS Policy Center. PSOL Versus PSOL: Facções, Partidos E Mídias Digitais
Revista do CESOP http://dx.doi.org/10.1590/1807-0191202026198 e-ISSN 1807-0191 PSOL versus PSOL: facções, partidos e mídias digitais Marcelo Alves dos Santos Junior1 Afonso de Albuquerque2 Este artigo investiga os desafios que as mídias sociais apresentam em relação ao poder das cúpulas dos partidos de definir o discurso majoritário. A hipótese é de que, em contexto de fragmentação partidária, as mídias sociais oferecem oportunidades para correntes internas vocalizarem insatisfações e negociarem suas agendas publicamente, o que gera ruídos externos e dificulta consensos. O estudo de caso focaliza as disputas travadas entre diferentes facções do PSOL acerca da aliança com PT, PCdoB e Rede na eleição para a prefeitura do Rio de Janeiro em 2016. Coletamos dados a partir de requisições à Graph API para mapear a presença de lideranças, diretórios, facções e núcleos dos quatro partidos. Os achados indicam a distância estrutural entre os subsistemas comunicativos organizados em torno do PSOL e do PT-PCdoB e a ríspida discussão pública sobre a composição da aliança eleitoral. Palavras-chave: mídias sociais, partido; PSOL; esquerda; Facebook Introdução Entre abril e junho de 2016, lideranças do PSOL, do PCdoB e da Rede negociaram uma possível aliança para o lançamento de candidatura única à prefeitura do Rio de Janeiro. Os três pré-candidatos representantes do espectro ideológico esquerdista, Alessandro Molon (Rede), Jandira Feghali (PCdoB) e Marcelo Freixo (PSOL), chegaram a se reunir com o propósito de evitar a divisão dos votos e garantir uma alternativa unificada às candidaturas da chapa incumbente, liderada por Pedro Paulo (PMDB), e da oposição conservadora, de Marcelo Crivella (PRB), que acabou sendo eleito no segundo turno.

Adam Dady Alessandro Molon
Adam Dady Adam Dady is a diplomat at the British Embassy in Brasilia. He works in the political team, dealing mainly with domestic political issues and cyber. Adam is originally from Sheffield in the north of England, and studied Computer Science and Maths at York University. He was previously a project manager in the education and health sectors, including working on improving IT in schools and data in hospitals. Adam joined the Foreign & Commonwealth Office in 2009 and worked with both the European Union and human rights before moving to Brazil in 2012. Alessandro Molon (tbc) Alessandro Molon is a Brazilian politician and professor. Molon holds a degree in History and Law and Master degree in History, having taught in public and private schools. Molin was the rapporteur of Marco Civil da Internet at the Chamber of Deputies. Alexandrine Pirlot de Corbion Alexandrine is an Advocacy Officer at Privacy International working across the organisation and the PI network on privacy related issues with a particular focus on communications surveillance with the aim of engaging in advocacy activities at the national, region and international level and carrying out related thematic research. Additionally, she coordinates PI’s network of 29 organisations and experts in 20 countries across Africa, Asia and Latin America. Before joining PI, she worked as Network and Programmes Associate at the Platform for International Cooperation on Undocumented Migrants (PICUM). Previously, she was engaged in research and advocacy on issues relating to human rights, irregular migration, Security Sector Reform (SSR), gender, conflict management, and human security. Alexandrine graduated from the University of Birmingham with an MSc in Conflict, Security and Development following an LLM in International Law at the University of Westminster.

It went from having a center-left government that attracted admirers beyond its borders and was considered successful, to electing a far-right government that in addition to its climate change denialism and denial of the seriousness of the Covid-19 pandemic, is turning its back on international recommendations. What explains this turnaround, what changes is it bringing about, and can the opposition confront it? At the same time, the pandemic brings to the surface the need to rethink social policy and discuss universal and non -market forms of social protection. In this interview, Lena Lavinas spoke with Nueva Sociedad about the situation in Brazil, but also about the effects of the financialization of social protection and how to replace fragmented responses with more universalized ones. Lena Lavinas is a professor at the Institute of Economics of the Federal University of Rio de Janeiro (UFRJ) and a member of the School of Social Sciences of the Institute for Advanced Studies at Princeton and of Argentina’s Interdisciplinary Center for the Study of Public Policy (CIEPP). Environmental Policy in the Bolsonaro Government: The Response of Environmentalists in the Legislative Arena Suely Mara Vaz Guimarães de Araújo1 https://orcid.og/0000-0003-2363-771X 1Brasiliense Institute of Public Law, Brasília/DF, Brazil This article analyzes the response of Brazil’s National Congress to the Bolsonaro government’s actions in respect of environmental policy, with an emphasis on the role of the active members of the Congressional Environmental Coalition and the civil society organizations that support it. Congress’s three spheres of activity encompass lawmaking, legislative oversight and the budget. The main decision-making processes related to these fields of activity are highlighted and analyzed using a qualitative approach. In general, there is evidence of an appropriate response by environmentalists, the results of which should not be underestimated, but which should have greater reach in view of the gravity of the destruction of environmental protection policy that has taken and continues to take place. The Bolsonaro government has presided over an attempted evisceration of environmental policies by changing non- statutory rules and cutting budgets, but Congress has put the brakes on nationally applicable laws and strengthened Congressional oversight. By being awarded the rights to host the 2014 FIFA World Cup and the 2016 Summer Olympics, Brazil has been consecrated as a new world power, one that emerged during Inácio Lula da Silva’s two terms as president, from 2003 to 2011. Despite a reduced growth rate forecast for 2013, its favourable indicators contrast with a world in crisis. Described as an “impassive colossus” in its national anthem, it has 3 narrowed the gulf between rich and poor in the past decade, enhanced its diplomatic influence in the western hemisphere and is now attracting not only investors but also new immigrant waves from a Europe in recession. But this is not to say that violent crime, corruption and inequality are all a thing of the past. A record of 11 journalists killed in 2012, five of them in direct connection with their work puts Brazil among the world’s five deadliest countries for the media.
