    KARGIL OPERATION 1999 The Kargil War, also known as the Kargil conflict was an armed conflict between India and Pakistan that took place between May and July 1999 in the Kargil district of Kashmir and elsewhere along the Line of Control (LOC). In India, the conflict is also referred to as Operation Vijay which was the name of the Indian operation to clear the Kargil sector.The war is the most recent example of high-altitude warfare in mountainous terrain, and as such posed significant logistical problems for the combating sides.The cause of the war was the infiltration of Pakistani soldiers disguised as Kashmiri militants into positions on the Indian side of the LOC which serves as the border between the two states. During the initial stages of the war, Pakistan blamed the fighting entirely on independent Kashmiri insurgents, but documents left behind by casualties and later statements by Pakistan's Prime Minister and Chief of Army Staff showed involvement of Pakistani paramilitary forces led by General Ashraf Rashid. The Indian Army, later supported by the Indian Air Force, recaptured a majority of the positions on the Indian side of the LOC infiltrated by the Pakistani troops and militants. Facing international diplomatic opposition, the Pakistani forces withdrew from the remaining Indian positions along the LOC. There were three major phases to the Kargil War. First, Pakistan infiltrated forces into the Indian-controlled section of Kashmir and occupied strategic locations enabling it to bring NH1 within range of its artillery fire. The next stage consisted of India discovering the infiltration and mobilising forces to respond to it.

That moment marked her journey of transformation: from being a school drop-out, she became a respected paramedic in her village of Zuhama, in Kashmir’s Budgam district. The year was 1997. The Valley was in the throes of armed insurgency and the health care system, especially in the remote areas of the state of Jammu and Kashmir, was in a shambles. “Most of the doctors, who were from the minority Hindu community, had fled Kashmir, and both the government and private health care facilities were in a poor state. Even the treatment of small injuries was not possible since the paramedics were too scared to step out of their homes. This severely affected women, particularly pregnant women. The nearest maternity home was at Lal Ded Hospital, Srinagar, and for people in remote villages, it took an impossibly long time to reach the hospital since they had to stop at army check posts every now and then,” recalled Munira, who is in her mid-thirties. This crisis in health care deeply disturbed Dr. Ali Mohamed Mir, a retired IAS officer. He wanted to do something about it. So he collaborated with the J&K Voluntary Health and Development Association (J&K VHDA) and decided to reach out to the villages most deprived of health care. Ten villages in Budgam, seven in Pulwama and five in Khansaab, a block near the border, were adopted.

Through this letter, I would like to draw your attention to the disturbing case of Captain Saurabh Kalia of 4 JAT Regiment of the Indian Army, who was one of the first officers martyred by Pakistani intruders at the young age of 22, after Pakistan invaded the Kargil region of Jammu and Kashmir in May 1999. On 15 May, 1999, the Pakistan army had captured Captain Saurabh Kahn and his patrol part' of five other brave soldiers — Sepoys Arjun Ram, Bhanwar Lal Bagaria, Bhika Ram, Moola Ram and Naresh Singh - on the Indian side of the LOC. They were kept in captivity for over three weeks and subjected to unprecedented brutal torture, evident from the bodies handed over by the Pakistan Army on 09 June, 1999. The postmortem revealed that the Pakistan army had indulged in the most heinous acts of burning their bodies with cigarettes, piercing ear-drums with hot rods, removing eyes, and chopping off various limbs and organs of these soldiers, besides inflicting all sorts of physical and mental tortures before shooting them down. Even after fifteen years of this brutal and inhuman tragedy, justice is denied to these brave martyrs and their families.

But on Sunday 6 January 2013, they came menacingly close to each other. This is an account of the events, as seen by the governments and the media on either side of the border and the way this portrayal shaped public opinion in our two countries. On 6 January 2013, even as the cricket teams of India and Pakistan clashed in a thrilling cricketing encounter in New Delhi, the Pakistani press reported that Indian soldiers had crossed the Line of Control in Kashmir and raided a checkpost in the Sawan Patra district.
